This article examines contemporary Dalit assertion in India through an ethnographic case study of a legal tool being mobilized by Tamil Nadu's lowest‐ranking Arunthathiyars in their struggle against caste‐based offences. The Arunthathiyars of western Tamil Nadu are increasingly taking recourse to the 1989 Prevention of Atrocities Act (PoA Act) in an attempt to bring members of higher castes to justice. The article explores how Arunthathiyars are employing the law and how their litigation is reshaping the politics of caste in this region. The authors document how a process of litigation by Arunthathiyars is countered by a politicization of caste by the dominant Gounders of the region, who recently entered electoral politics with a new caste‐based party. Even though the litigation route further antagonizes caste relations, it is argued that the PoA Act has provided Dalits with an invaluable tool to seek justice, democratize public space, and challenge the power of the dominant caste in the region. Dalit social movements, it is concluded, are more likely to be successful if they are backed by a legal weapon and accompanied by Dalits’ growing economic independence.  相似文献

The matrilineal castes of northern Kerala consider dowry demeaning and resort to it only in ‘exceptional’ circumstances. In local discourse, dowry is transacted when women are considered ‘old’ by the standards of the marriage market, where over‐age is a condition reached usually on account of what is considered a deficit of a normative conception of femininity. Dowry is practised openly only by poor and socially vulnerable households, as the relatively affluent could mask dowry with hidden compensations. This article explores the ways in which gender mediates matchmaking and generates a residual category of women for whom dowry is openly negotiated. Open negotiation on the margins of the marriage market expose the terms of exchange in ‘respectable’ society, where matchmaking strategies reveal the emphasis placed on conjugality and on caste in the social construction of women's interests and identity. Up to the mid‐twentieth century, matrilineal women derived their identity from their natal families. The political economy of marriage in Kerala brought a new emphasis to bear on conjugality and on caste, which generated new restrictions on women and produced a rationale for dowry.  相似文献

Combining empirical evidence with Amartya Sen's concept of capabilities, this article argues that the digital divide is not merely a problem of access to ICTs. It is part of a larger developmental problem in which vast sections of the world's population are deprived of the capabilities to use ICTs, acquire information and convert information into useful knowledge. Fieldwork research including sample surveys conducted in rural locations in Kerala and Andhra Pradesh in India shows that these capabilities can only be created through large‐scale complementary interventions in economic and social development.  相似文献

Although the Naxalite (Maoist) influence in India stretches from the north of Bihar to the south of Andhra Pradesh, their impact on the political economy of the Indian countryside — and specifically the tribal livelihood economy — remains understudied. This article examines how resource access is mediated in areas where both the state and the Naxalites hold some degree of public authority, using as a case study the trade in tendu leaves, used to make beedi cigarettes. This low‐profile, lootable resource provides the single most important source of income both for the tribals in North Telangana (during the summer season), and for the Maoists. The article presents a commodity chain framework, adapted to the concerns of multiple public authorities, to throw light on the linkages both between tribal procurement and Naxalite taxation and between government and Naxalite authority. The author argues that in a situation of long‐term conflict, relatively stable joint extraction regimes can be organized, by which all parties can benefit from multiple authority over certain resources.  相似文献

This article argues that the labouring class poor are best able to access social protection when they have sufficient economic autonomy from their village's dominant class to allow them to act politically. To this end, the article analyses the capacity of associations of scheduled caste female labourers in rural Karnataka (south India) to access social protection through collective action. It identifies links between modifications of the material conditions of the labouring class, their capacity to take political action and the social and institutional forms that reflect the social relations of production. Three important variables are identified: the extent of economic autonomy from the dominant class, support from class‐conscious social movement organizers and the political configuration of the local state. The former variable in particular is something that the mainstream social protection policy agenda fails to prioritize.  相似文献

