This paper explores the entanglement of ideology and materiality in the production of the spaces of 21st century socialism. “Millennium Cities” are currently being constructed for indigenous communities throughout the Ecuadorian Amazon, with revenues derived from petroleum extracted within their territories. As iconic spatial symbols of the “Citizens’ Revolution”, the Millennium Cities would appear to embody “the original accumulation of 21st century socialism”—a utopian state ideology promising the collective appropriation of natural resources without the dispossession of the peasantry. Drawing on extensive field research, we argue that they are better understood as a simulation of urban modernity that is symptomatic of the predominance of ground rent in South American capitalism, and which conceals the violent repression of an autonomous indigenous project of petroleum‐based modernization. The original accumulation of 21st century socialism can therefore be interpreted as a “fantasy of origins”, which functions to reproduce the primitive accumulation of capital.  相似文献

Abstract

The Sámi of today (the Lapps of yesteryear), currently divided from each other by the national boundaries of Finland, Norway, Russia and Sweden, have been, at least in part, ‘defined’ in the past by archaeology and its practices. In creating and modifying identities believedto be appropriate to the 21st century, the Sámi facemany problems similar to other ‘indigenous’ and minority groups in the world. These include struggles to repatriate human remains and objects of material culture, others concern the use of the archaeological evidence to determine longevity of tradition and land rights, and still others demonstrate the role of heritage in the definitions of ethnicity and even in tourist presentations of what the Sámi might become, or might have been, or currently are.  相似文献

The rights to prior consultation and compensation have been established within the framework of international indigenous peoples’ rights. However, in practice these processes have often gone hand in hand with adverse social consequences for local populations, such as the exacerbation of conflicts, the division of communities and the weakening of indigenous organizations. These phenomena have received little attention, despite their great relevance for these populations. This article sheds light on the use by the Bolivian state and extraction corporations of exclusionary participation and negotiation processes, on the one hand, and ‘carrot‐and‐stick’ techniques on the other, which have together accounted for negative social impacts on the ground. The article is based on recently conducted field research, focus group discussions and semi‐structured interviews in Guaraní communities in Bolivia. The findings extend the existing literature by providing a fine‐grained and systematic analysis of divisive undertakings and their sociocultural and sociopolitical consequences in neo‐extractivist Bolivia. The broader implications of the study add to academic debates about participation in development, about ‘divide‐and‐rule’ tactics and about the practice of indigenous peoples’ rights.  相似文献

Since 2010, the Wixárika (Huichol) indigenous people of western Mexico have struggled against transnational mining activity in their sacred pilgrimage site of Wirikuta in the semi‐desertic plateaus of San Luis Potosí. This struggle has been accompanied by a multitude of non‐indigenous and largely urban actors who have joined the Wixárika, bringing with them their own cultural, political and geographic registers for understanding and mobilising against mining in the region. Taking Wirikuta as a contemporary demonstration of interracial and cross‐geographic alliance building, I analyse how social movements that express solidarity and affective ties with the territories and cultures of indigenous peoples struggle to unsettle entrenched racial and spatial relations.  相似文献

Recent resource protests in Bolivia have crystallized broad sets of claims involving livelihood rights, political participation, regional autonomy, and the meanings of citizenship and the nation. In both the 2000 “Water War”, and the 2003 “Gas War”, protestors objected to the restructuring and re‐scaling of resource governance that has taken place under recent waves of neoliberal reforms in Bolivia. In both cases, protestors demanded greater participation in decision‐making regarding resource management, more equitable distribution of the economic benefits derived from resource exploitation, and a more socially oriented alternative to Bolivia's neoliberal model of economic development. In spite of these similarities, however, these struggles were characterized by markedly uneven geographies of popular protest. The water and gas wars had different spatial dynamics, stemming in part from the biophysical differences between water and natural gas, and the ways these resources enter into social life. Moreover, the protests had very uneven social effects, and in some respects excluded the most marginalized sectors of Bolivia's poor.  相似文献

