The role of Italy in the reform process of the regulations concerning EU regional policy has traditionally been weak. Since 1998, however, Italian actors in Brussels started to play an increasingly more central role. Looking at the 1998 Regulation, we analyse the internal and external factors that explain this improved performance and conclude that this change might lead to an even more active and creative role being adopted by Italian institutional actors in the current negotiations which will lead to the reform of the regulation of the Structural Funds for 2007–13.  相似文献

The article describes the main Italian policy instruments for innovation and how these have been used by companies located in the Region of Emilia‐Romagna. It also describes the role played by structures set up at the local level in the enactment of innovation policies in Emilia‐Romagna. In the first part, the article analyzes the current organization and legislation of Italian innovation policy; and in the second part, it examines the reasons which have led to the recognition of the importance of the local level of innovation policy, looking more closely at innovation initiatives in the Region of Emilia‐Romagna. In the third part, it draws the conclusions. In particular the article underlines that Italian local governments, even without legislative and financial autonomy, can play an important role in modernizing the industrial system through initiatives which do not require vast sums of money but which identify and meet specific local needs.  相似文献

This paper attempts to close specific gaps in our understanding of practice and policy concerning culture, planning and development in Ireland. This is a nation in which the development and planning impacts of cultural policy are of increasing importance, yet the state of knowledge of policy and infrastructure remains underdeveloped. The paper begins by charting the evolution of culture‐led development in Western Europe over the last few decades, highlighting the emergence of culture as a central element in both economic and social development strategies. The paper then focuses upon Ireland, reviewing the nation's rich cultural and especially musical heritage, and the direct economic impacts of this. Detailing the successful mobilization of this heritage in search of tourism, the recent incorporation of culture into strategic planning and development initiatives, and the links between culture and development in Dublin, Cork and Galway, the paper concludes that Ireland is in a strong position to avail itself of the positive social and economic impacts of planning for culture and creativity.  相似文献

Urban and regional planners tend to recommend spatial mix of socially diverse populations as an appropriate strategy to achieve social equity and improve inter‐group relations. However, the actual impact of such a mix on social relations in general, and inter‐ethnic attitudes in particular, has been subject to on‐going, yet inconclusive, debates among social scientists. This paper adds to the study of these issues by examining the inter‐ethnic attitudes of residents in Jewish ‘new settlements’ (elsewhere termed ‘community settlements’, or ‘mitzpim'), which were established some 15 years ago among the Arab villages of Israel's central Galilee region. We found that despite certain strands of ethnocentrism, most Jewish settlers hold significantly more moderate views on Arab‐Jewish issues than: (a) the general (non‐Galilee) Jewish public in Israel; and (b) the region's Arab population. The influence of the socio‐spatial mix on the moderation of hostile attitudes, at least among the Jews, is analyzed and explained by comparing our data with the findings of previous research on the topic. On the basis of that comparison we conclude that the Arab — Jewish mix in the Galilee, along with socio‐economic characteristics of the Jewish population and the existence of a ‘penetrating group phenomenon’, have combined to moderate Jewish attitudes in the study region. Planners are called upon to use this knowledge.  相似文献

Developments favouring the liberalisation and globalisation of economic exchange and increasingly rigid constraints on domestic fiscal policy have provided support for neo‐ liberal policy ideas. Neolibcralism challenges the logic of embedded liberalism that underscored trade multilateralism in the post‐second world war period, and the exclusion of sectors like agriculture from the General Agreement on Tariffs and Trade. Focusing on agricultural policy, the article examines the pace and extent to which neo‐liberal ideas have been able to gain hold and displace non‐liberal domestic policies in Australia and Canada. The article shows that neo‐liberal ideas have been more easily translated into domestic policy change in Australia than in Canada. A significant part of the explanation for this cross‐national difference is found in the differing domestic political‐institutional arrangements, including federalism, bureaucratic arrangements, the presence or absence of a neo‐liberal epistemic community, and trie structure of interest intermediation systems. These factors, in turn, have their impact on policy change through their effects on the structures of agricultural policy networks and policy communities.  相似文献

