The Conference on Devolution, 1919–1920 has been a little studied event in Britain’s constitutional history. However, recent analysis has shed new light on this little studied moment in British constitutional history. Building on Evans (2015), this article focuses on the Conference’s deliberations on the units that would be represented by devolution (i.e. whether devolution would be on national or regional lines) to provide further evidence that the division between intra-parliamentary and directly elected devolution was a cleavage that cut through the entirety of the Conference’s work, as opposed to simply being a source of disagreement at the end of its proceedings. As this debate essentially focused on how England should be governed post-devolution, this article also sheds further light on the history of ‘the English Question’.  相似文献

ABSTRACT

From 1799 to 1801, with the instigation of John Haygarth, physicians in England evaluated the claims of Elisha and Benjamin Perkins that their patented “metallic tractors” could cure a wide variety of disorders. Previous therapies were typically judged based on experience and authority, whereas Perkinism was evaluated using a series of clinical trials of varying methodological sophistication, most employing sham instruments (all but those involving infants or horses), with a variety of trial designs, inconsistent use of contemporary controls, and different approaches to blinding subjects to the treatment administered. Haygarth and his colleagues collectively demonstrated that tractors and sham instruments produced equivalent effects in adults, and, by inference, that the tractors had no special therapeutic properties. Other trials using only genuine tractors demonstrated no effects in infants and horses, subjects who could not reasonably be influenced by suggestion and the imagination. These collective results provided strong support for the rival hypothesis that the observed effects were due to suggestion and the imagination of the subjects. Despite fallacy-laden counterattacks and counterarguments from Benjamin Perkins and his supporters, the trials eroded support for this therapy and led to abandonment of the “Metallic Practice” as a treatment in Britain and elsewhere.  相似文献

ABSTRACT

The metallick Tractors were patented by Elisha Perkins, a Connecticut physician, in 1796, for the treatment of various ailments, particularly those associated with pain. They were subsequently rapidly and widely disseminated on the basis of testimonials and aggressive marketing tactics. Dissemination was facilitated by endorsements from prominent physicians, politicians, and clergy, by quasi-theoretical explanations of efficacy based on then-current experiments of Galvani and others, and by the apparent simplicity and safety of the procedure. Abandonment of this ineffective therapy was later prompted by the application of blinded placebo-controlled trials using sham devices.  相似文献

In 1902 both the Order of Merit and the British Academy came into being. As David Cannadine has noted, Gladstonian liberals including Lord Rosebery, John Morley and Sir G.O. Trevelyan occupied a key segment of the newly formed elite with several others who were admitted to one or both of the new groups, belonged to the Club, the private society founded by Samuel Johnson and Joshua Reynolds in 1764. In fact several members took a leading part in the negotiations leading to the establishment of the Academy. The article seeks to demonstrate the significance of the Club in promoting what Cannadine terms ‘liberal and literary culture’ in the later nineteenth century. A detailed examination of the membership shows a broad array of high achievers in the arts and sciences, as well as many individuals who held important public office. In particular, the Club elected a remarkable group of distinguished Victorian historians, including Macaulay, Grote, Froude, Lecky, Acton, Maine, Stubbs and Creighton. At the end of the century, several members had served in Gladstone's administrations, and as a solid phalanx of liberal politician/writers they provided the base from which the new recipients of the Order of Merit and Fellows of British Academy would be chosen. My conclusion is that the group held a central place in the intellectual and literary world of Britain around 1900, with its extensive connections to the political power base, and understandably provided a nucleus of members for both the Order of Merit and the British Academy  相似文献

ABSTRACT

This article provides a survey and definition of the field of Commonwealth constitutional history since 1918, especially during and after global decolonisation. It asks what is Commonwealth constitutional history and how it differs from its English and Imperial counterparts. The article puts forward a working definition of Commonwealth constitutional history and introduces key and diverse writers who illustrate the range and potential of this history. The article provides an historiography and survey of constitutional history in the Pre-Commonwealth and Post-war Commonwealth periods while also assessing the opportunities of Post-British Commonwealth constitutional history. The objective of this article is to show how Commonwealth constitutional history can contribute to the historical study of state power and to see its worth to other disciplines and fields of history. Commonwealth constitutional history is a necessity to examine the politics, power and consequences of the British empire during the long age of decolonisation.  相似文献

