Many immigrant professionals have difficulty securing the appropriate licenses required to practice their professions in Canada. Complex licensing procedures managed by professional regulatory institutions compose what a former federal immigration minister called an 'arcane infrastructure'. This article draws on a discourse analysis of historical professional periodicals to investigate the origins of these institutions, using the regulated engineering profession in Ontario as a case study. Within a conceptual framework based on institutional cultural capital, cultural regulation of labour and habitat, the article analyzes the justifications employed by Canadian engineering societies to establish institutional qualification standards. We conclude that these standards represented a strategic effort on the part of engineering society members to protect their professional, social and economic interests by excluding non-members and foreign engineers. Passage of engineering licensing legislation in Canada in the 1920s and 1930s institutionalized these processes of exclusion and established the professional regulatory framework that is still in place today.  相似文献

Many professional and skilled Canadian immigrants suffer from de-skilling and the nonrecognition of their foreign credentials. Consequently, they are underrepresented in the upper segments of the Canadian labour market. Rather than accepting this devaluation of immigrant labour as a naturally occurring adjustment period, I suggest that regulatory institutions actively exclude immigrants from the upper segments of the labour market. In particular, professional associations and employers give preference to Canadian-born and educated workers and deny immigrants access to the most highly desired occupations.
Pierre Bourdieu's notion of institutionalised cultural capital and his views of the educational system as a site of social reproduction provide the entry point for my theoretical argument. I find that the nonrecognition of foreign credentials and dismissal of foreign work experience systematically excludes immigrant workers from the upper segments of the labour market. This finding is based on data from interviews with institutional administrators and employers in Greater Vancouver who service or employ immigrants from South Asia and the former Yugoslavia.  相似文献

Visual media have long been instrumental in the production of international borders as sites of spectacle. Such projects involve careful delineations of who may enter and under what conditions. In Canada, this representation often centres on a dialectical relationship between a welcoming and generous, multicultural nation and a threatening foreign immigrant Other. We adopt a visual content analysis approach to examine Border Security: Canada's Front Line, a documentary series produced for the National Geographic Channel that follows the daily activities of Canadian border security agents. Because this series is sponsored by the Canadian Border Patrol Agency, it provides an ideal case with which to interrogate the State's agenda in representing home, Other and risk. Given previous scholarship on the dialectical representation of Other and Canadian multiculturalism, we expected to find similar juxtapositions on Border Security. Rather, our analysis reveals a carefully managed representation of colour and nation-blindness that supports a construction of Canada in opposition to the United States.  相似文献

This article examines one aspect of Canada's early cultural diplomacy. During the late 1940s, the Department of External Affairs frequently received requests for Canadian books from foreign libraries. At the same time, many officials were eager to promote Canadian culture abroad. The Annual Book Presentation Programme was inaugurated with the intention of creating “repositories of Canadiana” which might stimulate interest in Canada among foreign readers. Although the budget for the program was always modest, over the years the department's book gifts did fulfill their aim, creating a basis for the later growth of Canadian studies in universities abroad.  相似文献

This article contributes to an emergent body of research that explores African immigrant women’s experiences in Western destination countries. Foregrounding these immigrant women’s voices in this research, we aim to better understand the challenges they grapple with as newcomers to Canada. Specifically, our study sought to explore the stressors they faced within and outside the family and how these stressors mediate their transition and integration into Canadian society. We conducted, audio-recorded, transcribed verbatim, and thematically analyzed two focus groups with twenty African immigrant women in Alberta, a Western province among Canada’s ten provinces. Three main themes emerged from our study: (1) Participants felt ill prepared to face the challenges of starting life anew in Canada, which included in particular navigating changes in economic wellbeing and gender roles; (2) Participants experienced a lack of community support, which was reflected in both mental/emotional health and parenting issues; and (3) Participants expressed frustration with the manner in which Canadian socio-legal systems manage immigrants’ family issues. Our findings underscore the need to actively engage African immigrant women and men in the development of policies and practices that mediate their everyday lives in Canada. Such policies and practices should consider the changing gender relations, cultural knowledge, and informal support channels within African immigrant communities.  相似文献

