This paper examines the actors and activities and the institutional–spatial dynamics that characterize innovation and knowledge processes within the aquaculture industry and its support organizations in the coastal region of Quebec, Canada. It aims to identify the main features and components of such support organizations and their roles in entrepreneurial and knowledge processes. Comparing this Canadian case with the more developed Norwegian innovation system in aquaculture, the paper concludes that the market possibilities for the products of aquaculture are almost the same in Norway and Quebec. However, it is the policy and institutional settings, as well as the historical trajectories of the respective innovation systems, which seem to explain the growth of the aquaculture industry in Norway and its less successful development in Quebec. The paper also investigates the conditions and institutional arrangements that may stimulate the building and development of a more mature aquaculture innovation system support in Quebec's coastal region.  相似文献

This article examines the Salvadoran documentary El Lugar Más Pequeño (The Tiniest Place, 2011) and argues that the film gives new insight into the complicated spaces and practices of memory post-transition and post-conflict through a process I call ‘memory mapping,’ which I define as the aesthetic process of representing the affective, polyvocal, layered relationship between past, present, and place as experienced by individuals and the communities in which they live. Engaging primarily with affect and memory theory, I contend that the film maps post-conflict memory in two specific ways: first, through testimony, and second, through an exploration of the relationship between memory and place. Ultimately, I argue that memory mapping sheds new light on how the aftermath of conflict – the physical, but also the emotional ruination caused by violence – is negotiated in the everyday of human life.  相似文献

ABSTRACT

In this paper, I take up the theme of Spinoza's ars vivendi in relation to its temporality; duration as the very rhythm of life. In the face of an intensifying climate crisis, our experience of the rhythm of life in the everyday and its implications for the deep time of climate futures seem increasingly out of joint. Building on Morfino's argument of the necessary relationship between ontology and history, I explore the connections between the rhythm of life and our (Western) comprehension of the climate crisis. This framing provides insights into a fatal confusion. This confusion is fueled by the chrono-topography of the modern capitalist city, its intensification of a perceived separation of daily life from bioenergetic processes; and it is amplified in object-oriented ontology, which, in its treatment of climate as a hyperobject, both accepts and reifies a split between ontology and history. I argue, in contrast, that to think of the world as multi-relational and multi-temporal provides us with tools to assess the politics of the multitude in relation to the climate crisis, to better comprehend the complexity of the conjuncture and the schematization of divergent climate futures, and to fashion a responsive and response-able ars vivendi.  相似文献

Anticipatory geographies are state-driven initiatives promoting economic hope through the language of rejuvenation, prosperity and connectivity. As a discursive process, anticipatory geographies reconfigure spaces and identities. These narratives have proliferated in an age of intensified connectivity as states aim to imprint their political and economic visions. Oceania has become a site of multiple anticipatory geographies external and internal to the region with the presence of China as an enabling factor. In 2006, Fiji reintroduced a Look North policy to globalize economic connectivity placing Fijian agency at the centre, and in 2015, Beijing included Oceania into China's Belt and Road Initiative (BRI) framework. This work examines the processes when two anticipatory geographies meet. Adapting critical geopolitics, the research presents the findings of a critical discourse analysis of Chinese and Fijian texts referencing Look North and BRI. The work reveals the entanglement of anticipatory geographies in Fiji has generated a co-produced discourse of prosperity displaying continuity from Look North to the BRI. Although there is a shift toward defining the Sino-Fijian relationship through BRI, it does not signal an overwrite of an indigenous policy framework. I argue Look North has been ‘re-placed’ into the BRI to co-produce a narrative that permits the ongoing articulation of Fijian interests. With the Belt and Road becoming the defining framework for China's relations with countries across Asia, Europe, Africa, the Middle East, and the Americas, this work suggests Fiji's handling of BRI's impact on its domestic spaces and policies is an indicator of how other states will reposition their promises of economic hope to civil society.  相似文献

Is there a conflict between the Alliance's original and enduring purpose of collective defence and its post‐Cold War crisis management functions? This is an ill‐framed debate, because the home base must be secure in order to support expeditionary power projection. The allies have, moreover, moved away from a static, reactive, and territorial concept of collective defence towards a more ‘proactive’ and ‘anticipatory’ approach. Some experts have even referred to a ‘deterritorialization’ of collective defence. Other issues also illustrate the changing dimensions of collective defence—missile defence, cyber warfare, space operations, the risk of state‐sponsored terrorism involving weapons of mass destruction, political–military dynamics in the Middle East and the Asia–Pacific region, and the risk of a non‐Article 5 operation becoming a collective defence contingency. Despite disagreements on how to pursue shared goals, the allies may yet demonstrate that they have the vision and political will to meet the new challenges. The question of the Alliance's ‘level of ambition’ in capabilities is inseparable from that of its agreed purposes and burden‐sharing to achieve them.  相似文献

