For more than 50 years, rural municipalities across the developed world have struggled to redefine themselves in the face of declining primary sector employment. In some places, this struggle has led to the creation of landscapes that provide heritage‐seekers with tangible commodities and intangible experiences reflecting a by‐gone past. Recent research suggests that these post‐productivist heritage‐scapes may evolve into leisure‐scapes of mass consumption, if profit or economic growth are the key motives underlying development ( Mitchell and Vanderwerf 2010 ). This article questions whether a dominant ideology of preservation can prevent this scenario. We studied Salt Spring Island, British Columbia: (i) to determine if the island displays the characteristics of a heritage‐scape, (ii) to discover if a preservationist ideology has contributed to its current state, and (iii) to ponder if this state can be maintained, in light of recent regional and provincial discourse. Our analysis reveals that the creation, and maintenance, of this heritage‐scape has been guided largely by public discourse underlain by a preservationist ideology. This prolonged state, however, may be drawing to an end. Recent provincial directives to double tourist revenues suggest that local (and regional) discourse soon may be overshadowed by the province's mandate to promote economic growth. The response of local stakeholders will ultimately dictate the Island's ability to maintain its present state as a post‐productivist heritage‐scape.  相似文献

Abstract: As Africa's foremost “emerging market” Angola is receiving increasing recognition for its oil wealth, leading to attempts to engage it as a strategic partner, especially amongst the “rising powers”. In particular, there has been considerable escalation in development cooperation between Angola and China recently, though relatively little is known about the precise terms of this “partnership” despite China's key role in Angola's post‐conflict reconstruction. The growing importance of Chinese credit lines and increasing presence of Chinese corporate agencies across Angolan territory raise important questions about development, poverty reduction and inequality; governance and labour relations; and Angola's institutional capacity and the social structure of its cities. This paper critically examines the specific outcomes of Angola's “partnership” with China along with the hybrid conceptions and tangled geographies of “development” produced as a result. In particular, it seeks to interrogate the visions of Angola's future articulated by the Angolan state and the reference points and “models” of development that they draw upon.  相似文献

Under the right conditions, compounding socio‐political and economic change can dramatically alter government policy. From 2000, Western Australia, a resource‐rich jurisdiction, experienced significant change owing to a once‐in‐a‐generation resources boom, which forced a break with earlier development approaches. In 2008, regional interventionism returned to the State via the State Government's Royalties for Regions program. Departing from the neo‐liberal tradition, the program allocated 25 per cent of the State's royalty income to non‐metropolitan regions, over and above existing regional allocations, and its success remains disputed. While it is easy to question the program retrospectively, the socio‐economic and political circumstances from 2000 to 2008 reveal a “perfect storm” of conditions enabling the transition from neo‐liberalism to interventionism in regional development. This paper sets out to understand the multi‐faceted conditions that enabled the dramatic paradigm shift embodied by the program. To this end, it examines the State's rural–urban settlement dichotomy, its staples economy, and the policy context leading up to the program. Following that, the paper proposes a causal framework mapping out the factors driving and rationalising the program. These factors are then examined in detail and include perceived rural voter disenchantment, ineffectual regional development policy, the State's mining boom, inadequate regional development funding, the contrasting fortunes of two regions (illustrative of the impact of growth, and the lack thereof), and the political manoeuvring during the 2008 election. Finally, the paper concludes by considering how the conversion of these conditions resulted in the State's most significant regional policy redirection in decades.  相似文献

This article examines the relationship between the EBRD's project portfolio in the Western Balkan energy sector, and the region's main energy and environment problems. It argues in favour of geographically centred appraisals of the environmental sustainability of multilateral energy investment. Empirical analyses have been placed within the context of this bank's broader policy mandate to support the reconstruction and development of, among other aspects, energy operations in the post‐socialist states of Eastern Europe and Central Asia, while promoting environmental sustainability. The article categorizes the Western Balkans' energy and environment problems into two main groups: the failure to shift away from carbon‐emitting sources of energy, and the inability to introduce efficient technologies in the generation, transmission, distribution and consumption of energy. It investigates the level to which these issues have been represented in the Bank's energy investment activities in the region. The EBRD's ability to fund energy and environment projects has been affected by, among other factors, the decision‐making process within the relevant governments and the Bank itself. These processes are related to the structural legacies of central planning and the organizational cultures embedded within the EBRD at its inception.  相似文献

Culture‐led projects have long been part of strategies to regenerate cities in advanced capitalist economies. In recent decades those projects also have become a focal point of urban development in post‐socialist cities. This study argues that an attempt to reimage(in)e the city of St Petersburg through its culture‐led flagship project, Mariinsky Theatre–2, has generated significant changes not only to its built fabric, but also to its social fabric. In the context of a post‐socialist city, this study examines how the urban space of the historical centre is being contested by its urban users, often on the basis of differences in perception, including the impacts of the culture‐led project on those perceptions. Civic awareness about social exclusion and inclusion in urban space is on the rise in this post‐socialist city.  相似文献

