An emphasis on the distinctive nature and effectiveness of the post-1979 ‘departmental’ select committee system has tended to dominate the academic literature. This article demonstrates that, on the contrary, many of the most important elements of these changes in the parliamentary environment were already in place by the mid 1970s, and, in particular, that MPs were working effectively to challenge government on select committees well before the advent of the departmental committees. It therefore concludes, contrary to the impression given by conventional accounts of the development of select committees, that the 1979 changes should be seen largely as a sensible restructuring; they were not, as has been claimed, the key event in the advance of select committee scrutiny, but, instead, should be regarded as one step in a gradual process of reform and improvement that began in the mid 1960s.  相似文献

The Social Exclusion Unit (SEU) of the British Government is a recent and innovative response to social problems in the UK. Through an examination of selected publications of the SEU, the article highlights some of the representations of family, work and gender which provide the discursive context in which the SEU operates and to which it, in turn, contributes. The article suggests that perspectives found in the post-1945 welfare state continue to influence approaches to problems of exclusion. Whilst there are areas in which current political thinking shows evidence of sensitivity to the social recomposition that has attended economic restructuring since 1970, it is argued that there remain tendencies within SEU discussions which reinforce a more nostalgic constitution of work, family and gender relations. Consequently, the article concludes that the potential of the social exclusion debate to grasp fundamental issues is yet to be fully realised.  相似文献

Since 1979 the city council of Barcelona has sought to guide the city's destiny by a variety of methods, most powerfully by securing the 1992 Olympic Games candidacy, but also by means of two strategic planning exercises, begun in 1988 and 1992. These strategies are examined within their political and economic contexts in order to understand how they relate to changes in Spanish and Catalan politics, in global/local economic shifts and in thinking on city guidance. Significant differences in the three phases of city promotion are identified. It is concluded that strategic planning within the context of the intense spatial economic competition of the late 1990s may be even more difficult for Barcelona than was its drive up to 1992.  相似文献

Neoliberal globalization produces complex terrains of gender exploitation, with – some feminists argue – contradictory impacts on women. On the one hand, it subjects more women to increasing domination and devalorization by capital; on the other hand, women often ‘work’ globalization in ‘enabling’ ways. Informal jobs are often preferred sites for crafting economic emancipation and breaking away from patriarchy at home. Another body of literature argues that the feminization of informalization does not dismantle androcentric, neoliberal capitalism; moreover, reading these moments as women ‘working’ globalization represents a co-optation of women. Using examples of the feminization of informalization and ethno-religious gender violence in Ahmedabad city, India, this article critiques the concept of co-optation and argues that ‘actually existing women’ forge complex negotiations in the context of diverse exploitation, which can be conceptualized better with Marxian and Gramscian notions of false consciousness. The article also contends that understanding false consciousness as an assemblage where gender, class, caste, and ethnicity intersect in myriad ways will create possibilities for resistance.  相似文献

The article deals with Czechoslovakia's and East Germany's relations with West European enterprises and private businessmen in the 1970s and 1980s, and explores more specifically their licensing agreements and credit policy. The author shows their importance for technological modernisation and the realisation of so-called consumer socialism in both countries. It focuses on the political and business elites of both countries, and devotes special attention to the question of the ideological versus technocratic approach of the politicians and company directors as well as their impact on economic planning.  相似文献

Has feminist geography really lost all relevance? This paper examines what the revitalisation of interest in feminist thought and practice, especially in Australia, means for geography. We illuminate the trajectory of the feminist revitalisation in new media and beyond through developing a spatial analysis influenced by Rose and Fincher. Notions of paradoxical space and issue publics inform this reading of two pivotal moments in the feminist revitalisation: first, the creation of Destroy the Joint, a campaign launched and maintained in Facebook and Twitter spaces; and second, the Australian Prime Minister Julia Gillard's speech against sexism and misogyny in Parliament in October 2012. Both these moments, coming from political and public spaces, received worldwide interest, and we critically examine the context and ramifications of these instances while situating the institutional processes surrounding them within the growing feminist revitalisation. In so doing, we argue that these Australian‐based cases indicate a growing feminist movement that is open and multiply focused, connecting personal politics to public campaigning, and achieving material impacts. We conclude that developing a feminist geography of new media is a challenging task, as these spaces circumvent and renegotiate traditional spatial dimensions – including scale and place – through their dynamic networks. Abstract

This article is a first attempt to explore how a politics of place has manifested itself in Dutch electoral culture since the middle of the nineteenth century. It aims to move beyond a narrow interpretation of a politics of place as an ‘old-fashioned’ feature of electoral politics to be associated with a distinct, long-gone era of political representation. Instead, this article shows how it was continuously negotiated. This gives us a better understanding of the changing nature of political representation in the Netherlands. Compared to Britain at the turn of the nineteenth century, local senses of community and their clash with ideology-based party politics were far less prominent. There was, however, on-going debate about the degree to which Parliament should reflect the various regions of the country, so that local party associations and voters could feel represented and address ‘their’ MP for issues pertaining to their locality. Moreover, after 1918 parties were concerned about the need to maintain political communication on the spot to counter lack of political involvement and feelings of alienation among the electorate. The article ends with a call for further reflection on the nature of clientelism in the Netherlands by exploring direct interaction between voters and their representatives.  相似文献