On the tenth anniversary of its first term in state government, the Bahujan Samaj Party (BSP) opened the Bahujan Samaj Prerna Kendra in Lucknow, Uttar Pradesh. The Kendra is a majestic, temple-like building designed to commemorate and celebrate the achievements of the Dalit movement in India. In this article I examine its symbolic and political features, which I argue must be understood against the backdrop of caste prejudice and the ongoing exclusion (social, spatial and economic) of Dalits in India. The Kendra prompts consideration of how the design and use of public space implicitly or explicitly excludes lower classes and castes, and the way in which the BSP has both challenged and used spatial strategy in its political discourse. I further suggest that the Kendra signals a new phase in the cultural politics of Dalits, articulating a new vision of moral, political and spatial order.  相似文献

Recently, large parts of India and the global South have experienced a rapid transformation from mud to cement houses, which has been promoted by governments and cement companies for its positive impacts on household socioeconomic status and gender inequalities. But we know little else about how different communities are participating in house transformation. In this paper, I study the embodied and affective dimensions of house transformation in Himachal Pradesh, India. I argue that house transformation is also the transformation of traditional gender and caste identities into new middle-class identities which benefits some social groups, like upper-caste women and Dalit men, but not others like Dalit women along intersectional lines. My work extends literature in infrastructure studies and urban political ecology by highlighting how the materiality of infrastructures interacts with everyday dimensions of difference to reproduce the marginalisation of historically oppressed groups along intersectional lines of class, caste, and gender.  相似文献

There is growing evidence that microcredit does little to support self‐employment. Two main explanations are typically emphasized: from a microeconomic perspective, the poor have been argued to lack the skills, resources and motivation to start their own businesses; from a macroeconomic perspective, local markets are often saturated. This article uses first‐hand data from rural South India to explore a third explanation which focuses on the social regulation of markets. Drawing on a household survey, the authors show that self‐employment and microcredit are uncorrelated, and that women and lower castes have a significantly lower chance of starting up a business. The businesses they do start tend to be smaller, less profitable and based in very specific sectors. Qualitative insights into the workings of local economies show that caste and gender‐based social regulations influence local markets determining who can produce or sell what, to whom, and at what price. The authors observe that real markets are affected by power relations and structured through social institutions rather than being the sum of interactions between free and competitive individuals. These findings show the importance of integrating self‐employment programmes into broader policies for transforming the social regulation of markets and for eradicating discrimination against women and lower castes.  相似文献

This paper explores the spatiality of caste and power in contemporary rural north India. I aim to introduce the social institution of caste to a non-specialist audience and illustrate how caste is changing. The paper draws upon Pierre Bourdieu's notions of social capital and habitus and the India-based research ofSrinivas (1955) andMendelsohn (1993). I argue that while caste as a religiously sanctioned system of resource transfer is in decline, caste organization and identity are important forms of social or symbolic capital for rural elites. Drawing on detailed empirical research in western Uttar Pradesh, I demonstrate the continuing importance of caste dominance in the reproduction of social inequality and relate caste to other axes of power.  相似文献

This article investigates the effect of jobs reservation on improving the economic opportunities of persons belonging to India's Scheduled Castes (SC) and Scheduled Tribes (ST). Using employment data from the 55th NSS round, the authors estimate the probabilities of different social groups in India being in one of three categories of economic status: own account workers; regular salaried or wage workers; casual wage labourers. These probabilities are then used to decompose the difference between a group X and forward caste Hindus in the proportions of their members in regular salaried or wage employment. This decomposition allows us to distinguish between two forms of difference between group X and forward caste Hindus: ‘attribute’ differences and ‘coefficient’ differences. The authors measure the effects of positive discrimination in raising the proportions of ST/SC persons in regular salaried employment, and the discriminatory bias against Muslims who do not benefit from such policies. They conclude that the boost provided by jobs reservation policies was around 5 percentage points. They also conclude that an alternative and more effective way of raising the proportion of men from the SC/ST groups in regular salaried or wage employment would be to improve their employment‐related attributes.  相似文献

