After the Black Death of 1348 the Plague was not only the cause of personal disasters and individual despair, but was also of political and social significance. Each outbreak of the epidemic implied a crisis for the community with crucial consequences for trade, jurisdiction, administration, executive powers and for food supply. The faith in authority by the leading university medics was tragic, as they subscribed to the hippocratic-galenical humoral pathology and to the miasmatic theory. On the other hand, municipal authorities, from the 14th century onwards responded to the epidemic in a pragmatic manner, isolating the sick, carrying out checks, imposing trade embargos and special epidemic laws. From the 15th century onwards people were also put under quarantine. The medics' role, their relationship with the government and their tendency to play down the diagnosis will be discussed at length, together with the questionable tradition of the Regimina pestis.  相似文献

Recent German publications on the social history of health policy stress longterm developments. Especially the preconditions, concepts, and anticipated as well as unexpected consequences must be elaborated more clearly. International comparison seems to be a valid scientific tool for this purpose. An international working group met at the Center for Interdisciplinary Studies/University of Bielefeld for a symposium on “Health Policy in the 19th and early 20th Century — Germany and England as examples”. The general subject was divided in several areas of discussion: social reactions to the cholera; hygienization of every-day-life; imperialism, armed forces and health policy; developments in occupational medicine.  相似文献

The various scholarly and scientific endeavours — comprising both arts and sciences —, which British statesmen persued in their leisure time, transcend the mere biographical aspect. In the light of the slow, yet steady professionalisation of educational and political institutions, many of them modernised or newly created in order to achieve what came to be called “National Efficiency”, the literary and scientific pastimes of men, like Gladstone, Morley, Salisbury, Balfour or Haldane, seemed soon to become somewhat obsolete. Yet, it is argued, that the often professedly amateurish activities did not merely display the traditional hobby attitude to the sciences, so characteristic of the wealthy aristocrat, but in some cases revealed a good understanding of the scientific and educational needs of society, leading up to their active advancement. The British amateurs, it would seem, were pleading for providing a balanced higher education and training, rather than going for the technical excellence of the political rival Imperial Germany, which dazzled and, at the same time, intimidated some of them.  相似文献

Deceptively Similar. Remarks on the History of Model Experiments. The article argues for a reconsideration of what has been called ‘model experiments’ or ‘mimetic experiments’. After providing a short overview of the historical developments and the occurences of such types of experiments, three aspects pertaining to their practical functions are discussed. First, the aspect of control: Model experiments are often employed to get a grasp on phenomena that are otherwise beyond the control of human actors. Second, their aesthetic dimension: Model experiments often employ aesthetic strategies that, far from being epistemic obstacles, establish their function as models and may generate new areas of research. Third, meta‐theories: The practice of experimenting on models is often accompanied by discussions about their representativeness. Albeit triggered by problems in local contexts, this self‐reflective discourse did acquire a more general relevance with the formulation of scaling laws in the 19th century.  相似文献

Biophysical Double‐lives, 1939–1946. Or: Spaces of Boredom. On ‘Information Discourse’ and (Dis)continuities in the Life Sciences. Arguably, few things have shaped the historiography of the mid‐twentieth century psy‐sciences (and indeed, of the life sciences and science/technology/intellectual life quite generally) more profoundly than the story of cybernetics. This essay aims to undermine this technofuturistic picture of epistemological upheavals, of cyborg regimes of knowing, and of the incipient post‐human, by reinserting back into the story the rather dull and unspectacular lives (and occupations) of the great majority of British, ‘diverted’ biologists during World War II. Instead of Ratio Clubbers or Macy‐Conference frequenters, this essay is concerned with a much larger population of would‐be biologists and their most pedestrian appropriations of, and exposures to, electronics. What I argue is that the prevalence and systematicity of such exposures in the course of the personnel‐hungry radio‐war points to a very different – low‐key – picture of the war/technology‐induced deflections of biological science at mid‐century. As an example of how deeply at odds narrations of cybernetic's ascent tend to sit with developments on ground level, special attention will be devoted to the physiologists‐turned‐radar‐scientists Alan Hodgkin and Andrew Huxley, and their war‐time, or more properly, spare‐time investigations into the biophysics of nerve. The latter – technical, difficult, and utterly unphilosophical – while absent from the cyber‐theme‐focused historiography, provided the basis for the tremendous impact Hodkgin and Huxley would in fact have on the mainstream, disciplinarily conservative physiological sciences; the larger aim however is to weave these far from peculiar biographical trajectories into a somewhat bigger picture of the intersections between radar electronics and biological science: a picture which does not centre on sensational discourses but on mundane electronic practices; and thus, on the generational experience of those who were known at the time as “ex radar folk with biological leanings”.  相似文献
