Nowadays the term “racism” is usually applied in the context of relationships between Europeans and non‐European “others”. During the nineteenth century scientific ideas about innate human differences were also applied extensively to various European populations. This was partly due to a category confusion whereby nations came to be regarded as biologically distinct. The origins of “scientific” racism were connected with the use of race as an explanation of history, and with the rise of physiognomy and phrenology. The development of “craniology” was paralleled and reinforced by ideological writings about “Nordic” racial superiority. In times of conflict such as the Franco‐Prussian war, absurd racial theories emerged and social Darwinist anthropologists connected race and class. Such ideas persisted well into the twentieth century and reached their apogee in Nazism.  相似文献

Despite the growing interest in archaeological studies of race there have been no investigations clearly negotiating race and/or racism in Philadelphia during the late nineteenth to early twentieth centuries. This reality is perplexing, given the prevalence of race and racism in the past and present. Though this article does not explicitly discuss recovered artifacts it does situate scientific racism at the University of Pennsylvania, White violence in response to Black male enfranchisement and the popularity of blackface minstrel shows as everyday practices used to facilitate racial hierarchies and, thus influence identities and relationships. Although these practices lack salient archaeological materiality the purpose of this article is to convey the bombardment of dehumanizing tactics endured by Black Philadelphians as measures to contextualize the unavoidable dynamics of racial and class oriented repression unto the archaeological record.  相似文献

The scholarly quest to recover the construction of racial difference in the Enlightenment‐era life sciences generally overlooks a singular fact: the vast majority of eighteenth‐century thinkers who were engaged in theorizing the human were often far more preoccupied with preserving a belief in an essential human sameness than they were in creating categories of essential difference. This article charts the problem of a potential human sameness as it related to questions of category, biological processes, and the human and non‐human through an examination of a neglected and key construct in the eighteenth‐century life sciences, the albino. The albino was absorbed into a scientific narrative in 1744 when Maupertuis used the concept to put forward a theory of shared origins or monogenesis. Positing that the nègre blanc—quite literally a “white Negro”—was a racial throwback, a reversion to a primitive whiteness, Maupertuis inspired a new generation of thinkers, most notably the great French naturalist Buffon, to assert categorically that blacks had degenerated from a prototype white variety. The significance of the concept nègre blanc, which has not been studied sufficiently, cannot be overestimated. In addition to the fact that the new role of the nègre blanc clearly said as much about whiteness as it did about blackness, the albino generated a new diagnostic chronology of the human species.  相似文献

This essay examines the specificities of contemporary European racism. In particular it compares and contrasts recent expression of racism with nineteenth century expressions of racial exclusion and racial hatred. Building on arguments from two important recent collections on the upsurge of racism in western Europe, it seeks to develop a political geography of racism, one that could supplement political and sociological theories of race and racism in contemporary Europe. In so doing it links recent expressions of racism to the politicisation of migration, the tightening of community and political borders, and the development of a new politics of exclusion and new geographies of closure which seek to control exogenous minorities in, and exclude ‘foreigners' from, Fortress Europe. In examining the racial geographies of countries as divergent as France, Britain, Spain, Sweden, Germany and the Netherlands, it provides a critical overview of social processes and ideological developments that have led to the recent resurgence of racism in western Europe.  相似文献

In May 1870 the American Medical Association (AMA) voted to deny the admission of black delegates and their white colleagues to the national meeting in Washington, D.C. Historians of race and medicine have customarily viewed this decision as marking a crucial milestone in the formation of the nexus between racism and the development of the American medical profession in the era after the Civil War (1861-64). This study recasts this narrative by locating the 1870 decision in relation to the antebellum practices of the association and their social consequences for American medicine. It argues that the viability of the AMA as the national voice of the profession was critically dependent on rejecting racial equality. Indeed, at a moment when the question of the abolition of slavery polarized the nation, the AMA was founded in 1847 to create a voluntary professional organization, national in scope, dedicated to raising the standards of medical training and practice. To this end, the AMA elected presidents and selected host cities for annual meetings in the North, South, and West. Seven out of the fourteen meetings and six out of fourteen presidents were from slave and/or border states. These institutional practices together with the representation of blacks as different and enjoying an appropriate status as slaves grounded the national identity of the profession in black subordination. Similarly, the gendered discourses about healing and practices of female exclusion privileged medical authority as male by drawing on and reinforcing patriarchy. In the wake of the war, leaders hoped to restore the national character of the organization by resuming antebellum practices. In response to the new possibilities for blacks in medicine--as represented by the biracial National Medical Society--the AMA took steps to vigorously police the racial boundaries of the national profession. As this study will show, the 1870 decision reflected the logic of the racial politics at the heart of the association's antebellum past and would loom large in its future.  相似文献

Abstract: The food justice concept takes disproportionate prevalence of obesity and type 2 diabetes among people of color as evidence of injustice. Yet several measurements of obesity are based on norms derived from white bodies, which can also be a source of injustice. Part of the conceptual problem lies with reticence to discuss questions of material bodily difference as it relates to race given the legacy of racial science. Noting the distinction between racialism and racism, this article explores ways to think about biological difference in raced bodies, without reducing it to genetics. It draws on insights from Foucauldian notions of race and the new science of epigenetics to suggest that biological difference is more an effect of racism than a cause. Several pathways to obesity exist that have less to do with current day food access or genetic inheritance than with differential exposures that are somatized epigenetically.  相似文献

