This article argues that Horner and Hulme's call for moving towards ‘global development’ to do justice to changing 21st century development geographies neither contributes to advancing our understanding of contemporary development challenges nor helps articulate realistic responses to tackle them. A key problem is that they try to explain several general trends in the geography of development with reference to mainstream statistics without appropriate critical reflection or adequate theorization. Focusing specifically on the environmental and conservation aspects of development, this article contends that these omissions not only confuse the debate on the current state and geographies of development, they risk something more serious, namely the reinforcement of a generic development narrative which will intensify 21st century development challenges. The article concludes that what we need is not global development but revolutionary development.  相似文献

This article argues that measures designed to improve the availability and accessibility of information as a key strategy to facilitate development have become ends in themselves, de‐linked from their potential to have an impact on Southern knowledge systems that may lead to improved development outcomes. The production and dissemination of ever‐greater volumes of information in response to concerns about the uneven availability of information, particularly for individuals and intermediaries based in the global South, are unable to address the persistent problem of the fragmentation of knowledge systems that result from knowledge for development (K4D) initiatives in which information and knowledge are treated as isolated entities. The article presents the findings of a study into the K4D practices of a network of women/gender information intermediaries. It reveals that attempts to strengthen Southern knowledge systems are forestalled by efforts that merely improve the supply of information rather than engaging with knowledge processes in their entirety, thus limiting their potential to promote improved development outcomes. Proxy measures of success are used that fail to challenge the typically neoliberal underpinnings of the dominant knowledge infrastructure. The author concludes that, if knowledge‐based development interventions are to be made more effective, K4D stakeholders need to find ways to engage not just with the supply but with the demand for information, as part of broader efforts to strengthen entire knowledge systems in ways that take account of concerns around hegemony.  相似文献

In the course of political struggle in northern Ghana, the classification of land and resources has shifted between the two ‘master categories’ of public and private. Despite the fact that master categories may be wholly inadequate in accounting for the actual complexity of property objects, social units and rights, they are not divorced from the agency of people who have something at stake. Laws, rules and by‐laws are referred to as important markers and fashion the local political struggles over the rights to and control over resources. This article offers a general account of conflicts and the recategorization of resources in the property system of small‐scale irrigation. It examines the logics and positioning of the different stakeholders, and discusses how different levels of public policy have provided opportunities for such changes. A case study presents the opportunity to examine the details of a particular controversy demonstrating the social and political powers involved in the recategorization of property.  相似文献

Problems of measuring and public recognition of women's work are not merely statistical. This article highlights the co‐performance of stereotypical gender roles, where men and women jointly seek to establish the status of women as housewives rather than as farmers and of men as providers, thereby upholding a particular social order and simultaneously reinterpreting the meanings of existing norms to include new realities. Evidence from rural north India demonstrates the discernable disjunctures between social norms, narratives and action. Conscious of the growing insecurities faced by their husbands in the context of a rapidly changing economy, women try to allay rather than aggravate them. Instead of asserting their identities as ‘workers’, their strategies for gaining recognition and reciprocity from their husbands focus on reconstituting gender relations in the household, by expanding individual spaces and making incremental gains within the existing social order, rather than struggling for wider transformative changes.  相似文献

In the course of 2015, Skala Sykamnias, a fishing village and tourist idyll on the northern coast of Lesbos, by accident of its geographical location, has turned into the informal gate into Europe for more than 200.000 refugees. In this article the author analyses the massive flows of people and things that transverse his fieldwork site from different directions: the great diversity of actors enacting what are often dissonant ideals and strategies, the several theatres of operation and reception ‘structures’, both frontline and back stage, and the debates that revolve around humanitarian action in the region. The local community is falling apart whilst to the incoming it represents the gateway to freedom. This paper investigates how the discursive battle for the Flemish nation is waged in the Flemish mass media by politicians of the Flemish nationalist party, the New Flemish Alliance (N‐VA). I focus on the ‘new nationalism’ that N‐VA politicians advocate as a means to ‘banalise’ a hot Flemish nationalism. I establish that N‐VA spokespeople and especially their chairman Bart De Wever invoke discursive alliances with established scholars such as Anderson, Hroch, Calhoun and Billig. On the one hand, these alliances are used to sell their nationalism as a non‐ideological or non‐discursive project. On the other hand, the analyses of these intellectuals are used as manuals to ‘banalise’ a hot nationalism. The concept of ‘scientific’ nationalism refers to the entextualisation of scientific discourses in order to legitimate and banalise the nationalist project of the party as ‘in line with science’.  相似文献

This article discusses some conflicts between kin‐ and market‐based society as they are reflected in the lives of Western Arrernte in and around Ntaria (Hermannsburg). Both political economy and cultural analysis provide accounts of concomitant ‘problems about work’ and training initiatives in remote communities. Neither brings together, however, the issues of economic marginalisation and a history of cultural difference with its own transformations. This discussion takes its departure from the Arrernte's attempts to reconcile kinship service (‘working for’) and paid employment (‘working’) in everyday practice. It demonstrates that this attempt is part of broader change concerning the ways in which hunter‐gatherer people in Australia have been compelled to adapt to a world of cash and commodities, and waged employment. In this discussion, the focus is on remote indigenous Australians today.  相似文献