ABSTRACT. As in all post‐Soviet states, the Russian intelligentsia has been preoccupied with the construction of a new national identity since the beginning of the 1990s. Although the place of Orthodox religion in Russia is well documented, the subject of neo‐paganism and its consequent assertion of an Aryan identity for Russians remains little known. Yet specialists observing the political and intellectual life of contemporary Russia have begun to notice that the development of references to ‘Slavic paganism’ and to Russia's ‘Aryan’ origin can be found in the public speeches of some politicians and intellectual figures. This article will attempt, in its first section, to depict the historical depth of these movements by examining the existence of neo‐pagan and/or Aryan referents in Soviet culture, and focusing on how these discourses developed in different spheres of post‐Soviet Russian society, such as those of religion, historiography, and politics.  相似文献

This article re‐examines Cumann na nGaedheal's approach to party organisation. Cumann na nGaedheal has been portrayed as a badly organised, ‘top‐down’ party that suffered electorally for its reluctance to match the structure and organisation of its main anti‐Treaty rival, Fianna Fáil. Moreover, the party has been caricatured as a conservative organisation with little affinity for the ideology of the Irish revolution. While recent studies have reappraised Cumann na nGaedheal's engagement with the revolutionary inheritance, while highlighting underappreciated aspects of the party's electoral innovations, its organisational structures require further scholarly attention. Closer scrutiny of Cumann na nGaedheal's organisational structures sheds further light on its fate as nationalist Ireland's first party of government and ultimately its demise as a distinct party in 1933.  相似文献

This article draws on research with resident action groups and other alliances in Sydney. It investigates the ways in which citizens work beyond the formal planning system to approach and achieve their urban development goals. The post‐political treatment of community voices in planning relies on the centrality of consensus politics in current participatory planning regimes. By providing a democratic outlet that is far removed from the actual development outcome, powerful urban actors can silence through inclusion. Planning theorists have posited that one pathway beyond this post‐political moment in urban planning is provided by Chantal Mouffe's critique of Habermasian communicative theory and consensus politics, which she bases on her theory of agonistic pluralism. Following Mouffe, to achieve a productive agonistic politics, any rigid antagonisms between “enemies” need to be moderated to more mutable “adversarial” positions. However, we have little knowledge of the conditions that might precipitate such a change in praxis. To address this gap between theory and praxis, we use focus group data to show how local resident action groups and urban alliances work through three modalities of antagonism to achieve their urban development goals. We add empirical weight to the idea that citizens can shift from rigid and fundamental antagonisms to the potentially more productive adversarial politics of agonistic pluralism but therein expose some limitations with how Mouffe's ideas are being applied to urban planning.  相似文献

Despite its title and stated objectives this edited volume does not provide a broad and inclusive survey of post‐apartheid South African historiographical developments. Its main topic is the unexpected demise in the post‐apartheid context of the radical or revisionist approach that had invigorated and transformed the humanities and social studies during the 1970s and 1980s. In the context of the anti‐apartheid struggle the radical historians had developed a plausible model of praxis for progressive scholarship, yet in the new post‐apartheid democratic South Africa radical historical scholarship itself encountered a crisis of survival. This should not be confused with a general “crisis” of historical scholarship in South Africa, as some of the uneven contributions to this volume contend, as that remains an active and diversely productive field due also to substantial contributions by historians not based in South Africa. If the dramatic and ironic fate of radical historical scholarship in the context of the transition to a post‐apartheid democracy is the volume's primary topic, then it unfortunately fails to provide serious and sustained critical reflection on the origins and possible explanations for that crisis. A marked feature of the accounts of “history making” provided in this volume is the (former) radical historians' lack of self‐reflexivity and the scant interest shown in the underlying history of their own intellectual trajectories.  相似文献

This article examines the urban development of Moscow from 1992 to 2015, arguing that the city's recent transformation from grey asphalt jungle to a “city comfortable for life” is driven by a process of neoliberal restructuring. In particular, the study finds that a set of multi‐scalar dynamics—namely, the global financial crisis, the rise of a local protest movement, and an intensified rivalry between federal and Muscovite elites—were the key driving forces behind Moscow's current evolution. The work advances a conceptual framework of neoliberal urbanisation that enhances the literature on post‐socialist cities and, more generally, the broader debate on actually existing neoliberalism.  相似文献

