This article examines the role of the institutional power of executives in public budgeting; specifically, how executives change spending on particular budget items. Leveraging extant theories of the policy process concerning preference expression, attention, and institutions, we argue that executives deepen large cuts and boost large increases in budgetary change. The strictures of the budgetary process force trade-offs for executives in preference expression such that increases to preferred categories typically require decreases in other categories. Literatures in public policy and political representation suggest that all executives would like to express fiscal preferences, thereby contributing to categorical budget oscillations; however, not all executives are created equal. We employ quantile regression to examine whether the institutional strength of governors determine cuts, stasis, and expansion in spending across all budget functions in the American states between 1985 and 2009. Our model includes a host of political and economic variables found in the literature of fiscal policymaking, such as partisanship and divided government. The desire to change policy may be widely shared across executives, but we find that the ability to “top off” categorical increases and bottom out categorical decreases is a function of an executive's capacity to call attention to preferred categories via agenda-setting power and to secure those changes via veto power. The findings show strong governors are well positioned to influence public policy through the budgetary process.  相似文献

The main thrust of the scholarship on nationalism has so far been concerned with its origins. But nationalism also has effects. Whether it underpins the nation-building efforts of states, is mobilised by counter-state forces or is used in everyday life, nationalism might implicate a wide range of substantive outcomes, including political regimes, public goods provision, citizenship and immigration laws, and different patterns of conflict. Yet—with a few notable exceptions—the consequences of nationalism have received significantly less scholarly attention. In response, the aim of this Exchange is to create a new dialogue between different strands of scholarship around what we know and do not know about the consequences of nationalism. We organise this Exchange around the following questions: (1) What is nationalism? (2) How can we measure nationalism? (3) What are the consequences of nationalism? The paper analyses the emergence of the Artificial Intelligence (AI) cluster in Montreal and investigates two questions: (1) What are the different theoretical interpretations related to the emergence of industrial cluster? And (2) What are the factors underlying the emergence of the AI cluster in Montreal and to what extent have local and global factors been decisive in this respect? The AI cluster emerges through a process that brings into play the interaction between the local initial conditions and the birth of a new industry. In this article, we contrast the long‐term consequences of incrementalism and punctuated equilibrium. We test what the impact of each of these types of policy change is on long‐term budgetary outcomes for the American states. Policy scholars have applied both theoretical approaches to the study of budgetary spending as an extension of policymaking. Given the two contrasting paradigms of policy change, we develop the following line of inquiry: Does punctuated equilibrium create a different budget in the long term than incrementalism? We address this question through an analysis of American state budgets because the U.S. states provide a rich variation in both budgetary outcomes and political institutions. We use budget data from all American states across all government functions for the period between 1984 and 2009. We find that, first, state budgets and budget functions vary in their degree of punctuation and, second, the degree of punctuation in a state's budget function corresponds to smaller long‐term growth. Additionally, the kind of spending matters: allocational budget categories are more likely to exhibit punctuations.  相似文献

There has been considerable recent discussion and debate about change and the need for change in the United States Forest Service. A number of observers have argued that the agency has shifted its emphasis from commodity to non-commodity values of the National Forests, has become more sensitive to environmental and ecological concerns, and has become more responsive to public input. However, to date most articles on the topic of change in the Forest Service have been either theoretical and speculative in nature or have based their conclusions on attitude surveys of agency employees. So far no studies have provided “hard,” empirical evidence of change or have conducted any systematic examination of the presumed causes. This symposium attempts to fill this gap. What follows is the presentation of the analyses of a wide range of important quantitative indicators of agency change. From these analyses, we attempt to answer the following questions: Has the Forest Service indeed been changing? If so, what direction has it taken and how significant has this change been? What are the possible causes of change, and what have been the consequences for National Forest policy? What factors are likely to influence future change in the agency?  相似文献

What do anthropologists do with all the data (both primary and secondary) they accumulate while doing fieldwork? Most continue to draw on it for many years, but there is increasing pressure (e.g. from the ESRC) to place much of it in archives, usually in electronic form. What kind of material could be deposited? What use may be made of such material by others? What are the ethical dilemmas which face anthropologists in depositing confidential data? Are there differences between paper and electronic archives and between textual and other forms of material, such as photos and sound recordings? How can anthropologists best protect their sources? National and regional differences are more and more frequently explained by differences in milieux. This type of explanation raises three questions: Can we identify milieux? What are the determinants of milieux? Are there differences between industries in the matter of determinants of milieux? Most studies on milieux innovateurs are based on case studies and qualitative data. This paper is quantitative and comparative in nature. It attempts to identify milieux and their determinants by using data from the 1999 Statistics Canada Innovation Survey. Based on two synthetic indicators of interactions (weak/strong) and learning (weak/strong), four categories of milieux innovateurs are differentiated which become the dependent variables. In order to see what the determinants of the various milieux innovateurs are and to see in what ways the most favorable milieux innovateurs compare to the others, binomial logit models have been estimated for four industries using the following independent variables: competitive pressures, barriers to knowledge exchange, use of government support, number of employees, collaborative arrangements, R&D activities, regions.  相似文献