In the mid-1970s the reform of Italy's radio and television system led to the end of RAI's monopoly and the advent of commercial television stations. This resulted in a reorganisation of the system according to the precepts of daily life and domesticity, with viewers at the centre of the relationship with the medium. This article, by analysing televisual archives such as game shows, explores how television formed part of the changes taking place in society and reveals how it became a kind of meeting-place, coinciding with the rise of an affluent society, between aspirations and desires and stereotypical models dictated by the market. These models were able to express new values that went beyond the boundaries of ideological affiliations and were in effect a response to the search for new forms of identity. In particular, television's place became an open space that was defined through modes of socialisation. It thus constructed a wider intimacy, a ‘mediatised hearth’, that progressively eroded the barriers between the private and the public sphere and led unexpectedly towards a ‘relationship of interest’ between television, competitors, viewers and financial backers. A new community then emerged, characterised more by possessing than by existing.  相似文献

Over the course of the eighteenth and early-to-mid-nineteenth centuries the Irish, who moved throughout the British Empire, helped to build the social, political and economic structures that would enable the success of countless colonial settlements. They were merchants, traders, fishers and labourers, and a significant proportion of them were Catholic. While many would go on to play pivotal roles in the development of Catholicism in the colonies, the Irish were not alone and often joined or were joined by other Catholic groups such as the French, Spanish and Scottish Highlanders. That the Irish achieved greater political and economic success, though, had a knock-on effect for the other Catholic groups could then use the foundation that the Irish established for their own progress and development. This article considers the place of Catholics on Britain’s expanding colonial landscapes by examining the political awakening of Irish Catholics in Nova Scotia and Cape Breton Island, two of Britain’s north Atlantic colonies, between 1780 and 1830. These two colonies, like many others, witnessed the growth of an Irish Catholic laity that was ambitious, pragmatic and adept at using the political structures available to reframe their legal status. The election of Laurence Kavanagh, a second-generation Irish Catholic merchant from a tiny fishing outpost on Cape Breton Island, to Nova Scotia’s legislative assembly in 1820, is offered as an example of how this process actually worked on the ground and opens up a broader discussion about the importance of minority populations like Catholics to Britain’s imperial programme.  相似文献

Abstract

The high incidence of conflict in the world today, and the overwhelming influence of religion on man and his society, have resulted in an increasing engagement of religion in conflict management. However, in spite of its high profile in managing conflict, religion can sometimes form a barrier to conflict resolution. The Nigeria–Biafra war was one of those wars in which religion, as an instrument of conflict management, played a double-edged sword. This paper examines the reaction of the parties to this conflict to the role of the Catholic Church in managing the conflict.

The involvement of the Catholic Church in the Nigeria–Biafra war has ever remained one of the highly controversial themes of this war. While the role played by the church appeared to be a welcome development on the part of the Biafran Government, the Federal Military Government of Nigeria (FMG) was against the church and its activities, particularly its relief programme in Biafra during the war. From the available evidence, the church’s relief services, just like those of the International Committee of the Red Cross, were carried out on both sides of the war. The difference was on the level of dependence on it, as well as the degree of its exploitation by the two parties. In addition to its high dependence on the Caritas airlift, the Biafran Government, in its war of propaganda hinged on religion, was out to exploit every available opportunity provided by the church’s relief programme in Biafra. It therefore made its overtures of ‘friendship’ to the church in Biafra and beyond as it assumed the status of a ‘maligned child’ of the mother church. To the FMG that was out to crush a rebellion, such manipulation of religion, using the platform of the church’s programme of relief in Biafra was more than a frustration of its war effort. Its anger was thus directed against the church both locally and internationally such that the latter, among other things, could achieve little or nothing in terms of conflict resolution, although the relief programme of the church in general saved the Biafran population from a war in which starvation was obviously an instrument.  相似文献

Abstract

This article explores tours through the Iron Curtain arranged by West German and Greek pro-Soviet Communist youth groups, in an attempt to shed light on the transformation of European youth cultures beyond the ‘Americanisation’ story. It argues that the concept of the ‘black box’, employed by Rob Kroes to describe the influence of American cultural patterns on Western European youth, also applies to the reception of Eastern Bloc policies and norms by the Communists under study. Such selective reception was part of these groups’ efforts to devise a modernity alternative to the ‘capitalist’ one, an alternative modernity which tours across the Iron Curtain would help establish. Nevertheless, the organisers did not wish such travel to help eliminate American/Western influences on youth lifestyles entirely: the article analyses the excursions’ aims with regard to two core components of youth lifestyles in Western Europe since the 1960s, which have been affected by intra-Western flows, the spirit of ‘doing one’s own thing’ and transformations of sexual practices. The article also addresses the experience of the travellers in question, showing that they felt an unresolved tension: the tours neither served as a means of Sovietisation nor as an impulse to develop an openly anti-Soviet stance.  相似文献

This paper discusses the cultural attraction, ‘soft power’, and importance of cultural proximity to the popularity of the Japanese language in Hong Kong over the last three decades. Exploration of both primary and secondary sources constitutes the main research methodology employed. Email surveys and face-to-face interviews were undertaken to ascertain the nature and degree of the cultural attraction that stimulates local people's interest in learning Japanese language and culture. The paper concludes that Japan's ‘soft power’, i.e., popular culture and cultural products, are the most influential driving forces behind the popularity of Japanese language in Hong Kong. Also, the Japanese cultural proximity to the Chinese is another factor that excites local people's interest in learning Japanese as a foreign language. In the Hong Kong context, geopolitical and national identity factors do not seem to detract from the popularity of the Japanese language.  相似文献

Photography has been commonly used as a research tool in studies of childhood/children. However images of school children in official documentation are rarely taken or chosen by children and may not reflect their real experiences. This research considered the photographs taken by year six primary school children of their school and the images they chose to represent themselves. Subsequent interviews with children revealed attitudes to school, the importance of playground relationships in the construction of gender, leading to the concept of ‘borderlands’ inhabited by some boys who adopt non-hegemonic masculinities.  相似文献