Questions of power and competition have figured prominently in the expanding debate about Dalit assertion. This article moves beyond the rhetoric of caste wars to engage with the affective and emotional dimension of caste. The focus is on the urban environment, where caste unity is challenged by the centrifugal forces of urban living. The article demonstrates how Khatiks in Bhopal are reunited through a festival culture that straddles class differentiation, factional politics and generational gaps. The emerging formation signifies the continuing strength of caste sentiments in the city and demonstrates how Dalits create arenas for publicly declaring pride in their heritage both within and beyond the political arena.  相似文献

Twitter, Facebook, and other social media are increasingly touted as platforms not merely for networks of friends and for private diversion, but as vehicles that allow ordinary people to enter and influence the many arenas of public life. On the surface, the disparate and shapeless population of “i‐reporters,” policy “tweeters,” and anonymous news web site “commentators” would appear to challenge the comparatively well‐defined cast of professional diplomats, journalists, and propagandists that Harold D. Lasswell identified as policy‐oriented communicators. However, to illuminate the roles and impacts of social media in politics and policymaking, insights from Lasswell's “science of communication” must be embedded in Lasswell's broader lessons on value assets and outcomes. A closer look at the so‐called democratizing functions of social media in politics reveals the influence of powerful intermediaries who filter and shape electronic communications. Lasswell's insights on the likelihood of increased collaboration among political elites and skilled, “modernizing intellectuals” anticipates contemporary instances of state actors who recruit skilled creators and users of social media—collaborations that may or may not advance experiments in democracy. Lasswell's decision process concept is deployed to discover social media's strengths and weaknesses for the practicing policy scientist.  相似文献

Rising inequality alongside rapid economic growth reinforces the need to examine patterns of social mobility in India. Are children from less well‐off sections also able to rise to higher‐paying positions, newly created by the growing economy, or are these positions mainly accessible to established elites? Powered in particular by the software industry, no sector has grown as fast as engineering in India. Examining the social origins of students at a range of engineering colleges, including higher‐ and lower‐ranked ones, provides a useful lens for understanding how the new opportunities have availed different social segments. These results provide some grounds for optimism: women, scheduled castes, and sons and daughters of agriculturists have improved upon historical trends. However, the rural–urban divide remains deep: the more rural one is, the lower are one's chances of getting into any engineering college. Multiple simultaneous handicaps — being poor and rural or scheduled caste and rural — reduce these chances to virtually zero. Improving education quality together with better information provision and more accessible career advice are critical for making opportunity more equitable.  相似文献

This paper presents a cultural analysis of the directional orientation and segregation of castes in villages in a part of the northwestern plains of India. It interprets the built environment in terms of Hindu cosmology. Recent literature in cultural geography interprets the landscape "as text" or through symbols. The symbolic approach has greater relevance for traditional societies where clear schemata are discernible in built environments. This paper attempts a critical appraisal of Hindu cosmology as a schema for interpreting built environments in Indian villages.
Challenging the widely held view that Indian villages lack order, the paper demonstrates that there is a religiously ordained order in the landscape. The order is manifested in the form of orientation of several features of landscape, especially the caste mohallãs (wards) to the cardinal directions. Orientation of caste mohallãs to the 'sacred' directions in a settlement follows a system evolved by Indian civilization to harmonize the fractured social order with the segmented cosmic order. The paper also demonstrates that segregation is an inherent characteristic of orientation.
As a background for regional diversities, empirical evidence reveals that in the study region Hindu cosmology is impressed on villages, though often in a modified form. Villagers believe that the social space known as khenúã slopes down from west to east, while the southern sector is the 'lowest' segment of the village. Dominant castes characteristically reserve for themselves the best western site of the village and low castes are placed in lower social spaces, with scheduled castes being generally placed in the south.  相似文献

