It is by now well known that return migration of the highly skilled can have a significant impact on knowledge-based development in the regions to which they return. Whereas previous research has mainly focused on developing and newly industrializing countries, this paper looks at high-skilled return migration in an East European transformation economy, namely Poland. In our paper, we propose an analytical framework which integrates migration theory and regional development perspectives. Based on narrative interviews with high-skilled return migrants in Warsaw and Poznań, we show that high-skilled return migrants have an impact on economic development by acting as both investors and innovators, i.e. that they transfer and successfully integrate financial means as well as different types of knowledge into these local economies. Furthermore, the Polish example illustrates that social relations and institutional context are crucial in understanding how high-skilled return migrants contribute to knowledge-based development.  相似文献

This article presents a critique to the human trafficking discourse in relation to child migration, based on data obtained from the anti‐trafficking community in the Greater Mekong Sub‐region combined with an analysis of secondary material. It also presents a set of qualitative accounts of migration at a young age from Lao PDR and Thailand. On this basis a more theorized, grounded and nuanced perspective on child labour migration is developed. This situates child labour migration historically, embeds it within overarching processes of rural transformation and accounts for young migrants’ agency in the social process of migration, the latter shedding light on the social production of exploitation in relation to young migrants.  相似文献

The history of religious reform in sixteenth century Italy has been the subject of much scholarly debate in recent decades, as well as uncertainty about how best to conceptualise the period, so indelibly marked by epoch‐changing events, such as the Protestant Reformation (from 1517) and the Council of Trent (1545–1563). Reforming currents in Italy were swept along by these events, and indeed appear to have been overwhelmed by them. Commonly, these currents are explored for their theological nature and especially their heterodox, even Protestant, character. Less well studied is their role in the debates over organisational church reform. It is here that we can discern the tenacity of these currents well into the Tridentine period. This article explores key protagonists of reform, known as the spirituali, with particular reference to the humanist bishop, Ludovico Beccadelli, and his role in the debate over episcopal residence. Through an analysis of his contribution to this divisive debate at the Council of Trent, the article seeks to shed light on a strand of the spirituali that was both resilient and prominent in the battle for the future direction of the Catholic Church.  相似文献

The attractiveness of places is currently gaining a high policy salience in policymakers' efforts to draw mobile capital. Yet, while there are a growing number of empirical studies considering the migration of people and the attractiveness of places, there is an acute lack of conceptual understanding of the phenomena that hamper discussions between researchers and policymakers. This article suggests a conceptual framework whereby place attractiveness can be better understood from a migration perspective. The empirical material for this article mainly draws upon interviews that were carried out with migrants who seem to have considered at least one alternative in their search for a suitable destination. The conceptual framework, which comprises the main result of the article, illustrates that needs, demands and preferences are central and empirically identifiable components for properly appreciating place attractiveness in a migration context. It is argued that the attractiveness of places increases with the successive fulfilment of these factors; but on the other hand, the more factors a migrant seeks to fulfil in his or her destination selection, the fewer the choice possibilities. The article moreover shows how a life-course perspective needs to be integrated in such analyses since not only do migrants' needs, demands and preferences depend upon their current life-course phase situation, their resources and constraints are also likely to correlate with the life-course. The conceptual framework can be used to ease understanding between researchers and policymakers in issues related to place attractiveness and the migration of relatively affluent migrants with choice opportunities.  相似文献

In the years and months prior to the May 2004 enlargement of the European Union, transitional periods of two to possibly seven years were imposed upon free movement of labour for immigrant workers from new (Eastern European) member states by a majority of ‘old’ member states. This article aims to scrutinize fear of mass migration from new member states by examining where (ir)rationality and political opportunism meet in the perception of this particular flow of labour migration as a cause for contemporary moral panic. To this purpose, the article starts with embedding the notion of fear of mass migration in literature on moral panics, risk society and the ‘othering’ of economic migrants as strangers and folk devils. By means of a case study narrative of the decision‐making process on the free movement issue in the Netherlands, it is subsequently demonstrated that ‘politics of fear’ are deeply rooted in the uncontrollability of mobilities of an unknown magnitude and an uncertain impact on, for instance, domestic labour markets. Beyond rationalizable concerns of job loss, however, labour migrants from new member states are also feared as threats to borders of morality and identity in Western European societies. The narrative's results are placed within a wider context of current boundary drawings with regard to migration in the enlarging European Union.  相似文献