Since the devolution of welfare policymaking to the states after the passage of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act, there has been contentious debate about drug testing welfare applicants. Beyond elite rhetoric and debate points about the implications of welfare drug testing, extant research remains limited insofar as providing theoretical understanding about what factors influence state proposal of legislation requiring welfare applicants to submit to drug tests. I develop and test expectations that derive from research on welfare attitudes, social construction theory, and policy design—specifically, hypotheses that the proportion of blacks on state temporary assistance for needy families caseloads, as well as state‐aggregate levels of symbolic racism, significantly influence state proposal of drug testing legislation. My multilevel analysis of every state proposal of welfare drug testing legislation from 2008 to 2014 yields strong evidence in support of these hypotheses and paints a more complete picture of the influence of racial attitudes on state welfare policymaking. Specifically, while much research finds evidence of institutional racial biases in the implementation of welfare policy, the evidence presented herein shows that these biases, as well as public biases, influence policymaking at the proposal stage. Implications of these findings are discussed in light of recent significant electoral gains made by Republicans in state legislatures.  相似文献

ABSTRACT In research conducted some 20 years ago, we elucidated the starkly lower suburbanization propensities of black households in the Washington, D.C. metropolitan area. The paper showed that simulated closure of large socio‐economic gaps between blacks and whites did little to diminish prevailing high levels of residential segregation or otherwise enhance moves by black households to areas of educational, employment, and housing opportunity. Some two decades later and in the wake of significant urban evolution, this paper assesses anew racial variations in residential location choice. Results of the multinomial logit (MNL) analysis indicate large, persistent racial differentials in intrametropolitan residential location choice. While black location choice in 2000 was relatively more dispersed than in 1980, it remained remarkably concentrated in D.C. and Prince George's County. As in our prior analysis, results showed that large simulated gains in black economic and educational status had little effect on prevailing racial segregation. These findings underscore the ongoing, limited access of black households to schooling, employment, and homeownership opportunities available outside traditional areas of settlement. In marked contrast, the locational choices of Latino and immigrant households bore greater similarity to those of whites and were more sensitive to improvements in socio‐economic status.  相似文献

The complexities of black geographies—shaped by histories of colonialism, transatlantic slavery, contemporary practices of racism, and resistances to white supremacy—shed light on how slave and post-slave struggles in the Americas form a unique sense of place. Rather than simply identifying black suffering and naming racism (and opposition to it) as the sole conceptual schemas through which to ‘understand’ or ‘know’ blackness or race, it is emphasized that a black sense of place, black histories, and communities are not only integral to production of space, but also that the analytical interconnectedness of race, practices of domination, and geography undoubtedly put pressure on how we presently study and assess racial violence.  相似文献

South Africa was once notorious for an extreme system of racial inequality known as apartheid. It is still a world leader in economic inequality, but the racial situation is confused. In the meantime something like apartheid has become universal. The Southern African regional economy has some features that point to a more humane alternative to unequal society, to a “human economy”. The world needs a new free trade movement that would begin to dismantle the institutions of national privilege and insist on movement as a human right.  相似文献

I n April and May 1830, heated debates occurred in Congress over whether to remove the Cherokee Indians from certain sections of Georgia and resettle them further west, in what would become Oklahoma. Numerous accounts exist examining the events surrounding removal, which resulted in the notorious "Trail of Tears," and the various motivations of the debate participants. Historians have attributed desire for removal to land hunger, humanitarian concern for the Indians'welfare, a desire to shore up national security, and blatant racism. Some see it as part of a continuing struggle against the perceived Indian enemy, and even as a component of the new rhetorical struggle between the Democrats and Whigs as they sought to define political participation during the Second Party system.1 No author yet, however, has undertaken an examination of the ways in which the debaters manipulated past events in constructing their arguments either in support of removal or against this policy. This article examines the practice of marriage among whites, "mestizos," blacks, Cubans, and Spaniards during the first constitutional era, focusing upon the reported ages of brides and grooms. The study consists of a quantitative examination of trends found in the records of 900 Catholic marriages celebrated in Havana during the opening decades of independence. The first major finding of the research is that according to most major indicators of status, age was negatively correlated with rank. Thus, contrary to the conclusions of studies conducted in many other contexts, those in the highest strata of society married young. Furthermore, very significant differences were detected in the marital patterns of those identified as mixed-race and those labeled as black. This finding offers empirical weight to the notion that the early-mid twentieth-century Cuban racial structure would best be characterized as tripartite, rather than binary in nature.  相似文献