What is the role of material culture in understanding the past? This review essay explores two principal approaches—the history of museums and antiquities and environmental history—to reflect on their shared investment in historical materialism. It reviews Timothy LeCain's The Matter of History and Peter Miller's History and Its Objects, discussing their perspectives on objects and the writing of history. One important part of this history concerns the relationship of academic historians to the idea of a history museum, curatorial practices, and public history. What kinds of history can we do in a museum, with things, that might not occur without the presence of objects? Why were nineteenth- and early twentieth-century efforts to encourage a close relationship between historical research and the history museum largely abandoned in favor of a document-driven approach? The second dimension of current interest in historical materialism concerns new approaches to environmental history. It draws inspiration from Deep History as well as recent work in archaeology and STS (Science and Technology Studies) to argue for a more integrated history of humans and nature that demonstrates how things have made us. The history of successive efforts to remake the environment in different parts of the world and their consequences offers crucial object lessons in how humans have responded to nature's own creativity. Both approaches to historical materialism highlight the virtues of a more interdisciplinary approach to historical scholarship, in the museum or in the field, but most important, in our own sensibilities about what it means to think historically with artifacts and to treat them as compelling evidence of a shared history of humanity and nature.  相似文献

Andalucia is a southern European LFR (less‐favoured region) with a high degree of self‐government that has allowed it to design its own R&D policies that complement those implemented throughout Spain and the European Union (EU). Recently the Regional Government passed the Third Andalucian Research Plan 2000–2003, an R&D planning instrument that, as has become customary in previous Plans, attributes considerable budgetary weight to the scientific aspects of the science–technology–industry system (Andalucia allocates more of its own resources to promoting research than any other region in Spain). This paper provides deeper insight into the role played by science in driving the technological development of Andalucia, one of the LFRs of the EU. The aim was to answer five fundamental questions: How is basic science utilized by industry in Andalucia? Which sectors are the most dynamic in the employment of scientific know‐how? Which scientific fields are most in demand by industry? Which types of institution utilize scientific knowledge most profusely? What delay is there in incorporating science into technology? The methodology that has been applied for investigating the links between science and technology is based on scientific citations in patent documents (NPC). The results in this article provide relevant information about the interconnection of scientific and technological systems and thus constitute a good point of reference for the development of future R&D plans.  相似文献

In the midst of a period of Congressional assertiveness on foreign policy, a new technology has emerged for commercial use with the potential for enhancing Congress' information-gathering processes and agenda-setting role. The effect may alter the balance of power in the relationship between Congress and the President. Congress' access to news media stories of imagery may provide an independent information source on U.S. or foreign military installations and activities. Such a source could be utilized to assess issues such as Pentagon appropriations, treaty compliance, and foreign aid funding. The thesis of this article is that when interest groups and the news media use remote sensing imagery on foreign policy issues, the foreign and national security policymaking process will be transformed by enhancing the information status and the public agendasetting role of previously excluded segments such as interest groups, the news media, and the general public. The expanded role of these groups will decentralize decisionmaking by fragmenting power and likely restructure the relationship between the Congress and the executive over these policy areas during the 1990s.  相似文献

Utilizing data from a survey of 60 national public interest group founders, this paper addresses two related questions: (a) What factors explain the (relatively) recent proliferation of public interest groups? (b) What factors determine in which policy areas public interest group activity is most likely? The results of the data analysis suggest that several factors have contributed to group proliferation. Among the most important are law group start-up costs, the spread of affluence and education, an increase in patron activity, and rapid societal change. The results also suggest that public interest group activity is most likely in issue areas of interest to well-educated, affluent whites. Ultimately, however, the data suggest there is bound to be a great deal of uncertainty in the public interest group universe. Because group start-up costs are so low and the entrepreneurial pod is so large and varied, virtually any type of public interest group dealing with any issue could form at any time.  相似文献

ABSTRACT

What happens in interdisciplinary practices between the arts and sciences? What determines their successes and failures, and how they should be conducted? Here I propose that we can deepen our understanding of them by looking at the role of one specific and, to my mind, vital aspect of many (most?) successful art/science collaborations, namely their presence in public. More specifically, I suggest that museums, having played a crucial historical role in shaping some specialized disciplinary thought, are now well-placed to encourage an opposite tendency towards trans-disciplinary activity. I elaborate this argument by focusing on three characteristics of museums that have made them ideal places to locate art-science collaborations: the role of exhibitions as units of investigation; the ascendency of artist/curators as unusual enquirers; and the enduring value of middle-sized things in these risky initiatives.  相似文献

