In rural Cambodia, illness has caused more serious economic damage to rural households than crop failure. This article explores the reasons for this using data on the strategies adopted by households in two Cambodian villages to cope with these different types of shock. The data show that Cambodian households can cope with crop failure by earning additional income. However, to cope with illness, which entails lump‐sum treatment costs, they have to borrow money or sell their assets, because households cannot acquire the necessary funds in a short period just by earning additional income. Combined with the harsh conditions of credit markets (high interest rates, strict debt collection and credit rationing), and weak risk‐sharing among households, this results in illness causing a large number of land sales in the surveyed villages.  相似文献

Given the precariousness of graduate employment in most African countries, coupled with intersecting challenges of food insecurity, urbanization and population growth, educated youth are increasingly being encouraged to seek alternative livelihood opportunities in agriculture — a sector traditionally associated with the uneducated rural poor but which has received considerable developmental attention. This article examines how and with what impacts educated youth in Kenya construct and perform new identities as farmers, distinct from the stigmatized smallholder farmers and in keeping with their status as elite, urbanized, social change makers. By developing the concepts of neoliberal youth subjectivities and opportunity space, and examining their life and work histories, the article analyses how educated young farmers construct themselves as productive and socially respectable through different and locally understood neoliberal subjectivities. The author argues that the performances of educated youth who identify themselves as diversified selves, as members of the elite, and as social change makers challenge the normative notions of protracted youth‐hood and, instead, illuminate the neoliberal lives of these young people, facilitated by a liberalized economy and their social positioning in society.  相似文献

Interest in rural financial development has been booming, but often with a blind eye to the broader consequences. Very few studies have tackled the unintended economic, social and ecological outcomes of ordinary indebtedness, the inevitable other side of credit. This article explores some of the main ‘hidden’ side‐effects of credit/debt relations, with special reference to the Indonesian plantation sector. I argue that widespread credit/debt relations are not only an important factor behind capital, land and labour control; they also generate constraints that foster market discipline and contribute to undermine traditional community bonds as well as environmental conditions. More generally, credit/debt relations represent a powerful mechanism of social selection that has, in the long run, crucially shaped the trajectory of capitalism at the household, firm and government levels.  相似文献

ABSTRACT Wage labour in Zimbabwe is most often associated with large commercial farms. The use of wage labour within ‘peasant’ agriculture has been rarely investigated and remains largely undocumented. In 1986/7, the author conducted research in Zimbabwe which was explicitly concerned with issues of rural economic differentiation and the wage labour supplied and hired by ‘peasant’ households. The data suggest that a dynamic labour market exists in rural Zimbabwe. Further, it was found that in addition to the many part-time rural wage workers, there is a group of people who depend upon wages for all or the bulk of their income. These people, who have been largely ignored by policymakers, cannot be defined as farmers at all.  相似文献

This article is based on an ethnographic study of life histories of 28 rural–urban (internal) migrant men located within southern China. It explores their narratives with a particular focus on changing social relations within the family, from the perspective of migrant sons. It argues that traditional gender norms, such as those attached to being a ‘filial son’, are lived out, albeit reworked, among Chinese male migrant workers across generations. The men recount the role of traditional familial gender norms, which are central cultural resources in forging their ‘dislocated’ identities within specific temporal and spatial conditions. For example, being a ‘filial son’ has become an important reference point for these mobile male workers to actively negotiate their emerging masculine identities in the process of negotiating urban lives, while living away from their rural homes. The article also explores a more complex understanding of rural–urban migration in terms of critically engaging with the men's well-being as urban workers.  相似文献

Over the past decade a range of development actors have begun to implement financial literacy training in low‐income countries. These programmes have become a key pillar of financial inclusion projects targeting the rural poor but, to date, they have received little scholarly attention. This article draws on ethnographic observation of two financial literacy programmes implemented by microfinance institutions in Cambodia to examine the current practices of financial education in the global South. The findings highlight that while financial literacy training purports to be a technical, skill‐building intervention aimed at enabling knowledge, its practices work primarily to impress upon borrowers moral lessons associated with creditworthiness, while also stressing individual responsibility for debt stress. In this way, it furthers the goals of financial providers, but fails to address the complex and real problems of debt stress. The authors suggest that financial literacy, at least where it is enacted by microfinance providers, is unlikely to moderate the problems of over‐indebtedness faced by rural borrowers.  相似文献

The long‐held redistributive function of agricultural cooperatives — one of moral economy and poverty alleviation — has changed dramatically as they emerge as core brokers for agro‐industrial development in the so‐called ‘green economy’. This article examines the changing role of cooperatives involved in brokering oil palm production and its impact upon the food security and livelihoods of smallholders who labour in plantation regimes situated in historically uneven agrarian political economies. Findings show how, increasingly, cooperatives reinforce uneven agrarian social relations of production and exchange in which indigenous smallholders experience loss of land, poor wage labour conditions tinged with insecurity and prejudice, and mounting debt in an expanding oil palm complex. The article suggests that these changes in agrarian social relations negatively influence indigenous farmers’ food security pathways, with their access to and use of appropriate foods diminishing. It asserts that understanding the impacts of cooperatives on food security pathways requires a relational and situated analysis of livelihood change and agrarian relations in extractive frontiers.  相似文献

