South Africa's peaceful transition is evolving during a period in which spectacular twentieth-century achievements have greatly improved life for one-fifth of the world's population. These are being gradually eclipsed, however, by the impact of social and economic forces that relegate four-fifths of the world's population to increasingly insecure, miserable and impoverished lives. South Africa's negotiated revolution, which has allowed it to move from the pariah status of apartheid to that of a fledgling democracy, exemplifies the paradigm shift required for global progress towards a more just and peaceful world. The HIV/AIDS pandemic, a major threat to South Africa, the African continent and many others around the world, is used in this article as a window through which to view the prospects for the long-term social success of South Africa's transition. It is also used as a mirror to reflect the world in which such a disease could emerge and spread pervasively. The explanatory links between exploitative global economic forces and the emergence of threats to lives are considered, in order to illuminate new pathways towards global progress in which respect for human rights will be further consolidated through promotion of solidarity, interdependence and social justice.  相似文献

Chancellor Gordon Brown has declared that 2005 will be a milestone in the United Kingdom's campaign to meet the UN Millennium Goals. Owing to Britain's chairmanship of both the G8 and the European Union in 2005, Brown believes that an opportunity to raise the continent's star in global politics presents itself. This comes after the launch in 2004 of the Blair Commission for Africa and a recent spate of high profile interventions by assorted politicians and famous musicians. It also follows a trend begun at the G8 meetings where Africa is placed on the G8 agenda. Such an interest in the continent is to be welcomed. Yet this article contends that Gordon Brown's assumptions regarding Africa's troubles, and the ingredients found within his proposals, are mistaken and need rethinking. The article argues that Brown's approach to Africa's problems is based on incomplete information or a misreading of the situation, and by default may serve to prolong Africa's crises rather than alleviate them.  相似文献

This article analyses South Africa's current postapartheid transition in the light of earlier transformations of its social and economic order. The first of these prior transformations is the abolition of slavery and the shift to liberal capitalism, which took place in the early nineteenth century. The second is the rapid industrialization of the late nineteenth and early twentieth centuries. Each of these transformations, as well as the current transition, is explained as being partly the outcome of a broad shift in capitalist practice, innovated in the metropoles of the global economy. Due to South Africa's situation within global economic networks, each of these shifts, at different times, raised the threat of a dislocation in South Africa's prevailing social order. However, each prior transformation and, it will be argued, the current transition, has been 'managed' by established elites so as to ensure minimal change to the overall distribution of privilege. This conservative 'management' of shifts in capitalist practice, it is suggested, has been facilitated through South African elites' historic engagement with cultural discourses circulating across a global terrain. In this article then, contemporary South Africa is located within both material and discursive networks which have historically influenced the country's distribution of privilege.  相似文献

South Africa's foreign policy, conducted in an ad hoc and haphazard fashion under President Nelson Mandela, has been consolidated under the presidency of Thabo Mbeki. This article first outlines five consistent policy themes: Africa and Africanist; democracy and respect for human rights; a holistic understanding of security; a pacific approach to conflict resolution; and multilateralism. The article then identifies and attempts to explain a number of significant inconsistencies in relation to these themes, including Mbeki's 'quiet diplomacy' on Zimbabwe; his denialist position on HIV/AIDS; South Africa's controversial arms procurement programme; and its domestic xenophobia. Some of these inconsistencies have undermined the country's international credibility and at times overhshadowed its considerable achievements.  相似文献

Foreign relations are the main preoccupation of South African president, Thabo Mbeki. His role perception is dominated by a mission to improve the plight of Africa, and second to that, to act as the Third World's überdiplomat . Under his administration, South Africa's foreign policy has become almost an adjunct of his more holistic diplomatic pursuits. The New Partnership for Africa's Development (NEPAD) is the magnum opus of Mbeki's foreign policy, and the success or failure of this grand design for an African renaissance will determine his legacy and make or break his leadership in South Africa and in the rest of Africa. The success of his NEPAD diplomacy is a daunting task, requiring the support of his African peers, his South African constituency, and the leadership of the developed nations of the world. Dealing with these diverse elements, Mbeki's policy-making oscillates between realism and idealism, and between ideology and interests, giving the impression of a style of a prudent bureaucrat rather than that of a single-minded reformer. In the end, his diplomacy seems to founder because it fails to satisfy the contradictory demands of any of these three constituencies. However, even if NEPAD should fail as a project, its role could be that of a harbinger of a new political and economic era in Africa and the movement away from post-colonial orthodoxy.  相似文献