At a time coinciding historically with the height of the British Empire, the immigrants' rush to occupy American West lands and the wholesale removal of Native Americans onto reservations, encounters between Native peoples and British women travellers became emblematic of a whole range of socio-spatial relationships of domination, subordination and resistance. In this paper, I examine representations of western Native Americans in the travelogues of ten British women travellers to the late nineteenth-century American West, produced primarily during encounters at sites along the western rail lines. Constructions of racial and gender differences in the texts can be tied to British colonial discourses, as well as to the social relations inherent in the multiple contact zones within which the encounters took place.  相似文献

Recent remembrance and memorialisation of the Komagata Maru incident of 1914 has neglected the global and imperial implications of the incident, as well as the role that direct actions by the Indian passengers and Indians in Vancouver took against Canada’s discriminatory law. While the legal loss the passengers suffered could be regarded as simply tragic, the implications for the British Empire behind the Komagata Maru incident are more complex. More than just a legal battle between would-be Indian migrants and the Vancouver immigration authorities, the incident is a highly visible clash of two different understandings of the British imperial legal system. In contrast to any view that imperial harmony and the rights of all its subjects should supersede local concerns within the empire, Canadian immigration and legal officials instead viewed their rights as a self-governing dominion to make and pass their own laws (particularly around areas of racial desirability) as more important than issues of imperial membership, loyalty or harmony. The British government’s decision, in turn, not to contradict Canada’s eventual ruling against the Komagata Maru passengers and the decision to deport them, exposed the legal hierarchies of supposed imperial belonging, citizenship and ‘British liberty’ in the empire at a critical moment in the early twentieth century. What the incident highlighted, then, was an increasing legal distinction between settler colonies and colonies of exploitation within the empire.  相似文献

This article maps several key moments in the evolution of religious symbolism and language on US currency, focusing largely on Abraham Lincoln's overlooked role in signing the motto "In God We Trust" into law. Interpreting the motto through the lens of Lincoln's "Second Inaugural Address"—which he delivered just one day after Congress passed the first statute allowing "In God We Trust" to be stamped on US coins—offers a counter-intuitive interpretation of the motto that functions as a deep, ironic, and historically significant critique of religious nationalism.  相似文献

ABSTRACT

Across a broad range of late nineteenth-century French medical texts that described the newly denoted sexual pathologies of frigidity, inversion, fetishism, nymphomania, sadism and masochism, one finds a term being used for which no current equivalent exists. This term is l’amour morbide – morbid love. Its use was initially as common in respectable medical texts as it later became in erotic fictional writings. In some cases, it appeared to refer to a particular sexual pathology, albeit one which troubled the very notion of perversion as aberrant or abnormal. This article considers the role that l’amour morbide played in the sorting of medical terminology for describing sexual perversions in late nineteenth-century France, and examines what its relationship was to degenerationist thought. Engaging with Ian Hacking’s notion of “transient mental illnesses” produced by unique cultural ecologies, it is proposed that morbid love occupied the space between decadent culture of fin-de-siècle France on the one hand, and on the other hand degenerationist frames adopted by French doctors in the context of international medical and psychiatric conversations.  相似文献

Some theorists are suspicious of normative political theology because they believe it undermines critical rationality. In my view, these theorists neglect theological traditions that resist dogmatism through intensified critique. Because authoritarian dogma is not unique to religion, theology offers sophisticated techniques that may be useful for those who are not themselves religious. A normative theology that intensifies critique represents a valuable resource for political reflection, and not only for the faithful.  相似文献

