Taking the case of defining “talent,” a term that has been widely used but its definitions differ by discipline, organization, policy sector, as well as over time, we demonstrate how the basic definition of a policy subject may affect policy design and the assessment of policy outcomes. We review how “talent” is defined in two sets of literature, talent management and migration studies, and find that definitions fall under one of two categories: binary (“talent” as qualities) or composite (“talent” as a relational concept). The implications of our findings are epistemological and ontological; the findings point to diverse epistemological effects of definitions through developments of indicators, as expected, and they also reveal the policy designers’ ontological starting points. Ontological perspectives are significant because they ultimately determine whether the policy assessments carried out differ in degrees or in kind. In the case of defining “talent,” this means determining which objectives the designers would set (e.g., recruiting vs. cultivating vs. introducing competition), the policy instrumentation for achieving the goals (migration measures vs. education vs. lifelong learning vs. human resource policy), and the type of assessment for measuring policy outcomes (single vs. multiple indicators, qualitative vs. quantitative). 相似文献

“Windows of Opportunity,” Revenue Volatility,and Policy Punctuations: Testing a Model of Policy Change in the American States

The growing evidence of policy change patterns characterized as punctuated equilibrium has increasingly directed the attention of policy scholars to the question of what factors cause them. The present study attempts to address this emerging question by developing a comprehensive, multifactorial model and testing it with state budget data. Specifically, based on theories of information processing and agenda setting, it develops a conceptual framework that models punctuated policy change as a function of two main factors: institutional friction (consisting of institutional constraints, legislative streamlining mechanisms, information‐processing capacity, and bureaucratization) and policy windows (consisting of revenue volatility, change in party control, and budget cycle). In doing so, the study pays special attention to cyclical revenue fluctuations whose effect has never been subject to empirical test. Regression analyses reveal that policy window factors including revenue volatility, changes in party control of the governorship and the House, and a budget cycle play an important role in creating policy punctuations. 相似文献

Religious faith was pivotal to the personal ideologies and radical political activism of the Reverends Alf Dickie and Frank Hartley, both of whom were prominent in the Australian peace movement from 1949 until the early seventies. This article examines Dickie's and Hartley's self‐identification as prophets in the context of the optimism of the post‐war era and its subsequent retreat as the Cold War altered the political climate. It examines how their post‐war political activism was framed by a devout faith in the existence of an objective “truth” with regard to the Cold War, a “truth” based on a self‐styled notion of the “Will of God”. Further, it argues that suffering was understood by these self‐declared prophets to be inherent to their mission and was thus embraced, when ostensibly visited upon them, as an affirmation of the righteousness of their cause. For Dickie and Hartley, an active association with the radical Left was a natural expression of God's Will. 相似文献

Through the large inter‐denominational evangelistic campaigns of the last quarter of the nineteenth century in Australia, the gospel songs commonly described as “Sankey's” were introduced to both church‐goers and the general community and came into wide public knowledge. This article explores their early acceptance, dissemination, and use, and argues that while their impact upon church‐goers was considerable since they were so widely sung in many churches, they were also known, or known about, in the wider community, occupying a significant cultural space. 相似文献

In 1839, six Malagasy Christians arrived in Britain under the auspices of the London Missionary Society. The group had been persecuted in Madagascar for their faith. They were introduced to the British evangelical community as saints and martyrs who were dependent on the missionary society, but their decision to undertake the long journey was shaped by their spiritual beliefs, their desire to develop their education, and their wish to eventually become evangelical missionaries in Madagascar. At public meetings around the country, the Malagasy used a Christian frame of reference to describe their personal stories and their hopes for the future of Christianity in Madagascar. As speaking subjects, not merely objects of spectacle and display, they communicated to British audiences their credibility as fellow Christians, educated individuals, and civilised human beings. 相似文献

After 1948, Israel's governing elites embarked on a rigorous program of state building and settling hundreds of thousands of Jewish immigrants. In the process, the elites, primarily from the leading Mapai party, developed a process of othering Jewish immigrants from Arab countries, Arab citizens, and Orthodox Jews. They were physically segregated in their own schools and communities, and the elite culture described them as a threat against the European culture of Jewish immigrants from central Europe. The process targeted Mizrahi Jews before moving on to deplore the “demographic threat” of Orthodox Jews and resulted in the current normative hegemonic discourse in Israel that paints numerous groups as threatening the state. This article proposes a four‐part model for understanding “the other” in Israel: contemporary denial and nostalgia for a homogenous past, the view of Zionism as a civilizing mission, the application of separation of ethnic groups in planning, and demographic fear of the other. Altogether, they paint a picture of an Israel that has not come to grips with its past, and therefore continues the process of “othering” in its contemporary ethnocratic framework. Combining the analysis of geographic separation, and planning and media, it presents an innovative understanding of Israeli society. 相似文献

