This article examines the securitisation of land development rights under the dipiao scheme in Chongqing, China. It argues that this instrument is based on the dispossession and exploitation of rural households but these unequal relations have been concealed and naturalised through the complex geographies and temporalities of dispossessory arrangements, financing mechanisms and discursive tactics. By overcoming political barriers to land commodification and dispossession in this way, the Chongqing government has expanded the frontier of commodifiable land and sustained a land‐based, urban‐centric and debt‐financed accumulation. Instead of narrowing the urban–rural divide, this instrument reproduces and solidifies it. On this basis, the article argues that conceptual and political innovations for inclusive and equitable development needs to shift the attention from land to people.  相似文献

In this paper, I examine the speculative dimensions of biodiesel production in Northeast Brazil under the National Program for the Production and Use of Biodiesel (PNPB), by focusing on the case of castor oil plant (Ricinus communis) in semi-arid Bahia, a promising flex crop that was said to generate social, environmental and economic benefits, especially for the historically marginalised Northeast peasantry. I argue that speculative practices over castor have relied on state policies and discourses as well as biophysical and biotechnological (im)materialities that are transforming agrarian relations in ways that compromise peasants’ control over their (re)productive systems while promoting the expansion of the agroindustrial frontier. By examining the everyday, performative and place-based character of speculative biodiesel practices and their uneven and contested socioenvironmental implications, this paper contributes to current political ecology debates on the nexus between agroenergy development, nature’s capitalist valuation and rural dispossession.  相似文献

During the last decade, debates about the livelihood impacts of large‐scale biofuel projects have focused mainly on either employment creation or on land dispossession. The mediating role of social institutions and communal reciprocity in resource‐access manoeuvring processes have rarely been considered. This comparative study of two biofuel projects in Ghana shows that households affected by land dispossession quickly obtained new productive land areas by switching to fallow farmland or through long‐term reciprocal social networks. The livelihoods of households with members employed by the projects improved in terms of increased income and access to cultivation on project land. Not everyone, however, had the resources and ability to use social networks for job‐seeking and land access negotiation, particularly those considered to be migrants. The authors argue that a context‐specific focus on, and processual examination of, the abilities of individuals and groups to utilize social institutions to sustain their livelihoods during a project's lifetime, are crucial in analysing the impacts of biofuels land deals. Such an approach explores the various forms and uses of livelihood capitals, and shows how new configurations of social and economic relations emerging from land commercialization can reinforce local inequalities.  相似文献

Increasingly, political ecologists invoke the concept of “green grabbing” to refer to the ways in which processes of accumulation by dispossession articulate with various imperatives for environmental protection. This paper traces these contemporary processes to their roots in the colonial era, focusing on how dispossession in the name of environmental protection intersects with complex historical geographies of state formation and internal territorialisation. Drawing upon the case of Mount Elgon in Britain's Uganda Protectorate, in particular, we reconstruct the ways in which the interrelated “birth” of both conservation and transcontinental agrarian markets were intimately connected to the emergence and normalisation of the colonial state itself. In doing so, we propose the term necropolitical ecology as a framework to encompass the ways in which contemporary “green grabs” partially emerge from racialised modes of colonial appropriation, the violence of which often still lingers in agencies and institutions of environmental governance in the contemporary postcolony.  相似文献

The protest blockade is one tool for seeking liberation from the state while living within it. I offer a critical analysis of the protest blockade in agrarian struggles for land and life in Indonesia and beyond. I specify my discussion with a retelling of a Sumatran land-back movement of smallholders and landless workers who twice turned to the blockade to reclaim their land from a plantation company. I consider how these blockades and others in Sumatra and Borneo created direct-action power, thereby expanding people's possibilities for livelihood and autonomy in landscapes of extraction and exploitation. Blockading action is a process that unfolds from within as activists challenge the legitimacy of their rulers and set out to create more emancipatory spaces and territories. When protestors blockade the bulldozers, logging trucks, and other machines of capitalist exploitation of workers and ecologies, they seek to disrupt the infrastructures and commodity flows of the dominant political-economic order as well as open up new agrarian possibilities. These protest blockades are central to the anarchist, Indigenous, and decolonial politics that motivate direct-action protests across the globe.  相似文献

