The location and management of landfills is among the many controversial issues confronting many American communities. Greatly increasing the controversy is the issue of interest group politics in the local landfill siting and international waste trading policies. Exploring the historical and political controversies, this study examines landfill politics in a public-private partnership. The guest coeditors of this issue set a context in which to view a previously unpublished article of Frank Harary. The Harary article is followed here by contemporary material of Joseph Kerski that addresses similar real‐world issues. The two together, along with the context, serve as a springboard to launch the reader into the rest of the materials in this special issue devoted to graph theory and network science. This article examines the contemporary Chinese rail system as a circulatory panopticon: an apparatus that uses the “natural” movements of the population to render them legible and safe. The panoptic effect of rail space has emerged only recently. The Chinese state's introduction of the “real-name system” has made a state-legible identity an inextricable part of everyday life, and recent transformations in ticketing and station entry have placed it at the center of mobility practices as well. Synthesizing Foucault's apparatus of security with Karen Barad's realist conception of the apparatus, this article examines how the more-than-human elements of the rail system realize a panoptic assemblage out of the movements of passengers. Based on participant observation and interview data, this article examines three key elements of the rail system: the national identity card, the ticket, and the station entrance. Drawing on Barad's account of diffraction, I analyze how the particular material characteristics of these things both function to realize the circulatory panopticon and also to introduce novel discontinuities and fractures. This paper makes two contributions. First, it argues for a greater attention to the question of reality in Foucault's thinking: just as the art of government increasingly recognizes and calibrates itself against ‘reality,’ Foucault's analysis of governmentality becomes increasingly realist. Second, it shows how infrastructure is simultaneously a font of state power and a source of problems for the state—a contradiction deeply relevant in China today.  相似文献

Since 2000 there have been major changes in the agrarian economy in Zimbabwe. Extensive land redistribution and severe macro‐economic instability have resulted in significant shifts in agricultural production and the functioning of markets, opening opportunities for some and closing options for others. This article focuses on cattle in Masvingo Province, identifying current patterns and dynamics and future challenges. Key to the analysis is an understanding of the social and political embeddedness of real markets and the relationship between the state and an increasingly informal, sometimes illegal, economy. The article traces the transformation of a formalized beef production and marketing system, organized around a relatively narrow group of players, to a more fragmented, diverse and complex system with a different — and potentially wider — scope and reach. It highlights a series of phases, from the technocratic order of the colonial era, and its replication in the period following Independence, to a new situation following land reform. Although there have recently been attempts to reinstate a particular order through price controls and other measures, this has had little impact. The result is a radically reshaped production and market system, which suggests very new political and social relationships for the livestock sector.  相似文献

Sir William Chambers was one of the most important English architects in the eighteenth-century, but both in his day and later his international recognition was closely connected with his admiration for and promotion of Chinese art, particularly Chinese landscaping. Between 1757 and 1773, Chambers published three treatises praising the ingenious mixture of nature and art in a Chinese pleasure ground, criticizing the then influential English gardener Lancelot (Capability) Brown, and trying to goad English garden design into the direction of China. He did not achieve his purposes mainly because he mixed what he knew as genuine about the Chinese gardening art with what he fantasized about it. While recent scholarship has focused on his fantasy, this article examines what Chambers knew or imagined about Chinese landscaping, what he and his detractors were for and against, and how the fiasco of his 1772 and 1773 treatises, which he brought upon himself, nevertheless helped to usher in a new phase in the English reception of Chinese landscaping ideas.  相似文献

This paper draws on Slavoj ?i?ek's critique of ideology in seeking to account for the persistence and transformability of the neoliberal project. Against understandings of neoliberalism as a utopian representation projected onto an external reality, I argue that neoliberal ideology operates as a social fantasy, which structures reality itself against the traumatic Real of Capital. The evolution of the neoliberal project should be understood, not as the meticulous manipulation of social reality, but as a series of increasingly desperate attempts to hold the very fabric of reality together. Reconceptualizing neoliberalization as a form of obsessional neurosis can help to explain the relentless persistence of “zombie neoliberalism” and its paradoxical trajectory towards increasingly intensive forms of social engineering. This argument is developed through a critical engagement with the work of the economist Jeffrey Sachs. From shock therapy to the Millennium Villages Project, Sachs's trajectory embodies the characteristics of the neoliberal neurosis. The paper aims to undermine the apparently monolithic power of neoliberalism, by challenging dominant critical representations of the neoliberal project in terms of a hyper‐rational governmentality. It also aims to subvert the attempts by Jeffrey Sachs and other neoliberals to reposition themselves as opponents of the Washington Consensus, and as spokesmen of the Occupy movement. The chosen method of attack is more satirical than polemical. Neurotic neoliberals such as Sachs have successfully appropriated ethical objections to neoliberalism in the name of “globalization with a human face”. In the present conjuncture, an immanent critique that reveals the internal incoherence of neoliberal ideology, and the hapless floundering of its proponents, is perhaps more effective than a repetition of familiar forms of moral condemnation. An alternative subtitle for this paper might therefore be “Towards a satirical materialism”.  相似文献