This article re-evaluates the ideology and significance of Britain’s first self-proclaimed fascist party, the British Fascisti (BF) between 1923 and 1926. It challenges the dominant scholarly perception of BF ideology as a virulent form of conservatism or ‘Conservatism with Knobs On’ by demonstrating that they represent a hybrid movement consisting of both domestic conservative and continental fascist ideas. Thus, the chief purpose of this article is to demonstrate the dynamics of what scholars refer to as ‘fascistisation’ – the adoption and re-contextualisation of fascist features by non-fascist political movements and regimes. The BF’s ideology represents an, at times, contradictory attempt to replicate the Italian Fascist movement and repackage it for a British audience – they were a ‘fascistized’ right-wing pressure group seeking a new, authoritarian state. Abstract notions of the ‘success’ of Mussolini’s fascist experiment in stemming a Bolshevik revolution and his achievements in bringing order and a new sense of patriotism were re-adapted to the British context. These ideas were manacled to British conservative ideas of Christianity, anti-Socialism and imperialism typically associated with Edwardian Die Hards. Ultimately, the BF’s ideology will be proved to be far more complex than scholars have been prepared to acknowledge during a period in which fascism was ill-defined.  相似文献

Historians around the world have sought to move beyond national history. In doing so, they often conflate ethical and methodological arguments against national history. This essay, first, draws a clear line between the ethical and the methodological arguments concerning national history. It then offers a rationale for the continued writing of national history in general, and American history in particular, in today's global age. The essay makes two main points. First, it argues that nationalism, and thus the national histories that sustain national identities, are vital to liberal democratic societies because they ensure the social bonds necessary to enable democratic citizens to sacrifice their immediate interests for the common good. The essay then argues that new methodological and historical work on the history of nations and nationalism has proven that nations are as real as any other historical group. Rejecting national history on critics' terms would require rejecting the history of all groups. Instead, new methods of studying nations and nationalism have reinforced rather than undermined the legitimacy of national history within the discipline.  相似文献

This article argues that property law is the main means through which Britain built its imperial sovereignty on Cyprus and in the post-Ottoman Levant. It charts the development of an official British expertise in Ottoman land legislation following the so-called affair of the Sultan's claims to properties in Cyprus. To settle this matter in the island which they had obtained to ‘occupy’ and ‘administer’ through a treaty with the Sublime Porte, colonial authorities were compelled to become conversant with the 1858 Ottoman Land Code. Hence, the article argues that because of its ambiguous status – a province occupied and administered by Britain but under the nominal suzerainty of the Sultan from 1878 to 1914 – Cyprus, as the first Ottoman territory to pass under direct Western rule, played a decisive role in the elaboration of a colonial knowledge in Ottoman land laws. And this, despite long-standing economic and political ties between Britain and the Ottoman Empire and exposure to other settings where layered land tenure systems prevailed. Published in treatises authored by British administrators of Cyprus, the legal expertise in Ottoman land law thus acquired was then transposed to other territories which passed under British rule, such as Palestine.  相似文献

This article investigates the Labour and Conservative parties’ decisions to offer referendums on constitutional change. We focus on Labour’s Scottish devolution referendum and the Conservatives’ EU referendum. Rather than responding to public demand, we argue each party offered referendums based on short-term electoral calculations. Both parties believed their commitments would resolve intra-party dissension, neutralise emergent electoral threats and expand their electorate. While each party won the subsequent election, the referendums produced long-term unintended outcomes counter to their initial objectives: an invigorated Scottish National Party and an impending EU exit. Ultimately, the consequences of both may lead to Scottish independence.  相似文献

The place of political theory in AJPS has historically been a fairly marginal one, partly because Australia does not seem to have a strong national tradition of political theorizing. This is thought to be a function of living in a nation that never produced a great political theorist and was born neither in revolution or utopianism. Yet, although there has been a marked absence of high theory or exegetically-inclined history of ideas over the life of the journal, theorists have responded by contributing work that usefully illuminates applied problems with theoretical insight. Further, it may be the case that there is a peculiarly Australian style of political theory that is pragmatic and self-consciously embedded within our institutions and political culture. The paper explores this and other means by which Australian theorists have adapted in order to retain a presence within the journal.  相似文献
