This article provides an overview of selected aspects of how the economic security of growing numbers of Africans is linked to international migration. It first examines the emergence since 2005 of a new international policy discourse emphasizing the positive economic benefits of migration through remittance flows, the transfer of ideas and inward investment by migrants. The article outlines European policy responses to the recent upsurge in illegal Africa migration across the Mediterranean and examines the reaction of African governments and the Africa Union to increased migration and the enhanced dependence of African economies on remittance flows. The final section highlights the way in which the accelerated settlement of Africans in the UK prefigures longer term changes in the UK's relationship with Africa.  相似文献

ABSTRACT

The arrival into geography, and especially urban geography, of a frame of questioning coming from postcolonial studies has contributed to a fascinating debate about what a “postcolonial” city is and how the urban duality between ethnically, socially, and spatially segregated “European” towns and “native” settlements is being reformulated and transformed. Obviously, Arctic cities are not postcolonial in the political sense of being independent from the former colonial centre – although this process may be under way in Greenland – but they have seen a progressive move from a Eurocentric culture toward greater hybridization. This article looks into two new trends that contribute to making Arctic cities postcolonial: first, the arrival of indigenous peoples in cities and the concomitant diminution of the division between Europeans/urbanites and natives/rurals; and second, the arrival of labour migrants from abroad, which has given birth to a more plural and cosmopolitan citizenry. It advances the idea that Arctic cities are now in a position to play a “decolonizing” role, in the sense of progressively erasing the purely European aspect of the city and making it both more local and rooted (through indigenous communities) and more global and multicultural (through foreign labour migrants).  相似文献

Abstract: In April 2009, African National Congress leader Jacob Zuma was swept into power in South Africa's fourth democratic general election. To date, this political “Zunami” has largely been presented as either a leftist rebellion against Mbeki's neoliberalism, a reassertion of patriarchal “traditionalism”, or an example of Zulu ethnic mobilization. This article draws on a long‐term ethnographic study to provide a critical gendered perspective on Zuma's rise. It argues that Zuma resonates with many poor South Africans, including women, in part because of his ability to connect the personal and political in ways that talk to South Africa's “crisis of social reproduction”. A key point the article emphasizes—one virtually absent from contemporary discussions about Zuma—is the profound gendering of growing class divisions, specifically the way this manifests itself in huge reductions in marital rates and heightened gendered contestations.  相似文献

This article examines archaeological studies of the cultural heritage and social dynamics of African descendant populations in the United States and Canada from AD 1400 through 1865. European colonial enterprises expanded in Africa and the Americas during that time span, effecting an accompanying movement of free and captive Africans into North America. Archaeological investigations of early African America are remarkable for the diversity of analytic scales and research questions pursued. This diversity of research efforts has yielded a highly productive, interdisciplinary expansion of knowledge concerning African diaspora histories.  相似文献

ABSTRACT

Commercial and diplomatic relations between Africans and Europeans in West Africa in the pre-colonial period depended on the existence of persons who had sufficient knowledge of both European and African languages to be able to act as interpreters between the parties, and such persons were more usually Africans than Europeans. This article collates biographical information on four persons who served as interpreters to successive British visitors to the kingdom of Dahomey between 1843 and 1852, including official government missions seeking to persuade the Dahomian king to cooperate in the suppression of the Atlantic slave trade. The lives of such men may be thought of as involving the ‘transcending’ of ‘boundaries’, not only in acting as brokers in contacts between Africans and Europeans, but also in themselves occupying an ambiguous liminal position between the two. In their role as interpreters, they were subject to contradictory pressures, from the Dahomian state and the various European interests involved in the negotiations, and at the same time sought to advance their own personal interests. Beyond the intrinsic interest of these biographies, this article is conceived as a methodological exploration of the possibility of extracting an African voice and perspective from mainly European sources.  相似文献