This article provides an overview of the New Partnership for Africa's Development (NEPAD) in the context of Africa's current economic and governance crises, the attempt to establish an Africa Union, and the interest in Africa displayed by the G8 leadership and in particular by the UK's prime minister Tony Blair.
NEPAD has to be seen simultaneously as a 'big idea', a new way of doing business, and a comprehensive development framework. The 'big idea' is to put Africa's concerns on the table of the G8 and seek a much better deal for Africa in terms of international aid, debt relief and access to markets. The new way of doing business is a new form of 'enhanced' development partnership that makes both donor and recipient mutually accountable for development outcomes. The development framework is a long—and expanding—list of programmes and projects, akin to those that have been tried before.
The heart of NEPAD is a commitment to good governance, operationalized through a radical plan for 'peer review' of governance performance. This promises a radical new approach to development partnership, but it also faces political hazards. The governance component is also analysed in the context of the pan–Africa institutions envisaged by the African Union. There is a need for coordinating and rationalizing peace and security initiatives. NEPAD may unlock additional financing for development, but it should not be seen as a cash cow.
The challenges for NEPAD include opening up the process to make it more participatory, including greater focus on HIV/AIDS. NEPAD faces the real danger of being over–sold and of raising unrealistic expectations among Africans. It is, nevertheless, an outstanding opportunity for Africa's development.  相似文献

This article outlines principles which, shortly before taking office in 1994, the ANC said would be the foundation for its future foreign policy. The ANC stated that their core concern was the pursuit of 'human rights', which were directly related to the promotion of democracy. Other principles included respect for international law, support for peace and disarmament, and universality. These were to be pursued in four settings. First, the global division between the First and Third Worlds as the government was concerned about economic inequality and unjust global trading systems. Second, international organizations as these were seen as central to the search for human rights, peace and equality. Third, demilitarization resulting in South Africa's forces being used for self-defence and peacemaking and keeping only. The government believed that this would produce savings which could be redirected into social development. Finally, supporting the rest of Africa as the ANC believed South Africa could not flourish if surrounded by poverty. The article examines how far the ANC governments of Presidents Mandela and Mbeki have succeeded in implementing the principles, and how far they have fallen short. The article also includes a discussion of Mbeki's policy towards Robert Mugabe of Zimbabwe.  相似文献

There certainly exists an African civil society which is actively seeking to raise the living standards of citizens as well as to promote and protect their rights and interests.The lack of such crucial resources as finance and an environment conducive to civic activity are, however, as the author suggests, major inhibitions to the development of Africa's civil society. The end of apartheid has precipitated rapid rethinking of South Africa's position in relation to the rest of Africa and the global arena. Whereas a substantial literature already exists on the country's evolving post-apartheid foreign policy, this article offers one of the first critical analyses of its emerging external economic relations. Although clearly the economic giant of the Southern African Development Community, South Africa does not perform as well on all economic and social indicators as many people, especially South Africans, believe. South African businesses' perception of, and experiences in, the rest of Africa are assessed in relation to emerging patterns of trade and investment there. Selected advertisements and associated imagery deployed by firms in support of their strategies are analysed in the context of domestic transformation and the opening of new horizons abroad. South African foreign direct invest-ment (FDI) is increasingly diversified, both sectorally and geographically, although large firms dominate the profile. South African-based transnational corporations are also becoming increasingly influential global players. FDI and development aid inflows to South Africa, and in relation to the rest of Africa, are analysed and their implications explored. Far Eastern investment rose fast as part of a growing global inflow until 1997/8; more recent figures are disappointing. This reflects political and security concerns, as well as vulnerability to rapid flow reversal in the increasingly important portfolio investment market.  相似文献