The Asia‐Pacific region's vulnerabilities to the consequences of globalisation were vividly revealed by its financial crisis in 1997–98. ASEAN states considered the US and APEC less than helpful during the crisis, and they found the conditionalities imposed by the IMF unpalatable. But ASEAN as a regional organisation has been much weakened, and it has been working hard to revive its influence. The ‘ASEAN plus 3’ approach has been perceived as an important means to strengthen ASEAN's status and relevance. The ASEAN‐China Free Trade Area is undoubtedly an outstanding achievement of this approach; but ASEAN has been trying to keep its options open. On the other hand, China has been concerned with the danger of a deterioration in Sino‐American relations and the increasing distrust between Tokyo and Beijing. Improvement of China‐ASEAN relations therefore assumes increasing significance in China's regional policy; and enhancing mutual interests and interdependence is the best way to erode the ASEAN states' perception of the ‘China threat’. But China must not neglect the interests of Japan and South Korea or underestimate ASEAN's resistance to the exclusion of the US and its desire to maintain a balance of power in the region. The ASEAN‐China Free Trade Area, hopefully, should also facilitate the narrowing of the gap between the more developed and the developing ASEAN members, as well as that between the more prosperous coastal provinces and the poor interior provinces in China. In many ways, the establishment of the ASEAN‐China Free Trade Area represents a challenge to what can be achieved in the mutual engagement process.  相似文献

Communities living on remote islands are often viewed as among the most exposed and vulnerable to climate change impacts. This study uses the Sustainable Livelihoods Framework to investigate how indigenous communities living on two physically different islands in Torres Strait, Australia, experience what they consider to be the impacts of climate change in relation to their daily lives. During this process, a series of natural, physical, and socio‐cultural limits and barriers to climate change adaptation were identified on Boigu, a low‐lying mud island inundated by the sea during high tides and storm surges. As a volcanic island, Erub's elevation is higher but significant community infrastructure, housing, and cultural sites are located on the low coastal fringe. No immediate limits to climate change adaptation were identified on Erub, but physical and socio‐cultural barriers were revealed. Limits to climate change adaptation occur when adaptation actions fail to protect the things valued by those affected, or few adaptation options are available. Barriers to climate change adaptation may be overcome if recognised and addressed but can become entrenched limits if they are ignored. Within the participating communities, such limits and barriers included (a) restricted adaptation options due to limited access to particular livelihood assets; (b) difficulty engaging with government processes to secure external support; and (c) people's place‐based values, which evoke a reluctance to relocate or retreat.  相似文献

This article focuses on a community located in downtown Rio de Janeiro that was destroyed to make way for the commemorations of Brazil’s Centenary of Independence in 1922. Morro do Castelo was once a space customarily inhabited by Afro-descendants, but Italian and Portuguese immigrants predominated there by the time of its destruction. I argue that whatever Castelo’s racial heterogeneity it was imagined and treated as a black space by planners and policy makers, hence its disposability. In Castelo's neglect during the colonial period and in the urbanization projects that sought to destroy it in the first two decades of the 20th century, one can discern the continuity of imperial processes of ruination of racialized spaces and bodies. The article examines ways in which residents of Morro do Castelo established territory and engaged in various forms of refusal when faced with the ruination of their neighborhood. The spatial practices of the hillside’s diverse population suggest that its various racialized and ethnic groups mapped difference onto a palimpsestic site that defied official classificatory systems and troubled official mappings of the concept city.  相似文献

This article presents a critique of Vietnam's agricultural modernization in the context of its post‐socialist transition and the emerging climate crisis. Agricultural modernization has led to impressive rates of wealth creation that have pulled many Vietnamese out of poverty and food insecurity over the past two decades. However, the model's own logic of accumulation has also made the country increasingly reliant on complex processes and has locked in various technological path dependencies. These include energy‐ and input‐intensive production, engineered landscapes, reduced agro‐biodiversity, and weakened social networks, knowledge and skills. As a result, Vietnam is becoming more sensitive and less able to adapt to structural shocks, notably that of climate change. Furthermore, and crucially, the post‐socialist transition since the launch of ??i m?i (market reform) has given rise to a political economy with dominant interests increasingly vested in the continuity of this modernization model. The article argues that it is this new dynamics of class and state–society relations that now represents the main obstacle to the development of credible solutions to the climate crisis.  相似文献