ABSTRACT

This article describes some of the major events in the Catholic Church in Papua New Guinea (PNG) following the Second Vatican Council, the ‘self study’ of the church in PNG in the 1970s, and the General Assembly of 2003–4. An outcome of the self study was the establishment of a national Catholic council in which Bernard Narokobi played a significant role. The article continues with a reflection on how Narokobi’s promotion of Melanesian spirituality finds links with a Catholic theology of grace and sacrament and how these two contribute to his understanding of the dual pillars of the PNG Constitution with its noble traditions and Christian principles coming together in the ideal of integral human development. The article lays out different ways Bernard Narokobi was formally involved with the church over his lifetime and how his bringing together of Melanesian experience and Christian faith provided a model for the integral liberation he envisaged and expressed – both in his work in the church and in the National Goals and Directive Principles of the PNG Constitution.  相似文献

Recent developments in migration theory mirror two concerns writ large across the development literature, namely the attempt to reconcile structure and agency and the importance of gender. Using the specific context of southern Africa, this article analyses the development of migration theory over the last forty years and the dialectic between gender and the structure-agency dyad. It is argued that gender is an essential tool for unpicking the migration process and that a gender perspective has enriched and been enriched by a model of migration allowing analytical space for both the agency of migrants and the structures which surround them. Juxtaposing the various theories which have been brought to bear on migration in southern Africa also reveals the extent to which new models and classificatory systems have developed on the basis of agendas set by preceding conceptual frameworks, distinctions between competing models rarely being as clear-cut as the mode of scholarship would have them appear.  相似文献

Across the middle decades of the twentieth century, approximately 500,000 people left Ireland for Britain. Around half were young, single females migrating alone. Drawing on archival material in Ireland and England, this paper analyses the ways in which Catholic and secular agencies became aware of female Irish migrants; and how they understood and responded to their needs. Catholic organisations focused on maintaining religious belief and practice as a means of avoiding social problems in migrants. Some female migrants, such as nurses, were considered exemplars of Catholic and Irish femininity. However, female sexuality was problematised when associated with single motherhood, prostitution and cohabitation. The Irish hierarchy expected to lead policy development for migrant welfare. The framing of female migrant social needs within a moral and religious discourse led to solutions prioritising moral welfare delivered by Catholic priests and volunteers. Both the Irish government and British institutions (state and voluntary) accepted the centrality of Catholicism to Irish identity and the right of the Catholic Church to lead welfare policy and provision for Irish female migrants. No alternative understanding of Irish women's needs within a secular framework emerged during this period. This meant that whilst the Irish hierarchy developed policy responses based on their assessment of need, other agencies, notably the British and Irish governments, did not consider any specific policy response for Irish women to be required.  相似文献

The ambiguity which often surrounds the definition of ethnic identity stems from its wide ranging utility in humanistic studies. The breadth and flexibility of meaning attached to ethnic identity assists in uncovering the diversity of issues which relate to migrants' everyday experiences, expectations and aspirations. This paper seeks to establish how a relatively recent group of migrants to Australia, the Minangkabau from West Sumatra, Indonesia, develop and maintain their sense of ethnic identity during the migration process and in their everyday lives. A framework is developed which places the development of ethnic identity into a wider social context by examining links with the country of origin, involvement in the host community and the home environment.  相似文献

