The Lower Nubian Epipaleolithic site of Jebel Sahaba (Sudan) was discovered in 1962. From 1962 to 1966, a total of 58 intentionally buried skeletons were uncovered at the site. Diagnostic microliths indicative of the Qadan industry as well as the site's geology suggest an age of 14–12 ka for these burials. In this study, the body proportions of the Jebel Sahaba sample are compared with those of a large (max N = 731) sample of recent human skeletons from Europe, Africa and circumpolar North America, as well as to terminal Pleistocene ‘Iberomaurusian’ skeletons from the Algerian sites of Afalou‐Bou‐Rhummel and the later Capsian‐associated Ain Dokhara specimen, as well as Natufian skeletons from the southern Levantine site of El Wad. Bivariate analyses distinguish Jebel Sahaba from European and circumpolar samples, but do not tend to segregate them from recent North or sub‐Saharan African samples. Multivariate analyses (principal components analysis, principal coordinates analysis with minimum spanning tree and neighbour‐joining cluster analyses) indicate that the body shape of the Jebel Sahaba humans is most similar to that of recent sub‐Saharan Africans and different from that of either the Levantine Natufians or the northwest African ‘Iberomaurusian’ samples. Importantly, these results corroborate those of both Irish and Franciscus, who, using dental, oral and nasal morphology, found that Jebel Sahaba was most similar to recent sub‐Saharan Africans and morphologically distinct from their penecontemporaries in other parts of North Africa or the groups that succeed them in Nubia. Analysis of the voluntary sector in sub‐Saharan Africa has tended to focus on the role of the NGO, and the types of relationships this institution establishes and maintains with donors, national governments and the communities with which they work. The voluntary sector in Africa is therefore usually defined through, and often treated as synonymous with, the institution of the NGO. As a result, the boundaries of understandings of the ‘third sector’ space occupied by the vast number of NGOs — its origins, the nature of the relationship of voluntary sector actors to the state, the types of organizations that characterize the sector — have tended to reflect a narrow concern with the NGO type and its experiences. This article suggests that this view is too narrow in its gaze. The voluntary sector was not a creation of a post‐colonial (and especially post‐1970s) development crisis. It emerged from an evolving relationship between colonial‐era non‐state (voluntary) actors and governments determined to demonstrate that they were meeting their commitments to the welfare of Africans under their charge. Missions and mission welfare services, expanding across much of rural sub‐Saharan Africa by the beginnings of the twentieth century, and increasingly coordinated from the late 1920s and early 1930s, created the foundations for the emergence of sub‐Saharan Africa's formal voluntary sector as it exists today. This matters for more than just historical accuracy. To understand the constraints, challenges and opportunities faced by NGOs, we need to move beyond a narrow focus on the institution of the NGO itself, and look in addition to the environment in which it operates: its history, its evolution and the shifts that created those conditions.  相似文献

Within variation, three major iron smelting furnaces were used in the Iron Age of sub‐Saharan Africa, ranging from the natural draught driven tall shaft to the forced draught powered low shaft and bowl furnaces. These furnace types are, however, mostly known from the ethnographic context. Often, archaeologists are confronted with remnants from the smelting process, forcing them to speculate on the anatomy of the extant furnaces. The presence of multiple fused tuyeres has been used to identify natural draught furnaces in the archaeological record. However, working back from smelting remains such as slag to the furnace type using physical and chemical evidence has generally proved to be ‘undoable’. Thus, when randomly selected, the chances are high that one cannot separate bowl furnace slags from those that formed in their tall or low shaft counterparts. This observation is hardly unexpected; analogous thermodynamics and thermo‐chemical reactions governed bloomery smelting irrespective of furnace type. Rehren et al. (2007) have labelled this phenomenon the ‘tyranny of system driven constraints’. In this study, we argue that the hierarchical use of statistical methods may add another layer of evidence which, when coupled to archaeological indicators, may be useful in correlating slag chemistry to furnace types used in antiquity.  相似文献

Seminal contributions to the study of nation‐building emphasized the role of newspapers in the development of national consciousness. But do such theories apply in the modern context of online news sites, especially in diverse, postcolonial societies? Because online news sites contain forums for reader comments, this provides an opportunity to assess the relationship between exposure to media content and citizen sentiments. We investigate the extent to which a major online news site makes ethnic categories salient in sub‐Saharan Africa's largest country, Nigeria. Analysing more than 35,000 news articles and 300,000 comments, we find that commenters frequently broadcast strong expressions of subnational ethnic animus in response to a wide variety of stories. In particular, the use of some ethnic categories in headlines is associated with more than 40 percentage point increase in the probability of at least one reader making an ethnic‐based comment. Extending the analysis to South Africa, we show that these patterns generalize beyond Nigeria. By amplifying ethnic animus, ‘national’ newspapers may impede nation‐building efforts.  相似文献

