The article analyzes the need for clarification of the competencies to be attributed to national or local authorities in Italy in the face of new protagonists for economic development. Analyzing the structural problems and the regional disparities between European countries, the territorial dimension of the economic development policy, the example of the German political and administrative system and the principles of the new community approach, it points out the importance of recognizing the regional level of industrial policy. In particular, the article underlines the fact that the present variation between the north and the south of the European Community is certainly the result of a plurality of conditions, whose presence presupposes a stable social and institutional reality, motivated towards development which cannot be guaranteed by the lack of an efficient local public system, endowed with adequate resources and competence to deal with new processes of development. 相似文献

In this article, we apply global value chain (GVC) analysisto recent trends in the global automotive industry, with specialattention paid to the case of North America. We use the threemain elements of the GVC framework—firm-level chain governance,power and institutions—to highlight some of the definingcharacteristics of this important industry. First, nationalpolitical institutions create pressure for local content, whichdrives production close to end markets, where it tends to beorganized nationally or regionally. Second, in terms of GVCgovernance, rising product complexity combined with low codifiabilityand a paucity of industry-level standards has driven buyer–supplierlinkages toward the relational form, a governance mode thatis more compatible with Japanese than American supplier relations.The outsourcing boom of the 1990s exacerbated this situation.As work shifted to the supply base, lead firms and supplierswere forced to develop relational linkages to support the exchangeof complex uncodified information and tacit knowledge. Finally,the small number of hugely powerful lead firms that drive theautomotive industry helps to explain why it has been so difficultto develop and set the industry-level standards that could underpina more loosely articulated spatial architecture. Abstract Cities with a heritage of heavy industry, such as Newcastle (NSW), face an insecure future as they undergo economic restructuring. The identities of cities are being refashioned by entrepreneurial urban governments, as part of a three‐pronged attempt to market their territories. A social construction approach reveals the problematic nature of these symbolic reconstructions, their partiality, the reduction of heritage to a commodity, and the eliding of socio‐economic disadvantage. The new post‐industrial identity for Newcastle disinherits working people, ignores the local indigenous peoples, and trivialises the role of women. The richly layered urban landscape and historically constructed narratives – the local heritage – have been cynically appropriated and transformed for the purposes of place marketing. The rhetoric of post‐industrialism conceals poverty and alienation, and the associated physical restructurings are displacing service‐dependent populations. 相似文献

Since the 1970s there has been a continuing international drive to transform state institutions in a wide range of countries. The reforming drive continues to be associated with the idea of privatisation. The privatisation of the long‐established statutory corporation, the Coffee Industry Board (CIB), in Papua New Guinea (PNG), provides an opportunity to examine forces behind one expression of the demands for reform. The examination shows that while the demands were expressed as embodying a general interest, in this case that of ‘the coffee industry’, the campaign for privatisation was driven by the concerns of the largest exporting firms. While the effectiveness of the campaign depended upon capturing an international and domestic mood for reform, the specific target of the drive was the post‐independence changes in the practices of the Coffee Industry Board. In particular, the allocation of an increasing number of licences and export quota to new firms at the expense of long‐established trading firms threatened these enterprises’ revenues and profitability. 相似文献

This paper examines the wider effects of inward foreign directinvestment (FDI) to the UK on improving the practices and competitivenessof domestic industry. Surveyed domestic suppliers, competitors,and customers to foreign investors reported extensive positiveimpacts on their practices, focused particularly on reductionsin X-inefficiencies, and on their competitiveness, althoughin the case of competitors benefits had to be balanced againstadverse effects. Knowledge transfers through personal contactsand the demonstration effect, were important to the transmissionof impacts, but a number of other channels were also important,including additional supplier sales, improved customer inputs,and the competitive spur. Regional policymakers should takethese wider benefits into account in the design of policiesfor attracting and embedding foreign investment. However, whilstthere was no evidence that foreign firms in assisted regionshad fewer benefits than those in core regions, there was a lotof leakage outside of the areas attracting foreign firms, suggestingthat policies to promote spillovers should not be developedentirely in a local or regional framework. 相似文献

For many industries, a new production system characterised principally by flexibility has become one of the key means of achieving competitive advantage in world markets. In traditional industrial sectors flexibility in the organisation of production is based upon subcontracting, within which female labour is of undisputed importance. In this article, research on female labour in the Istanbul clothing industry is used to investigate these processes of industrial restructuring. Particular attention is drawn to changes in women's attitude to work and in their responses to working conditions, which have important consequences for the industry itself. 相似文献

In this article, the initial transitions of white working-class male post-compulsory school leavers in two British cities are investigated. In the context of economic restructuring, the decline of manufacturing employment, and the rise in young women's educational achievements, it has been argued that poorly educated young men are increasingly disadvantaged in the labour market. Indeed, this may be the first generation of young men in the post-war period that will experience downward mobility compared to their fathers. In an earlier article, the author explored the labour market aspirations of white working-class boys living on peripheral local authority estates in Cambridge and Sheffield and in their final year at school. Despite the decline of manufacturing employment, they hoped to enter typically 'male' jobs in, for example, the car industry in both cities and in the steel industry in Sheffield. In this article, the author explores their labour market experiences in the year since they left school and their sense of themselves as masculine workers in the context of debates emphasising a growing 'crisis' of masculinity. 相似文献