Andrea Juan has responded to climate change in her art since 2002, highlighting the potential enjoyment of uncertainty and the pleasure of discovering this ecological crisis. Through an examination of El bosque invisible: Serie Antártica [The Invisible Forest: The Antarctica Series], 2010, this article will examine how Juan represents environmental transformations through her process, aesthetic choices, and work in Antarctica. Antarctica—an emblem of environmental change and advancements in scientific research—serves as one of the main stages for Juan's placement of colorful fabrics and cloth figures that are meant to represent specific natural phenomena connected to climate change. Juan's documentation of these scenes in videos and digital stills quotes the Romantic tradition of the sublime in landscape painting, the artist-traveller, and a heroic notion of scientific fieldwork, which exposes a continued desire for control despite our increasing knowledge of our limitations, as well as two principal means through which we understand climate change: science and the sublime. Furthermore, the pleasing quality of Juan's art, in spite of the crisis to which she alludes, aligns with contemporary trends that favor participation, pleasure and hope. This tendency itself exposes the uncertainty of art's role in the face of such crises.  相似文献

Abstract

The Shephelah was densely settled in the Late Bronze Age, but most of the settlements were gradually abandoned during the transition to the Iron I period. Only a few Iron I settlements existed in the eastern part of the region (excluding the Philistine sites at the northwestern edge of the Shephelah), forming a small Canaanite enclave. During the Iron II period the region was gradually resettled, and it became part of Judah. This process lasted until the 8th century BCE, when the region reached an unparalleled demographic peak. Sennacherib's campaign brought wide-scale destruction, and the region recovered only partially before being devastated by Nebuchadnezzar. After reconstructing the region's settlement history, the article reassesses its political and demographic history in comparison to the neighbouring regions of the Judean highlands and the southern coastal plain, it is concluded that the Shephelah had a lesser role in the history of Judah than some recent studies suggest.  相似文献

In this article, I consider the kitchen as domestic space that is at once gendered and gendering in its construction and use by women as they negotiate their social position across the life course. Deeply rooted patriarchal values structure Konkomba society in northern Ghana, and a woman's role is to be a wife, to prepare food in support of her husband's family and community. Although the normative definition of woman's role in society stems from a clear-cut division of labor between women and men, a woman must negotiate her social position and ability to fulfill these labor obligations; she becomes a woman and wife by working to gain access to and control over resources and labor. I explore the shifting dynamics of women's work and social position across the life course, emphasizing the transition from young woman to woman-as-wife-as-cook in her husband's community. These negotiations take place in the kitchen – a fiercely feminine space in which a woman becomes a wife when she earns the right to place hearth stones and prepare a ceremonial ‘first meal’ for her husband and his community.  相似文献

Abstract:  This paper explores how economic ideas are produced, how they travel, and how they are contested, in complex and contingent ways, in particular places. It stems from events that took place in coastal Andhra Pradesh, India, where I conducted fieldwork on microfinance programs during 2007. I begin by tracing how the practices of microfinance—and the ideas and rationalities underpinning them—have been increasingly globalized as a development tool since the 1970s. I then move on to describe the proliferation of various microfinance programs across Andhra Pradesh over the last decade. In the closing section, I consider the implications of a recent protest that took place against commercial microfinance institutions in the region.  相似文献

Sea level rise is dramatically altering the daily lives of fisherfolk in the Ottummal coastal region of Malabar, India. This article draws on ethnographic fieldwork to explore the erosion of subaerial beaches, which have traditionally served as vital social and cultural touchstones for the community. It examines the profound impact of this erosion on the community's leisure activities, particularly their beloved pastime of football. It also analyses the local government's proposed strategy of managed retreat, which involves relocating vulnerable communities away from threatened areas. It considers its limitations in light of the fisherfolk's deep emotional and cultural connections with their lands and non-material culture. The article posits that while climatologists and satellites can give a bird's eye view, anthropologists and ethnographers can give a worm's eye view of climate change.  相似文献

Participating in sexual tourism and cross-border sex, heterosexual Euro-North American women are a targeted social group whereby accusations, such as ‘fucking gringa’, label them as sexual transgressors for violating multiple boundaries of heteronormativity. The complex power dynamics of women's cross-border sex are due to negotiations of race, gender, and class that are played out in specific locales and political economies of desire. Within these dynamics, women are agentive social actors and exert considerable sexual agency in their desires for local men who are positioned unevenly vis-à-vis tourist women's mobilities within erotic markets. Yet women's hetero-erotic sexual practices, which are experienced at the level of the body, cannot be assumed; looking at the lived experiences of women as sexual trangressors in these spaces promises to complicate non-normative heterosexuality and the gendered dynamics of (straight) transnational sex. Using critical ethnography and a performance approach to writing that places subjectivity at the center of the ethnographic record and analysis, this article conveys an ‘insider’ or emic account of women's transnational sex taking place in a Caribbean region of Costa Rica renown for women's sexual and romance tourism. In taking this approach, I aim to show how heterosexuality, hetero-erotic practices, and cross-border sex are not always what they seem and a glimpse into ‘the subjects’ worlds in their words' (Madison, Soyini. 2005. Critical Ethnography: Method, Ethics, and Performance. London: Sage, 174) has implications for theory concerned with the body and performance as fundamental to the social production of sexual transgression.  相似文献

