Environmental stewardship—a concept that describes the relationships between humans and the environment—is gaining increased attention as an approach that can address planetary sustainability issues. In-depth empirical investigations of local environmental stewardship are needed to understand how social-ecological context influences stewardship, as well as the arrangement of conceptual elements in applied settings. This study addresses these needs by conducting an in-depth exploration of environmental stewardship in the Niagara Region of Canada. A single embedded case study design is employed, with environmental stewardship initiatives constituting the individual units of analysis with the case. Analysis of the spatial arrangement of a total of 89 initiatives indicated that initiatives tended to cluster closer to the Niagara River and in more populous municipalities. The significance of collaboration, tensions between the environment and economic development, and concerns about political impacts emerged as themes across contextual factors. The configuration of stewardship elements reveals interesting discrepancies between initiatives and previous stewardship research focused on larger scales, individuals, and organizations. Further analysis is encouraged to illuminate environmental stewardship in other settings as well as advance relational understanding of conceptual elements.  相似文献

Extractive reserves established in the Amazon have given development professionals hope for solving two critical problems in conservation and development: the empowerment of indigenous people and the conservation of tropical forests. The extraction of non-timber forest products has provided an important part of the livelihood strategies of rainforest dwelling people and of the regional economy of East Kalimantan for some two millennia. The specific political-economic and environmental circumstances of Indonesia and interior Kalimantan, however, preclude applying the Amazonian model for extractive reserves. Using a political ecology framework, this article analyses sociological and environmental factors emerging over the past two and a half decades and influencing contemporary rattan production and trade. Based on this analysis, the author concludes that the politics of forest management, at both the national and local levels, are more conducive to village level extractive reserves than to regional, labour-based organizations.  相似文献

Development practitioners frequently rely on community‐based natural resource management (CBNRM) as an approach to encourage equitable and sustainable environmental resource use. Based on an analysis of the case of grassland and woodland burning in highland Madagascar, this article argues that the success of CBNRM depends upon the real empowerment of local resource users and attention to legitimacy in local institutions. Two key factors — obstructive environmental ideologies (‘received wisdoms’) and the complex political and social arena of ‘community’ governance — challenge empowerment and legitimacy and can transform outcomes. In Madagascar, persistent hesitancy among leaders over the legitimate role of fire has sidetracked a new CBNRM policy called GELOSE away from one of its original purposes — community fire management — towards other applications, such as community management of forest exploitation. In addition, complications with local governance frustrate implementation efforts. As a result, a century‐long political stalemate over fire continues.  相似文献

Reform in the forest sector in Peru resulted in a new forestry law, developed with substantial input from international conservation and donor organizations. While it incorporates the principles of sustainable forest management, biodiversity conservation and livelihood improvement, inconsistencies remain between the regulatory mechanisms and actual practices and outcomes in the field, leading some to consider the legal framework a failure. This article suggests that problems in the sector persist because the legal and regulatory frameworks do not incorporate existing local institutions, norms and practices — all of which are rooted in complex historical social, political and economic relationships. Based on information from interviews, data on movement of timber and analysis of secondary information, the authors examine the local structure, actors and dynamics of the concession forestry system in the Peruvian Amazon. The article focuses on how financial, social and political relationships in the network of actors, and particularly the patronage system, have helped actors in the sector adapt to the new policy framework. It is proposed that any further reform in the forest sector must be based on a keen understanding and appreciation of the praxis of timber extraction in the region.  相似文献

This research examines the role of the devil shift and angel shift in interest group rhetoric using the case of gun policy. The Narrative Policy Framework (NPF) suggests that the devil shift—whereby political actors characterize their opponents as more malicious and powerful than they actually are—is common in intractable policy debates. Through an analysis of e‐mails and press releases by two gun control organizations and two gun rights organizations, I examine how groups portray themselves and their opponents. I identify two dimensions relevant to these portrayals: (1) whether a character in a policy narrative is portrayed as good or evil, and (2) whether a character is portrayed as strong or weak. The findings indicate that while the devil shift is present, the angel shift—that is, the glorification of one's own coalition—is more common in gun policy groups' communications. Two alternative characterizations, which I call the angel in distress and the devil diminished, are also present. The use of these character portrayals varies significantly across political coalitions and as a function of communication purposes. The results suggest a need to reconceptualize character portrayals to better understand how they operate as narrative strategies in the NPF.  相似文献