In the mid-twentieth century American architectural journals, including Architectural Forum, Architectural Record, and Progressive Architecture, routinely ran features on the state of contemporary church architecture in the United States. Rapid suburban expansion and the revival of religious life in the post-Depression, postwar era generated tremendous amounts of construction, with a great deal of work available for architects. This article examines the concerns and hopes of modernist editors in the 1940s–1960s, as they sought to stabilize a “direction” for church architecture. Specifically, it examines the role of the architectural press as the self-established gatekeepers for acceptable church design, and their relationship with theologians, liturgists, and building commissions within the Catholic Church. Questions of authority (who was competent to determine whether a church design was successful?) and expertise (whose theological knowledge should be weighted more heavily?) lay behind the stark assertions commonplace in these discussions. Editors, generally not themselves Catholic, used their professional positions to weigh in on hot debates within the Catholic Church over the purpose of a church building, the relationship of the Church to modernity (and modernism), and the appropriateness of new materials and engineering techniques.  相似文献

The unresolved question of who would succeed Queen Elizabeth I in the last years of the sixteenth century had repercussions beyond the British Isles. For the papacy, the contested succession seemed to provide a possibility of returning England to the Roman Catholic Church. This article places the English succession crisis in an international context, analysing the interests of princes in Spain, France, Flanders, and on the Italian peninsula from the perspective of papal diplomacy. Studying Pope Clement VIII's efforts to balance these princely interests, this article examines the options discussed in Rome, which ranged from converting James VI of Scotland - if he became King of England - to installing a Catholic candidate from the European mainland. It argues that Pope Clement VIII was not duped into passivity by James VI/I's vague promises of conversion and demonstrates that the Pope pursued a flexible policy which considered the succession in England within a much wider context: the retention of the Catholic religion in Europe.  相似文献

Abstract

This article highlights the particular situation of the Catholic religion in Italy which distinguishes itself for its systematic organization, active association-forming and cultural vitality, unrivalled in any other European country either Protestant or Catholic. On the one hand the church in Italy still disposes of such a wealth of clergy and religious figures, dioceses and parishes, educational and social institutions, ecclesiastical groups and associations, and so on, that it can maintain a diffuse presence scattered over the national territory; it deploys numerous forces and resources which form an integral part of normal social relationships that animate civil society. On the other hand, the church and Italian Catholicism today are particularly active at a cultural level, with their contribution of ideas and experience on vital questions arising in social coexistence (ranging from the family to bioethics, from religious freedom to the secular State, from national identity to the multiethnic presence, and so on).  相似文献

ABSTRACT

This paper examines composition of households formed after the outmigration of a household member in rural Cambodian and correlates household types with indicators of economic condition. The paper focuses on households containing left-behind parents and the children of migrants. Excess mortality in the 1970s due to war suggests the association between migration and economic condition may be gendered. This could be exacerbated when migration leads to a skip-generation household containing a left-behind parent and a child of migrant without an own parent of the child present. Data come from the Cambodian Rural-Urban Migration Project (CRUMP), a project designed to study migration in rural Cambodia. Most households formed after a migration contain a left-behind parent of migrant. While about 22 per cent of these households contain a left-behind child of migrant, the per cent is over 60 per cent when the migrant is themselves a parent. The economic situation tends to be worst for left behind solo mothers (mothers of migrants who do not live with a spouse) and best for left-behind coupled parents of migrants. There is evidence that the combination of left-behind solo mothers living with children of migrants in a skip-generation situation is the most disadvantaged.  相似文献

Abstract

The high incidence of conflict in the world today, and the overwhelming influence of religion on man and his society, have resulted in an increasing engagement of religion in conflict management. However, in spite of its high profile in managing conflict, religion can sometimes form a barrier to conflict resolution. The Nigeria–Biafra war was one of those wars in which religion, as an instrument of conflict management, played a double-edged sword. This paper examines the reaction of the parties to this conflict to the role of the Catholic Church in managing the conflict.