This article uses Manchester as a case study to explore post‐war relationships in Britain between local rail networks and urban form. During this period, Manchester's rail network has been severely rationalized with only limited investment in new infrastructure, although local services have been underpinned by public subsidy. During the 1950s and 1960s, there was little formal land use planning policy with regard to the rail network, but in the late 1970s strategic policies crystallized which sought to steer major activity generators to nodalities generally well‐served by public transport. However, these policies were undermined in the 1980s by Thatcherite deregulation. The early 1990s has seen more positive trends with the opening of Manchester's light rail line and the development nationally of policies aimed at creating more sustainable urban form through synergy between local rail networks and urban development. But there is evidence of counter‐trends and the whole future of the rail system has been thrown into doubt because of rail privatization. Conclusions are drawn that focus on the need for changes in the institutional arrangements for transport planning and strategic town planning through the creation of a strong regional tier of government, as found in other EU countries.  相似文献

This paper aims to show how young people in former East Germany respond to the globalising processes that are part of the transformation of their society from a state-socialist to a capitalist one. It focuses particularly on the differential ways in which young people perform their identities as global/local subjects through the uses that they make of urban space. While emphasising the agency of young people, the paper seeks to examine the dialectic between globalising forces that are largely beyond their control and the negotiation of these forces in everyday practices of identity-formation. This article illustrates the development of Italian politics on emigration up to the end of the First World War (and even later), focusing on the operation and activity of the Commissariato generale dell’emigrazione (Commissioner-General of Emigration, 1901–27), a government agency that enjoyed considerable autonomy. The research is based on archival materials and the study of publications of the time, and proposes an unconventional view on the phenomenon of migration, as seen through the relationship between the evolution of the regulatory system and the political orientations of the ruling classes. Indeed, Italy progressively increased the freedom of expatriation, to the point of creating social legislation for the protection of emigrants, with the ambition of extending Italy’s influence over the countries of destination. This policy of migration interfered with foreign policy, and was at times influenced by the nationalism emerging in Italy at the time, even to the extent of provoking diplomatic disputes. For these reasons, the activity of the Commissariato generale dell’emigrazione created friction with the traditional consular network; these conflicts and the insufficient margin of autonomy given to the Commission in practice prevented the concrete completion of its more advanced projects.  相似文献

The formulation of spatial policy at the national level is fraught with coordination problems, mainly owing to competition among ministries. This paper considers ways to improve horizontal coordination. It is based on a review of current Dutch policy documents and the political debate they have spawned in the Netherlands. To set the stage, the paper discusses the spatial policy now in force, which derives from the Fourth Report on Spatial Planning Extra (VINEX). After presenting the views espoused by the Ministry of Housing, Spatial Planning and the Environment, the paper highlights key spatial concepts proposed by three other ministries. The inherent contradictions come into play when allocating strategic spatial investments, which are drawn from the Economic Structure Enhancing Fund. The defensive position that government bodies take regarding their own spatial concepts may be understood in terms of the competition for billions of Euros in public money. In our opinion, the recipe for success is a blend of ingredients from each of the sectoral approaches, combined in an integrated spatial policy. We are pleased to say that since the time of writing, this approach has actually been adopted in the Netherlands. In January 1999, the government published what it calls a Starting Memorandum on Spatial Planning. That document seeks to realign national spatial policy by combining diverse sectoral views and introducing new spatial concepts such as ‘corridor’ and ‘network city’. The ideals of ‘spatial vision’ and ‘spatial quality’ are combined with criteria like ‘sustainability’ as well as with the flexibility and responsiveness that is needed in a market setting, whereby households and firms operate increasingly in a European context. The associated style of governance would be to alternate a loose rein—a strategy of divergence and competition—with a tight rein—the implementation of policy that is both horizontally coordinated and integrated. This approach is bound to fan the flames of public debate on national spatial planning. In this sense, other countries might do well to keep an eye on it.  相似文献

