This article traces the pivotal role that ideas about “youth” and “generationhood” played in Vladimir Jabotinsky's political strategy as leader of the Union of Revisionist Zionists and its youth movement, Brit Yosef Trumpeldor (Betar). During the leadership struggle within the movement between 1931 and 1933, Jabotinsky believed that he could draw upon debates sweeping across Europe about the nature of youth, their role in politics, and the challenges of “generational conflict” in order to convince his followers that his increasingly authoritarian behavior was the only mode of leadership available to Zionist leaders in the 1930s. The article demonstrates that Jabotinsky's deliberately ambiguous and provocative constructions of “youth” and “generationhood” within the movement's party literature and in articles addressed to the Polish Jewish public, as well as the innovative ways in which he delimited “youth” from “adult” in his movement's regulations, allowed him to further embrace authoritarian measures within the movement without publicly abandoning his claim to be a firm proponent of democracy.  相似文献

The study of diasporas in international politics concentrates on migrants and their descendants in liberal democratic host countries; however, diasporas in non-democratic states experience significantly different political relationships that warrant investigation. Such diasporas are not only numerous but can also be influential. Their participation in international politics and assistance to the homeland require navigating distinct political affiliations. This article explains what enables an authoritarian host country's consent to such diasporic assistance. It proposes that assistance is likely to be tolerated insofar as it does not conflict with the host country's interests, the diaspora member donors have powerful allies within the regime, and they are not identified with the opposition. This theoretical framework is illustrated by analyzing evidence from the Jewish diaspora in authoritarian Brazil (1964–1985). A comprehensive online appendix provides additional background, discusses refuted hypotheses, and details the research process toward making this article transparent and the research replicable.  相似文献

This essay offers an ideological analysis of the rhetoric of the Islamist Egyptian Muslim Brotherhood (MB) in its official English‐language Web site, Ikhwanweb, between 2005 and 2010 — years preceding the Egyptian uprising of January 2011. The purpose was to examine the ideology manifest in the rhetoric and uncover the instrumental function the rhetoric served. Analysis brought forth a post‐Islamist ideology manifest through a rhetoric of dialectics. The instrumental function of the Egyptian MB's rhetoric in Ikhwanweb was to alter Western societies' monolithic understanding of Islamism — radical, undemocratic, inflexible. The cyber‐rhetoric was also used as a means to disapprove certain Western agents' support for authoritarian regimes. During Mubarak's rule, Ikhwanweb was used as a communicative medium to demonstrate to the West the Egyptian MB's need to be valued — respected regardless of ideological differences, understood rather than essentialized, stereotyped, and prejudged, and supported as a pragmatic, political entity within Egypt.  相似文献

The current financial, economic, social, and political crisis is widely thought to benefit far‐right parties in many European states. The Front National party, a fixture in French politics for more than two decades, achieved its best result ever in the 2012 presidential elections. This article explores far‐right voters’ accounts of their political life‐stories, analyzing the factors that trigger people's “conversions” to the right, and examining the ways in which this increasing, yet diverse minority views French history, society, and politics. Far‐right supporters legitimize their political convictions and actions in different ways. Some believe that they are part of a “resistance movement”, others draw on what they believe to be sociological or anthropological insights. Many pretend to advocate Republican ideals such as equality and freedom. Democracy stands to gain from drawing this growing part of the population back into mainstream debate, and social scientists may have a role to play in this effort.  相似文献

Lee Benson was one of the first American political historians to suggest a “systematic” revision of traditional political history with its emphasis on narrow economic class analysis, narrative arguments, and over‐reliance on qualitative research methodologies. This essay presents Benson's contributions to the “new political history”—an attempt to apply social‐science methods, concepts, and theories to American political history—as a social, cultural, and political narrative of Cold War‐era American history. Benson belonged to a generation of ex‐Communist American historians and political scientists whose scholarship and intellectual projects flowed—in part—out of Marxist social and political debates, agendas, and paradigmatic frameworks, even as they rejected and revised them. The main focus of the essay is the genesis of Benson's pioneering study of nineteenth‐century New York state political culture, The Concept of Jacksonian Democracy, with its emphasis on intra‐class versus inter‐class conflict, sensitivity to ethnocultural determinants of political and social behavior, and reliance on explicit social‐science theory and methodology. In what follows, I argue that The Concept of Jacksonian Democracy has its roots in Benson's Popular Front Marxist beliefs, and his decade‐long engagement and subsequent disenchantment with American left‐wing politics. Benson's growing alienation from Progressive historical paradigms and traditional Marxist analysis, and his attempts to formulate a neo‐Marxism attentive to unique American class and political realities, are linked to his involvement with 1940s radical factional politics and his disturbing encounter with internal Communist party racial and ideological tensions in the late 1940s at Cornell University in Ithaca, New York.  相似文献