More than two decades after the Fourth World Conference on Women was held in Beijing, gender equality policies have not delivered in the ways envisaged. This special cluster of articles seeks to understand why. Women's mobilization and feminist activism was central to the Beijing process and the advocacy that followed, yet their influence on policy processes seems constrained in the current context of global political and economic changes. The articles in this cluster explore the negotiations between different actors, institutions and discourses — and the tensions and contradictions therein — as explanations for why certain domains of women's rights remain at the margins of political agendas and others receive more attention. Specifically, why have women's labour rights and the demands of the unpaid care economy failed to gain policy traction? The articles point to the importance of political practice, which includes the ‘framing’ of policy demands as compelling narratives, engagement with state entities and the forming and managing of alliances. There are trade‐offs inherent in each of these elements, for example, between transformative gender equality objectives and the pragmatic impulse to frame claims in less politically and socially threatening ways. Further, in a context of increasing globalization, mobilization is required at multiple levels — from the local to the transnational. The articles thus seek to deepen our understanding of how policy change for women's rights occurs.  相似文献

Wars and their aftermaths frequently transform land use and ownership, reshaping ‘post-conflict’ landscapes through new boundaries, population movements, land reforms and conditions of access. Within a global context of controversial land concessions and farmland acquisitions, we bring to light the continued salience of historical memories of war in the ways land conflicts are being negotiated in Laos. Considering circumstances at different scales—from bilateral government relations to village-level claims—we find that political capital linked to memories of wartime affiliations have crucial spatial and place-based connections, and that they affect the ways investors, government officials and villagers negotiate over land concessions. Ethnographic evidence, spatial analysis and a survey of expatriate development workers engaged with land issues in Laos suggest that such ‘political memories’ are an important but often overlooked factor in shaping an uneven concessions landscape. We discuss implications for foreign development organizations that tend to privilege technical and legal aspects of land management over such political dimensions.  相似文献

The Italian national elections of 18 April 1948 handed power to the Christian Democratic Party. The Italian Communist Party had, however, gained significant municipal control in the local elections of 1946. For the Communists, the local level became the testing ground where administrative practices, political initiatives, social alliances and economic projects were developed. The leaders and the intellectuals worked to outline the cultural framework of a political project which could challenge national politics from town councils. Meanwhile, with a view to making gains in the local elections of 1951–1952, propaganda was used in an attempt to diffuse and proselytise municipal political programmes among different social classes in a divided socioeconomic environment.  相似文献

Throughout the last three decades efforts to regenerate British cities have been based around the construction of new institutional alliances and policy networks supported by a series of urban-based initiatives. Successive Conservative governments premised their intervention on the assumption that cities (and particular parts therein) were the most appropriate geographical level around which to organise policy intervention. In pursuing this city-based agenda, the policies were themselves instrumental in constituting the city as an object of policy: a problem in need of a solution. The aim of this paper, however, is not to explore how certain spaces or scales become constructed through, for example, government policy, political practices or state restructuring. Rather the paper augments work conducted on the socially constructed nature of ‘cities’ and ‘regions’. It explores for regeneration policy and politics the implications of the tendential shift away from a model of ‘new localism’ towards an alternative model of ‘new regionalism’. The origins of the central element of New Labour's emergent regional project — the Regional Development Agencies (RDAs) — are established before the paper moves on to examine the likely political relationships between the local state, drawing upon the example of Manchester, and the regional state, drawing upon North West England, under the new institutional arrangements.  相似文献

Historians have often considered the international veterans’ organizations which came into being after World War I as proof of the pacifist, internationalist orientation of the majority of the Great War ex-combatants. However, veterans active in these organizations were often inspired by specifically national and partisan objectives that belie any simplistic equation between altruistic transnational activism, international cooperation and pacifism. Conceiving of war veterans as transnational actors, this article explores the origins and decline of the veterans’ transnational sphere in the interwar period. It singles out four shades of competing veterans’ internationalism and describes the crucial differences that separated actors such as Henri Barbusse, René Cassin, Henri Pichot and Carlo Delcroix, among others. The article argues that both the veterans’ organizations and their protagonists, while reaching out across national borders, remained embedded in specific constellations of personal trajectories, political partisanship, nation-state interests and inter-state alliances. Their political and social activities also tried to reshape, and were subjected to, existing or emerging spatial configurations such as Great Power alliances and wider internationalist projects. Thus, the article shows that there was no homogeneous transnational sphere in international veteran politics; it was rather the competition between different internationalist practices and projects which shaped veterans’ transnational activities.  相似文献

