This paper explores the role of regulations and economic policies implemented in post-crisis Spain in boosting a housing dispossession crisis. The article first claims that the post-2008 crisis has implied shifts in the mechanisms of rent extraction from housing in Spain. Second, it is argued that those shifts in rent extraction have been fuelled by the post-crisis economic policies and regulatory frameworks implemented since 2008. Third, it is claimed that dispossession has been a central strategy used by banks to cope with the new post-crisis regulatory framework. The article thus analyses the different strategies carried out by banks and hedge funds to enforce foreclosures and other dispossession strategies since 2008. Furthermore, it explores the different motivations and ideologies that led to the roll out of different banking regulations and the variegated impacts that these regulations have had on Spanish bank and hedge fund strategies vis-à-vis housing dispossession.  相似文献

Abstract

A common set of metaphysical assumptions inform the theological proposals of many contributors to Theology and the Political: The New Debate. Those assumptions are orientated toward grounding the possibility of genuine ontological creativity (poesis) in a particular construal of nature's mediation of the supernatural. Applying the claims of Bernard Lonergan's early work on grace and freedom to those assumptions, the argument is made that this position repeats the most fundamental flaws of the Bañezian position in the de Auxiliis controversy: namely, a basic confusion of form with act, which gives rise to the misguided assumption that a "third" (i.e., physical premotion, causal influx, sophia) must be posited to mediate divine grace to the world and within it. It is argued that this confusion reveals that a competitive understanding of the God/world relation is presumed in this proposal, which itself is the result of a failure to affirm the absolute and immediate dependence implied by the doctrine of creatio ex nihilo.  相似文献

A group of political scientists specializing in Russia's post-Soviet electoral behavior explores the question of whether genuinely regional effects of voting behavior can be discerned (and at what scale) by controlling for variations in compositional characteristics measured by aggregate social and economic data. The paper seeks to identify situations in which contextual effects may be operating, using a scale of analysis that is intermediate between regional (oblast)-level case studies and nationwide surveys—that of the Russian Far East macroregion. While it is widely recognized that energy injustices are prevalent in the clean energy transition process, there has been limited research attention on policy efforts aiming to mitigate these inequities. In this paper, we use solar equity policies as an empirical case study to understand how social equity considerations are conceptualized and operationalized in energy policy content. We build upon the policy design literature and code institutional statements of 54 solar equity policies adopted between 2001 and 2021 in the United States. In our comparative analysis, we focus on three levels of policy design elements that can be directly observed in written policy language: macro-policy goal construction, meso-policy instrument choices, and micro-level policy settings and calibrations. We find that the policy goal of energy justice is multifaceted, with a great emphasis on solar energy accessibility and provision of economic benefits and security for disadvantaged communities. There is a dominant preference by policymakers to use redistributive policies and community solar programs to advance energy justice-related goals. Solar equity policy instruments on-the-ground measures have also been calibrated to target specific disadvantaged populations in the energy system, which focus mostly on income-based vulnerability.  相似文献

Human trafficking is a compelling and persistent problem that has attracted a great amount of attention among political leaders, government institutions, NGOs, and nonprofit organizations. While there is consensus that trafficking necessitates a multipronged policy response commonly known as the “3Ps” (prosecution, protection, and prevention), anti-trafficking policies diffused across U.S. states in a piecemeal fashion. In this paper, we explore the fragmented diffusion of the different types of anti-trafficking laws. Drawing from social constructivist approaches, we posit that the differential diffusion rates depend on the social construction of the target population and policy intention of the law. Using event history analysis, we examine the diffusion of 14 types of human trafficking laws throughout the U.S. during 2003–2013. We find strong support for our hypotheses and show substantial differences in the rates at which prosecution, protection, and prevention-related laws diffuse.  相似文献

Conducting archaeological projects in areas inhabited by Indigenous Communities who dislike both excavations and archaeologists leads to an ethical conundrum, one requiring a reconsideration of the research methodologies utilized in these settings, and a turn toward Public Archaeology as a means to find alternative pathways. This article describes a research project conducted in the Indigenous Atacameño Community of Peine, in the Atacama Desert, Chile, where, through a principal methodology of Participatory Action Research, it became possible to explore the past of this community in ways that were both meaningful and valid for its members. The results drawn from this experience differ markedly from traditional archaeological approaches (i.e. excavations, analysis of material culture), both in terms of the nature of the knowledge recovered and the temporal depth achieved. In this particular instance, collective remembrance and embodied memory featured prominently in accounting for the past of Peine.  相似文献

