Going global: the transnationalization of care

This article critically examines the contours of ‘care transnationalization’ as an ongoing social process and a field of enquiry. Care transnationalization scholarship combines structural understandings of global power relations with an emphasis on social interactions between defined actors in ways that keep sight of human agency, material welfare and wider social development. It has, however, tended to privilege particular forms, dynamics and sites of care transnationalization over others. The body of research on care labour migration, which is otherwise the most developed literature on care transnationalization to date, contains a number of biases and omissions in its coverage of border-spanning relations and their mediation across country contexts. At the same time, other significant forms of care transnationalization, such as those involving consumer-based care migration, corporate restructuring and the formation of care policy, have suffered from comparative neglect. Working towards an integrated agenda that addresses these diverse expressions of care transnationalization and how they ‘touch down’ in a range of sectoral, social and country contexts is of prime importance to policy research agendas directed at understanding the wider development impacts of processes of social and economic restructuring.

Against the Limits of our History

While women have made great strides professionally we also continue to contend with the invisible boundaries that exist in time and space to restrict our movements. And since as subjects women are located within particular discursive and material practices of power, resistance and subjectivity, color can exacerbate the sense of confinement. In the absence of well-charted paths to professional mobility, I suggest that geographers of color turn to experiences beyond our disciplinary boundaries. This paper looks at how women negotiated dangerous spaces during the Malayan Emergency (1948–1960) using precisely those rules and cultural codes that marked women's spaces and activities as inferior or unworthy of the attentions of power. I offer this example to open up a discussion on how quotidian activities can be used to transcend limitations placed on our professional mobility. I do so by drawing contextual parallels, albeit with strict limitations, to exploring tactics for creating supportive spaces and communicating information. This is not an attempt to equate our modest hurdles with the violence and misery of wartime experiences, but rather a preliminary exploration of how we can build activism into our daily practices. Innovating and compromising, the latter, hardly an alien experience anyway, can contribute incrementally to opening new spaces in our professional lives.

Contra los limites de nuestra historia

Mientras las mujeres han progresado a grandes pasos profesionalmente, continuamos a pelear con los limites invisibles que existan en el tiempo y el espacio y que restringir nuestras movimientos. Las mujeres, como sujetos, están ubicado dentro de discursivos particulares y prácticas materiales de poder, resistencia y subjetividad. Como consecuencia el color (la raza) puede exagerar el sentido de confinamiento. En la falta de una ruta bien trazado para la movilidad profesional, sugiero que geógrafas de color recurren a las experiencias fuera de las fronteras de nuestras disciplina. Este artículo examina como las mujeres negociaron espacios peligrosos durante la Emergencia Malayan (1948–1960), utilizando las reglas y códigos culturales que definieron los espacios y actividades de mujeres como inferior o no digno de las atenciones de poder. Ofrezco este ejemplo para empezar una discusión de cómo las actividades cotidianas pueden estar utilizadas para transcender las limitaciones de nuestras movilidad profesional. Exploro las tácticas para construir espacios sustentador y para comunicar información, dibujando paralelos contextual, aunque con limites estrictos. No es mi intento que comparar nuestras barreras modestas y la violencia y miseria de experiencias de guerra, sino que una exploración preeliminaría de cómo podemos hacer activismo dentro de nuestras prácticas cotidianas.     

Going It Alone: Belarus as the Non-European European State

In the second paper of a symposium devoted to the contemporary status of Belarus, a noted American specialist on the electoral geography of the states of the former Soviet Union challenges assertions in the preceding article (Ioffe and Yarashevich, 2011) that only Russia and Ukraine are valid comparators against which to gauge the success of the Lukashenka model. Expanding the scope of comparison to include the three other countries neighboring Belarus (Latvia, Lithuania, and Poland), he demonstrates that a broader range of policy changes can be considered by its leadership in efforts to limit damage from the economic crisis in Belarus and position the country for renewed growth within a global economic frame-work. Examination of a wide range of social and economic indicators and government policies reveals, however, that in many ways an unreformed Belarus is poorly positioned for competition in an increasingly interconnected world, in which the elements for successful development are quite different from those providing economic stability in the past. A closing section of the paper revisits the debate on whether most Belarusian citizens actually aspire to a more "European" way of life or instead prefer the "Eastern" alignment and reliance on a Russian benefactor whose own economic future looks increasingly uncertain.

Going Bush: the Implications of Urban‐Rural Migration

Traditionally, migration away from urban centres by those seeking lifestyle changes has been towards beach environments. More recently though, there have been small movements of people to rural environments seeking similar lifestyle changes. These movements to rural locales have been popularly referred to as treechange. Previous research on exurban migration has primarily focused on quantifying the migration process and attributes of the migrators. In contrast, this paper presents some preliminary findings on the impact of urban‐rural migration on a small, semi‐rural receiving area north of Melbourne. More specifically, it explores the impact that exurban migration has on local housing markets such as increases in house prices, decreases in affordability and declines in rental stock. The research also illustrates the divisions that appear in local communities between traditional residents and ‘newcomers’ over amenity issues and economic development.