Netflix has gained significant attention in Canada because it exemplifies the challenge posed by digital technology to Canada’s long-standing cultural policies. It is increasingly evident that such policies are limited in their ability to encourage foreign investment while safeguarding Canadian cultural expression. Indeed, the policies proposed thus far have generated “Canadian discontent” across the political spectrum, notwithstanding their promised benefits. This article uses Netflix to explore the cultural politics of cultural policy: the historical and political underpinnings that drive ongoing discussions about state intervention in culture. These politics include the debates about the effect of foreign investment on Canadian cultural sovereignty, and the ideological tensions within the notion of sovereignty itself, namely those between state and consumer and between center and periphery. Using a historiographical approach, this article investigates the controversy surrounding recent government responses to the disruptive force of foreign digital multinationals, such as Netflix.  相似文献

This paper examines the cultural representations of Aboriginal peoples at the Buffalo Nations/Luxton Museum in Banff, Canada. The museum has been part of the cultural landscape of the tourism industry in Banff since 1952. Using interviews, newspaper articles and analyses of the exhibits, I problematise the museum's representations of Aboriginal peoples by focusing on the challenges associated with navigating regional power relations while participating in forms of capitalist exchange. My findings suggest that the museum's representations engender complex readings of Aboriginal peoples that need to be interpreted considering the processes of production, but also the broader conditions that are embedded in this history. This paper puts cultural representations of Aboriginal peoples into socio‐economic, political, cultural and historical contexts in ways that may interest scholars and practitioners from diverse disciplines and specific fields such as museum, recreation, tourism, heritage and Indigenous studies.  相似文献

This article reflects on the methodology of a study of immigrant and refugee women's settlement experiences in Vancouver, Canada. It specifically takes up the ways in which the women's accounts were co‐constructed through social and political processes and relations operating at different geographical scales, but were experienced at the local scales of body, home and neighbourhood. The study consisted of in‐depth interviews with 16 immigrant and one refugee woman and their teenaged daughters. Here we focus on the mother's accounts showing how their story‐telling of life since coming to Canada was framed by multiple discourses and local material conditions. We use two case examples from the study to raise substantive issues in the research, focusing particularly on the women's talk of work and health and how these framed their understanding of ‘womanhood’ in Canada, routes to a desired ‘integration’ and their daily practices. Their quotidian life embodied their multiple identities as women, mothers, wives, workers and immigrants and the interviews were used by them to express the frustrations and hardships which were in direct contradiction to their expectations as ‘desirable’ immigrants or refugees under protection. We argue that methodological reflection is not simply an important dimension of rigour in feminist qualitative research, but is also critical to the opening up of taken‐for‐granted categories brought to the politically charged study/construction of ‘the other’. In this research the identities of study participants and researchers, in the specific space of the interview, were intricately involved in ‘telling it like it is’ for these immigrant and refugee women settling in an outer suburb of one of the three major destination cities for immigrants to Canada.  相似文献

Rising immigration rates in Western Europe concur with increasing anti‐immigrant attitudes. While assessments of welfare eligibility in the United States demonstrably hinge on how public servants perceive different racial groups as deserving, we know less about ethnically motivated discrimination in the European context. This paper argues that Switzerland is a critical case for studying such developments. It combines social construction theory and the deservingness heuristic to analyze how social constructions of Swiss natives and immigrants influence 90 disability benefits insurance procedures. Findings reveal that immigrants are perceived as less deserving and less powerful than Swiss applicants. Thus, Swiss welfare workers do not allocate welfare benefits independently of an applicant's nationality. Our results raise fundamental questions about the equal treatment of welfare applicants in times of rising immigration and anti‐immigrant attitudes. The feed‐forward effects of social constructions imply longer‐term consequences for good administrative practices and society that require scholarly attention.  相似文献