The 2011 popular uprising that led to the overthrow of the Egyptian regime was initiated by groups of engaged ‘internet youth’. In this editorial I offer some personal reflections on the shift in political consciousness among Egypt's urban middle‐class youth, and on the discourse about generations that has unified Egyptians during the momentous events currently sweeping the Arab world. Whereas for members of my generation, the ‘stability’ of the Egyptian regime connoted comforts and opportunities, for today's Egyptian youth, it had come to signify no prospects for the future.  相似文献

This article explores the interplay between violent protest and the making of laws in Uganda. It advances two main arguments. First, since multipartyism was restored in 2005, the Ugandan government has repeatedly drafted intentionally contentious new laws in part to provoke, divide and politically manipulate opposition. Implementing these laws has often not appeared to be a priority; rather, drafting, debating and (sometimes) passing them represent tactical ‘legal manoeuvres’ geared towards political gain. Second, I argue that these manoeuvres can be linked to another trend since 2005: the rise in urban‐based protests and riots, which have often become violent and resulted in aggressive crackdowns by the state. In bringing these trends together, this article argues that the use of legislative processes as part of a strategic repertoire to destabilize political opposition has exacerbated unrest, especially among urban dwellers. Moreover, in response to rising protest the government has engaged in further legal manoeuvring. The analysis suggests that the semi‐authoritarian nature of the regime in power, where the symbolic importance of the legislature and relatively free media contend with fundamentally authoritarian tendencies at the centre, is propagating this cycle of legal manoeuvres and violence.  相似文献

Abstract: This paper offers a translation of key texts by the contemporary Mouvement des Indigènes de la République (MIR) and its key intellectuals: Sadri Khiari and Houria Bouteldja. Following Khiari, post‐colonial situations are best understood as recompositions: territorially mediated re‐articulations of colonial pasts with other social relations. To respond to the complexities of this post‐colonial recomposition, MIR propose an ambitious politics of “autonomy” and “mixity”. “Autonomy” (externally in relationship to the state and organized politics and internally for feminist groups) is seen as an indispensable precondition for a socio‐politically mixed, and potentially universalizing, political formation politics. More counter‐colonial than post‐colonial in orientation (Hallward), MIR attempt to give direction to three decades of revolt emanating from France's racialized popular neighbourhoods, including the uprising of 2005. I argue that MIR's interventions take up themes from the analyses by Frantz Fanon, Albert Memmi and Suzanne and Aimé Césaire to make countercolonial critique “live” in France today.  相似文献

Tunisia's Internet freedom prior to the “Jasmine Revolution” that overthrew longtime authoritarian leader Zine el‐Abidine Ben Ali has been described as roughly on par with that of China. Despite that, Tunisia's revolution has been described as one of the first “Twitter” or Internet revolutions, in which Internet technologies are said to have played a significant role This article illuminates how Internet technologies were (and weren't) used in challenging the Ben Ali regime. Based on interviews with Tunisian activists in early 2013, the research sheds light on Internet activities bridging street activism and Internet dissent. Whether through Internet or traditional face‐to‐face means, building the capacity to mobilize street protests long before mass mobilization was crucial to Tunisia's successful revolution.  相似文献

Rancière's theorisation of police, politics, and aesthetics offers an illustrative framework to understand urban (re)developments. While extant works have examined separately the art of governing through aesthetics and the political subjectivities of those having no part in the frame of visibility and intelligibility, this study argues that hegemonic aesthetic regime and bottom-up aesthetic practices can be mutually constitutive and reside in relationships of co-existence and mutual negotiation. Drawing on over a decade's investigation in Enninglu, a neighbourhood district in Guangzhou that underwent several rounds of political struggles related to redevelopment and conservation, we reveal how local residents negotiated aesthetic norms enacted by the state. Particular attention is paid to the interactions between the aesthetic regime imposed by the state and grassroots people reclaiming their own aesthetic sensibilities, culminating in a contingent, inconclusive, and “impure” space of politics. Both political subjectivities and aesthetic norms are redefined ongoingly in this process.  相似文献

Since the early nineteenth century political opposition became a central concept of political representation in constitutional monarchies. While this concept marked the political language of unified Italy on the national level, in local administration the legitimacy of political opposition remained an issue of dispute, as illustrated in this analysis of the political language in Bologna's local council. Local perceptions of national events, like the government's reaction to Garibaldi's unsuccessful Mentana-campaign, assumed major symbolic meaning in local politics and challenged traditional understandings of municipal administration by introducing the concept of political opposition. In Bologna, after Rome the second city of the former Papal State, the Moderates were able to grow into a position of political hegemony after the Unification of Italy and remained the predominant political force also after Italy's “parliamentary revolution” of 1876 and the electoral reforms of the 1880s. As a consequence of its limited influence on the local administration, Bologna's Left defined its ideological profile earlier and more clearly than the Left in other parts of Italy and integrated issues of national importance into local political discourse. Analysing the relationship between central administration and periphery, the article reveals the development of political language and the changing meanings of political representation between Unification and World War One and explains on this basis the escalation of social and political conflict in Finesecolo Italy.  相似文献