A core component of the infrastructural power of the modern state is the capacity to make its population ‘legible’, through the development of accurate registration and identification mechanisms. In discussing the relationship between democratization and state building, little attention has been paid to the electoral process as a technical process. Yet, the introduction of competitive elections presupposes the registration of voters and thus requires the development of the ‘legibility’ capacities of states. This is particularly evident in sub‐Saharan Africa, where democratizing states have been confronted with the weakness of their existing records and forced to develop new mechanisms for registering voters in a reliable manner. This article looks at the experience of the Liste Electorale Permanente Informatisée (the Permanent Electronic Electoral List) in Benin and discusses the potentialities and limits of voter registration as a state‐building tool.  相似文献

This article analyses the effect of changes in international financial markets on the debt dynamics in sub‐Saharan Africa in recent years. A key development is the rise of the private sector as both a lender and a borrower in African debt markets, a process that is associated with the growing integration of the region into global financial markets. The article argues that the Debt Sustainability Framework of the International Monetary Fund and World Bank has taken some steps to account for this growth of private sector, cross‐border debt, but such steps still fall short of what is needed. A full appreciation of the importance of private debt implies, first, that debt sustainability in sub‐Saharan Africa be understood in the context of countries’ integration in global financial markets and the global liquidity cycles that characterize those markets and, second, that the interplay between private and public debt be monitored in order to provide a fuller picture of the impact of private sector debt on fiscal sustainability.  相似文献

ON HANDLING URBAN INFORMALITY IN SOUTHERN AFRICA   总被引:1,自引:0,他引:1  
In this article I reconsider the handling of urban informality by urban planning and management systems in southern Africa. I argue that authorities have a fetish about formality and that this is fuelled by an obsession with urban modernity. I stress that the desired city, largely inspired by Western notions of modernity, has not been and cannot be realized. Using illustrative cases of top–down interventions, I highlight and interrogate three strategies that authorities have deployed to handle informality in an effort to create or defend the modern city. I suggest that the fetish is built upon a desire for an urban modernity based on a concept of formal order that the authorities believe cannot coexist with the “disorder” and spatial “unruliness” of informality. I question the authorities' conviction that informality is an abomination that needs to be “converted”, dislocated or annihilated. I conclude that the very configuration of urban governance and socio‐economic systems in the region, like the rest of sub‐Saharan Africa, renders informality inevitable and its eradication impossible.  相似文献

International development is in a period of transition. While the outcome of this is still unclear, this article argues that there are at least four areas in which the project of international development is changing. First, there is a debate, especially within the World Bank, about development strategy and how we think about development, particularly in terms of the balance between states and markets. This is evident in the debate over state failure and the new structural economics. Second, there is increasing evidence of a shift in lending, away from projects of ‘small’ human development, perhaps best encapsulated by the United Nations Millennium Development Goals, towards more transformative ‘big’ development projects such as infrastructure. Third, ‘non‐traditional’ aid donors and new forms of private philanthropy are playing a more significant role in development financing and this, in turn, offers developing countries a new range of choices about what kinds of development assistance they receive. Fourth, aid relations are changing as a result of the renewed agency of developing states, particularly in sub‐Saharan Africa, and shifts towards increased South–South cooperation are growing as evidenced by increased funding from regional development banks and increased trade flows. The article reviews these changes and suggests a series of questions and challenges that arise from them for analysts of international development, developing countries and traditional aid donors.  相似文献

The issue of child labour in the artisanal and small‐scale mining (ASM) economy is attracting significant attention worldwide. This article critically examines this ‘problem’ in the context of sub‐Saharan Africa, where a lack of formal sector employment opportunities and/or the need to provide financial support to their impoverished families has led tens of thousands of children to take up work in this industry. The article begins by engaging with the main debates on child labour in an attempt to explain why young boys and girls elect to pursue arduous work in ASM camps across the region. The remainder of the article uses the Ghana experience to further articulate the challenges associated with eradicating child labour at ASM camps, drawing upon recent fieldwork undertaken in Talensi‐Nabdam District, Upper East Region. Overall, the issue of child labour in African ASM communities has been diagnosed far too superficially, and until donor agencies and host governments fully come to grips with the underlying causes of the poverty responsible for its existence, it will continue to burgeon.  相似文献