Women trained in a system of housing management developed by Octavia Hill in Victorian England were employed in South Africa's Coloured and European townships from the mid-1930s. They were also involved in training South African women in this tradition which emphasized the mutual responsibilities of landlords and tenants and rested upon the formation of trusting relationships or friendships between women housing managers and the tenants. Octavia Hill's followers worked hard to make a place for women in the field of housing management and claimed that their femininity gave them special expertise in this area, especially in terms of training housewives in domestic skills and in building up the relations of trust required by Octavia Hill's system. This paper describes the implementation of this system of management in South Africa and considers the implications of the role of women in housing management for our thinking about the gendered character of the state. My main argument is that rather than being a precedent for the value of incorporating femininity and women into the state, Octavia Hill's management tradition had already incorporated both historically masculine and historically feminine practices. In so far as she and her followers (and perhaps other female reformers) played a role in shaping the nature of the state, then it could be argued the state reflected a mediation of masculinity and femininity rather than a dominant masculinity and a subordinated or segregated femininity.  相似文献

Africa is both fortunate and unfortunate as far as Cultural Heritage Management (CHM) is concerned. Fortunate because the continent is a warehouse for the heritage resources, which document the origin and development of our humanity. In the meantime, it is very unfortunate that Africa is too poor to take care of such vast cultural treasures. In this paper, I use Tanzania as a case study to explore ways that Africa can generate revenue and public support for CHM. An effective means of accomplishing this goal is to make the products of the past attractive and accessible for cultural tourism. Only in this way does Africa's past heritage become economically sustainable for long-term survival, productivity, and contribution to global education, research, tourism, and pride in the past accomplishments of humanity.L'Afrique est à la fois heureuse et malheureuse en ce qui concerne la Gestion du Patrimoine Culturel (GPC). Heureuse parce que ce continent est un entrepôt de ressources de documentation sur l'origine et le développement de l'humanité. Mais en mème temps, il est trés malheureux que l'Afrique soit si pauvre pour prendre soin d'un si grand trésor culturel. Dans cet article, je me suis servi de la Tanzanie comme cas d'étude pour explorer les moyens par lesquels l'Afrique pourrait générer des recettes et un appui public à la GPC. Un moyen efficace pour accomplir ce but est de rendre les produits du passé attrayants et accessibles pour un tourisme culturel. C'est par ce moyen seul que l'héritage du passé africain deviendra économiquement soutenable pour réaliser une survie à longue portée, la productivité, et une contribution a l'éducation mondiale, à la recherche, au tourisme et à la fierté des réalisations du passé humain.  相似文献

The Italo-Ethiopian War led to an extensive debate in the Union of South Africa about the future of the League of Nations’ system of collective security. The different political and social groupings in the dominion interpreted the meaning of the war for the Union from a diversity of perspectives. The Italian aggression in East Africa reverberated in the context of concurrent debates about the Union's position in relation to the British Empire. These debates were influenced by the tensions between Afrikaners and English-speaking South Africans but also by disagreement within the Afrikaner community about South African policies vis-à-vis the British Empire. The Afrikaner-dominated Union Government had to navigate between its commitments to the League on the one hand and criticism from the extreme nationalist Afrikaner opposition on the other, which claimed that South Africa's sovereignty was diminished by Britain's leading role in the League. As a mandatory power in South West Africa, the Union was also concerned to sustain League principles in order to safeguard its sub-imperialist aspirations on the continent. The public debates were strongly influenced by a discourse on ‘civilisation’, which not only reflected ambiguous views of the status of Ethiopia as a member of the League of Nations, but also raised questions about the stability of white hegemony in a segregationist state.  相似文献