The last decade of the twentieth century was heralded as the ‘end of agrarian reform’ in Mexico and the initiation of a new era of market‐led agricultural policy and practice. The impact of neoliberalism and the North American Free Trade Agreement on smallholder maize production has been widely conceived as negative, associated with ecological degradation, rural emigration and cultural erosion. Yet, some twenty years later, all evidence suggests that smallholder maize production is continuing in Mexico, albeit in evolving structures and forms. This article uses a farm‐level survey implemented in three Mexican states to assess the current condition of maize farming in Mexico. The authors revisit past categorizations of Mexican farmers and apply similar approaches to explore what maize‐producing households are doing with their maize, and what current patterns of production imply for future Mexican maize policy. They find evidence of greater persistence and adaptability in Mexican maize farming than is often presented. On the basis of their analysis, they advocate for a reconsideration of the underlying assumptions of public policy, highlighting the heterogeneity of the maize landscape and the unrealized and generally unrecognized potential this heterogeneity represents.  相似文献

Agricultural pesticides are widely considered to be a crucial aspect of increasing food production, particularly in developing countries - despite concerns around their potentially harmful toxic effects. Based on 11 months of ethnographic fieldwork in 2019, the author explores how smallholder farmers in a rural community in western Kenya face new pest infestations introduced through global trade networks and exacerbated by climate change. In response, they increasingly adopt agricultural pesticides against these threats to their harvests to secure their aspirations for the future as well as shorter-term livelihoods. The author argues that the farmers were ‘trying’: trying out new things, unsure of the outcome, to secure livelihoods, food and good health. They shared concerns about toxic exposure and the potential effects of increased pesticide use. Yet the uncertain status of pesticides as both poison and medicine, combined with divergent temporalities of risk and exposure, meant that economic considerations heavily shaped decisions around pesticide use at a household level.  相似文献

This article examines the pattern of minimum wage changes in Malawi and some of their effects, and considers more generally the appropriateness of a minimum wage policy in developing country situations similar to that of Malawi. After a progressive decline in the real value of the minimum wage during the 1970s there is evidence that the government is attempting, through periodic and rather erratic corrective action, to maintain something like a constant real wage. Data from a Ministry of Labour survey demonstrate that such changes in the minimum wage do have a direct effect on wages paid, but that this is concentrated in specific sectors: outside these, minimum wage policy is ineffectual, and the effective coverage achieved in terms of the national work-force is very narrow. Since the most significant influence on the wages of hired workers is the elastic supply of unskilled labour available at very low wages from the smallholder sector, efforts need to be concentrated on raising the supply price of labour through positive policies pursued in the rural sector. Some special features of the rural labour market are therefore examined. Various measures could be taken here: one which seems likely to be effective in producing immediate results is the progressive transfer of burley tobacco quotas to smallholders.  相似文献

This article deploys the concept of ‘classes of labour’ to map and compare non‐factory labour relations in the garment chain across Delhi and Shanghai metropolitan areas. It contributes to commodity studies by unpacking the great complexity of mechanisms of ‘adverse incorporation’ of informal work in global commodity chains and production circuits. Field findings reveal the great social differentiation at work in informalized settings in the two countries, and suggest that while the margins of garment work are characterized by high levels of vulnerability, they may also open up new possibilities for workers to resist or re‐appropriate some degree of control over their labour and reproductive time. While these possibilities depend on regional trajectories, informal labour arrangements do not only result from capital's quest for flexibility. Workers actively participate in shaping their own labour geography, even when exposed to high employment insecurity. The conclusions more broadly discuss the merits of comparative analysis to study labour in global production circuits.  相似文献

This article analyses how informal labourers fare under flexible labour markets and economic liberalization, through a case study of transport workers in Dar es Salaam, Tanzania. It highlights the mainstream conceptualization of urban informality as self‐employment and its influence on policy. The article stresses the importance of class differentiation in the Dar es Salaam transport sector and the predominance of informal wage employment, the uneven degree of power commanded by bus owners vis‐à‐vis informal unskilled wage workers and the pernicious consequences of the lack of regulation of the employment relationship on the workforce itself and on society. It then interrogates the criminalization of the workforce and shows how labour over‐supply, its fragmentation and geographical dispersion explain workers’ lack of response to their plight. The longitudinal study of the rise and fall (1998–2005) of a labour association within the sector further highlights the tensions among the workforce and the forms and limits of their solidarity. The conclusion of this study suggests some policy implications.  相似文献