This paper offers a historically contextualised intellectual history of the entangled development of three competing post‐war economic approaches, viz the Austrian, Chicago and post‐Walrasian schools, as three forms of neoliberalism. Taking our cue from Foucault's reading of neoliberalism as a mode of governmentality under which the social is organised through “economic incentives”, we engage with the recent discussions of neoliberal theory on three accounts: neoliberalism is read as an epistemic horizon including not only “pro‐” but also “post‐market” positions articulated by post‐Walrasian economists who claim that market failures necessitate the design of “incentive‐compatible” remedial mechanisms; the Austrian tradition is distinguished from the Chicago‐style pro‐marketism; and the implications of the differences among the three approaches on economic as well as socio‐political life are discussed. The paper maintains that all three approaches promote the de‐politicisation of the social through its economisation albeit by way of different theories and policies. © 2013 The Author. Abstract: This article presents an ethnography of the evolution of Prometrópole, a slum upgrading project in the Brazilian city of Recife. The project aims to improve the urban infrastructure, eradicate slums and resettle the population. We focus on the project's first area of intervention, Jacarezinho. We analyze how, from lead‐up through implementation, the project gained shape and gradually became real. Participatory procedures were very important in shaping the project that for a long time did not materialize. We argue that the project manifested itself as a vehicle of modernity that evoked a dream of progress. The population, which never asked for the project, was attracted to this dream, but remained critical. We contend that, although the project partly delivered on its promises, for many slum dwellers it failed to entail a better life. We portray the project's genealogy, the compromise between different aims, and an echelon of post‐project frustrations.  相似文献

This paper examines women's place in sportsmen's magazines and their role in the creation of sport hunting's image in the post‐war United States. It argues that sport‐hunting women were not challenging post‐war constructions of femininity or domesticity. Nevertheless, sportsmen attacked women's attempts to construe hunting as heterosocial recreation, fearing that they would undermine hunting's cultural significance. Instead, the dominant, male‐authored discourse connected authentic hunting to a new post‐war formulation of masculinity that revolved around militarism and the emotional bonds between men developed through battlefield experiences. This analysis takes seriously both men's and women's interpretations of a cultural practice historically associated with one sex, in order to reveal how gender identities are constructed and contested.  相似文献

Resource towns often exist on a knife‐edge, largely depending upon global demand for their resource/s and, at the same time, playing a critical role in the development of a nation. The transition from single resource towns to diversified economies has been modelled on several occasions, but their application to other resource locales is difficult given the unique interplay of geographic, political, social, and economic factors. Nonetheless, Innis' Canadian staples theory may explain the political motivations of resource extraction and exportation, not least in relation to the Western Australia Goldfields. This paper seeks to explore the theory's potential in this context by examining the implications of high labour mobility. It employs a two‐step process using, first, a social network analysis to map the entire Australian labour commuting network and, second, a regression analysis of commuting, regional wealth, and population size against population change. While the Goldfields historically grew in line with processes described by Innis' theory, contemporary high labour mobility has created a variegated landscape of different development dynamics and trajectories. This finding carries implications for network patterns of residence and work. Labour acts to extend the distribution of wealth by sending incomes to the metropolitan core and to amenity‐rich regional towns across the State and nation. In such light, regional development scholars must view the resource town in its broader urban system of distinct but interlocked, and sometimes overlapping, activity nodes.  相似文献

The study of business and politics is attracting new interest, perhaps due to changing configurations of power in Western societies undergoing rapid but uneven structural and cultural change. Previous debates have demonstrated the inadequacy of the pressure group model, primarily because of its insensitivity to the socio‐economic foundations of power and the significance of the cultural context. This paper reviews the approach proposed by Charles E. Lindblom's Politics and Markets, examines some attempts to refine that approach and advances some criticisms of a general methodological nature. It is suggested that neo‐marxist perspectives are more likely than post‐pluralist ones to be able to comprehend the articulation of agency and context, or behaviour and structure. A concluding section points to the relative paucity of Australian work on business and politics, notes the contributions of Connell and Irving and Tsokhas, and suggests that the increasingly important and volatile field of banking and finance has been especially neglected.  相似文献

This paper investigates the role of women in anti‐racist campaigns against policing in post‐2011 England. It argues that imperial discourses about gender norms and respectability have helped to shape how race and crime are constituted in the contemporary period. Women's resistance to police racism has received scholarly attention from black feminists in North America; such attention has been less in Britain, particularly since the 1990s. While influential analyses of policing in Britain have deployed a post‐colonial lens, gender and women's resistance are rarely the primary focus. This paper significantly develops debates on gender, race and policing, by arguing that the colonial roots of race and gender norms are fundamental to conceptualising one of the key findings of the field research which informs this paper: that women lead almost every campaign against a black death in police custody in post‐2011 England. Drawing on semi‐structured interviews with activists, ethnographic observations at protests and scholar‐activist participation in campaigns against black deaths in custody, this paper demonstrates how 18th and 19th century imperial discourses on respectability and nation do not simply contextualise racialised policing in the contemporary period, but expose the racialised and gendered norms that legitimise racist policing in modern Britain.  相似文献