Carbon markets have provided fertile ground for research on the changing nature of political contestation. MacKenzie locates a “techno‐politics” of carbon markets that creates new possibilities for a “politics of market design”. In contrast, Swyngedouw argues carbon markets are part of a “post‐political” shift that narrows potential pathways through “depoliticisation”. This article engages with these debates by examining three recent attempts to reform the ailing European Union Emissions Trading System: restricting industrial gas offsets, backloading allowance auctions and the 2030 climate and energy package. It conceptualises the respective episodes as contests over the reach, force and priority of value determinations in climate policy, emphasising the contradictory imperatives facing states on each issue. The outcomes of contestation between industry groups and environmental organisations—real but limited reforms and a consolidation of the carbon market over alternatives—demonstrate the constraints facing technocratic campaigning and the ongoing politicisation of climate change.  相似文献

This article confronts a persistent challenge in research on children's geographies and politics: the difficulty of recognizing forms of political agency and practice that by definition fall outside of existing political theory. Children are effectively “always already” positioned outside most of the structures and ideals of modernist democratic theory, such as the public sphere and abstracted notions of communicative action or “rational” speech. Recent emphases on embodied tactics of everyday life have offered important ways to recognize children's political agency and practice. However, we argue here that a focus on spatial practices and critical knowledge alone cannot capture the full range of children's politics, and show how representational and dialogic practices remain a critical element of their politics in everyday life. Drawing on de Certeau's notion of spatial stories, and Bakhtin's concept of dialogic relations, we argue that children's representations and dialogues comprise a significant space of their political agency and formation, in which they can make and negotiate social meanings, subjectivities, and relationships. We develop these arguments with evidence from an after‐school activity programme we conducted with 10–13 year olds in Seattle, Washington, in which participants explored, mapped, wrote and spoke about the spaces and experiences of their everyday lives. Within these practices, children negotiate autonomy and self‐determination, and forward ideas, representations, and expressions of agreement or disagreement that are critical to their formation as political actors.  相似文献

This essay examines Tocqueville's conception of the “social” against the background of debates over the relationship between the social and the political in France from the Revolution to mid-century. It focuses on three groups: those associated with the social philosophy of industrialisme, those concerned with the evils of pauperism from the standpoint of Catholic social reform, and those allied with the new Doctrinaire view of society and politics. It argues that Tocqueville consistently resisted the primacy of the “social” as articulated by these thinkers, even in the seductive form offered by François Guizot, whose influence on Tocqueville is examined in light of recent debates over this issue.  相似文献

Twitter, Facebook, and other social media are increasingly touted as platforms not merely for networks of friends and for private diversion, but as vehicles that allow ordinary people to enter and influence the many arenas of public life. On the surface, the disparate and shapeless population of “i‐reporters,” policy “tweeters,” and anonymous news web site “commentators” would appear to challenge the comparatively well‐defined cast of professional diplomats, journalists, and propagandists that Harold D. Lasswell identified as policy‐oriented communicators. However, to illuminate the roles and impacts of social media in politics and policymaking, insights from Lasswell's “science of communication” must be embedded in Lasswell's broader lessons on value assets and outcomes. A closer look at the so‐called democratizing functions of social media in politics reveals the influence of powerful intermediaries who filter and shape electronic communications. Lasswell's insights on the likelihood of increased collaboration among political elites and skilled, “modernizing intellectuals” anticipates contemporary instances of state actors who recruit skilled creators and users of social media—collaborations that may or may not advance experiments in democracy. Lasswell's decision process concept is deployed to discover social media's strengths and weaknesses for the practicing policy scientist.  相似文献

The consensual climate of the post‐political order has been recently disrupted in Europe. The mass protests staged in different European countries and the resurgences of the extreme parties in response to the multiple European crises witness the “cracks” in consensual politics. While much of the scholarly attention has been drawn onto the socio‐political implications of large‐scale upraises, the contribution of bottom‐up sub‐national groups to the “return of the political” has been under‐researched. Therefore, this article focuses on sub‐national grassroots groups as instances of the “properly political” (Swyngedouw 2009, International Journal of Urban and Regional Research 33[3]:601–620). It is contended that these groups, by putting in place acts of solidarity, are “agonistic” political forms, containing in nuce the potential to counteract the post‐political order and to shape a new politics. To interrogate this argument, the article reports the findings of a case study analysis involving four grassroots groups based in Scotland.  相似文献