Benedetto Croce was the author of the most important and original theory of history in the 20th century. His theory was that of ‘absolute historicism’, and this necessarily entailed an acute critique of inherited ideas about the Enlightenment. This article studies both Croce's theoretical analysis of Enlightenment and his historical analysis of the Neapolitan Enlightenment. Croce's interest in the Enlightenment had political as well as philosophical roots. All over Europe in the 1920s and 1930s historical and theoretical research was occurring into in the Age of Enlightenment. The broad goal of such research was to bring forth a new concept of reason, which would have purchase in the contemporary debate about rationalism and irrationalism. This debate, which flourished in the era of totalitarian regimes, raised a series of further questions: What was culture? What was the task of culture in the fight against political irrationalism? What was the relationship between culture and the growth of public opinion? With respect to the latter relationship an important role was played by intellectuals, as evinced by the works of Benda, Max Weber and Croce himself. The genealogy of the modern intelligentsia led again to Enlightenment. In the third part of the article Croce's position on this issue is discussed in the light of his historical researches on Enlightenment by reference to his correspondence with two young historians, Delio Cantimori and Franco Venturi.  相似文献

Who participates in the European Capital of Culture? This article analyses participation in Stavanger, European Capital of Culture (ECOC) in 2008, drawing on data from a survey conducted among a cross-section of the population of the city and its closest surrounds. It examines whether there is systematic variation in the number and type of events attended across key social background characteristics such as gender, age, education and income, as well as interest in culture. It finds systematic, but small differences between the genders, age groups and people of different educational attainment, and no differences between people with high and low income. Participation levels are high in all social strata. However, interest in culture is an important predictor of participation. Differences in social background and cultural interest matter more for participation in high-brow events. The authors conclude that the ECOC event was fairly inclusive of different population segments.  相似文献

This Exchange article is on the subject of ‘Populism and Nationalism’. Each contributor addresses the following four questions on the subject: (1) What is populism and what role does it play within the context of democratic politics? (2) Does populism cut across left–right lines? (3) What is the relationship between nationalism and populism? (4) Are contemporary populist movements across Europe and the West comparable? Abstract

The archaeology of recent traumatic events, such as genocides, mass political killings and armed conflict, is inevitably controversial. This is also the case for the Spanish Civil War (1936–1939), where the incipient archaeology of the confrontation is marked by bitter debates: Should this conflicting past be remembered or forgotten? Which version of the past is going to be remembered? What are the best politics of memory for a healthy democracy? The archaeologies of the war face manifold problems: the lack of interest in academia, which fosters amateurism; the great divide between public and scientific practice; the narrow perspectives of some undertakings; the lack of coordination among practitioners, and the threats to the material remains of the war. An integrated archaeology of the conflict, which helps to make things public, is defended here.  相似文献

The idea that the public needs enlightenment is generally formulated by people who consider themselves in possession of the enlightenment the public supposedly needs. Herein lies the paternalism problem of popular enlightenment. Some seventy years after Immanuel Kant formulated his famous answer to the question What is enlightenment?, a Norwegian philosopher reaches for his pen on a similar errand. The Norwegian context, however, is different, and the reflection takes a different turn. The questions become: What is popular enlightenment? Who is in a position to decide what kind of enlightenment ‘the people’ need and to define what is enlightenment as opposed to darkness? The text takes a closer look at the Norwegian reflections, published as three articles in two newspapers in 1852 and 1855. The newspaper articles are written by the philosopher Marcus Jacob Monrad (1816–1897). He finds support in Kantian insights when reflecting upon how a concrete initiative for the enlightenment of the public, in which he himself participates, should be understood. Monrad addresses the problem of paternalism in popular enlightenment, and he does this by using his reason publicly, which is what is required, according to Kant, in order for man to escape from tutelage.  相似文献

What ought to count as an explanation? Such normative questions—what “ought to be” the case?—typically mark the domain that those with a type of philosophical aspiration call their own. Debates in the philosophy of history have for too long been marred by bad advice from just such aspirants. The recurrent suggestion has been that historians have a particular need for a theory of explanation since they seem to have none of their own. But neither the study of the natural sciences nor the study of narrative compels or even makes plausible the view that it will be possible to adduce the norms of explanation, either in history or elsewhere, in advance of identifying theories that explain. I readily concede to Stueber, Carr, and Førland the use of a certain vocabulary when speaking of others. But it is one thing to point to a pervasive habit of explaining behavior in certain terms. It is quite another to document that these explanations have any value as explanations. What apart from habit or philosophical dogma establishes any of their proposals as explanatory? Explanation by invoking the myth of the shared should be replaced by explanations that have empirical content.  相似文献