The agricultural settlement of western Canada took place within the framework of a complex socio-economic system produced by Canadian national institutions: the Crown, corporations and churches. The interaction of these Canadian institutions with institutions introduced to western Canada by immigrants played an important role in determining the long-term stability of immigrant rural communities. Whether an immigrant group achieved long-term stability or suffered social disintegration depended on the degree to which immigrant and host institutions werecongruentordissonant. The interaction of social and economic institutions is examined through the settlement experiences of five diverse groups that settled in western Canada before 1914: the Mennonites, Doukhobors, Jews, Mormons and Ukrainians.  相似文献

The U.S. Department of Labor admits temporary immigrant workers to address labor shortages in local markets. Yet, do elected officials make it less difficult for some immigrants than others to secure employment in a state? Using U.S. temporary immigrant labor admissions data between 2006 and 2014, I examine the extent to which growth rates of main foreign‐born subgroups influence E‐Verify policies that require employers to authenticate the legal immigration status of employees. I find that state policymakers are less likely to enact E‐Verify policies in response to the growth of immigrants who work in specialty occupations (H‐1b visas). In contrast, the growth of immigrants working in nonspecialty occupations (H‐2a and H‐2b visas) increases the likelihood of enacting E‐Verify policies over time. The results suggest that policymakers release strict rules for employment only for highly educated immigrants who work in specialty occupations that offer higher paying salaries and career advancement opportunities. Disaggregating a monolithic foreign‐born population indicator into more specific class components provides an important contribution to public policy studies. Scholars will likely overlook the contrasting effects of specialty and nonspecialty immigrant workforce growth on policy decisions relating to immigrant employment.  相似文献

This study examines the emergence and development of mental hygiene professional organizations in Canada and the US by analyzing discursive differences in the publications of two sister committees: the National Committee for Mental Hygiene and the Canadian National Committee for Mental Hygiene. The analysis finds that while mental hygiene in North America initially emerged as a single, shared continental professional discourse, the two movements diverged in critical ways for reasons directly related to their institutional contexts and donor bases. Even as US popular and political discourse veered towards eugenic policies, the US mental hygiene discourse shifted sharply away from eugenics. In contrast, in Canada, mental hygiene publications focused increasingly on the moral dangers of Canada’s immigrant population and played a role in producing scientific legitimacy for eugenic policies. This analysis suggests that the different trajectories of the two professional communities have their origins in organizations’ membership and donor bases, not broader differences in national character.  相似文献

As a case study, Canadian diplomacy during the Falklands War is emblematic of the confused, and at times contradictory, components of Canadian Prime Minister Pierre Trudeau's utopic and idealistic foreign policy. Canada's diplomatic actions during the war were based on four principles. The first, and most significant, was the safeguarding of what were deemed to be Canada's economic interests: chiefly nuclear exports. The second was Trudeau's ‘Third Option’ policy and the belief of ‘the vital importance of the North-South dynamic to Canada’. Third was the desire to distance Canadian foreign policy, economics, and military commitments from those of both the United States and Great Britain. Trudeau had mixed feelings about the Commonwealth and disliked both President Ronald Reagan and Prime Minister Margaret Thatcher. Lastly, during the war Canadian politicians and diplomats took the position of an ambiguous neutrality to protect and promote what they perceived to be Canadian interests. Many of the political and economic decisions made by Canada during the Falklands War were met by harsh criticism nationally and internationally in both public and political spheres.  相似文献

In Great Lakes Suite (1997), David W. McFadden fictionalizes his travels around three Great Lakes bisected by the Canada–US border. McFadden both uses and subverts generalizations and stereotypes as the text destabilizes categories of sameness and difference, illustrating an unsettled and unsettling Canada–US relationship. McFadden demonstrates that the “hospitable” relations between Canada and the US are rife with power imbalances: the positions of host and guest, and relations of hospitality and hostility, do not remain fixed, often undermining the Canadian host position. Writing in the aftermath of the Vietnam War, at the time of US intervention in Nicaragua, and leading up to the Free Trade Agreement (FTA), McFadden demonstrates that power constitutes the clearest distinction between Canada and the US. In the midst of Canadian struggles for political and economic power, McFadden uses an ironic humor to reclaim a cultural power for Canada as he argues in favor of maintaining the border.  相似文献