This article examines the Egyptian Muslim Brotherhood (MB) movement's stand on the South Sudan question. The aim here is to contribute to the ongoing debate over the MB's moderation. Throughout the civil war in Sudan, the MB consistently objected to South Sudanese secession. Yet, while it had traditionally framed its objection in religious terms, describing the South Sudanese struggle as a Christian conspiracy against Islam, in the decade preceding South Sudan's declaration of independence it moved to base its opposition on more practical grounds, revolving around issues such the absence of democracy, stability and infrastructure in South Sudan. This correlated with wider shifts in the MB. Since the 1990s, the movement has claimed to have undergone a transformation, adopting a moderate, pro‐democratic stance. These statements persuaded many scholars that the MB has come to represent political moderation in both its domestic and international agenda. More recent works on the movement, however, have come to question the MB's moderation hypothesis, suggesting that even though the movement has changed its discourse and some aspects of its activism, this could not be seen as a linear process of moderation. This article uses the South Sudan case to further support this critique from a foreign policy perspective. It demonstrates that even though the MB changed its tactics and discourse, its goals remained unchanged— even when the circumstances and the normative environment changed dramatically. Moreover, it shows that at times of crisis, the liberal discourse gave way to the old‐fashioned radical discourse of previous decades.  相似文献

This paper systematises the framing of the terrorism issue in the programmatic agenda of the Front national (FN) by focusing on nationalism. We argue that the FN's position on terrorism constitutes part of its strategy to justify its anti‐immigrant agenda by offering ideological rather than biological rationalisations for national belonging. To test our argument empirically, we operationalise four categories of nationalism, including ethno‐racial, cultural, political‐civic, and economic, and code official FN materials published in reaction to seven terrorist attacks on French soil during the period 1986–2015. We find that whilst older documents draw on all four categories, Marine Le Pen documents draw almost exclusively on the cultural and political‐civic categories, confirming our argument. Building on the “normalisation” or “de‐demonisation” approach, our nationalism framework presents a distinct theoretical advantage by allowing us to conceptualise the shift in the party's programmatic agenda.  相似文献

Roger Scruton and Pierre Manent provide us much to admire, as authors and as men, and much to ponder. They can be seen as collaborators in the defense of the nation-state against the empty universalism of “human rights,” and, more generally, in exposing the boundless arrogance and blindness of modern rationalism insofar as it denies its inheritance from premodern sources. This defense of the nation-state and critique of secular rationalism are of vital interest to moral and political conservatives, and Scruton, for his part, has explicitly taken on the cause and the label of conservatism. But conservatives face an imposing and, I propose here, critically instructive obstacle in appropriating the teachings of these two contemporary giants. For, as soon as we begin to examine the foundations of their respective projects, Scruton's and Manent's approaches appear to be, not only quite different (and therefore, one might hope, complementary) but in an important sense directly opposed to one another. This opposition appears most directly in their respective estimates of the realm of politics: one would exaggerate little in saying that, for Manent, politics is everything, whereas Scruton wishes to constrict the reach of politics to the minimum. Thus, Scruton embraces the title “conservative” but understands it apolitically, whereas Manent declines to identify himself as conservative but fully embraces a political task essential to conservatism. Conservatives must confront this disconcerting opposition and see what can be learned from it.  相似文献

Syria was, until recently, seen as a ‘successful’ example of authoritarian ‘upgrading’ or ‘modernization;’ yet in 2011 the Syrian regime faced revolution from below: what went wrong? Bashar al‐Asad inherited a flawed regime yet managed to start the integration of his country into the world capitalist market, without forfeiting the nationalist card by, for instance, attempting to acquire legitimacy from opposition to Israel and the US invasion of Iraq. Yet, despite his expectations and that of most analysts, his regime proved susceptible to the Arab uprising. This article examines the causes and development of the Syrian uprising of 2011. It contextualizes the revolt by showing how the construction of the regime built in vulnerabilities requiring constant ‘upgradings’ that produced a more durable regime but had long term costs. It focuses on Bashar al‐Asad's struggles to ‘modernize’ authoritarianism by consolidating his own ‘reformist’ faction, balancing between the regime's nationalist legitimacy and its need for incorporation into the world economy; his shifting of the regime's social base to a new class of crony capitalists; and his effort to manage participatory pressures through limited liberalization and ‘divide and rule’. The seeds of the uprising are located in these changes, notably the abandonment of the regime's rural constituency and debilitating of its institutions. Yet, it was Asad's inadequate response to legitimate grievances and excessive repression that turned demands for reform into attempted revolution. The article then analyses the uprising, looking at the contrary social bases and strategies of regime and opposition, and the dynamics by which violence and foreign intervention have escalated, before finishing with comments on the likely prognosis.  相似文献