This paper draws on the notion of “geopolitical culture” as a conceptual tool for understanding debates over the formulation of foreign policy in contemporary Russia. To draw out the value of this concept, the paper explores the symbolism of territory as a means for restoring Russia’s status, respect, and power. However, in contrast to previous studies, it traces the ways in which a concession of territory has been promoted as a device for achieving Russia’s great power ambitions. More broadly, the paper seeks to stimulate a wider debate on reconceptualizing the relationship between territory and identity in Russia, at the same time as it places Russia’s Far Eastern borderlands at the heart of debates on the spatial imaginaries of the Russian homeland. By drawing on and advancing recent theoretical innovations in critical geopolitics, and recognizing the significance of the discourse of nationalism within these framings, the paper explores the nuanced and multiple story lines that constitute Russia’s geopolitical culture. Through this approach, intriguing and complex plot lines and unexpected twists are revealed, which have at times been obscured by nationalist-territorial-revanchist narratives on Putin’s Russia. It is suggested that such approaches can also provide insights for interpreting cases and contexts beyond Russia and Eurasia.  相似文献

The racial and cultural politics of land and property are central to urban struggle, but have received relatively little attention in geography. This paper analyzes land struggles in Detroit where over 100,000 parcels of land are classified as “vacant”. Since 2010, planners and government officials have been developing controversial plans to ruralize Detroit's “vacant” neighborhoods as part of a program of fiscal austerity, reigniting old questions of racialized dispossession, sovereignty, and struggles for liberation. This paper analyzes these contentious politics by examining disputes over a white businessman's proposal to build the world's largest urban forest in the center of a Black majority city. I focus on how residents, urban farmers, and community activists resisted the project by making counterclaims to vacant land as an urban commons. They argued that the land is inhabited not empty and that it belonged to those who labored upon and suffered for it. Combining community‐based ethnography with insights from critical property theory, critical race studies, and postcolonial theory, I argue that land struggles in Detroit are more than distributional conflicts over resources. They are inextricable from debates over notions of race, property, and citizenship that undergird modern liberal democracies and ongoing struggles for decolonization.  相似文献

Gurgaon, India's “millennium city”, is today synonymous with India's embrace of global real estate capital and private sector‐led urban development. This paper asserts that Gurgaon's spectacular urbanisation has been fundamentally underpinned by an uneven process of land acquisition, exemption and agrarian transformation. Shifting away from dispossession‐centred analyses of contemporary urbanisation in India, this paper explores Gurgaon's “urban villages” to consider the uneven integration of agrarian classes into emerging urban real estate markets. Through an examination of differential experiences of land acquisition and agrarian social change among Gurgaon's landowning classes, the paper seeks to trace complex and nonlinear processes of agrarian transformation which make possible landscapes of global accumulation.  相似文献

This article engages ethnographically with the neoliberalization of nature in the spheres of tourism, conservation and agriculture. Drawing on a case study of Wayanad district, Kerala, the article explores a number of themes. First, it shows how a boom in domestic nature tourism is currently transforming Wayanad into a landscape for tourist consumption. Second, it examines how tourism in Wayanad articulates with projects of neoliberalizing forest and wildlife conservation and with their contestations by subaltern groups. Third, it argues that the contemporary commodification of nature in tourism and conservation is intimately related to earlier processes of commodifying nature in agrarian capitalism. Since independence, forest land has been violently appropriated for intensive cash-cropping. Capitalist agrarian change has transformed land into a (fictitious) commodity and produced a fragile and contested frontier of agriculture and wildlife. When agrarian capitalism reached its ecological limits and entered a crisis of accumulation, farming became increasingly speculative, exploring new modes of accumulation in out-of-state ginger cultivation. In this scenario nature and wildlife tourism emerges as a new prospect for accumulation in a post-agrarian economy. The neoliberalization of nature in Wayanad, the authors argue, is a process driven less by new modes of regulation than by the agrarian crisis and new modes of speculative farming.  相似文献

Abstract: This paper is part of an ongoing effort to make sense of the turbulent forces at play in South Africa in relation to other parts of the world. Engaging debates over neoliberalism from a South African vantage point, I show how currently influential theories cast in terms of class project, governmentality, and hegemony are at best partial. A more adequate understanding is not just a matter of combining these different dimensions into a more encompassing model of “neoliberalism in general”. The challenge, rather, is coming to grips with how identifiably neoliberal projects and practices operate on terrains that always exceed them. A crucially important dimension of what is going on in South Africa is that escalating struggles over the material conditions of life and livelihood are simultaneously struggles over the meaning of the nation and liberation, as well as expressions of profound betrayal. These processes underscore the analytical and political stakes in attending to interconnected historical geographies of specifically racialized forms of dispossession, and how they feature in the present. The paper concludes with a call for a properly post‐colonial frame of understanding that builds on the synergies and complementarities between a Gramscian reading of Fanon and relational conceptions of the production of space set forth by Lefebvre.  相似文献