The political economy of violence in Central America is widely perceived as having undergone a critical shift during the past two decades, often pithily summarized as a movement from ‘political’ to ‘social’ violence. Although such an analysis is plausible, it also offers a depoliticized vision of the contemporary Central American panorama of violence. Basing itself principally on the example of Nicaragua, the country in the region that is historically perhaps most paradigmatically associated with violence, this article offers an alternative interpretation of the changes that the regional landscape of violence has undergone. It suggests that these are better understood as a movement from ‘peasant wars of the twentieth century’ ( Wolf, 1969 ) to ‘urban wars of the twenty‐first century’ ( Beall, 2006 ), thereby highlighting how present‐day urban violence can in many ways be seen as representing a structural continuation of past political conflicts, albeit in new spatial contexts. At the same time, however, there are certain key differences between past and present violence, as a result of which contemporary conflict has intensified. This is most visible in relation to the changing forms of urban spatial organization in Central American cities, the heavy‐handed mano dura response to gangs by governments, and the dystopian evolutionary trajectory of gangs. Taken together, these processes point to a critical shift in the balance of power between rich and poor in the region, as the new ‘urban wars of the twenty‐first century’ are increasingly giving way to more circumscribed ‘slum wars’ that effectively signal the defeat of the poor.  相似文献

Western preconceptions regarding African sexuality distorted early research on the social context of AIDS in Africa and limited the scope of preventive policies. Key works cited repeatedly in the social science and policy literature constructed a hypersexualized pan–African culture as the main reason for the high prevalence of HIV in sub–Saharan Africa. Africans were portrayed as the social ‘Other’ in works marked by sweeping generalizations and innuendo, rather than useful comparative data on sexual behaviour. Although biomedical studies demonstrate the role of numerous factors that influence HIV transmission among poor people, a narrowly behavioural explanation dominated the AIDS–in–Africa discourse for over a decade and still circumscribes preventive strategies in Africa and elsewhere.  相似文献

Dental modification was widely practiced in sub‐Saharan Africa as a form of cultural expression, and during the era of the transatlantic slave trade, it was regularly identified in enslaved Africans who were transported to the Americas. Here, we report three new cases of African types of dental modification from the Caribbean island of Saint Martin that were recently encountered during construction activities in the Zoutsteeg area of Philipsburg, the capital of the Dutch half of the island. The artifacts associated with the burials indicate that they date to the late 17th century, prior to the foundation of the town of Philipsburg in 1735. The dental evidence further suggests that the three individuals were born in Africa, as opposed to the Americas. This could be confirmed by tooth enamel strontium isotope measurements which yielded values that are inconsistent with an origin in the Caribbean but consistent with an origin in Africa. Unfortunately, neither the dental patterns nor the strontium isotope values allow us to determine their specific origins in Africa. However, both the methods used to modify the teeth and the isotope ratios suggest that the ‘Zoutsteeg Three’ originated in different parts of Africa. This article examines the marginal position of artisanal miners in sub‐Saharan Africa, and considers how they are incorporated into mineral sector change in the context of institutional and legal integration. Taking the case of diamond and gold mining in Tanzania, the concept of social exclusion is used to explore the consequences of marginalization on people's access to mineral resources and ability to make a living from artisanal mining. Because existing inequalities and forms of discrimination are ignored by the Tanzanian state, the institutionalization of mineral titles conceals social and power relations that perpetuate highly unequal access to resources. The article highlights the complexity of these processes, and shows that while legal integration can benefit certain wealthier categories of people, who fit into the model of an ‘entrepreneurial small‐scale miner’, for others adverse incorporation contributes to socio‐economic dependence, exploitation and insecurity. For the issue of marginality to be addressed within integration processes, the existence of local forms of organization, institutions and relationships, which underpin inequalities and discrimination, need to be recognized.  相似文献

