美国对以色列的政策及美以关系的发展（1948-1958）

以色列是在美国的支持下建立的。战后,美国通过插手巴勒斯坦事务,逐步从英国手中夺取处理该地区事务的主动权。在以色列建国伊始,美国给予这一新生国家巨大的帮助。但在战略上,美国并未将以色列视作特别重点考虑对象。在第二次中东战争结束以后,以色列开始受到特别关注,其在美中东战略中的地位和作用日渐突出。本文利用美国解密的档案材料及国内外学者的有关著述,对以建国初期(1948至1958年)美国对以色列的策略及美以关系的发展进行梳理与分析,希望有助于深刻理解美以特殊战略关系的形成及美以关系发展的现状。     

Public Diplomacy in the U.S. Supreme Court: The Warren Years—Part I

The Prime Minister of the Republic of India, Jawaharlal Nehru, and his daughter, Mrs. Indira Gandhi, wandered down the hallway adorned with portraits of Justices in the U.S. Supreme Court building before entering the East Conference Room. There, they were warmly greeted by Chief Justice Earl Warren and his wife, Nina, who had been the Prime Minister's guests in New Delhi only four months earlier. In Washington, Nehru was the special guest of the Warrens, the first ruling head of state to be honored with a formal dinner at the Supreme Court. In attendance were a small but powerful delegation of Indian diplomats and most of the Justices and their wives. In the crisp evening of December 16, 1956, the temperature had dropped to 39 degrees, and the Prime Minister wore a black achkan, the South Asian coat that Americans came to call “a Nehru jacket,” adorned with his trademark red rose in the breast pocket and a white Congress cap. The Indian ladies dressed in striking saris, while the Western women wore long formal gowns.     

Handcraft as Cultural Diplomacy: The 1968 Mexico Cultural Olympics and U.S. Participation in the International Exhibition of Popular Arts

Mexican post-revolutionary cultural institutions excelled at implementing Mexican art and popular arts as key elements in cultural diplomacy. However, while there is abundant research regarding these arts and their inclusion in international exhibitions during the first part of the twentieth century, there is little research on their role in international cultural diplomacy during the second half of that century. In the first part of this article I present a historiographical appraisal of the 1968 Mexican Cultural Olympiad and the resolutions of the “First Latin American Seminar on Popular Arts and Crafts” sponsored by UNESCO in Mexico City in 1965. In the second, I examine the case of U.S. participation in the “Exposición Internacional de Artesanías Populares” (International Exhibition of Popular Arts), which was part of the 1968 Cultural Olympiad’s programme – largely neglected by the historiography of the XIX Olympics – to explain how popular arts were made to perform as agents of cultural diplomacy in Mexico and the U.S. during the Cold War. In addition, I argue that U.S. participation in this exhibition also reveals negotiations and redefinitions of the concepts of handcraft and arte popular, and the economic and social situation of their makers in the United States.     

卡特政府从韩国撤军政策变化初探

卡特政府撤出驻韩美军地面部队政策的制定与实施,是20世纪70年代后半期美国对韩政策的重要组成部分.这是美国战略思想转变的结果,也是卡特政府力图在朝鲜半岛避免直接卷入军事冲突的考虑.该政策从制定到终止,此中的缘由经纬万端.来自政府内部、军界和国会等相关各方的反对及卡特政府对日、对苏政策的综合考虑等,均为卡特政府终止该政策的原因.同时,美国对朝情报分析结果及"韩国门"事件也是卡特政府终止撤出驻韩美军地面部队的因素之一.国际局势变化促使驻韩美军以美国国家利益为主线在"撤"与"留"之间徘徊.

《美国宪法》是近代世界最早、也是迄今为止延续时间最长的一部成文宪法。在它制定至批准的3年中,联邦党人与反联邦党人展开了激烈的辩论,各自发表了他们建立国家的一系列设想。通过对他们在争论中所涉及的联邦政府的性质、联邦政府与州政府的关系、《权利法案》等焦点问题的探讨,有助于揭示宪法最终获得批准的深层原因,并重新认识两大派别在美国宪政发展史中的地位和作用。     

The Differential Regional Effects of Monetary Policy: Evidence from the U.S. States

In this paper we use time-series techniques to examine whether monetary policy had symmetric effects across U.S. states during the 1958:1–1992:4 period. Impulse response functions from estimated structural vector autoregression models reveal differences in policy responses, which in some cases are substantial. We provide evidence on the reasons for the measured cross-state differential policy responses. The size of a state's response is significantly related to industry-mix variables, providing evidence of an interest rate channel for monetary policy, although the state-level data offer no support for recently advanced credit-channel theories.