In this paper we address the often sterile and circular debates over relationships between poverty and deforestation. These debates revolve around questions of whether forest loss causes poverty or poverty contributes to forest encroachment, and questions of whether it is loss of access to forests or dependence on forest‐based livelihoods that cause poverty. We suggest that a way beyond the impasse is to set such debates within the context of agrarian change. Livelihoods of those who live in or near forests depend considerably on a rapidly changing agriculture, yet agrarian contexts receive only background attention in popular, political and academic discourse over poverty and forests. Moreover, to the extent that agriculture is considered, little heed is paid to social, technical and economic change. We therefore address agriculture's changing relationships with the wider economy, otherwise referred to as the agrarian transition, and with the natural resource base on which it depends. The paper draws on the experience of Thailand to illustrate our key argument, and more specifically addresses the situation on the resource periphery through a look at the agriculture‐forest interface.  相似文献

This article explores how residents of a small coastal fishing enclave in Colombo live with cumulative waves of dispossession brought on by exclusionary projects of urban development. Drawing on ethnographic fieldwork, I introduce the analytic of navigation to describe how people move, plan and live with both present and future threats of dispossession. Navigation offers a unique perspective on questions of agency and resistance in oppressive conditions. Rather than framing subjects as “resisting” projects of world-class city-making, this analysis shows that urban residents instead engage in complex and occasionally contradictory modes of living with uncertainty. I complicate existing understandings of the term “navigation” by describing how questions of nation and belonging are crucial to comprehending how people navigate. Ultimately, I suggest that expressions of belonging and obligation to an imagined community might not only be strategic, but instead reflect some of the broader social forces which structure possibilities for action.  相似文献

What did peasants discuss at party meetings? Were they mobilized by ethnic politics or indifferent to them altogether? The end of the First World War brought about universal male suffrage in much of Europe, and with it the process of mass politics began. The concept of national indifference is important in understanding interwar politics, because this period is often studied teleologically with attention focused on extremism and nationalism as the primary mobilizing issue

Agrarian movements have been under-researched, and when Agrarians have been studied, it has been through the prism of elite politics. This comparative paper seeks to redress this omission by looking at grassroots rural politics. The interwar countryside was marked by profound political, economic and social transformation but also in terms of what Robert Paxton has described as the ‘triple crisis of the countryside’ – worsening economic conditions, the declining status of the countryside and inadequate political representation. The paper will explore how reform and crisis impacted how agrarian politics functioned at a local level by asymmetrically comparing cases from Romania, Poland and Ireland, with the final case helping to contextualize Eastern Europe within the wider European experience This paper argues that the rural population was mobilized, but primarily in the context of local issues rather than national ethno-political questions. Local party organization was, to paraphrase James C Scott, the site ‘of an exchange of small arms fire’ in rural class conflict, as questions regarding the control of public space, generational conflict and power within the village mobilized peasants. Thus, I argue that it was the underlying socio-economic issues that mobilized the rural population, not nationalism. The dynamics of these conflicts were shaped by local economic, political and social power dynamics, and by using indifference as a concept, we can look more deeply at interwar politics from a grassroots perspective and develop a more nuanced understanding of local, national and European politics.  相似文献

How do individuals and institutions make sense of epidemics in time, before, during and after outbreaks? This concise review follows a linear chronology of outbreak ‘events’ to explore debates in medical anthropology on epidemic temporalities. It excavates key notions relating to the technologies, imaginary and governance of epidemic anticipation, epidemic emergency and epidemic aftermaths. Building upon ethnographic works which depict how epidemic temporalities are constructed, and how they travel and affect social life, it argues that they are an integral component of the evental construction of epidemics.  相似文献

Despite the increasing preponderance of non‐farm work in Cambodia, labour migrants across a range of working conditions remain linked to their rural homesteads through durable financial and social arrangements. This article explores this phenomenon through the case of debt‐bonded brick kiln workers in Phnom Penh, formerly smallholder farmers in villages. Drawing on the field of labour geography, the article first examines the process by which labourers became debt‐bonded, thus situating them within the country’s broader agrarian transition and recasting peasants as rural labour. It then explores workers’ perceptions of rural life, suggesting that the unfreedom of kiln work, contrasted with the fixedness and potential for mobility in rural life, makes workers aspire to return to their land. The article ultimately highlights how the persistence of smallholder farmers can be understood as an issue of poor work under neoliberalism in Cambodia, and draws light on the agency of labour in understanding this.  相似文献