We analysed bone remains of camelids from the Maquijata site, assigned to the late pottery‐making and farming stage (ca. 800–400 BP), in order to differentiate between domestic and wild species in the Chaco‐Santiago archaeological region. This region is considered marginal to the Argentine Northwest regarding its cultural development and has received less attention than other regions. South American camelids have been one of the major resources in this continent, with domestication recorded in the South Central Andes at around 4400–3000 BP. We applied osteometric techniques and multivariate statistical analyses to proximal phalanges; the results showed interspecific differentiation of archaeological specimens, though with some methodological application issues. The history of the introduction and dispersal of village chickens across the African continent is a subject of intense debate and speculation among scholars. Here, we synthesize and summarise the current scientific genetic and nongenetic knowledge in relation to the history of the species on the continent. Sociocultural, linguistic, archaeological and historic data all suggest a complex history for the species in Africa, characterized by multiple maritime and/or terrestrial introductions over time and several dispersal routes towards and within Africa. Molecular genetics information supports these observations and in addition suggests possible Asian centers of origin for African domestic chickens, including South Asia and Island Southeast Asia. However, both sets of data were until now too limited in their geographic scope, both within Africa and in comparison with chickens from Asia, to unravel the history of the species in detail. We anticipate that further continent-wide studies combining archaeological, ancient and/or modern genetic information may shed new insights on the history of the species. These will contribute to a deeper understanding of the history of trading networks and human interactions within Africa and between African and Asian societies, at the root of the development and expansion of African civilizations.  相似文献

Peru today is one of the main staging grounds for a continent‐wide integration effort. Launched in 2000, the Initiative for the Integration of Regional Infrastructure in South America (IIRSA) calls for an enormous expansion of the continent's transport and energy networks and an effort to increase the region's economic competitiveness. Among its most controversial projects is the Interoceanic Highway linking western Brazil with the Pacific coast of Peru. The highway has attracted fierce criticism from NGOs who point to major environmental impacts, an inadequate mitigation process, and a lack of transparency in funding flows and decision making. In an effort to voice their concerns, these groups engage the idea of ‘environmental governance’ to increase public participation in the development process and promote ecological sustainability. This alternative framework in turn opens up space for ‘environmental citizenship’. This article takes a closer look at how Peruvian NGOs employ this idea and suggests that while the group's advocacy of governance has had success, the building of environmental citizenship will require a move beyond urban Peruvian NGOs as technical experts.  相似文献

Progress in development geography has been recently associated with the shift of the perspective on underdevelopment from a right-wing, conservative standpoint to a leftward, liberal-radical position. Marxism often conceals its message in obscure rhetoric with moral overtones on colonialism, slavery, poverty, and underdevelopment. Liberal academics have lamely acceded to the dogmas of this once-assertive ideology. Marxist view have exerted a stimulus on debates, but could not provide answers to the issues of this discipline. The hopes of development and prosperity a generation ago have evaporated only to be replaced by news of economic malaise, the food crisis, and crushing debt. In the late 1980's geographers addressed Third World environmental issues. Blaikie and Brookfield examined environmental deterioration among elements of the population-environment issue. Lewis and Berry dealt with African environments and resources. Watts and Bassett touched on agrarian and political concerns in West Africa. Adams examined water resources development in Nigeria's Sokoto Valley. Bryceson analyzed the political economy of agriculture in Tanzania. Lawson depicted how government policy bore on agriculture and its regional pattern. Crush detailed the absorption of Swazi labor into the South African economy. Dayal described the deficiency diet of agricultural workers in Bangladesh. Others examined Africa's financial disaster, Japan's trade surplus, and the global population crisis. Nevertheless, the dearth of output on and neglect of Third World issues by human geographers awaits positive research publications.  相似文献

The propagation of VLF signals around a model icecap has been computed using Kirchhoff diffraction theory. The Antarctic continent has been modelled as a spherical cap, whose pole is coincident with that of the South Pole, which totally absorbs VLF radio waves propagating over it. Using this simple model, the range errors expected, whilst travelling between Antarctica and New Zealand, on signals from Omega La Reunion and Argentina have been calculated and compared with recently derived measurements. It has been found that in order to model the measured range errors accurately it has been necessary to modify the simple spherical cap model to that of a semi-circular spherical cap, producing what is effectively knife edge diffraction. To ‘best fit’ the data, the northernmost limit of the spherical cap has been found to be 66.1°S for propagation from La Reunion and 75°S for propagation from Argentina. These model icecaps agree well with the northernmost boundary of the Antarctic continent where signals from Omega La Reunion and Argentina graze it tangentially.  相似文献