Famine threatened the lives of over twenty million residents of north China in 1920, prompting a massive, and ultimately successful, relief effort. Scholarship on the famine has largely credited China's foreign and coastal, cosmopolitan Chinese circles with this humanitarian feat at the expense of what was in fact a surprisingly effective Chinese state apparatus that year, as well as local relief operations by many famine-stricken communities themselves. This study captures a very specific moment of US and European cultural production on ‘China’ and ‘the Chinese’ in which the great north China famine of 1920–1 occurred, to argue that our current understanding of Chinese relief culture circa 1920 remains largely a product of foreign characterization (by the celebrated likes of Somerset Maugham and Bertrand Russell) and political commentary by reformist Chinese during a period of post-May Fourth cultural turmoil. If we hold the output of these writers up to alternative original sources on events that year, it becomes clear that the historiography on China's greatest humanitarian crisis of the first quarter of the twentieth century remains insufficiently insulated from the raw discursive climate in which the crisis unfolded.  相似文献

Crises proliferate. Not just as labels but as the actual state of affairs, of impasse, ruination and breakdown. As an anthropologist working on Syria with extensive fieldwork inside the country before the uprising of 2011, and later with ongoing fieldwork in Lebanon, Jordan and with exiled Syrians in Europe, I find it safe to say that crisis is polyvalent. Crisis is slow and urgent as it moves with Syrians in time and across locations. This piece argues that we need urgent engagement with slow forms of crisis and slow engagement with calls to urgency. This calls for an exercise in discernment, which takes urgency and claims it as a diagnostic for ethnographic exploration.  相似文献

This research focuses on black women's experiences of the annual African-Caribbean carnival in St Paul's, Bristol, as a potential site of resistance. I have chosen to look at how black women challenge conceptions of space on three levels: nationally, locally and within the street. These three spatial levels are permeated by notions of resistance: resistance to dominant notions of Englishness, to representations of place, and to gender roles. I aim to focus on carnival's potential to contest hegemonic discourses, to denaturalise them and to expose them as partial. It is my overall contention that black women challenge the use of space as it is designated on a number of these levels, but that carnival does not enable them to contest their regular gender roles. Through this I hope to develop a 'cultural politics of place', but one which takes account of the intersecting dynamics of 'race' and gender, moving away from a binary model of difference.  相似文献

Abstract: This essay's point of departure is the coincident economic and environmental “crises” of our time. I locate both in the dynamics of capital accumulation on a world‐scale, drawing on the ideas of Marx, Karl Polanyi and James O’Connor. I ask whether the recent profusion of “crisis talk” in the public domain presents an opportunity for progressive new ideas to take hold now that “neoliberalism” has seemingly been de‐legitimated. My answer is that a “post‐neoliberal” future is probably a long way off. I make my case in two stages and at two geographical scales. First, I examine the British social formation as currently constituted and explain why even a leading neoliberal state is failing to reform its ways. Second, I then scale‐up from the domestic level to international affairs. I examine cross‐border emissions trading—arguably the policy tool for mitigating the very real prospects of significant climate change this century. The overall conclusion is this: even though the “first” and “second” contradictions of capital have manifested themselves together and at a global level, there are currently few prospects for systemic reform (never mind revolution) led by a new, twenty‐first century “red‐green” Left.  相似文献

This article examines how the image of the refugee has been defined through the fear of the other, and how the mechanisms of detention have transformed the conditions of belonging. I examine the contemporary geopolitical forces propelling the rise of a new authoritarianism, growing border anxieties and hostility towards refugees, and argue that these emerging shifts provoke an urgent need for a new conceptual framework to understand the dynamics of contemporary global flows and concepts of belonging. I introduce what I call the ‘invasion complex’, a new conceptual hybrid that draws upon elements of psychoanalytic theory and complex systems theory, and Giorgio Agamben's analysis of sovereignty and ‘the camp’, to explain heightened border anxieties and the legitimization of violence towards the Other. I consider the value, applications and limitations of Agamben's analysis, and contend that both the state‐centric moral debate on the refugee crisis, and Agamben's method of privileging political agency in terms of sovereign power, tend to discount the role of complexity. Drawing on the Australian political and public discourse on refugees, and the 2001 Tampa crisis, I argue that the hostile reactions can be traced to a complex interplay between old phobias and new fantasies. I conclude by urging the need to move beyond nation state centric critiques of racism, and propose the development of a new paradigm — a potential politics that recognizes the complex dynamics of global flows, and which opens the way for a discourse of hope based on the rights of the human being, rather than the citizen.  相似文献