One way to recast the problem of cultural explanation in historical inquiry is to distinguish two conceptualizations involving culture: (1) cultural meanings as contents of signification (however theorized) that inform meaningful courses of action in historically unfolding circumstances; and (2) cultural structures as institutionalized patterns of social life that may be elaborated in more than one concrete construction of meaning. This distinction helps to suggest how explanation can operate in accounting for cultural processes of meaning-formation, as well as in other ways that transcend specific meanings, yet are nonetheless cultural. This article explores the “cultural project” of a hotel workers’ union in Toronto, Ontario, Canada. It is an examination of the efforts of HERE (now UNITE‐HERE) Local 75 to transform the identity and image of hotel workers through the promotion of cultural activities involving rank‐and‐file members. Part of a larger union renewal project, the cultural project attempts to build solidarity by connecting with members’ lives beyond the workplace. Furthermore, the union's cultural strategies are linked to the development of the city's tourism sector, situating the union's efforts in broader processes of place promotion. The investigation seeks to identify how worker engagement with the cultural implicates organized labour in contradictory processes producing both emancipatory and oppressive economic landscapes.  相似文献

During the 1960s nationalism flourished in Canada as did American influence, both cultural and economically, as well as separatist sentiment in Quebec. The Canadian federal government became more interventionist to combat threats to Canadian sovereignty: internal threats from Quebec and external threats from the United States. The federal government used sport as a nation-building tool and eventually acted to protect the Canadian Football League (CFL) as a display of resistance to Americanization and in an attempt to unite French and English. Canadian football had become a symbol of the nation and therefore could be used by the government in a symbolic way to resist cultural imperialism and promote national unity. On two occasions the federal government acted to ensure the CFL preserved its Canadian identity; first, to prevent Canadian-based football teams from joining an American professional football league, and second, to prevent American-based teams from joining the CFL. John Munro was the key Canadian politician who formulated policy to protect Canadian football.  相似文献

George Woodcock was anarchism's most influential historian and an important public intellectual in Canada. This article focuses on his engagement with Canadian nationalism in the 1960s and 1970s. It argues that a ‘philosophical anarchism’ was at the heart of his intellectual project, and this informed his reading of Canadian cultural development and subsequent political challenge to Pierre Elliott Trudeau's civic nationalism. Woodcock decoupled the concepts of ‘nation’ and ‘state’ in order to develop a radically different model for Canada—the ‘anti-nation’—defined by regionalism, federalism and direct democracy. His reading of Canada's cultural history supporting this position was therefore part of a strategy to repurpose nationalist rhetoric towards anti-state ends.  相似文献

Young Vermonters living along the Canadian border experience cultural, spatial and material marginalisation, as well as historically high rates of death due to alcohol‐related motor vehicle accidents. This research examines the relationship between teens' place in society, their material geographies in a rural setting, and the strategies they employ to create social opportunities and produce ‘cultural gateways’. As active cultural producers, young people, especially older boys, are successful in building socio‐spatial networks that extend beyond their local area, across the US–Canada border, and into Quebec bars. The research reveals that teens live in a highly gendered social environment, one that encourages risk‐taking for boys and closes down social opportunities for girls. This study opens up new directions for further research into the social and environmental conditions under which North American teens craft their lives in rural places.  相似文献

ABSTRACT

Canada’s dairy farmers have spent the last 40 years fighting to preserve their supply management system despite increases in the desire to liberalize trade through the expansion of regional free trade agreements and the targeting of agriculture in recent rounds of the General Agreement on Tariffs and Trade (GATT). How has Canada’s supply management system resisted trade liberalization thus far? Moreover, what strategies have Canadian dairy farmers used to lobby the government to preserve this system? The answer to these questions lay within the intersection of culture and economics. Canadian dairy farmers have been successful in framing Canadian dairy as a distinctly Canadian cultural commodity, and therefore framing supply management as the economic tool needed to defend this cultural commodity. In exploring this topic, this article will touch on Canada’s history of preserving cultural institutions, as well as the historical importance of Canada’s supply management system.  相似文献