The involvement of the Catholic Church in the Nigeria–Biafra war has ever remained one of the highly controversial themes of this war. While the role played by the church appeared to be a welcome development on the part of the Biafran Government, the Federal Military Government of Nigeria (FMG) was against the church and its activities, particularly its relief programme in Biafra during the war. From the available evidence, the church’s relief services, just like those of the International Committee of the Red Cross, were carried out on both sides of the war. The difference was on the level of dependence on it, as well as the degree of its exploitation by the two parties. In addition to its high dependence on the Caritas airlift, the Biafran Government, in its war of propaganda hinged on religion, was out to exploit every available opportunity provided by the church’s relief programme in Biafra. It therefore made its overtures of ‘friendship’ to the church in Biafra and beyond as it assumed the status of a ‘maligned child’ of the mother church. To the FMG that was out to crush a rebellion, such manipulation of religion, using the platform of the church’s programme of relief in Biafra was more than a frustration of its war effort. Its anger was thus directed against the church both locally and internationally such that the latter, among other things, could achieve little or nothing in terms of conflict resolution, although the relief programme of the church in general saved the Biafran population from a war in which starvation was obviously an instrument.  相似文献

Abstract

This article offers an analysis of the main tenets of Catholic social teaching as they relate to the politics of asylum in a UK context. Addressing the multilayered and complex crisis of confidence and asylum seekers with regard the moral performance of the UK system, this article proposes that the significance of CST's contribution to public discourse has been heightened by three key shifts in state practice. While the constructive contours of this teaching are explored, to be of service to forced migrants CST itself requires a deeper understanding of and engagement with the political cultures that shape practices of democratic exclusion. To this end the conclusion proposes two areas for further dialogue between CST and asylum experience.  相似文献

By drawing on the Italian case, this article critically discusses the use of crisis as a tool of knowledge and expertise production. In recent years, the theme of crisis has played a key role in shifting migration management towards a humanitarian agenda based on the premise that contemporary migration to Europe is comprised of forced mass movement. The article considers the extent to which migrants’ subjectivities call into question the knowledge that has been produced during the current era. It also reflects on the ways in which gender and race provide fundamental insights for a better understanding of the evolution of migration management within the context of crisis.  相似文献

Contributing to debates around the relationships between precarity, mobilities and migration, this paper examines the nature of precarity among onward Latin American (OLA) migrants as they have moved transnationally to multiple destinations from their homelands to southern Europe and onwards to London across different time periods. Drawing on primary research with over 400 OLAs, the discussion highlights how precarity maps onto onward migration trajectories in fractal rather than linear ways. In moving beyond a continuum approach to labour exploitation, the paper develops the concept of “onward precarity” to capture how migrants negotiate intersecting vulnerabilities in holistic spatio‐temporal ways as they move through different structural contexts across the world from origin, through transition to their final destination country over time. These negotiations are underpinned by multiple agentic tactics that revolve around resilience and reworking strategies as onward migrants traverse wider structures of disadvantage in situ and through mobility in different places.  相似文献

The purpose of this article is to suggest: (1) That a particular model of writing African church history inherited from the historiography of European mission has influenced the way in which the trans-African history of Christianity in Africa has been presented. It is argued that this model has encouraged an episodic view of the Christian past, through its documentary emphasis on the last two centuries. (2) That this model was both implicit and unchallenged in the theological trends of the post-colonial period, with their programmatic emphasis on indigenization and inculturation. The work of the vast majority of African theologians, and hence of church historians outside Africa, envisaged a model of the 'discontinuous past' premised on the idea that Christianity was to be understood in terms of export and import or 'early' north African and 'later' southern African engagement. This model is here labelled the 'discontinuity paradigm'. (3) That a new model for the writing of church history in Africa should be attempted. An 'adaptive similarities' model is proposed which sees the history of the church in Africa against the template of analogous conversion–adaptation–fissiparation movements in the earlier periods of the church's existence. The essay proposes a pan-African church history 'project' which focuses its work on constructing this model from regional church history efforts (Sundkler) and which attempts to isolate the recurrent themes and patterns of African Christianity (the thematic–chonological matrix) as interpreted within the wider African context (the geographical–cultural matrix).  相似文献
