One of the most profound changes of the last two decades has been in the form and the function of local government. Its role as part of the local state has been challenged through the re-scaling and re-configuration of many of its aims. This paper examines the growth of business sector involvement and the ascendancy of the partnership model in urban development, as part of an analysis of the changes and the continuities that stretch across the local government – local governance conceptualization of political relations. I start the paper with a discussion of the main issues in the local governance literature as a precursor to a commentary onImrie and Raco's (1999) recent paper, 'How New is the New Local Governance? Lessons from the United Kingdom'. The wider literature is drawn upon to discuss some of the theoretical approaches used to analyse this much-vaunted transformation and three key themes are used to structure the remainder of the paper. I argue that Imrie and Raco caricature the work of other academics in order to make their claims over omissions from the literature. In doing so, they ignore or under-play how state restructuring and the logic of capital has often been the object of analysis, rather that the voluntarist incorporation of business élites into the local governing apparatus. Using empirical examples from three English cities I argue that while, on the one hand, their examples are revealing and serve to sensitize current debates around governance, the state and regulation, on the other hand, there is still a need to interpret these 'local' politics within a broader and more scale-sensitive framework and in more abstract terms. This demands a clear distinction between local governance as a concept, and its investigation in an empirical way.  相似文献

Abstract: In the UK there has been a proliferation of agencies at differing regulatory scales as part of the rescaling and restructuring of the state by New Labour, following the neoliberal policies of previous Conservative governments. This raises questions concerning the extent to which New Labour's urban state restructuring is embedded within neoliberalism, and the local tensions and contradictions arising from emergent New Labour urban state restructuring. This paper examines these questions through the analysis of key policy features of New Labour, and the in‐depth exploration of two programmes that are reshaping urban governance arrangements, namely Local Strategic Partnerships (LSPs) and New Deal for Communities (NDC) programmes. We conclude that New Labour's restructuring is best understood in terms of the extended reproduction (roll‐out) of neoliberalism. While these “new institutional fixes” are only weakly established and exhibit internal contradictions and tensions, these have not led to a broader contestation of neoliberalism.  相似文献

Abstract: In 2001, President Bush announced his intention to “end chronic homeless by the year 2012” as part of his broad “Compassion Agenda”. Since then, departmental consolidation, changes in funding allocation, and continued decentralization of services provision have dramatically reshaped the landscape of homeless service provision in the US. In this paper I examine how these roll‐out policies reify and re‐entrench liberal equations of property with rational self‐governance at the local scale. Particularly, I illustrate how tropes of homeless otherness work alongside and through federal neoliberal roll‐out policies to exclude homeless voices from the formation of local social policy. In doing so, I attempt to call attention to the mutually constitutive relationship between the spatial management of homeless bodies, tropes of homeless deviance and dependence, and limits to citizenship in the context of neoliberal urban governance.  相似文献

Abstract: To achieve a world‐class city capable of attracting business in a competitive global market, the municipal government of Cape Town, South Africa, like many cities of the global North, has adopted a model of urban revitalization popularized by New York City: business or city improvement districts (BIDs or CIDs). By examining CIDs in city center Cape Town, the paper casts light on the socio‐spatial relationship facilitating the neoliberal post‐apartheid regime and its governance. Analyzing discursive and spatial practices of Cape Town Partnership, the managing body of downtown CIDs, from 2000 to 2006, the paper reveals its difficulties in stabilizing the socio‐spatial relations of a transnationalizing urban revitalization strategy and rejects the view of CIDS as simply a global roll‐out of neoliberal urban policies. It highlights how CIDs are challenged from both within and outside of their managing structures by contentious local issues, and in particular by vast social inequalities and citizens' historical struggle for inclusive citizenship and the right to the city. Whether and how CIDs' inherent limitations can be overcome to address socio‐spatial inequalities is an open question.  相似文献

In settler colonial contexts the historical and ongoing dispossession and displacement of Indigenous peoples is foundational to understanding the production of urban space. What does it mean that cities in what is now known as Canada are Indigenous places and premised on the ongoing dispossession of Indigenous peoples? What roles do new urban reserves play in subverting or reinforcing the colonial‐capitalist sociospatial order? This paper examines these questions in relation to new urban reserves in Canada. Most common in the Prairie provinces, new urban reserves are satellite land holdings of First Nation communities located outside of the city. While the settler state narrowly confines new urban reserves to neoliberal agendas, First Nations are successfully advancing reserve creation to generate economic self‐sufficiency, exercise self‐determination, and subvert settler state boundaries. I argue that new urban reserves are contradictory spaces, as products and vehicles of settler‐colonial state power and Indigenous resistance and place‐making.  相似文献

