This article engages with the feminist concept of ‘social reproduction’ to arrive at a richer understanding of the gendered processes and outcomes of contemporary large‐scale land acquisitions, or the ‘new enclosures’. It focuses on the case of a recent land deal for industrial sugarcane production in the Coast Region of Tanzania and the resultant process of involuntary resettlement. It critically analyses people's struggles for land in the face of imminent displacement, and the gendered ways they experience the erosion of their pre‐existing modes of social reproduction. It argues that enclosure of rural landscapes does more than immediately strip peasants and pastoralists of their means of production and turn them into wage labourers. It gradually uproots them from their socio‐ecological knowledges, cultural practices and historical memories, which are rooted on the land and articulated through gender. The highly uncertain processes of enclosure and displacement also force rural women and men to renegotiate their livelihood strategies and intra‐household gender relations.  相似文献

Perceptions of food systems and food acquisition decisions are grounded in specific socio‐economic and environmental contexts. Working in two relatively affluent urban communities in Melbourne, Australia and San Diego County, USA, this article explores the ways that individuals perceive their food systems, where they acquire food, and their definitions of ‘local’ sourcing. Surveys and interviews reveal a clear discrepancy between the ideals and the reality of food acquisition decision‐making, particularly the desire to eat ‘local food’. Survey respondents' realities do not live up to their expectations. These practices can largely be explained by the interplay between the respondents' perceived priorities, food preferences, dietary requirements, and decision‐making constraints in particular urban geographies. Further research is needed on the role of perceptions in food decision‐making in specific geographic contexts.  相似文献

There is growing realisation among environmental and social studies researchers that people's decision‐making about water use conforms to their internal norms and beliefs, which are developed in social and cultural contexts. Little research, however, has addressed the possible impacts that ethnic and cultural diversity may have on domestic water use and management. This paper presents the results of a study conducted in Sydney, with specific reference to questionnaire findings. Among respondents from different ethnic and cultural backgrounds, significant differences were observed in terms of perceptions, specific knowledge, attitudes, and self‐reported behaviours in relation to water use and conservation. The disparities identified were not masking socio‐demographic and economic characteristics but were the result of a series of constructs closely tied to ethnicity, including cultural value, environmental experience, language preference, and information access. As a factor explaining variation in the engagement of pro‐conservation behaviour, ethnic status was found to be more useful than some socio‐economic factors. The study highlights the importance of including ethnicity and cultural sensitivity issues in the decision‐making process of environmental management.  相似文献

This article examines the initial response by national and international agencies to gender issues during the aftermath of the Maldives tsunami, arguing that it was, in general, inadequate. Some agencies took a gender blind approach, ignoring different impacts on men and women, as well as the effects of complex gender relations on relief and recovery efforts. Other agencies paid greater attention to gender relations in their response but tended to focus exclusively on the universal category of the ‘vulnerable woman’ requiring special assistance, whilst at the same time ignoring men's vulnerabilities. This article argues that such language entrenched women as victims, excluding them from leadership and decision‐making roles and as such served to reinforce and re‐inscribe women's trauma. It is suggested that it is partly because of the nature of international bureaucracies and the fact that this disaster drew foreign ‘experts’ from around the world that the response neglected or over‐simplified gender issues.  相似文献

Based on empirical research, this article examines the status, situations and development issues of rural women displaced by the monumental Three Gorges Project (TGP) in China. The study reveals that TGP resettlement is leaving women worse off as family members, as well as worse off than male members. Woman resettlers are more likely to become impoverished than men, partly because women make up the main labour force in agricultural sectors. Most women are unable to achieve occupational mobility in the process of resettlement. Fewer employment opportunities, a gender‐segregated labour market, low level of human capital and social prejudice are principal causes. Land provision for resettlers is inadequate with a lower quality of productivity. Marriage is a means for some women to remain in or move to the reservoir area to improve their socio‐economic status, but bias against granting of ‘resettler’ status to married women and their generally low levels of education and lack of occupational skills work against them. It is imperative that the authorities integrate a gender perspective into policy‐making and design of resettlement schemes.  相似文献