This paper explores the reform of environmental policy‐making by the Hawke government through its creation of the Resource Assessment Commission (RAC). The paper pursues two themes. First, it argues that this reform must be seen within the broader context of the Hawke government's approach to public policy generally. The paper argues that the Australian Labor Party (ALP) has instituted a model for policy politics based on key strategic and normative approaches—a model this paper refers to as ‘Accordism’. Secondly, this paper looks at the RAC and in so doing argues that, on the basis of the norms that underpinned the reform of environmental policy‐making based on this body, the Commission may be placed squarely within the ‘Accordist’ paradigm.  相似文献

The European Spatial Development Perspective (ESDP) is the product of a north‐west European planning tradition. This article discusses the role of north‐west European concerns, in particular the use of the concept of polycentricity, in the making of the ESDP, and the application of the ESDP in the North‐west European Metropolitan Area (NWMA), more in particular in Germany, the UK, The Netherlands and Belgium. The article also explores the future of spatial planning as regards north‐west Europe. Much will depend on how Community policy will adapt to the enlargement of the European Union. However, it seems certain that existing member states, in particular those in north‐west Europe will see their share in the structural funds evaporate. This may give added significance to INTERREG IIIB respectively to the successor of this Community Initiative. In addition, concepts like territorial cohesion and territorial management may become functional equivalents to that of spatial planning, for which the Community is said to have no competence.  相似文献

This article uses historical research and ethnographic fieldwork to ask how policymakers interpret historical, political, and economic factors to construct inter‐ethnic communities that would bring security and economic growth to an enlarged European Union (EU). Focusing on post‐Soviet Estonia's ethnic integration policy, the article argues that ‘flexibility’ applies not only to post‐Fordist, individualized subjects, but also to relations between subjects of different nationalities that policymakers want to form organically in service sector employment. The article explains how this policy construction emerged in light of Estonia's historical trajectory from 1991 to 2001 and demonstrates how it conceptually resolved the fundamental tension between the territorialized nation‐state and deterritorialized global capitalism. A visual media campaign entitled ‘Many Nice People: Integrating Estonia’ captured the essence of this construction, which obscured how the Estonian nation‐state marginalized minorities while integrating into the EU.  相似文献

This paper examines variations in local unemployment rates within metropolitan Adelaide and relates them to patterns of residential segregation, selection and allocation processes in rental housing and variations in accessibility to job opportunities. Adult male unemployment rates are highest in the inner and older suburbs characterised by areas of cheap privately-rented accommodation. Adult female and junior unemployment rates are generally highest in outer suburbs with high percentages of dwellings rented from the South Australian Housing Trust, and remote from job opportunities. Implications for housing, metropolitan planning and transport policies are considered. Although in the absence of an overall increase in the demand for labour such policies may be regarded as merely ameliorative, they are still worth pursuing if the opportunities to do so arise.  相似文献

What kinds of knowledge do planners need in a post‐modern age in which cities and regions are characterized by fragmentation, polarization, and ‘difference’ in its many guises? This paper identifies four dilemmas of traditional planning education: the reduction of ‘knowledge’ to a set of measurable skills; the ossifying of programmes around a core which reinforces an outdated modernist paradigm; the loss of focus on questions of meaning, of value, of the spirit, which has resulted from a divorce between planning and design education; and the tendency to draw tight boundaries around professional identity, which prevents a truly interdisciplinary practice from emerging.

Preparing planners for the challenges of the twenty‐first century might involve the following: identifying the specificity of the domain of planning in a more dynamic way so that the core does not become redundant every decade; articulating planning programmes with environmental and design programmes; shifting from an emphasis on skills to key literacies (five are identified); approaching planning as an ethical inquiry.  相似文献