The culturally and ecologically diverse Pacific lowlands of Colombia are both the locus and product of key political economic and cultural political conjunctures. Twenty-five years after they emerged in their current form, Afro-Colombian ethnic and territorial struggles have become important icons of resistance to development and struggles for social change. But in Colombia as in other parts of the world, the rapid and violent expansion of capitalist accumulation and state power have had devastating consequences for the region's forests and communities—literally and epistemically fragmenting both. Based on long-term fieldwork, this paper examines the ongoing and contentious co-production of the Colombian Pacific region amidst the increasingly violent forces of neoliberal governmentality in the 21st century. It shows that the Pacific lowlands are an example of “political forests” in the sense that they are a contested site and product of Afro-Colombian cultural politics and state territorialisation.  相似文献

The indigenous-influenced policies of Evo Morales's Bolivia represent arguably the most important attempt to improve the socioenvironmental implications of resource extraction in recent years, reasserting the role of the state and social movements against ‘corporate-led governance’. In this paper, through combining the regulation approach with neo-Gramscian state theory, I carry out a conceptually informed analysis of struggles over hydrocarbon governance in Bolivia, in order to shed light on the reasons why such an ambitious political project has largely failed to realise its transformative potential. I make two interrelated arguments. First, initial, important advances in the governance of resources in Bolivia were later partially reversed, due to shifting power relations between social movements, the hydrocarbon industry, and the state. This points to the need of understanding resource governance and its changes as reflecting or ‘condensing’ shifting power relationships among social forces. Second, the coming to power of Evo Morales resulted in a ‘passive-revolutionary’ process whereby an initial radical break with the neoliberal order was followed by a gradual adaptation to pre-existing political economic relations and arrangements. Most notably, plans to reduce the country's dependency on gas exports as well as to challenge the transnational domination of the hydrocarbon sector were abandoned, generating an increasingly explicit incompatibility with indigenous demands. I conclude that neo-Gramscian theory offers important insights that enable us to advance our conceptualisation of the state in resource governance research and in political ecology more generally.  相似文献

Recent claims of 21st century global convergence and the ‘rise of the South’ suggest a profound and ongoing redrawing of the global map of development and inequality. This article synthesizes shifting geographies of development across economic, social and environmental dimensions, and considers their implications for the ‘where’ of development. Some convergence in aggregate development indicators for the global North and South during this century challenge, now more than ever, the North–South binary underlying international development. Yet convergence claims do not adequately capture change in a world where development inequalities are profound. Between‐country inequalities remain vast, while within‐country inequalities are growing in many cases. Particular attention is given here to exploring the implications of such shifting geographies, and what those mean for the spatial nomenclature and reference of development. This article concludes by arguing for the need, now more than ever, to go beyond international development considered as rich North/poor South, and to move towards a more holistic global development — where the global South remains a key, although not exclusive, focus.  相似文献

Is populism necessary to the articulation of counter‐hegemonic projects, as Laclau has long argued? Or is it, as ?i?ek maintains, a dangerous strategy, which inevitably degenerates into ideological mystification and reactionary postures? In this paper, I address this question by exploring the politics of discourse in Evo Morales's Bolivia. While, in the years leading to the election of Morales, a populist ideological strategy was key to challenging neoliberal forces, once the hegemony of the new power bloc was stabilised, indigenous demands for emancipatory socio‐environmental change began to be perceived as a threat to resource‐based accumulation. In this context, the populist signifiers that originated in indigenous‐popular struggles were used by the Morales government to legitimise repression of the indigenous movement. I argue, therefore, that ideological degeneration signals a problem not with populism per se, but rather with the class projects and shifting correlations of forces that underpin it in changing conjunctures.  相似文献

This article argues that Horner and Hulme's call for moving towards ‘global development’ to do justice to changing 21st century development geographies neither contributes to advancing our understanding of contemporary development challenges nor helps articulate realistic responses to tackle them. A key problem is that they try to explain several general trends in the geography of development with reference to mainstream statistics without appropriate critical reflection or adequate theorization. Focusing specifically on the environmental and conservation aspects of development, this article contends that these omissions not only confuse the debate on the current state and geographies of development, they risk something more serious, namely the reinforcement of a generic development narrative which will intensify 21st century development challenges. The article concludes that what we need is not global development but revolutionary development.  相似文献

