Abstract

This article concentrates on the ‘drug scare’ caused by the introduction of heroin to Greece in the inter-war period. It will first retrace the story of heroin’s introduction into the Greek drug scene and assess the reasons for its speedy diffusion among drug users. Following this, it will examine some central themes in the discourse on drugs and heroin in particular, such as the actual or projected harm caused to individuals, society, or the nation as a whole. Then the focus will shift to perceptions of heroin and its users, considering broader debates which circulated in Greek inter-war society, for example, the country’s identity and its position within two parallel and interrelated conceptual frameworks: traditional vs. modern and ‘East’ vs. ‘West’. The paper will conclude by addressing drug users’ self-representations that were influenced, to a certain degree, by the prevailing approaches to drug addiction.  相似文献

The existing academic debate on creative industries can be summarised as ‘Trojan horse or Rorschach blot’: creative industries working as a neoliberal discourse or producing different effects depending on local context. Arguing that these are two sides of the same coin, this article looks closely at the discourse’s depoliticising and encompassing forces and their interplay on the discourse’s intersection to the broader new economy narrative. The article’s focus is South Korean variants of creative industries discourse. First, the country’s ‘content industries’ discourse served as a Trojan horse for the depoliticising narrative of knowledge economy while boosting the cultural sector discursively and financially. Second, ‘creative economy’ has very recently emerged as the current conservative government’s master economic narrative. This discourse allows the government’s neoliberal economic policies to be further justified while making cultural policy unable to persuasively claim that creativity belongs in the culture’s domain.  相似文献

The breadth of Sweden’s multicultural policy has left it as one of the few truly multiculturalist countries in the West. This exceptionalism is puzzling and has generated a lot of attention from scholars and the public alike. Using a policy process perspective, this article traces its process of adoption in the 1970s. It shows that the adoption of an official multicultural policy relied crucially on Olof Palme and his ideas in his role as an ‘activist gatekeeper.’ The article takes as illustration the country’s first State Cultural Policy passed in 1974.  相似文献

The article focuses on the interplay of the narratives of ‘exclusion’ and ‘self-exclusion’ in the Russian discourse on EU–Russian relations. Since the late 1990s, this discourse has acquired an increasingly conflictual orientation, whereby the official foreign policy objectives of ‘strategic partnership’ with the EU and Russia's ‘integration with Europe’ are increasingly problematised across the entire Russian political spectrum. In the analysis of the Russian conflict discourse we shall identify two at first glance opposed narratives. Firstly, the EU enlargement has raised the issue of the expansion of the Schengen visa regime for Russian citizens, travelling to Europe. Particularly acute with regard to Kaliningrad Oblast', this issue has also generated a wider identity-related discourse on the EU's exclusionary policies towards Russia. Secondly, the perception of Russia's passive or subordinate status in EU–Russian cooperative arrangements at national, regional and local levels resulted in the problematisation of the insufficiently reciprocal or intersubjective nature of the EU–Russian ‘partnership’ and the increasing tendency towards Russia's ‘self-exclusion’ from integrative processes, grounded in the reaffirmation of state sovereignty that generally characterises the Putin presidency. This article concludes with the interpretation of the two conflict narratives in the wider context of debates around the project of European integration.  相似文献

Due to a different calendric system, Ethiopia celebrated the turn of the millennium in September 2007. This paper investigates how Ethiopia's coalition government, associated by many Ethiopians with minority rule, set up and mobilised a year‐long millennium project to propose new idioms of nationhood redefining Ethiopia's identity to deal with the challenges of ethnic federalism and to accommodate its multiethnic society. I argue that the millennium celebration sought to find a solution to the divisive effects of the politics of ‘difference’ derived from a policy of ethnic federalism, and to the existing outdated metaphors of nationhood rooted in Semitic culture and Orthodox Christianity. It proposed more suitable idioms of common identity based on the idea of ‘unity in diversity’. This paper contributes to our better understanding of the role of symbolism, commemorative events and appropriation of the ‘sites of memory’ in the complex process of the transition of multiethnic societies into nation states.  相似文献