Abraham Flexner's 1910 exposé on medical education recommended that only two of the seven extant medical schools for blacks be preserved and that they should train their students to "serve their people humbly" as "sanitarians." Addressing charges of racism, this article traces the roots of the recommendation that blacks serve a limited professional role to the schools themselves and presents evidence that, in endorsing the continuance of Howard's and Meharry's medical programs, Flexner exhibited greater leniency than he had toward comparable schools for white students. Whether his recommendations to eliminate the other five schools were key factors in their extinction is addressed here by examining 1901-30 enrollment patterns. Those patterns suggest that actions of the American Medical Association and state licensing boards, combined with the broader problem of limited premedical educational opportunities for blacks, were more consequential than was the Flexner report both for the extinction of the schools and for the curtailed production of black doctors.  相似文献

Abstract:  This paper argues that environmental justice scholars have tended to overlook the significance of the state's role in shaping understandings of race and racism, and argues for the use of critical race theory to deepen insight into the role of the state in both fostering and responding to conditions of racialized environmental injustice. Critical race theory offers insights into both why and how the state manages racial categories in such a way as to produce environmental injustice, and how the state responds to the claims of the environmental justice movement. Closer attention to the interplay between the racial state and the environmental justice movement as a racial social movement will yield important insights into the conditions, processes, institutions and state apparatuses that foster environmental injustice and that delimit the possibilities for achieving environmental justice in some form or another.  相似文献

Abstract

Why did the fascist regime adopt racial laws in the 1930s? The laws were aimed first atnon-Europeans and people of mixed race in the colonies, and then at the Jews. This article reviews recent studies on the racial laws, which took a variety of forms, within which the specificity of the anti-Semitic legislation has to be acknowledged even though the legislation against the Jews came at much the same time as the other racial legislation. Were these laws an attempt to imitate Nazi Germany, and hence in some form an off-shoot of foreign policy? Or were there seeds of racism already present in Italian politics and society that found fulfillment in the racial laws? These issues have for some time been the subject of major debate, in which different historiographical traditions have come into conflict, while attention has been drawn to the need to counter attempts to blame others for what remains the responsibility ofItalians.  相似文献

The last decades of the nineteenth century saw a growing prominence of German racial sciences. This article documents how East Central European scholars responded to their potential marginalization within the scientific community due to German racial theories in the field of physical anthropology and the popularization of science. Three personalities represent a sample of this variety: Ludwik Gumplowicz, a Polish-Jewish sociologist; Mateusz Mieses, a Galician Jewish amateur anthropologist; and Jan Czekanowski, professor of anthropology and spiritus rector of the Lwów school of anthropology. All three cases illustrate the contradictions inscribed into the concept of transnationalism. To varying extents, they belonged to the German-speaking scientific community, through which they gained access to international science. Their reactions to anti-Jewish and anti-Slavic positions among the dominant racial theories of their time shines light on the tensions which were present within the academic community, as well as on the tensions that appeared between their own (semi-)professional status, self-perception and their group identities. The international communication and contacts came into conflict with the exclusionary philosophy of racial theories, thus perpetually challenging their transnational position. The responses of these actors sought to redefine spatial and methodological frameworks amid the dominant discourses. Each making attempts in their own way, they aimed at reversing what they perceived as aberrations of racial theories while persistently remaining within this discourse.  相似文献

This article takes the Nietzschean dictum that history must “serve life” as a point of departure for an analysis of the American institution of Black History Month. Many continue to place great faith in the power of historical education to solve problems of race in America. Against this common‐sense view, this article argues that the excessive historicization of the problem of racism is at least as oppressive as forgetting. The black history propagated during this month has mostly been a celebration that it is history and thus a thing of the past. The article makes the claim that it is precisely a surfeit of black history that has encouraged the view that racism is vanishing in the river of time. The constant demand to view American racism through a historical frame has led to the perception that racism is a problem that must be historically transcended rather than solved. In other words, it is through the widespread dissemination of black history during Black History Month and elsewhere that the historical category of the post‐racial era has been constituted. The postracial era is not, as is so often claimed, a denial of historical context. On the contrary, it is an assertion that the horrors of racist discrimination were once real but are now over and done with.  相似文献

The idea of colonizing free blacks in areas distant from white settlement has had a long history in the American antislavery movement. A decade before the American Colonization Society formed in 1817, an Irish immigrant in Philadelphia, Thomas Branagan, argued that creating a black settlement in the newly‐acquired Louisiana Purchase territories would encourage slaveholders to emancipate their bondspersons while also saving white society from a number of ills he associated with a biracial society, most notably racial mixing, poverty and violence. Branagan’s plan never gained acceptance, but the idea of sending free blacks to the American West to encourage emancipation did catch the attention of gradual emancipationists associated with the American Convention of Abolitionists. This group considered a similar scheme as the lesser of two evils once the Colonization Society began its campaign to send America’s blacks “back” to Africa. Neither plan met with success, but their existence reveals an important link between colonization and the early antislavery movement.  相似文献

This forum started out as a roundtable at the 2014 Annual Convention of the International Studies Association in New Orleans. Our interventions (then and now) zoom in on the distinction John Hobson draws, in his book The Eurocentric Conception of World Politics, between scientific racism and Eurocentric institutionalism. In this forum, we engage Hobson's distinction between scientific racism and Eurocentric institutionalism on two grounds: 1) the relationship between everyday life and academia and 2) the possibility of change.  相似文献