ABSTRACT This article deals with how, in the urban setting of Madang, Papua New Guinea, Marian devotion is deployed in response to domestic and gender‐based violence. While providing insight into the lived religious experiences of Catholic women living in Madang, this article shows how Mary empowers her followers to resist violence, yet, at the same time, paradoxically, is instrumental in sanctioning women to tolerate violence. Josephine's ‘journey of violence’ reveals not only Josephine's turning to Mary, but more so, her negotiations with values belonging to different cultural logics. Caught between ‘tradition’, Christianity and ‘modernity’, Josephine and other Catholic women engage in painful processes of self‐analysis and self‐transformation to adapt to and change their situation. Studies of participatory development and empowerment often fail to place people’s actions and motivations within their wider cultural, social, political and economic context. Drawing on fieldwork which looked at village‐based women’s groups on Mount Kilimanjaro, Tanzania, this article deconstructs the dominant discourse of development on the mountain (maendeleo) to show how women’s participation in their local organizations is used as a strategy to boost their social status and financial gains. Local, national and global discourses on development, modernity and gender are reappropriated by Chagga men and women to produce a normative Chagga developmental subjectivity which women can demonstrate by participating in women’s groups. The over‐representation of better‐off and higher‐status women in these groups suggests that, in excluding the poorest women, participation in women’s groups is serving to legitimate, and perpetuate, existing inequalities within Chagga society.  相似文献

The notion that women are ‘closer to nature’, naturally caring for land, water, forests and other aspects of the environment, has held powerful sway in certain development circles since the 1980s. Along with the rise in global environmental concern, ‘women, environment and development’ (WED) perspectives gained ground among many donor agencies and NGOs, complementing and sharing core assumptions with earlier‐established ‘women in development’ (WID) discourses. The materialist dimensions of WED were bolstered by fables about women's natural, cultural or ideological closeness to nature grounded in varieties of ecofeminist analysis. This proved a seductive mix for agencies wishing simultaneously to promote environmental protection and WID, as well as for certain forms of feminist activism and sisterhood‐construction, such as those around the 1992 United Nations Conference on Environment and Development. This contribution revisits these narratives and the politics of this strategic fix in the development of international environmentalism and explores the sustained critiques of these ecofeminist fables by feminist scholars and activists from the early 1990s onwards. It provides a critical review of the approach to gender and the environment in some current donor, NGO and other policy documents, which draw little from the feminist critiques of the 1990s. The author reflects on how, and for whom, women–nature links might have practical or strategic value today.  相似文献

Much environment and development discourse assumes that women are the ‘natural’ constituency for conservation interventions. This article attempts to illuminate this assumption with the lens of a gendered critique of environmentalisms (technocentric, ecocentric and non-western). How do the intellectual roots of Western environmentalisms influence the positions, or non-positions, of contemporary environmentalism with regard to gender? What does research on environmental perceptions in non-Western societies imply about gender differentiation in environmental relations? The article concludes that there are no grounds for assuming an affinity between women's gender interests and those of environments and that such a view is symptomatic of the gender blind, ethnocentric and populist character of western environmentalisms. By contrast the application of gender analysis to environmental relations involves seeing women in relation to men, the disaggregation of the category of ‘women’, and an understanding of gender roles as socially and historically constructed, materially grounded and continually reformulated. The issue of how far women's gender interests and environmental interests go hand in hand leads us to pose a broader question of the degree to which environmental conservation is premissed upon social inequality.  相似文献

This article explores two inter‐related themes. One addresses fundamental questions of human nature, arguing that conventional theories of behaviour lack a credible appreciation of the interaction between cognition and context (or what is often termed as the ‘environment’). The second considers decision‐making under risk and uncertainty, focusing upon customary behaviour and the significance or otherwise of conscious deliberation. My argument is intended to be both critical and constructive, exploring the claims of the emerging school of behaviouralism associated with Kahneman and Tversky now sweeping the social sciences. Most importantly, it is argued that economic geography should take more seriously the nature and scope of behaviour recognizing its attributes including related social and cultural aspirations. These ideas are illustrated by a set of recent studies dealing with financial decision‐making and individuals' attitudes towards risk in personal and occupational pension plans. The importance of this project lies in the urgent need to understand the diversity of behaviour of men and women in, and through, the communities in which they live without being reduced to yet another version of environmental determinism. In the final section, implications are drawn for understanding the global financial crisis.  相似文献