This article deconstructs New Labour's emerging workfarist regime to reveal the complex and contradictory gender relations embodied in and through its work–welfare policy. Starting from the decline of manufacturing employment within the UK, it traces the deregulation of the labour market and the range of structural and social changes initiated by this process. Noting, in particular, how the ‘feminisation of the economy’ is connected to the changing characteristics of employment and women's socio-economic positions, the article identifies the manner in which the growing labour market participation of women is serving to (further) entrench gender inequality. Against this background, it proceeds to raise issues regarding the increased expectation to enter the labour market observed within programmes such as the New Deal for the Unemployed, which stipulates that the receipt of state benefits ought now to require a labour input. The crux of analysis is on the policy and political discourses that award priority to paid work in the formal labour market, whilst simultaneously neglecting the gendered divisions of labour around unwaged care work and domestic tasks. In suggesting that gender remains a key form of political-economic organisation in the contemporary period of after-Fordism, this article argues that (further) attention must be given to the ways in which its socially constructed properties are manifest within work–welfare policy and the ramifications of this embedding for social and economic equality. 相似文献

This paper considers the impact of distance to polling station upon electoral turnout. Using polling station level data from a London borough, it examines three types of election – parliamentary, European and local elections – over a twenty year period. The UK is notable among western liberal democracies for its relatively large turnout gap – the percentage point difference between turnout at elections for the Westminster parliament compared to that for other institutions, including local councils and the supra-national European parliament. This research considers the hypothesis that in high information, high salience elections for the national parliament the costs of voting associated with travelling to a polling station to vote in person are perceived as either low or insignificant but that in low information, low salience elections, those costs are perceived as higher and may act as a deterrent upon voting. A series of multi-level models consider the relationships between the dependent variable, percentage turnout, and a range of independent variables, including socio-economic characteristics, marginality as well as the spatial context. We show that there is indeed a relationship between distance and voter turnout, and other spatial and contextual variables, which are stronger for the lower salience European and local elections than for the higher salience national elections. Hence we conclude that the local geography of the polling station can have a significant impact on voter turnout and that there should be a more strategic approach to the siting of polling stations. 相似文献

The struggle for independence in East Timor, which came to fruition in 1999, illustrates both that agency can be exercised in ways that change social structures and that changing structural relations are necessary for the effective exercise of agency. This paper presents a basic Marxist theoretical framework for analysing structural power, contrasting this with the understanding of structure developed by structurationists. It then examines the Timorese independence struggle at two crucial turning points, showing how differing structural contexts enabled different outcomes at those turning points. 相似文献

In Bologna, after Rome the second biggest city of the Papal States, the Teatro Comunale played a major role in the city's cultural self-representation from the eighteenth century. After the Unification of Italy local politicians and the rising middle class used the theatre - together with the famous university, the Liceo musicale and the Pinacoteca - to present Bologna as one of the young nation-state's cultural capitals. A study of Bologna's opera house as a social institution highlights social, cultural and political processes and conflicts which marked the transition from the papal regime to the liberal nation-state. Bologna's nobility, which owned the theatre's prestigious private boxes, opposed the idea of democratically elected politicians and professional experts determining the fate of their theatre, the theatre which for centuries had provided the preferred backdrop for staging their social status. 相似文献

Evolutionary theories of technological change arguably exert the greatest impact on our understanding of technological change. According to evolutionary economic theory the process of technological change is driven by the continual creation of technological variety through innovation and innovative firm entry and the destruction of variety through the processes of imitation (diffusion), selection and plant exit. This joint process of variety creation and destruction translates micro-economic diversity into technological progress. A third principle of evolutionary economic theory is the principle of heredity, the communication of information and knowledge over time. The dependence of technology on past and existing knowledge tends to move firms, regions and countries along relatively well-defined technological trajectories. In this paper technology is measured as a pair of capital and labour input coefficients. Empirical analysis of the Danish food processing industry reveals that technology varies markedly across regions and that differences in regional technological performance persist over time. Multivariate analysis of variance confirms that spatial variation in techniques of production is significant. This study underpins the evolutionary theory of technological change confirming that in the Danish food processing industry, regions move along relatively well-defined technological trajectories. 相似文献

ABSTRACTHow do marriages fare during times of dramatic social, political and economic transition? Transitional societies offer a unique context for studying marital instability as they are often buffeted by countervailing forces of modernisation and re-traditionalisation, in addition to socio-economic and political changes. Using detailed and rich data from Kyrgyzstan, the study investigates trends over time in marital instability in response to societal upheavals and gradual secular transformations; ethnic group-specific responses in marital instability; and the role of changing gender regimes in marital instability. The findings reveal an increase in the rate of marital dissolution over time. However, ethnic group-specific differentials remained significant, mirroring the historically shaped relative positioning of the groups in the process of demographic change. The results also highlight gender differentials in the influence of education and employment on marital instability. The findings are discussed within the broader framework of demographic and social changes in transitional Central Asia. 相似文献

In seeking to understand contexts for regional development an increasingly important element is the growing influence of international institutions and agreements in the regulation of economic systems. Within Europe the economic liberalization and increased market competition encouraged by the Single European Market (SEM) has been widely predicted to benefit larger elements of capital and core regions of economic activity at the expense of Europe's smaller firms and less favoured peripheral regions. Through analysis of results from empirical research, this paper will analyze the impact of the SEM on small and medium sized enterprises (SMEs) in north and central Portugal. The significance of sectoral and spatial variations in impact are examined by considering two industrial sectors, food and clothing, and the effectiveness of firms’ responses and policy initiatives in mediating the potentially negative impacts of Single Market competition are evaluated. 相似文献