European border externalization to “sending states” throughout Africa is a well-documented phenomenon. Less clear, however, is the role that African governments and implementing organizations play in border externalization, nor the precise mechanisms by which European borders are “mobilized” (Szary & Giraut, 2015) and projected into everyday spaces in “sending states”. Drawing on a case study of three different European border enforcement projects in The Gambia, I argue that a collaboration between the International Organization for Migration, the EU Emergency Trust Fund for Africa, and the Gambian government makes Gambians themselves agents of the European border. Drawing upon Szary and Giraut's notion of “borderities” (2015), I illustrate how the border is projected into The Gambia through an articulation of humanitarian borderwork with developmental approaches intended to solve the “root causes of migration” (Zaun & Nantermoz, 2021). Furthermore, I argue that the Gambian government is not passive in the process of border externalization, but actively involved in interpreting and rearticulating European policies and narratives about migration. Following Adamson and Tsourapas' (2020) reworking of the “migration state” concept, I demonstrate the Gambian government's active interests in bordering its own citizens: simultaneously encouraging emigration for the sake of national “development” while immobilizing young Gambians as part of a broader strategy to cooperate with European states. This research illustrates both the immense value of a “borderities” approach to studying contemporary migration management, and the close association between borderwork and nationhood in African post-colonial states.  相似文献

Abstract

South Africans of Portuguese descent probably constitute ten to fifteen per cent of the white South African population. Yet it is a remarkably under-researched population. This article attempts to lay out a research agenda to address this large historiographical gap. It begins with an overview of the sparse literature on Portuguese immigrants and then provides a basic narrative of three discernible waves of migration from the late nineteenth century until the late 1970s. The first and longest wave involved impoverished citizens of the island of Madeira. The second involved more skilled mainlanders from about 1940–1980, most coming in the 1960s and 1970s. The final wave involved Mozambican and Angolan ex-colonial refugees. The paper suggest several areas of possible historical research on Portuguese-South Africans: the degree of their coherence as a “community”; their generational continuity and discontinuity; and in general, the nature of transnational hybridised identity in its racial, religious and political dimensions.  相似文献

This paper focuses on the “grey area of migration governmentality” by dealing with modes of border violence which are opaque and remain under the threshold of political visibility and that, however, highly disrupt and hamper migrants' lives and movements. It starts by conceptualising the notion of “grey area” by building on scholarship that questions the biopolitical formula “making live/letting die” highlighting modes of governing migration through choking and injuring. Building on that, the paper shows that the grey area consists of heterogenous political technologies that choke migrants and disrupt their infrastructures of liveability. In light of that, it moves on by analysing how migrants across Europe are contained and governed by being choked and cramped, with a specific focus on Calais and Ventimiglia. The third section shows that to be disrupted are not only migrants’ but also their infrastructures of liveability: migrants are hampered from building collective spaces of life. In the last part, the article comes to grips with opacity as a constitutive feature of the grey area of governmentality, analysing how this is played out both in local decrees and through police tactics.  相似文献

This article describes the conceptual framework (what I call a “style of reasoning”) within which knowledge about Africa was legitimized in eighteenth–century French philosophy. The article traces a shift or rupture in this conceptual framework which, at the end of the eighteenth century, led to the emergence of new conditions for knowledge legitimation that altered Europe’s perception of Africa. The article examines these two conceptual frameworks within the context of a discussion of the social theory of the time, which categorized Africans first as savages, and then, with the advent of our modern “style of reasoning,” as primitives. The argument used to demonstrate this change in categorizations is historical. (In the terminology of Michel Foucault, the paper is an “archaeological” investigation of knowledge about Africa.) The greater part of the article analyzes in detail the principal social theory of Enlightenment philosophy, the stadial theory of society, with the aim of demonstrating how it determined what could be affirmed about Africa. The shift in the perception of Africans from savages to primitives involved an epistemological change in how societies were grasped. The article provides a greater understanding of the constitution of Africa as a cognitive construct, which is not only of theoretical concern; this construct shaped Europe’s intervention in Africa, and continues to influence what we believe Africa is and should become.  相似文献