This paper identifies external factors affecting the capacity of Australia's now‐formalised 56 regional natural resource management (NRM) bodies and their community‐based Boards to meet planning and management responsibilities. It demonstrates that little is known about the basic capacity‐related characteristics of NRM regions, despite the lengthy and elaborate process of regionalism that Australia has embarked upon, with its associated and substantial devolution of responsibilities and resources. A suite of indicators is used to develop an ‘exploratory’ capacity typology of NRM regions. The ten regional ‘types’ identified are found to attract varying budget allocations under the Natural Heritage Trust Extension and National Action Plan for Salinity and Water Quality. There are indications that State and regional interests within and outside NRM can significantly influence the distribution of resources. An examination of resources allocated to capacity‐building activities shows significant differences between regions in the scale of resources allocated (0–96% of total budget). The paper argues the case for intervention to reduce the gap between ‘have’ and ‘have not’ regions, and for further exploration of disparities in the allocation of resources to capacity‐building activities. Clarification is needed of the extent to which capacity‐building activities adequately target regional NRM bodies and their Boards.  相似文献

By March 1977, the Labour government which had narrowly been re‐elected in the October 1974 election, had lost its parliamentary majority, and was facing a vote of confidence tabled by the Conservative opposition. Senior Labour figures thus desperately sought to secure support from one of the minor parties. Unable to broker a deal with either the Ulster Unionists or the Scottish National Party (SNP), largely due to ideological differences, the Labour leadership entered into negotiations with the Liberal leader, David Steel. The result was that the Liberal Party agreed to provide the Labour government with parliamentary support, in return for consultation, via a joint committee, over future policies, coupled with the reintroduction of devolution legislation, and a pledge to provide for direct elections for the European parliament (ideally using some form of proportional representation). There was some surprise that Steel had not pressed for more, or stronger, policy commitments or concessions from the Labour prime minister, James Callaghan, but Steel was thinking long term; he envisaged that Liberal participation in the joint consultative committee would foster closer co‐operation between Liberals and Labour moderates/social democrats, and eventually facilitate a realignment of British politics by marginalising both the Labour left, and the increasingly right‐wing Conservatives Party.  相似文献

To understand more fully contemporary forms of colonialism in PNG I argue we need to move our analysis beyond local narratives of encounters with Europeans to include narratives about non-Europeans. Through a consideration of Kamula accounts of Europeans, especially missionaries, and Chinese I show how the Kamula model two quite different experiences of colonialism. In one, local people are able to transform Europeans into analogues of themselves and in the other, currently more associated with the Chinese, the emphasis is on difference, rather than on commonalities. These interrelated representations of two distinct kinds of colonialists are, in part, complex signifiers of national, and especially local, concerns about ‘development’ based on logging. I outline how these accounts of Europeans and Chinese express the different forms of power which are currently deployed to transform space in the Western Province. I conclude by speculating that to understand these powers adequately we may need to follow Latour and Callon and extend our analysis of colonialism to include non-human agents.  相似文献

Abstract. This article examines the structural and ideological factors that paved the way for the eruption of violence against non‐Muslims in Turkey on 6 September 1955. I argue that the conventional explanations that treat this instance of collective violence either as spontaneous rioting caused by over‐excited masses or as a government conspiracy that eventually got out of control are insufficient in that they fail to answer how and why so many people participated in these riots when we know that nothing on this scale ever took place in the history of the republic. In order to adequately understand the dynamics behind these riots one first needs to situate them in the broader historical context of the emergence, development and crystallisation of Turkish nationalism and national identity that marked the non‐Muslim citizens of the republic as the ‘others’ and potential enemies of the real Turkish nation. This historical analysis constitutes the first part of the article. Since ethno‐national riots do not always occur whenever there are conflicting identities, one also needs to explain the processes through which ethno‐national identities become radicalized and polarized. Thus, in the second part of the article, I focus on the economic, political and social conditions of the post‐single‐party era (post‐1950) that helped to radicalise the sentiments of the growing urban populace against the non‐Muslim ‘others’. I argue that it was the socio‐economic, ideological and political transformations of the Democrat Party era that made it possible for ethnic entrepreneurs and state provocateurs to mobilise the masses against a fictitious enemy.  相似文献

ABSTRACT This paper explores Aboriginal people's multiple sense of selves in suburban situations. While the Aboriginal self has been usually conceived as forged through relationships with kin, in the contemporary world, Aboriginal lives are constrained by a genealogical understanding of Aboriginality, that is, one based on descent. This understanding is endorsed by the state system, by Aboriginal and non‐Aboriginal organisations, and by non‐Aboriginal people. In the suburbs there are different ways in which people come to understand and identify their Aboriginalty. Drawing on ethnographic field‐work in south‐west Sydney, this paper explores these forms of identity, how they are perceived, and the effects this has on their sense of self. The focus is on two individuals with different backgrounds and understandings of what it is to be Aboriginal. The increasing role of Aboriginal organisations to offer new forms of relatedness is also discussed.  相似文献