This article develops the concept of “urban frontier” to explore conflicts over state regularisation of city edge informal settlements in Zimbabwe’s capital Harare. It conceptualises the presence of “lawless” urban frontiers and “illegal” territorial authorities in capital cities as expressions of a permissive form of central statecraft. In so doing, the article takes forward debates over the politics shaping the margins of Africa’s rapidly expanding cities, redressing scholars’ tendency to neglect central party‐state strategic calculations and party politics in their analyses of unregulated settlements. Dominant interpretations generally hinge on state absence or weakness and emphasise localised influences. The case of Harare’s highly politicised city‐edge informal settlements reveals the inadequacy of apolitical approaches particularly clearly, as all were controlled by the ruling ZANUPF party. The conflicts provoked by regularisation provide a lens on disputes within the ruling party, which we interpret as disputes over different forms of clientalist statecraft. Analyses of urban frontiers can thus help move away from generic one‐size‐fits‐all explanations of informality and patronage politics in Africa’s expanding cities.  相似文献

This paper explores Pittsburgh's water governance to consider the way divergent approaches to urban stormwater management reproduce existing urban metabolisms and belie more radical possibilities for the urban hydro‐social cycle. Federal action has forced municipalities in the Pittsburgh metropolitan region to make changes to its urban water systems and develop a plan to comply with water quality regulations. Within Pittsburgh's water governance debates, compliance centers on various sets of technological strategies for defining and solving purportedly wicked urban environmental problems. Urban political ecology, here, is used to deconstruct the tensions and convergences between these different stormwater governance strategies. I argue that green infrastructure approaches (whose intentions are to expand practice and participation) are framed by dominant grey epistemological approaches. In this view, alternative and creative forms of greening the city may not necessarily represent a more democratic process, but instead reproduce uneven urban landscapes under greener cover.  相似文献

Half of the world's population now lives in cities. This number is expected to grow to two-thirds in the next fifty years. And yet, it is only recently that anthropologists have begun to take urban contexts seriously as fieldwork sites. In this article, I analyze three recent volumes on urban anthropology which each propose a distinctive theoretical and methodological approach to the study of the city. I suggest that there is a fine line to be drawn between urban determinism—the suggestion that the city is the pivotal force in shaping individual lives, a perspective that ignores both human agencies and the complexities of causality—and anthropology which relegates the city to mere context, ethnographies that, almost by chance take place in urban contexts but say little about the realities of city life. The texts examined share two features in common: firstly, they are most effective when they, through close ethnographic or archival engagement, show the complexity and variation in urban contexts; and secondly, each text displays an absolute commitment to ethnographic fieldwork as a powerful tool to understand the lived experience of the urban. As a commitment to long-term participant observation is the sine qua non of our discipline, my central question is whether “urban anthropology,” is not just anthropology after all?  相似文献

This special section examines the possibility of meaningful debate and contestation over urban decisions and futures in politically constrained contexts. In doing so, it moves with the post‐political times: critically examining the proliferation of deliberative mechanisms; identifying the informal assemblages of diverse actors taking on new roles in urban socio‐spatial justice; and illuminating the spaces where informal and formal planning processes meet. These questions are particularly pertinent for understanding the processes shaping Australian cities and public participation today.  相似文献

清末地方自治包括府厅州县和城镇乡地方自治两个层级,并建构了两个层级不同的官治与自治模式,即在城镇乡一级实行"以自治辅助官治",而府厅州县则实行"自治与官治合并"之制度。两种模式都借鉴了日本自治制度,但都有所不同。就清末城镇乡地方自治的运行来看,由于地方自治章程赋予官府监督自治之权,也由于自治团体为谋求地方利益,常常也会与官府对立,所以,官治与自治常常处于矛盾冲突之中。  相似文献

The paper analyses with a case study the use of a widely applied normative concept of polycentricity as spatial imaginary. The case study of Helsinki City Plan and the conflict over its city-boulevard scheme draws on qualitative content analysis of planning documents and expert interviews. It demonstrates the instrumental role of multiple interpretations of polycentricity in tension-ridden metropolitan and city-regional spatial planning. The conflict reveals how the conceptual ambiguity of polycentricity and the institutional vagueness of city-regional planning have together enabled advancing contradictory political aims under their guise. In conclusion, the paper emphasizes the persuasive performativity and fluidity of polycentricity as a spatial imaginary in multi-scalar planning settings.  相似文献