This paper deals with the role of Judaism in Walter Benjamin's famous 1921 essay on violence and law, Zur Kritik der Gewalt. Despite the intense attention devoted to this essay, the role of Jewish myth in it has not yet been thoroughly explained. This study contends that the association between what Benjamin termed revolutionary violence and the Jewish messianic tradition, which plays a central role in the evaluation of Benjamin's text, is far more problematic than has hitherto been assumed, and poses a serious challenge, which has not been fully examined in its historical context. Second, this essay claims that the subversive elements that many have supposedly found in Benjamin's text and the attempts to link these elements to messianic traditions are also unconvincing. Third, the paper contextualizes Benjamin's thought within the framework of the Jewish political–theological debate of the period. It contends that Benjamin's theory of law and justice should be understood not as a revolutionary, anti-republican text, as has been generally accepted, but as a secularized conservative orthodox one. In doing so, it seeks to shed light not only on Benjamin's early thinking and its influences, but also on the neglected element of Jewish orthodoxy within the broader topic of political theology. 相似文献

Religious, congregational, individual, and community memories are embodied in church buildings. Under normal circumstances these memories sit harmoniously together. Once the church building is destined for closure, however, the equilibrium of the memory platforms is disrupted, often causing conflict. The value of associating memory with a building is questioned, especially when such attachments are seen to impede the rationalisation of church assets. Through the process of closure and afterwards, the memory patterns and associations are reorganised, redrawn, and reprioritised. This article examines these memory shifts in the context of Australian religious history from the 1970s to the present day. Special attention is given to the Uniting Church in Australia. 相似文献

This article revisits the debate over whether and to what extent the cities of the United States and Canada can be understood as a common ‘North American city’ by reconsidering the role of the their common federal system of government. Drawing on a Marxist theory of the capitalist state and the municipal histories of New York State and the Province of Ontario, the article traces the institutions and patterns of urbanization in the two countries to a dialectic of political conflict between the sub-national states and the industrializing cities, conditioned by federal divisions of sovereignty and grounded in the expanding social property relations of capital. The final section connects this dialectic to historically new conditions for the expanded reproduction of capital, specifically in the constitution of land as a commodity form. It also speculates briefly on the implications of this analysis for a more spatially informed theory of the capitalist state. 相似文献

Several commentators have argued that ethnoarchaeology will only become a productive part of archaeological research once both archaeology and ethnoarchaeology are unified by the axioms of a single theory of behavior. Through an examination of the different roles that ethnoarchaeological research has adopted, I demonstrate that ethnoarchaeology is already theoretically unified by a general concern with analogy. I argue that the problems that many commentators have recognized with ethnoarchaeology’s apparent eclecticism arise from an over-reliance on “core universals” by both processual and postprocessual researchers. Instead of implementing a single unified theory of behavior, I suggest that ethnoarchaeologists should adopt a pluralistic orientation that is sensitive to the contextual applicability of specific causal processes. 相似文献

For some years, the historiography of Australian Pentecostalism has been dominated by the belief that Pentecostalism came to Australia in 1909 through the agency of Sarah Jane Lancaster who had, in turn, been influenced by news of overseas events. There had, apparently, been little or no influence in the Australian context by such groups as the Catholic Apostolic Church, which formed in Britain in 1835, in the wake of Edward Irving's proto‐Pentecostal theology. Although members of the Catholic Apostolic Church arrived in Melbourne in the 1850s, the general view was that they had by then abandoned their earlier pursuit of the charismata. In 2012, I argued (based on a limited sample of evidence) that the adherents of the Catholic Apostolic Church in Australia both taught and practised the charismata throughout the second half of the nineteenth century. This evidence is contained in the Angels’ Report Books, located in Bradford, West Yorkshire. Since then, the Bradford collection has been fully digitised, thereby allowing a comprehensive review of the Catholic Apostolic Church's charismatic activity and further evaluation of the Lancaster hypothesis. The significance of this research is that it allows a considerable re‐framing of the pre‐history of Australian Pentecostalism, demonstrating that the Catholic Apostolic Church taught and practised glossolalia, prophecy and divine healing through the last four decades of the nineteenth century. 相似文献

When gold was discovered at Ballarat in 1851, the peaceful pastoral community was transformed into a rough mining camp. People from all parts of the world came in search of wealth, bringing with them a diversity of cultural and spiritual affiliations. As the musical life of the various denominational groups developed according to specific doctrinal principles and local influences, strong opinions were expressed in the community regarding the place of music in worship. This article looks at the developments in sacred music during the two decades that saw Ballarat transformed into a major city. The strong differences in discourse and practice that were evident between and within particular religious groups form a background for reflecting upon contemporary perceptions of the function of music in worship. 相似文献