Evaluations of the effects of microfinance programmes on women's empowerment generate mixed results. While some are supportive of microfinance's ability to induce a process of economic, social and political empowerment, others are more sceptical and even point to a deterioration of women's overall well‐being. Against this background, development scholars and practitioners have sought to distil some of the ingredients that might increase the likelihood of empowerment or at least reduce adverse effects. This article formally tests the impact of some of the suggested changes in programme features on one particular dimension of empowerment: decision‐making agency. Using household survey data from South India, the author explores the importance of the borrower's gender and the lending technology for intra‐household decision‐making processes. It is shown that direct bank–borrower credit delivery does not challenge the existing decision‐making patterns, regardless of whether men or women receive the credit. These findings change when credit is combined with financial and social group intermediation. Women's group membership seriously shifts overall decision‐making patterns from norm‐guided behaviour and male decision‐making to more joint and female decision‐making. Longer‐term group membership and more intensive training and group meetings strengthen these patterns.  相似文献

This contribution offers a response to Melissa Leach's paper ‘Earth Mothers and Other Ecofeminist Fables: How a Strategic Notion Rose and Fell’, published in an earlier issue of Development and Change. Leach's article examined the rise and fall of the figure of ‘woman as natural environmental carer’ in environment and development discourses. Specifically, it appeared concerned with the role of ‘the northern ecofeminist’ in popularizing this figure, and the notion that women have a special relationship with the environment. This response points to the reliance on the figure of the ‘northern ecofeminist’ as a foil to gender and development (GAD) discourses, and situates this anxiety over the figure of ‘woman as natural environmental carer’ in the context of some key feminist debates of the 1990s. Conflicts between GAD scholars and ecofeminists can be understood as one manifestation of tensions over essentialism in feminism. Attending to how conflicts over essentialism have been worked through in feminism could productively inform efforts to think through the nexus of gender, environment and development.  相似文献

While in the position of Chief Economist of the World Bank, Joseph Stiglitz produced a string of papers, one of which proposed moving beyond the ‘Washington consensus’ to a ‘new development paradigm’, which he hoped the World Bank would espouse. This article offers a critique of that paper and the premises underlying any attempt to reposition an international banking agency. In particular, it focuses on Stiglitz’s attempt to jettison ‘conditionality’ and his argument that developmental assistance should seek to foster socio‐economic transformation and not be about ‘projects’. It also considers the ramifications of the call to make the World Bank ‘the knowledge bank’. Finally, it highlights what is missing from the proposed paradigm, bearing in mind the World Bank’s new ‘holistic development framework’.  相似文献

This article explores the role of gender in the debates around the creation of a ‘New Militia’ at the beginning of the Seven Years War. The humiliating military defeats of 1756 had precipitated a cultural crisis that focused upon gender distinctions, as the ‘effeminacy’ of men and the ‘boldness’ of women threatened to collapse the social order. In this context, militia service was presented as a cure for the nation's moral, social, political and sexual ills. This article therefore examines a range of textual and visual sources in order to suggest that certain mid‐Georgian political worldviews were fundamentally gendered, since they were predicated upon martial masculine virtues of the citizenry.  相似文献

Abstract

This article charts the changing knowledges within Israeli feminist geography in the last few decades. It briefly reviews some of the topics that characterize Israeli scholarship, and in particular the ways in which the academic knowledge changed from the focus on women’s geography, to feminist and gendered analysis of spaces, to a more recent focus on sexuality and gender. We argue that it is not that one knowledge replacing others, but rather all knowledges and approaches exist simultaneously within Israeli geography today.  相似文献