This article addresses whether the concepts of Antonio Gramsci still “travel” to Latin America. During the 20th century, Gramsci was one of the most important social theorists invoked to understand forms of social order in Latin America, as well as providing resources to reflect upon subaltern culture, resistance and the construction of alternatives. However, over the past two decades there have been several theoretical and practical challenges to the hegemony of Gramsci. These challenges are multifarious, but can be reduced to several important contentions that are explored in this article. These include the enduring role of violence, the alleged decline of ideology and finally the challenge of state‐centrism in the face of geographical difference. In the current regional conjuncture, marked by the return to power of right‐wing social forces, I therefore examine whether Gramscian concepts are still apposite for understanding the political economy of Latin America in the 21st century.  相似文献

One outcome of the increasing spatial sophistication in research on regions is a growing interest in how spatial imaginaries are institutionalized in processes of region-building. This article proceeds from the observation that the Mersey Belt spatial imaginary, in north-west England, exhibits an outstanding degree of durability as compared to other spatial imaginaries in the region. It is hypothesized that the Mersey Belt has come to function as an informal planning institution with which subsequent spatial imaginaries are compelled to engage. In order to test this hypothesis, Neuman's lifecycle theory of institutional change is adapted to examine a spatial imaginary as a planning institution, analyzing the relationship between the Mersey Belt and subsequent spatial imaginaries produced in the region. The article in this way adds to existing theories on the institutionalization of spatial imaginaries. Based on the findings, it is suggested that the Mersey Belt has become embedded within the region's planning culture, such that shifts in the spatial conception of the region based on new economic imaginaries have been expressed through the spatial imaginary of the Mersey Belt.  相似文献

Following the spontaneous occupation of Madrid's Puerta del Sol in 2011, many academic accounts have found these mobilizations new and noteworthy for their technological savvy and networked capabilities. In this article, I argue that such depictions fail to capture both the influence of Spanish urbanism's material conditions on certain disadvantaged populations, and the broad diversity of these contemporary activisms. Looking to struggles over the proposed demolition of a squatter settlement in Madrid, I demonstrate how Madrid's planning has propagated racial imaginaries to legitimate dispossession and subvert anti‐poverty policies. Second, I examine how resistance and contestation emerge out of specific urban experiences of inequality, and transcend traditional modes of activist organizing through the formation of broad coalitions between various civil society actors. In doing so, I argue that Madrid's mobilizations have paradoxically opened new avenues for the inclusion minority voices, against popular understandings that read rising xenophobia during crisis.  相似文献

The aim of this paper is to understand contemporary forms of nationalism in a socio‐political context in which neo‐nationalism has obtained a dominant role not just in politics but in public discourse and in the cultural field as well. It investigates the emergence of a particular music scene in the beginning of the 21st century, shaped by rock bands and performers and supported by far‐right political actors, which has made the ‘national’ imagination emotionally and ideologically appealing to a considerable part of Hungarian society and first of all to young people.  相似文献

This article examines popular politics under precarious conditions in the rapidly expanding port‐city of Buenaventura on Colombia's Pacific coast. It begins by identifying the intersecting economic, ecological, and political forces contributing to the precarity of life in Buenaventura's intertidal zone. Focusing on conflicts over land in the waterfront settlements of Bajamar (meaning “low‐tide”), it then describes the efforts of Afro‐Colombian settlers and activists to defend their territories against threats of violence and displacement. In doing so, they must navigate historical legacies of ethno‐racial politics as well as formations of liberal governance and their multicultural and biopolitical logics of vulnerability and protection. The socio‐material conditions of the intertidal zone, and in particular the figure of submergence, are used to illuminate forms of political life in Colombia's future port‐city. The struggles of Afro‐Colombians to contest violent dispossession in Buenaventura reflect the racialized politics of precarity under late liberalism.  相似文献