In the 1970s and 1980s there was a surge of research concerning power and wealth in Australian society. One line of inquiry was framed in terms of ‘elites’, the other in terms of the ‘ruling class’. This article builds upon both lines of inquiry, exploring the new wave of entrepreneurs and their articulation with the structure of power and wealth. It does so through qualitative interviews with 43 individuals drawn from the Business Review Weekly ‘Rich 200’ list. The article finds that the institutions at the top levels of Australian business and society have become more specialised, diffuse and far-flung than was the case in earlier times. At the very least, it suggests some kind of radical reconfiguration of connections, trust and solidarity between elite groups. It remains a challenge to develop more finely tuned ways of understanding this process in terms of class analysis.  相似文献

Bevir puts the case for an ‘anti-foundationalist’ approach to understanding ideas, yet he defends a weak rationalism centred on individual intentions as the original source of all meanings. Discourse theorists—specifically Ernesto Laclau and Chantal Mouffe—also adopt an anti-foundationalist perspective but pursue its implications beyond any rationalism. The advantages of discourse theory are argued to lie in its emphasis on power and conflict in the consitution and transformation of social meanings and identity. Laclau and Mouffe's work, it is claimed, alerts us to a political logic of discourse that Bevir's more rationalist approach to ‘ideas’ sidesteps.  相似文献

The essay argues that Jeremy Bentham played a major role in the transitional process between the eighteenth and the nineteenth centuries leading to the ‘discovery' or ‘invention of society' as an order, i.e., as an autonomous object of knowledge. By comparing Bentham's discourse with those developed by select protagonists of that transition, particularly Ferguson, Sieyès, and Mirabeau, it is shown how society emerges as the logical and historical space of a set of relationships that affects both the rationalisation and the practice of government. In contrast with Michel Foucault's interpretation of Bentham's role in the genealogy of neoliberalism, recently developed by Pierre Dardot and Christian Laval, this paper suggests that ‘the new governmental reason’ rose from within the discourse of law. Consequently, the problem of ‘constitution’ was not left behind by the epistemological change of the eighteenth century, as they argue. Rather, the scientific and political understanding of society as a code became the base for an innovative conception of both law and politics.  相似文献

ABSTRACT

This article explores conceptual frameworks for understanding Korea’s contemporary cultural policy by looking into the historical transformation of the culture-state-market relations in the country. It argues that Korea has become ‘a new kind of patron state’, which emulates the existing patron states in the West firmly within the statist framework and ambitiously renders government-led growth of cultural industries (and the Korean Wave) as a new responsibility of the state. The formation of Korea’s new patron state has been driven by a ‘parallel movement’ consisting of democracy and the market economy, which has defined the political and socio-economic trajectory of Korean society itself since the 1990s. Democracy has been articulated in cultural policy as cultural freedom, cultural enjoyment and the arm’s length principle; meanwhile, the market economy of culture has been facilitated by a ‘dynamic push’ of the state. After discussing the parallel movement, the article points out the tension, ambiguity and contradiction entailed in cultural policy of the new patron state.  相似文献

Regional economic policy‐makers are increasingly interested in the contribution of creativity to the economic performance of regions and, more generally, in its power to transform the images and identities of places. This has constituted a ‘cultural turn’, of sorts, away from an emphasis on macro‐scale projects and employment schemes, towards an interest in the creative industries, entrepreneurial culture and innovation. This paper discusses how recent discourses of the role of ‘creativity’ in regions have drawn upon, and contributed to, particular forms of neoliberalisation. Its focus is the recent application of a statistical measure — Richard Florida's (2002) ‘creativity index’— to quantify spatial variations in creativity between Australia's regions. Our critique is not of the creativity index per se, but of its role in subsuming creativity within a neoliberal regional economic development discourse. In this discourse, creativity is linked to the primacy of global markets, and is a factor in place competition, attracting footloose capital and ‘creative class’ migrants to struggling regions. Creativity is positioned as a central determinant of regional ‘success’ and forms a remedy for those places, and subjects, that currently ‘lack’ innovation. Our paper critiques these interpretations, and concludes by suggesting that neoliberal discourses ignore the varied ways in which ‘alternative creativities’ might underpin other articulations of the future of Australia's regions.  相似文献