This paper develops Derek Gregory's concept of the ‘colonial present’ by demonstrating how the colonial present in rural South Africa in general and around land reform in particular has conditioned land reform outcomes. My development of the concept departs from Gregory's in two key respects. I argue first that, by viewing it in relation to the geopolitics of capitalism, it can be applied to places beyond the immediate influence of US military power; and, second, that social forces which might begin to undermine the colonial present should be examined. My empirical materials draw upon primary research on the emergence of government-sponsored partnerships between restitution beneficiaries and agribusinesses in northern Limpopo. I use the materials to argue that partnerships have emerged given white farmers’ near-monopoly on skills and the persistent power of traditional leaders, two features of South Africa's colonial past whose importance today is suggestive of a colonial present.  相似文献

“Future generations” play a key role in current political debates. In the context of the climate crisis especially, political controversies are often framed as moral problems of “intergenerational justice.” This article aims to historicize the use of the concept of “future generations” in modern political discourse and to uncover its long—and often ambivalent—history. Its main argument is that talking about “future generations” was part of an attempt to integrate (distant) futures into the political discourse of the time. The first part of the article outlines a theoretical perspective on the relationship between generations and temporalities. The second part focuses on how anticipating “future generations” became an important part of the history of utopian thinking and political planning in the nineteenth and early twentieth centuries, especially in the realm of demographic and economic discussions. The third part analyzes the emergence of “future ethics” and “intergenerational justice” as important political discourses in the 1970s. This part refers both to the academic debates about “future generations” and to the way political decision-makers used the concept to legitimize their policies. The article argues that the concept of “future generations” should not be taken as an ethical principle that transcended the political debates of the present. Rather, it was itself the result of intense political controversies.  相似文献

Despite increasing attention to Palestinian territorial dispossession, there is inadequate attention paid to how this dispossession is gendered in its legitimising discourses and practices. Inattention to gender results in a failure to understand the power relations at play in the processes through which Palestinians are dispossessed of their land, the discourses that serve to support that dispossession and the impacts of that dispossession. This article examines the roles of Israeli hegemonic militarised masculinity as deployed in discourses and practices of “security” as well as idealised Zionist femininity and idealised Zionist masculinity as deployed in discourses and practices of “God‐given Righteousness”. It finds that both are effective means of dispossessing Palestinians of their land, and that in settlements in the West Bank, the hegemonic militarised masculinity is often subsumed under idealised Zionist femininity and masculinity when it comes to settlement expansion and the violent dispossession of Palestinian land.  相似文献

This article is an attempt to address on a theoretical level an antinomy in postcolonial approaches to the question of temporal difference. Current scholarship tends both to denounce the way in which the others of the Western self are placed notionally in another time than the West and not only analytically affirm but indeed valorize multiple temporalities. I elaborate on the two problematic temporal frameworks—linear developmentalism and cultural relativism—that belong to a colonial legacy and generate the antinomy in question, and then proceed to discuss possible alternatives provided by a Koselleck‐inspired approach to historical time as inherently plural. I thereby make two central claims: (1) postcolonial conceptions of multiple temporalities typically, if tacitly, associate time with culture, and hence risk reproducing the aporias of cultural relativism; (2) postcolonial metahistorical critique is commonly premised on a simplified and even monolithic understanding of Western modernity as an ideology of “linear progress.” Ultimately, I suggest that the solution lies in radicalizing, not discarding, the notion of multiple temporalities. Drawing on the Brazilian classic Os sertões as my key example, I also maintain that literary writing exhibits a unique “heterochronic” (in analogy with “heteroglossic”) potential, enabling a more refined understanding of temporal difference.  相似文献

This article provides a critical analysis of the practices and discourses of white settler “men” in Southeast Kansas (Ancestral Osage Territories) by examining the inextricable links rural masculinity has with settler colonialism. I begin by underscoring how efforts in erasing Indigenous histories have been sanctioned through processes of dispossession, bordering, and nation‐state building. I then explore how hetero‐patriarchal rural hierarchies are assembled via capitalistic desires for private property; conservative Christianity's rhetoric of altruism and good intentions; white supremacist conceptions of race; and masculinist perspectives regarding work and gender. Next, I highlight how the spatial assertion of white settler masculinity reproduces colonial oppressions based upon interlocking subject positions and notions of difference. I continue by suggesting denial and disaffiliation are banal exercises of disavowal employed by white settler societies as attempts to forget colonial violence. I then finish by illustrating how a masculinist status quo might be disrupted, resisted, and transformed.  相似文献