This article recounts how a young Shi’a Muslim Indian born in north‐west India migrated to Kenya in the early twentieth century in the context of the evolving trade linking the two continents, and rose to become a successful merchant and respected member of the community. It portrays the struggles that he undertook with fellow Kenyan Indians against British colonial policies of racial discrimination and political marginalization, and shows some of the unintended consequences of these actions for the group in the post‐colonial period. Through the application of Jean‐Paul’s Sartre’s concepts of project, situation, seriality and dialectical totalization, the article attempts to capture some of the historical processes that took place during the period at four interconnected levels: individual; communal; regional; and global.  相似文献

Opposition to mining activities is an increasingly global phenomenon. A key feature of political ecology literature examining this opposition is its focus on the power of multinational corporations to gain access to resources on lands principally claimed by indigenous peoples and peasants in ‘Third World’ countries. These struggles often play out within the context of tensions between neoliberal natural resource policies and interventions by non‐governmental and civil society actors. Meanwhile, political ecology scholars of natural resource conflicts in ‘First World’ countries are documenting conflicts over environmental management that emerge from complex commodification processes and competing forms of capital investment, such as those associated with amenity migration, that privilege different characteristics of landscapes. These perspectives are rarely combined into a single framework, despite the recognition that common dimensions may intermingle in regional contexts around the world. Using the case of conflict over gold mining in the Kaz (Ida) Mountains of western Turkey, this article explores the intersection of state neoliberalism with competing forms of rural capital, which produce a regional mining conflict. Our case highlights the value of ‘locating the First and Third Worlds within’ when it comes to studies of social processes that shape environmental conflicts.  相似文献

ABSTRACT. This paper focuses on how indigeneity has been constructed, deployed and ruptured in postcolonial Malay(si)a. Prior to the independence of Malaya in 1957, British colonial administrators designated certain groups of inhabitants as being ‘indigenous’ to the land through European imaginings of ‘race’. The majority, politically dominant Malays were deemed the definitive peoples of this geographical territory, and the terrain was naturalized as ‘the Malay Peninsula’. Under the postcolonial government, British conceptions of the peninsula were retained; the Malays were given political power and recognition of their ‘special (indigenous) position’ in ways that Orang Asli minorities—also considered indigenous ‐ were not. This uneven recognition is evident in current postcolonial political, economic, administrative and legal arrangements for Malays and Orang Asli. In recent years, Orang Asli advocates have been articulating their struggles over land rights by drawing upon transnational discourses concerning indigenous peoples. Recent judicial decisions concerning native title for the Orang Asli potentially disrupt ethno‐nationalist assertions of the peninsula as belonging to the ‘native’ Malays. These contemporary contests in postcolonial identity formations unsettle hegemonic geopolitical ‘race’/place narratives of Peninsular Malaysia.  相似文献

This paper explores how territorial economic governance is discursively constituted in a globalising and neoliberalising world. It acknowledges both the increasingly recognised formative role of spatial imaginaries in economic interventions and the workings of co‐constitutive political projects that link particular imaginaries with political ambitions and policy strategies. Embracing recent calls for comparative ethnographic urban research at the local‐global interface, it explores currently dominant spatial imaginaries across the four Australasian cities of Auckland, Sydney, Melbourne, and Perth. Based on multiple qualitative methods, this study claims that a considerable number of actor's spatial associations and reference points can be related to particular city‐specific governmental projects; Auckland's Super‐City, Sydney's Global and Green City, Melbourne's Liveable City, and Perth's Vibrant City. It is demonstrated how discursive governance techniques such as ‘story‐telling’, benchmarking, and policy transfer have been pivotal in the activation, circulation, and performance of those spatial imaginaries and their transformation into temporarily dominant visions for strategic urban interventions aimed at repositioning urban actors, spaces, and activities. While spatial imaginaries can be related to differently framed global aspirations, the effects of spatial political projects on urban governance and investment trajectories differ significantly across space. Theoretically, the paper stresses the importance of particular conceptions of territorial relations and time‐ and place‐specific institutional mediation in shaping context‐dependent discursive material governance alignments.  相似文献