A reading of critical perspectives on neoliberalism would suggest that it is dead but dominant, a revanchist zombie that appears paradoxically ubiquitous despite its inherent idiosyncrasy. We argue that neoliberalism's paradoxical death, dominance, and retrenchment can be interpreted by analyzing the dialectic of universalizing processes and particular forms within capitalism. Neoliberal projects draw political import from systemic, universalizing tendencies in capitalism, particularly those ideological processes by which contradictions and crises come to be discursively, institutionally, and politically conceptualized within the same paradigm from which they emerged. Building on well developed research frameworks in neoliberalism studies, we propose a set of analytical tools to interpret links between particular projects and homogenizing practices. We illustrate this with a case study of urban “megaevents” (eg Olympic Games or football World Cup), demonstrating how ideological commitments to event‐based development strategies allow both the homogenizing imposition of entrepreneurial urban policy, and localized innovations in urban governance.  相似文献

Historical archaeologists have advocated the need to explore the archaeology of the modern city using several different scales or frames of reference—the household and the district being the most common. In this paper, we discuss the value of comparisons at larger scales, for example between cities or countries, as a basis for understanding archaeology of the modern western city. We argue that patterns of similarity and dissimilarity detected at these larger scales can (and should) become part of our interpretive and explanatory armoury, when it comes to understanding patterns and processes at smaller scales. However, we also believe that these larger scale enquiries do not by any means exhaust (or diminish the importance of) the site- or household-specific questions that continue to demand adequate answers. By reporting some of the thinking behind the work that has been done in Melbourne, Sydney and shortly to begin in London, we seek to more clearly establish the value of this broader comparative agenda in urban historical archaeology.  相似文献

A prominent American urban geographer and observer of the Russian urban scene provides an overview of grand planning and monumental urban design in Russia and the former Soviet Union through the lens of four themes outlined in a previous paper by Larry Ford (2008). In the process, he adds two more themes relevant to Russia and the former USSR: town building and architecture intended to define and legitimize state power, and the shaping or remodeling of society to reflect a regime's ideology. Noting the obstacles in the West to getting large urban projects planned, accepted, and completed, he argues that monumental urban landscapes appear to demand some degree of sustained, centralized, authoritarian leadership. The latter has been present in Russia and the USSR during much of the past millennium, including the present, but the emergence of new commercial/corporate forces in urban land development also bears scrutiny in studies of the processes promoting urban monumentality. In Dublin there are many needs and desires which are not met, or excluded, by the pattern of high rent, the commodification of social/cultural life, and the regulation of public space. Against this dynamic, Dublin has seen a number of experiments in urban commoning: people collectively finding ways of opening up space in order to do what they want. This might be as simple as wanting a space to work, to make food or to show films. Rather than trying to change this situation by appealing to existing institutions, these new urban commons are characterized by particular groups of people devising practical ways of escaping the forms of “enclosure” which limit what can happen in the city. This article takes a “militant research” approach to explore the potentials and limitations of these experiments in urban production and organization.  相似文献

Recent literature has pointed to the role of urban agriculture in self‐empowerment and learning, and in constituting ways to achieve food justice. Building on this work the paper looks at the potential and constraints for overcoming the residual and contingent status of urban agriculture. The first part of the paper aims to expand traditional class/race/ethnicity discussions and to reflect on global, cultural, procedural, capability, distributional and socio‐environmental forms of injustice that unfold in the different stages of urban food production. The second part reflects on how to bring forward food justice and build a politics of engagement, capability and empowerment. Three interlinked strategies for action are presented: (1) enhancing the reflexivity and cohesion of the urban food movement by articulating a challenge to neoliberal urbanism; (2) converging urban and agrarian food justice struggles by shaping urban agroecology; and (3) regaining control over social reproduction by engaging with food commoning.  相似文献

This paper explores the commercial shopping street as a site of racialized class struggle. The argument builds around the study of a disinvested inner‐suburban neighbourhood in Toronto, which furnishes an ideal case through which to achieve the paper's objectives of, first, identifying commercial space as an important site of contestation over competing suburban futures; second, delineating how processes of racialization inform the economies of commercial gentrification and urban renewal; and third, highlighting the epistemological and theoretical insights that emerge when research is conducted collaboratively, among academic, community, and activist groupings. The paper argues that such commercial spaces play a key role in making the city accessible to vulnerable and marginalized groups. Two competing planning agendas centred on reordering commercial space, meanwhile, spell the almost‐certain demise of such arrangements: a “real estate” vision featuring new condominium developments, and a new urbanist resistance favouring “green” and “creative” alternatives. Our engagements with precarious, predominantly immigrant‐owned businesses and community‐based researchers reveal the complicity of both modes of development planning with processes of displacement and structural racism. Specifying these dynamics as “racialized class projects” opens up space for intervention and organizing.  相似文献