Tropical cyclones are part of the ecosystem dynamics of rainforests in the Wet Tropics of Australia, and intact forest areas show remarkable ability to recover from cyclonic disturbance. However, forest remnants, littoral rainforests, and riparian vegetation have been shown to be particularly susceptible to cyclonic winds and post‐disturbance weed invasion with consequences for their long‐term conservation values. I evaluate the frequency and intensity of tropical cyclones impacting the Wet Tropics region since records began in 1858. The recent Category 4 cyclones featured in this study, Larry and Yasi, had return intervals of about one in 70 years. I then discuss the natural resource management (NRM) lessons from Cyclone Larry and put forward practical recommendations on how authorities should deal with natural resources in the clean‐up and recovery phases. I argue that natural resources must be treated as valuable commodities by including their protection and rehabilitation in the same way that human livelihoods, infrastructure and industry are covered in disaster management planning. This requires NRM issues to be included in disaster response policy and legislation, together with ensuring that structures are in place to mitigate the effects of cyclones on natural resources. There is a general consensus that tropical cyclone intensity will increase under climate change while frequency will decrease slightly. This has profound implications for the long‐term sustainability of ecosystems in the Wet Tropics. There is a real risk of a phase shift to vegetation types dominated by disturbance species, including weeds, at the expense of cyclone intolerant species. It is therefore important that we begin to build more cyclone resilient landscapes to reduce the vulnerability of our remaining rainforest habitats and primary production systems. Securing landscape resilience requires greater NRM investment in key areas, including landscape connectivity, river repair, protecting coastal assets and cyclone resilient farms. While climate change poses a long‐term threat to the rainforests of the region, we need to focus on more immediate pressures affecting our remaining biodiversity, notably clearing of native habitat, habitat fragmentation and degradation, and biosecurity issues.  相似文献

The concepts of poverty and development have many meanings in contemporary globalized societies. Development by definition implies desired changes in terms of livelihood, improved quality of life and better access to assets and services, etc. However in reality development programmes sometimes have negative consequences, perhaps unintended, multiplying the acute scarcity of resources and opportunities, or reproducing poverty. Also, the consequences of developmental programmes often appear to be out of focus, and seen at the ground level, there seems to be a gap between what is intended and what is actualized. In this framework, this paper presents a case study of the social, cultural and economic correlates of the development processes in Adadakulapalle, a settlement of Sugali peoples, once a semi-nomadic tribe, in Anantapur District of Andhra Pradesh, South India. The paper shows how factionalism and faction politics affect the implementation of development interventions. It also looks at the poverty in the settlement and focuses on the types of change that people have experienced with the implementation of different schemes by both government and other agencies. The type of change is discussed in the present study through the macro and micro analysis of development programmes.  相似文献

City councils are significant, though seldom central, actors in local policy networks providing public assistance to disadvantaged residents. Mayors and council members in 12 American cities more often support than oppose public assistance initiatives. They claim that their own normative judgments are more important to their preferences and voting behavior on such matters than are public opinion, group demands, or economic considerations. While such elected officials hold a variety of justice principles, the most important of these affecting their positions on public assistance issues is the “floors” principle. A broad ethical commitment to providing social minimums enhances support for living‐wage ordinances, for linking subsidies for economic development to assistance to less advantaged citizens, and for exempting spending on social services from budget cuts. We discuss the implications of these findings for major theories of urban politics and policies—collective‐action theory, regime theory, and pluralism—and for advocates on behalf of the urban poor.  相似文献

Millions of people in India are born with scars that will last a lifetime. These are scars of social rather than physical blemish and they reduce the capacity of such persons to function in life, free of prejudice and untainted by stigma. The source of these wounds is the practice of ‘untouchability’, meaning that any physical contact with them is avoided because they are considered ‘unclean’. This article studies the nature of households in India that admit to ‘practising untouchability’ — in the sense of avoiding contact with persons they regard as unclean — and contrasts such households with those that claim to be not ‘practising untouchability’. Such a contrast is possible because the data used, which are from the Indian Human Development Survey, associate with each household a wealth of economic, social and demographic data. Consequently, it is possible to estimate the likelihood of a household practising untouchability, conditional upon the values pertaining to it of a number of relevant factors. These include its social group, its main source of income, the highest educational level of its members, its urban or rural location and its region of residence. The central finding of the analysis is that the practice of untouchability is determined more by the region in which a household is located than by the caste to which it belongs.  相似文献