This paper explores the characteristics of post-war Polish historiography on the working class and relates it to current trends in global labour history. Although, in Poland, labour history never existed as a separate field, many historians focused their studies on either working-class history or the history of the workers’ movement. After 1945, Polish historiography was circumscribed by political and ideological considerations; however – except during the brief Stalinist period (1951–56) – Marxist methodology was not imposed or applied uncritically. In fact, discussions about the role of the working class in history that began after 1956 generated research interest in new groups of workers and labour relations. Much of this research concerns recently highlighted aspects of labour history, such as marginal groups of workers or free versus unfree labour. Polish historians’ reinterpretation of Marxist orthodoxy proceeded from their empirical studies of nineteenth-century Polish lands – at the periphery of Western capitalist development – as well as from their theoretical influences. This article argues that some aspects of the Polish historiography on the working class qualify it as part of labour history’s heritage, despite the historiography’s significant limitations.  相似文献

A critical challenge facing developing country producers is to meet international labour standards and codes of conduct in order to engage in global value chains. Evidence of gains for workers from compliance with such standards and codes remains limited and patchy. This article focuses on the global football industry, a sector dominated by leading global brands that manage dispersed global value chains. It assesses the working conditions for football stitchers engaged in different forms of work organization, factories, stitching centres and home‐based settings in Pakistan, India and China. It draws on detailed qualitative primary field research with football‐stitching workers and producers in these three countries. The article explains how and why work conditions of football stitchers differ across these locations through an analytical framework that interweaves both global and local production contexts that influence work conditions. In doing so, it argues that current debates on the role of labour in global value chains have to go beyond a narrow focus on labour standards and corporate social responsibility compliance and engage with economic, technological and social upgrading as factors that could generate sustained improvements in real wages and workers’ conditions.  相似文献

This article explores an unexpected and overlooked consequence of the expansion of microcredit: how it interacts with migration patterns. Drawing on qualitative research in northwest Cambodia, this study explores the uses, meanings and implications of ‘migra‐loans’ — microcredit loans that are used in tandem with household strategies of international migration. Using microcredit in combination with migration allows households to immediately meet consumption goals and utilize the credit being actively promoted by microfinance institutions, while also retreating from insecure and less profitable local livelihood strategies. These strategies problematize expectations about the developmental potential of microcredit, and highlight the importance of local context in framing rural livelihood choices.  相似文献

The distinct feminization of labour migration in Southeast Asia – particularly in the migration of breadwinning mothers as domestic and care workers in gender-segmented global labour markets – has altered care arrangements, gender roles and practices, as well as family relationships within the household significantly. Such changes were experienced by both the migrating women and other left-behind members of the family, particularly ‘substitute’ carers such as left-behind husbands. During the women’s absence from the home, householding strategies have to be reformulated when migrant women-as-mothers rewrite their roles (but often not their identities) through labour migration as productive workers who contribute to the well-being of their children via financial remittances and ‘long-distance mothering’, while left-behind fathers and/or other family members step up to assume some of the tasks vacated by the mother. Using both quantitative and qualitative interview material with returned migrants and left-behind household members in source communities in Indonesia and the Philippines experiencing considerable pressures from labour migration, this article explores how carework is redistributed in the migrant mother’s absence, and the ensuing implications on the gender roles of remaining family members, specifically left-behind fathers. It further examines how affected members of the household negotiate and respond to any changing gender ideologies brought about by the mother’s migration over time.  相似文献

Using the concept of ‘constrained agency’ introduced by Neil Coe and David Jordhus‐Lier, this article attempts to evaluate the possibilities and constraints facing labour agency in the Pearl River Delta in China. By reviewing the social, economic and political background of the changing labour market and labour regulations in China, and through an intensive case study of a workers’ strike and its consequences, the author argues that Chinese migrant workers have begun to challenge the state's regulatory regime on labour, which is based on individual rights. However, the introduction of a regulatory framework based on collective rights is being impeded by the party‐state's manipulation of trade unions and the strong influence of global capital on local labour policy.  相似文献

Informed by labour geography's thrust to situate workers as active subjects of analysis, this article examines lived experiences of restructuring at Australia's single largest industrial workplace. Drawing on extended ethnographic research, the article traverses three restructuring outcomes faced by workers and their families: (1) job retention; (2) redundancy; and (3) re‐employment. Amid the turbulence and uncertainty of a major workplace restructuring episode, workers' different lived experiences illuminate uneven intra‐labour power relations. As capitalist workplaces are re‐organised and labour processes redefined, more conflictual and divisive relationships often develop among groups of workers differentially positioned within the hierarchical labour markets of large firms. Emphasising restructuring episodes as generative contexts for grounded labour geographies research, the article develops intra‐labour agency as a critical analytical frame to explore more deeply the agency implications of workplace structures, co‐worker relationships, and social life matters that shape workers' capacities for action inside and beyond workplaces.  相似文献

This article explores the “cultural project” of a hotel workers’ union in Toronto, Ontario, Canada. It is an examination of the efforts of HERE (now UNITE‐HERE) Local 75 to transform the identity and image of hotel workers through the promotion of cultural activities involving rank‐and‐file members. Part of a larger union renewal project, the cultural project attempts to build solidarity by connecting with members’ lives beyond the workplace. Furthermore, the union's cultural strategies are linked to the development of the city's tourism sector, situating the union's efforts in broader processes of place promotion. The investigation seeks to identify how worker engagement with the cultural implicates organized labour in contradictory processes producing both emancipatory and oppressive economic landscapes.  相似文献