Traditionally, migration away from urban centres by those seeking lifestyle changes has been towards beach environments. More recently though, there have been small movements of people to rural environments seeking similar lifestyle changes. These movements to rural locales have been popularly referred to as treechange. Previous research on exurban migration has primarily focused on quantifying the migration process and attributes of the migrators. In contrast, this paper presents some preliminary findings on the impact of urban‐rural migration on a small, semi‐rural receiving area north of Melbourne. More specifically, it explores the impact that exurban migration has on local housing markets such as increases in house prices, decreases in affordability and declines in rental stock. The research also illustrates the divisions that appear in local communities between traditional residents and ‘newcomers’ over amenity issues and economic development.  相似文献

Urban food security is a significant development challenge in sub‐Saharan Africa. However, the field is currently under ‐researched and under‐theorized. Urban food insecurity, where it is considered, has been viewed through a development studies lens that views food insecurity as a household‐scale problem. There has been significant focus on food deserts in developed countries as one way of engaging with such insecurity. The food deserts research views food insecurity through a social exclusion and food justice lens. This article introduces the food desert concept to provide a conceptual tool to begin to understand the spatial determinants of urban food insecurity, which are not well captured by the existing framings of food security in the region. Using data from a 2008 household food security survey conducted in Cape Town, the paper highlights gaps in the food deserts approach, most significantly its neglect of non‐market sources of food and of household decision‐making processes. The paper therefore concludes by suggesting a new approach which takes the household's assets, abilities and decision‐making as the starting point and overlays this with the market and non‐market foodscapes accessed by these households.  相似文献

Tanzania Maasai began large‐scale urban labour migration in the mid‐1990s, impelled by livestock losses from disease, drought and land alienation. Although they were readily hired in cities as night watchmen and security guards, many urban citizens expressed condescending views of the migrants, typifying them as ‘unmodern’, and as curious young warriors who were lazy, naive, drunk and dirty. Interviews with about 200 Maasai proved these discursive characterizations to be largely incorrect. Although the State has tried over the last century to ‘develop’ and settle semi‐nomadic pastoralists, the Maasai image is widely used as part of an instrumentalist agenda, to advertise items from telephones to tourism. Lacking political or social capital, the migrants manipulate and reinforce Maasai identity by continuing to wear traditional garments (illkarash), and by engaging in practices that emphasize their difference from the ‘WaSwahili’, bolster cohesion and solidarity among themselves, and increase their chances of urban employment.  相似文献

Recent studies of democratization in sub‐Saharan Africa often focus on government recognition granted to traditional authorities. This article examines northern Ghana, where chiefs of a minority group are denied formal recognition but pressure state officials to recognize their status as land custodians. This leads to contests and debates between state officials, chiefs and communities over whether the customary institutions have in fact been recognized for what they claim to be. The article uses episodes of contention to nuance conceptualizations of recognition as a specific relationship between actors and institutions, and as a question of government policy or choice. Recognition and non‐recognition are contested in a grey zone of social constructions. Non‐recognition persists as a continuation of colonial policy, state law path trajectory, and state officials’ endeavours to stay out of ‘traditional’ affairs. However, customary rights to land are validated by the new local government institution, and chiefs use newfound positions to expand their jurisdictions. Stakeholders affirm unequal social categories underpinning different understandings of recognition. The article examines contentions that hinge on interpretations of who is recognizing and not recognizing whom, and actors’ efforts to reshape and reproduce political structures.  相似文献

The war that took place in Libya in 2011 forced 1.5 million people to leave the country. Many of them, from sub‐Saharan Africa, were helped to return to their countries of origin by the International Organization for Migration (IOM). This paper questions the purely humanitarian nature of the IOM intervention with references to its activities before and after the conflict. It shows that this organization has long participated in the implementation of European migration policies in Libya, and more widely in the Sahara, without being accountable to any people. Through the replacement of local politics by international crisis management, the Sahara is gradually integrated into a zone of international bureaucratic expedience. War and humanitarian intervention appear as contingencies in the progressive implementation of a global system of surveillance, spatial control and management of mobility in Africa.  相似文献

ABSTRACT We develop a regional model where, in the city, unemployment prevails because of too high (efficiency) wages, while, in the rural area, workers are paid at their marginal productivity. We characterize the steady‐state equilibrium and show that it is unique. We then consider two policies: decreasing urban unemployment benefits and subsidizing urban employment. We find that decreasing the unemployment benefit in the city creates urban jobs and reduces rural–urban migration since new migrants have to spend some time unemployed before they can find a job in the city. On the other hand, raising employment subsidies increases urban employment but may also increase urban unemployment because it triggers more rural–urban migration. In this respect, the employment subsidy policy can backfire by raising rather than reducing urban unemployment.  相似文献