Detailed compositional and technological analysis of a large assemblage of prehistoric ceramics from numerous sites situated within the Peak District National Park has been used to explore the settlement patterns, societal structure, mobility and interaction of the populations that inhabited this area during the Early Bronze Age to Early Iron Age. A surprising pattern emerges of the widespread dominance of a single, geographically restricted temper type, which appears to have been transported and mixed with locally procured clay and used to produce pottery at numerous different sites. The distribution of this and several other compositional groups are defined via thin‐section petrography and compared to raw material field samples. The resulting patterns are used to assess the validity of previous theories about prehistoric life in this region during the third to first millennia bc .  相似文献

中国兵器工业开始于鸦片战争,发展于洋务运动。辛亥革命后由于封建割据与军阀混战的需要,几乎每省都有兵工厂,形成了布局分散,设备、原料依赖进口,生产落后的中国兵工生产特点。1927年后,南京国民政府对兵工厂进行了分期整顿,实行关停或并迁,形成了汉阳、上海、金陵、济南、巩县5个大型兵工厂。九一八事变,特别是“一·二八”抗战后,鉴于日本侵华势不可免,蒋百里、蒋介石等先后考虑抗战开始后,能够支持长期抗战的兵器工业的工业生产基地选择问题。由于形势的发展变化,对后方基地的认识也在变更,先后选择了西北和湘西、四川为中心的滇、黔、川西南地区。全面抗战开始后,由于重庆具有天时、地利、人才的独特条件,各兵工厂在搬迁中有的径迁重庆,有的一迁他处,再迁重庆,最终形成了以重庆为中心的兵工生产基地。重庆兵器工业支撑了长期抗战,为西南大后方的经济建设与兵工人才培养做出了贡献。  相似文献

现代日语共通语中第二人称代词只有〈あなた(あんた)、きみ、おまえ、きさま〉,而地方语中第二人称代词的表现种类却多达170个以上,并存在着形意差异.有的在此地用于第二人称,而在他地则用作第一或第三人称.日语的第二人称代词作为引导语与其他待遇语(称呼语)一样,引导制约着文末的结构变化和语气上的亲疏敬贬.本文将对第二人称代词在地方语中的同形异意现象和表现种类及称呼所指进行分类整理,并从通时态变化和共时态差异上对地方语中第二人称代词的使用情况做一比较研究.  相似文献

明人追求通过修谱与祠祭表达祖先崇拜和宗族共同体的意识。明人的祖先祭祀,依据祭祖地点,可以划分为墓祭、家祭、祠祭。娄坚《徐氏宗谱序》分析了明代江南故家大族与谱牒不盛的问题,认为吴人不能聚族在于习俗的鄙、奢所造成的,强调通过宗族建设移风易俗。明代族谱更加盛行,表现出强烈的以谱法接济宗法的观念。苏州士大夫发扬光大了宋代范仲淹设置义田、义庄的传统,以此赡族进行宗族建设,官府倡导并保护义田与义庄,形成了不同于其他地区宗族形态的特色。明代苏州处于宗族组织化的新阶段。  相似文献

This article introduces the distinction between substance (questions of policy design) and process (questions of power in the policy process) to the Narrative Policy Framework (NPF). While both occur in existing NPF research, so far, they are not separated analytically. We conceptualize them as categories of the “policy dimension,” a new aspect of narrative content. Applying this dimension to an exploratory case, we show that such an analysis leads to useful insights for NPF scholars. Substance policy narrative elements show a debate about a policy's implementation model, whereas process policy narrative elements reveal that this debate is permeated by power conflicts. Furthermore, we find that the two categories' occurrence in narratives is influenced by the debate venue, whereas political parties as narrators do not seem to be relevant. The policy dimension allows for new research avenues and provides practitioners with a new tool to understand and intervene in policy debates.  相似文献