This article compares two clusters of polemical language. One is comprised of critical uses of the term “Asiatic” in Russian political discourse from the 1890s to the 1910s. The other is Chinese usage, in the 1920s and 1930s, of the term “Zhina,” a Japanese version of “China” which was perceived as injurious to Chinese national pride. The article traces how, in both cases, political and cultural agents criticized their own country and society by adopting an outsider’s perspective – that of the foreigner, who would classify Russia as an “Asiatic” country and call China “Zhina.” The conclusions are relevant for understanding the sources of nationalist rhetoric in modern Russia and China, with implications reaching beyond these two countries.  相似文献

Abstract

This paper probes the underlying motives behind the adoption of the ‘creative city’ policies in Shanghai, Hong Kong and Taipei. It argues that while the global appeal of the creative city is commonly attributed to urban entrepreneurialism, this reason alone is insufficient in explaining the so-called ‘cultural turn’ in these three cities, because none of them ascribe to the conventional format of the post-industrial ‘entrepreneurial’ city. In order to identify other major forces driving the adoption of creative city initiatives in Shanghai, Hong Kong and Taipei, this work delves into the ways in which the idea of the creative city is reworked within the context of global city making. The study found that in addition to urban entrepreneurialism, the inherited cultural policy agenda, which largely stems from national interests, also plays a significant role in directing (and changing) the ‘global cultural city’ making process. By looking into different roles attached to the ‘imported’ policy discourse of the creative city in Shanghai, Hong Kong and Taipei, this study not only contributes to the understanding of urban cultural policies within the Chinese-speaking world and East Asia more generally, but also lends some insights to the developing field of cultural policy mobility.  相似文献

Care for the elderly is a contemporary issue of multi-level, feminist concern. In Switzerland, private agencies offer so-called 24-h care services, for which they place or employ mobile women as live-in caregivers in private households. The larger discourse has debated care workers’ movements to Switzerland with much controversy. The article explores this interest in issues of mobility and place in an analysis of three central narratives within the larger discourse: care agencies’ ‘warmth’ discourse, scholarship’s uses of ‘ethnicisation’, and public discussions of ‘female care migrants’. Analysis of the narratives shows how care agencies ascribe care workers a particular ‘heart-felt warmth’ based on their so-called countries of origin. Scholarship’s reference to processes of ‘ethnicisation’ in live-in care illustrates a similar focus on care workers’ characteristics, nation-states, and nationalities. While the public discussion of care workers as ‘female care migrants’ frames care workers’ movements as a migration between discreet and distant places. The article argues that the ways in which the three narratives emphasise the places associated with care workers position these places in terms of difference. From a feminist perspective, this focus on difference is of underlying significance for the perpetuation of fundamental inequities in live-in care. In particular, the discursive differentiation between nation states serves to continually justify lower pay for workers associated with ‘other’ places. As such, the article’s analysis suggests that the discursive invocation of places of difference underlies the marked inequities in Swiss live-in care.  相似文献