This article has two broad concerns, both of which are pursued primarily with reference to Hegel's philosophy of history. First, it examines whether Hegel can help explain the difficulty we have in modernity in responding to climate change and ecological crisis. It argues that Hegel provides a useful analysis of this problem, since the model of self‐determination that he appeals to is comprehensively embedded in embodied forms of culture. This helps explain why even a self‐correcting worldview like modernity is obdurate in the face of this crisis. Second, Hegel claims that the defining attribute of spirit is its capacity for self‐production. Modernity is characterized by the emerging and widespread knowledge that spirit is self‐producing. Modernity develops institutions that facilitate and provide an objective reality for spirit's self‐production and its freedom. This aspect of the article examines whether the distinctive capacity of spirit for self‐determination, which is realized in modernity, is subject to the same atrophying conditions by which Hegel says all other historical shapes of spirit are characterized. It asks if the present ecological crisis, something that is directly attributable to spirit itself, represents the limits of self‐producing spirit. The article concludes by examining the difficult position of those countries that cannot be considered to be responsible for the emergence of the Anthropocene but whose actions in the present will amplify its impact.  相似文献

Japan and China's ability to manage their bilateral relationship is crucial for the stability of the East Asian region. It also has a global impact on the security and economic development of other regions. For just as China's rise has inevitably involved an expansion of its global reach, so Japan's responses to the challenges posed by China have increasingly taken a global form, seeking to incorporate new partners and frameworks outside East Asia. Japan's preferred response to China's regional and global rise in the post‐Cold War period has remained one of default engagement. Japan is intent on promoting China's external engagement with the East Asia region and its internal domestic reform, through upgrading extant bilateral and Japan–China–US trilateral frameworks for dialogue and cooperation, and by emphasizing the importance of economic power to influence China. Japan is deliberately seeking to proliferate regional frameworks for cooperation in East Asia in order to dilute, constrain and ultimately engage China's rising power. However, Japan's engagement strategy also contains the potential to tilt towards default containment. Japan's domestic political basis for engagement is becoming increasingly precarious as China's rise stimulates Japanese revisionism and nationalism. Japan also appears increasingly to be looking to contain China on a global scale by forging new strategic links in Russia and Central Asia, with a ‘concert of democracies’ involving India, Australia and the US, by competing for resources with China in Africa and the Middle East, and by attempting to articulate a values‐based diplomacy to check the so‐called ‘Beijing consensus’. Nevertheless, Japan's perceived inability to channel China's rise either through regional engagement or through global containment carries a further risk of pushing Japan to resort to the strengthening of its military power in an attempt to guarantee its essential national interests. It is in this instance that Japan and China run the danger of a military collision.  相似文献

The development of Dublin's Docklands was paradigmatic of the speculative storm that overwhelmed the Irish economy between the late 1990s and the crisis of 2008. It also served as a textbook case of entrepreneurial urbanism, with the development agency driving private‐led development on a former industrial and waterfront site. Following the crash, however, the key actors have been decimated: the development agency itself, the developers and the banks. This article traces the re‐emergence of Docklands development in order to analyse post‐crisis urban development. I argue that the latest phase of development reproduces key aspects of entrepreneurial urbanism, but also includes novel aspects. In particular, the National Asset Management Agency, a “bad bank” set up to rescue the financial sector, emerges as a major force. The article contributes to debates on urban development after the crash, and the specific relationship between post‐crisis entrepreneurial urbanism and financialization.  相似文献

Analysis of the voluntary sector in sub‐Saharan Africa has tended to focus on the role of the NGO, and the types of relationships this institution establishes and maintains with donors, national governments and the communities with which they work. The voluntary sector in Africa is therefore usually defined through, and often treated as synonymous with, the institution of the NGO. As a result, the boundaries of understandings of the ‘third sector’ space occupied by the vast number of NGOs — its origins, the nature of the relationship of voluntary sector actors to the state, the types of organizations that characterize the sector — have tended to reflect a narrow concern with the NGO type and its experiences. This article suggests that this view is too narrow in its gaze. The voluntary sector was not a creation of a post‐colonial (and especially post‐1970s) development crisis. It emerged from an evolving relationship between colonial‐era non‐state (voluntary) actors and governments determined to demonstrate that they were meeting their commitments to the welfare of Africans under their charge. Missions and mission welfare services, expanding across much of rural sub‐Saharan Africa by the beginnings of the twentieth century, and increasingly coordinated from the late 1920s and early 1930s, created the foundations for the emergence of sub‐Saharan Africa's formal voluntary sector as it exists today. This matters for more than just historical accuracy. To understand the constraints, challenges and opportunities faced by NGOs, we need to move beyond a narrow focus on the institution of the NGO itself, and look in addition to the environment in which it operates: its history, its evolution and the shifts that created those conditions.  相似文献