This paper examines how racial violence underpins the European Union’s border regime. Drawing on two case studies, in northern France and the Balkans, we explore how border violence manifests in divergent ways: from the direct physical violence which is routine in Croatia, to more subtle forms of violence evident in the governance of migrants and refugees living informally in Calais, closer to Europe’s geopolitical centre. The use of violence against people on the move sits uncomfortably with the liberal, post-racial self-image of the European Union. Drawing upon the work of postcolonial scholars and theories of violence, we argue that the various violent technologies used by EU states against migrants embodies the inherent logics of liberal governance, whilst also reproducing liberalism’s tendency to overlook its racial limitations. By interrogating how and why border violence manifests we draw critical attention to the racialised ideologies within which it is predicated. This paper characterises the EU border regime as a form of “liberal violence” that seeks to elide both its violent nature and its racial underpinnings.  相似文献

This paper engages with state, citizen, and civil society responses to refugees in Budapest and Hungary more widely in order to ‘provincialise’ European migration policy and politics. We introduce grounded, eastern ‘frontline’ realities and histories to complicate European claims to universality and hierarchies of “goodness”. Through ethnographic work that documents and analyses refugee reception after the so-called 2015 refugee crisis, we shed light on the diverse forms of existing crises affecting the EU. These conflicts involve contestations over i) who is deemed European (questions that have been asked both of migrants and East Europeans), and ii) the ‘Europeanisation’ project as it has entailed new governance and funding arrangements for the development of civil society organisations. These new governance modes have attempted to re-shape city-state-EU dynamics, purposefully eliding problematic nation-state responses to refugees. These have heightened opposition to EU power-creep from conservative governments. Through an empirically rich discussion of the Hungarian context in relation to Europe, this paper speaks to the broader spectrum of grounded and politicised populist responses that have challenged the EU's governance and future.  相似文献

This interview with Imed Soltani and Federica Sossi focuses on the campaign of the families of the missing Tunisian migrants, “From One Shore to the Other: Lives that Matter”. The campaign started in 2011 to demand that Italian and Tunisian institutions be held accountable for the disappearance of young Tunisian migrants who crossed the Mediterranean to Italy. The campaign brought together the families of Tunisian migrants and the Italian feminist collective “Le Venticinqueundici” as part of a migration struggle that involves the entire region but is rarely taken up as a cross‐shore militant campaign. The conversation between Soltani and Sossi illustrates the strengths of the campaign and the difficulties that arose in running it across shores, and offers a theoretical reflection on the notion of political recognition in an effort to decolonise the gaze on what counts as political subjectivity and political struggle.  相似文献

In 2017, the Philippine government boosted its campaign on Overseas Filipino Worker (OFW) reintegration, a set of programmes designed to aid returning Filipino labour migrants. In this paper, I examine migrant reintegration through the case of returned migrants to the province of Benguet, Philippines. Rather than use “sustainability of return” as main focus of assessment, I foreground instead the historical geographies undergirding the current reiteration of this migration policy. By doing so, I demonstrate how the “gambling” practices of returned migrants can be read as not an easy acquiescence to the neoliberal imperative for self-entrepreneurship encouraged by the Philippine state. In highlighting gambling as an embodied strategy emerging from and through imperial histories, I argue that migrant reintegration gets revealed as rehearsal of certain colonial logics that have oriented certain peoples to the labour of serial risk taking for survival. Close attention to return migrants’ gambling practices raises urgent questions regarding the relentless push for entrepreneurship as development solution.  相似文献

Because of its relatively recent emergence as an international migrant destination, the Russian Federation provides an interesting context to examine when and how migrant flows “masculinize” or “feminize.” While recent migration to Russia appears to be male-dominated, the sex composition of registered migrant flows has varied substantially throughout the post-Soviet period, and there is significant variation in the sex composition of flows from different origin countries. I use multiple origin- and destination-based data-sets to identify gender differences in both the number and characteristics of migrants to Russia from Azerbaijan, Georgia, Tajikistan, Ukraine, and Vietnam. These data show that labor migration from Tajikistan, Azerbaijan, and probably Georgia is male-dominated, with women coming as tied migrants, while men and women are equally likely to be labor migrants coming from Ukraine and Vietnam. In addition, high levels of human capital are an important motivating factor for women’s migration in the former Soviet Union. These findings highlight the importance of considering both origin and destination factors to understand the gender dynamics of migrant flows.  相似文献