Events in Ukraine in 2014 are likely to transform the presence and role of western institutions such as NATO in the post‐Soviet area. The crisis has starkly revealed the limits of their influence within Russia's ‘zone of privileged interest’, as well as the lack of internal unity within these organizations vis‐à‐vis relations with Moscow and future engagement with the area. This will have long‐term implications for the South Caucasus state of Georgia, whose desire for integration into the Euro‐Atlantic community remains a key priority for its foreign and security policy‐makers. This article examines the main motivators behind Georgia's Euro‐Atlantic path and its foreign policy stance, which has remained unchanged for over a decade despite intense pressure from Russia. It focuses on two aspects of Georgia's desire for integration with European and Euro‐Atlantic structures: its desire for security and the belief that only a western alignment can guarantee its future development, and the notion of Georgia's ‘European’ identity. The notion of ‘returning’ to Europe and the West has become a common theme in Georgian political and popular discourse, reflecting the belief of many in the country that they are ‘European’. This article explores this national strategic narrative and argues that the prevailing belief in a European identity facilitates, rather than supersedes, the central role of national interests in Georgian foreign policy.  相似文献

The 2017 Foreign Policy White Paper emphasises the importance of ‘maximising’ Australia’s power and influence. However, the White Paper and much of the commentary on Australian foreign policy do not clearly conceptualise ‘power’ or indicate how it ought to be increased. The Lowy Institute’s recent Asia Power Index implies one possible strategy via its resource-based approach to measuring power. We outline a different approach and argue that power should be conceptualised and evaluated as a specific relationship causing behavioural change, rather than as a general attribute of its wielder. To complement the Lowy Institute’s carefully catalogued database, and facilitate a more focused conversation about maximising power and influence in Australian foreign policy, we offer a typology identifying five pathways through which states can translate their material and non-material resources into outcomes that serve the national interest.  相似文献

The fundamental aim of the cultural policy of the European Union (EU) is to emphasize the obvious cultural diversity of Europe, while looking for some underlying common elements which unify the various cultures in Europe. Through these common elements, the EU policy produces ‘an imagined cultural community’ of Europe which is ‘united in diversity’, as one of the slogans of the Union states. This discourse characterizes various documents which are essential to the EU cultural policy, such as the Treaty of Lisbon, the European Agenda for Culture and the EU’s decision on the European Capital of Culture program. In addition, the discourse is applied to the production of cultural events in European Capitals of Culture in practice. On all levels of the EU’s cultural policy, the rhetoric of European cultural identity and its ‘unitedness in diversity’ is related with the ideas and practices of fostering common cultural heritage.  相似文献

This paper outlines the background of the abolition of restrictions on foreign film imports and the influence of this action in Korea and Japan. In order to develop this argument, the paper focuses on policy tendencies, the structure of the film industry, and the reactions of the film industry players in each country. In Korea, the decision provoked an outcry and street demonstrations from both civil society as well as the film industry players. By contrast, in Japan, not only was opposition to liberalization rarely expressed, but some people actually demanded liberalization. The author analyzes the reasons why the players in each country reacted in different ways to similar policy decisions, through two types of models, the ‘market-led model’ of Japan and the ‘government-led model’ of Korea.  相似文献

This paper illustrates and evaluates some of the features of the Danish and European research of the history of housing policy and relates these to the main results and perspectives in the author's doctoral thesis ‘Housing: From Night Watchman State to Welfare State – Construction and Housing Policy in three Danish Towns, 1850–1930’, 2006. The paper argues that the roots of the welfare state's housing policy are to be found in the far more prominent part which the public sector got to play in the Danish society as a result of the crises following World War I and the conjunctural repercussions throughout the 1920s.  相似文献

European Union spatial policies have become a key institutional context in which to study policy transfer processes in European border areas. These policies are, however, only the most recent part of these transformation processes which raises a need for more historically sensitive approaches. An historical perspective is important, since border regions are historical processes with particular path-dependent development trajectories and power structures. This paper aims to contribute to the discussion concerning the transformation of European border regions by looking at the policy transfer of regional development discourses in the Finnish Torne Valley. The study material consists of strategic development documents produced by the Finnish border municipalities and the municipal-based co-operation organizations from the 1930s to 2013. The examination, based on critical discourse analysis, shows that the transformation process is driven by national trends and the dominant planning discourse. Nevertheless, the particular border setting and local discourse on ‘united Torne Valley’ have also intertwined with political and economic processes during different time periods.  相似文献