This article systematically reviews and synthesises academic, peer‐reviewed literature to assess the state of knowledge concerning socio‐economic vulnerability to climate change impacts and environmental hazards in New South Wales and Queensland, Australia. It focuses upon empirical research that identifies socio‐economic factors associated with vulnerable subpopulations. Using systematic review methods, 35 articles met the inclusion criteria. These articles are analysed according to their general characteristics, the methods used, and the factors reported to be associated with socio‐economic vulnerability. This body of evidence reveals that (1) the majority of the knowledge about socio‐economic vulnerability in New South Wales and Queensland has only recently emerged; (2) more knowledge has been published about Queensland; and (3) extreme temperature is the most researched environmental hazard. Despite increased research activity over time, the number of factors repeatedly demonstrated to influence socio‐economic vulnerability is small. Age, gender, place of residence, and pre‐existing illness were the most commonly reported factors, although the influence of these factors upon socio‐economic vulnerability is complex. There is scope to extend the empirical research base across a broader range of climate‐related hazards and to better link findings from the domains of climate change vulnerability and population health.  相似文献

The measurement of socio‐economic gender inequality has not received much attention from the development literature despite its great relevance and important policy implications. In this article we present two new indices to measure gender inequalities that overcome some of the limitations inherent in the UNDP gender‐related indices and other indices presented in the literature. The proposed new indices are conducive to exploring the extent to which gender gaps favour women and/or men, and to showing the contribution of the different subcomponents to the overall levels of gender inequality. Using UNDP data, our calculations suggest that the levels of gender inequality are mostly explained by differences in the earned‐income subcomponent and that the average difference between women's and men's achievement levels has been reduced by 12 per cent during the period 1995–2005.  相似文献

ABSTRACT. This article examines ethnic stereotypes in biological race classification of Europeans between the 1830s and 1940s as part of political discourse on national identity. Anthropologists linked physical‐psychological types to nations and national character stereotypes through ‘national races’, achieving an often quite enduring international consensus on each race's mentality. The article argues that race mentality narratives were therefore partly dictated by their place within a dynamic interlocking European system. I focus on two key interacting elements that structured this system: the central role of the Germanic‐Nordic blond and the geographically uneven process of modernisation. I consider the spatiality of socio‐cultural and political factors ‘external’ to the stereotype system, such as geopolitics and modernisation, but also emphasise that discursive relationships between national stereotypes helped structure the international stereotype system. My conclusion argues for greater consideration of the influence of both scientific and international systemic factors in research on national identity.  相似文献

In response to the article by Horner and Hulme which opens this Debate section, this contribution argues that while the call for a shift from international to global development by Horner and Hulme is justified, their approach is confined to what has been called traditional or problem‐solving theory. On the levels of concepts, theory and metatheory, it fails to transcend orthodox approaches in development theory. Concerning concepts, it employs the traditional concept of ‘development’ without recognizing its ambiguity, referring at different times to social change, positive social change or social change according to the European model. Concerning theory, it is based on the nation state as a unit of analysis, not differentiating between different socio‐economic groups or classes, and neglects questions of power. Concerning metatheory, its knowledge interest, epistemology and methodology also remain within orthodox boundaries, for example reproducing the measurement of aggregate per capita income and its evaluation as progress. In the last section of this article, the author presents an outline sketch for a more critical theory of ‘development’.  相似文献

This article discusses the role of non-governmental organizations (NGOs) as a cultural and political force in shaping the gendered and classed subjectivities of young women growing up in ‘red-light areas’ in Kolkata, India. It foregrounds the flexible deployment of NGO gender narratives by ‘subjects’ of NGO development to improve their everyday lives. Drawing on debates of NGOization, post-colonial urban Indian femininities and intersectionality, it demonstrates how several young women who grew up as ‘subjects’ of NGO development mobilize, reject and improvise contested NGO-inspired femininities for their everyday gain. At the same time, it illustrates how NGO gender narratives that are useful to some young women in their renegotiation of gender norms are deemed ineffective, if not obstructive, by other young women, particularly those whose lives remain entangled in multiple marginalities.  相似文献