This article focuses on the circulation of Chinese books by looking at the books which François Foucquet carried from China to Europe. By examining different “booklists,” it investigates how books circulated not only from one concrete place to another, but also through different “lists”: bookseller lists, transportation lists, cataloguing lists, lists of forgotten books, or quotation lists. In addition, by linking the various catalogues and book lists to the holdings of European libraries and, in turn, Foucquet's library to the other systematic transfers of books from China to Europe, this study reconstructs the “communication circuit” of a library. This reconstruction is an “intercultural” communication circuit, which runs from the Chinese bookseller over the shipper to the European reader. On the basis of this analysis, this article shows the important role Foucquet and other Europeans played in a new epoch of interest in Chinese culture: the constitution of Chinese libraries in Europe.  相似文献

Abstract

Established during the colonial era, the majority of museums in Africa were modeled on their European counterparts. The period of Africanization that followed the independence of many African nations witnessed a dramatic increase in the number of Africans receiving higher education and specialized training. Institutions such as museums began to come under the leadership of indigenous Africans but, in most cases, the exhibits and their condition(s) remained the same. Today, African museums face new challenges: how can they become more relevant, both to the local communities they serve and to foreign visitors? How can they attract more visitors, especially from local communities? This article discusses the notion of ‘indigenous’ in an African context. It looks at the development of museums in Africa and their current metamorphosis into dynamic cultural centres that address pertinent social, cultural and even economic issues-in the face of dwindling government funding and increased modernization and globalization. It discusses several museums and how they are meeting these challenges, and how organizations such as AFRICOM (International Council of African Museums) and programmes such as SAMP (African–Swedish Museum Network) are contributing to the positive changes currently taking place.  相似文献

This article traces the association between the European overseas empires and the concept of sovereignty, arguing that, ever since the days of Cicero—if not earlier—Europeans had clung to the idea that there was a close association between a people and the territory it happened to occupy. This made it necessary to think of an “empire” as a unity—an “immense body,” to use Tacitus's phrase—that would embrace all its subjects under a single sovereign. By the end of the eighteenth century it had become possible, in this way, to speak of “empires of liberty” that would operate for the ultimate benefit of all their “citizens,” freeing them from previous tyrannical rulers and bringing them under the protection of more benign regimes. In such empires sovereignty could only ever be, as it had become in Europe, undivided. The collapse of Europe's “first” empires in the Americas, however, was followed rapidly by Napoleon's attempt to create a new kind of Empire in Europe. The ultimate, and costly, failure of this project led many, Benjamin Constant among them, to believe that the age of empires was now over and had been replaced by the age of commerce. But what in fact succeeded Napoleon was the modern European state system, which attempted not to replace empire by trade, as Constant had hoped, but to create a new kind of empire, one that sought to minimize domination and settlement, and to make a sharp distinction between imperial ruler and imperial subject. In this kind of empire, sovereignty could only be “divided.” Various kinds of divided rule were thus devised in the nineteenth century. Far, however, from being an improvement on the past, this ultimately resulted in—or at least contributed greatly to—the emergence of the largely fictional and inevitably unstable societies that after the final collapse of the European empires became the new states of the “developing world.”  相似文献

ABSTRACT Motivated by the newly established Chinese urban land markets, we develop a theoretical model that unifies the “closed” and “open” features of the classical monocentric city model. The model features interactions between permanent urban residents and migrants and exhibits a distinctive equilibrium pattern. The theoretical model is tested empirically, using recent Chinese city‐level data. The empirical findings indicate that market forces now play an important role in urban expansion and land price formation, while various forms of government planning are still influential. Our results show that migrants exert a less pronounced impact than the classical “open” city model has suggested.  相似文献