Based on extensive fieldwork as well as a discourse and content analysis of relevant government documents, we identify two important rescalings around China's South-North Water Transfer Project (SNWTP), the world's largest water project to date. These rescalings work in tandem with a discourse around the long-held Chinese ethic of “eating bitterness” (enduring hardship or chiku) and serve to include and exclude stakeholders and manufacture public acceptance of the project in the face of significant social, economic, and ecological trade-offs. We focus on two rescalings—one a more orthodox upscaling to the central government and one that relies on a fragmented, geographically disembodied, subnational scalar construction. Both rescalings operate in representational spaces, but also have important material dimensions. The case of the SNWTP demonstrates how rescaling is not only about power struggles between administrative political units, but can also be used as a political tool to exert power over particular groups of people.  相似文献

The environment has become a key site of global governance because of its transboundary nature: forests, wildlife and oceans have all become central foci for networks of global governance which link international organizations, international financial institutions, states and non‐governmental organizations. This article examines how contemporary forms of global governance can be challenged and even subverted. It uses the concept of shadow states introduced by William Reno to explore how invisible global networks flow through developing states, to show how they constitute important political and economic interest groups, and to assess what kinds of environmental impact they have. It explores how powerful these networks are, and whether they are able to challenge or subvert attempts to manage, control or govern the environment. The author provides an analysis of the ways in which the clandestine networks of shadow states impact on conservation initiatives in the developing world, focusing on the features of global environmental governance and the problems posed by illicit gem mining and trafficking in Madagascar.  相似文献

Abstract

Phillip Blond's Red Tory project has been widely credited with influencing the policies of the Conservative Party under David Cameron, and especially Cameron's "Big Society" thinking. Maurice Glasman has, meanwhile, been a key voice in rethinking Labour Party policy in the post-Blair/Brown years—the so-called Blue Labour programme. Both make space for religion, and Christianity in particular, within the core narratives of their projects and both have sought to build alliances with church bodies. The two projects are united in their critique of liberal assumptions, and this leads to significant congruences between them. Yet the place of Christianity and religion in their thinking is surprisingly different, reflecting the political genealogy of their projects in Burkean Toryism on Blond's part and Alinskian Community Organizing on Glasman's. Nevertheless, the attacks which both have suffered at the hands of social and economic liberals suggest that their ideas have traction. Both, however, are deficient in that their focus on communities as sources of virtue refuses to acknowledge that Enlightenment liberalism has any virtues to its credit. This is fundamentally a theological, rather than just a political, error, since it fails to capture the essential both/and embedded in Christian orthodoxy and the importance of corrective perspectives in Christian practice this side of the eschaton.  相似文献

This essay elaborates a critical geographical perspective on neoliberalism that emphasizes (a) the path–dependent character of neoliberal reform projects and (b) the strategic role of cities in the contemporary remaking of political–economic space. We begin by presenting the methodological foundations for an approach to the geographies of what we term “actually existing neoliberalism.” In contrast to neoliberal ideology, in which market forces are assumed to operate according to immutable laws no matter where they are “unleashed,” we emphasize the contextual embeddedness of neoliberal restructuring projects insofar as they have been produced within national, regional, and local contexts defined by the legacies of inherited institutional frameworks, policy regimes, regulatory practices, and political struggles. An adequate understanding of actually existing neoliberalism must therefore explore the path–dependent, contextually specific interactions between inherited regulatory landscapes and emergent neoliberal, market–oriented restructuring projects at a broad range of geographical scales. These considerations lead to a conceptualization of contemporary neoliberalization processes as catalysts and expressions of an ongoing creative destruction of political–economic space at multiple geographical scales. While the neoliberal restructuring projects of the last two decades have not established a coherent basis for sustainable capitalist growth, it can be argued that they have nonetheless profoundly reworked the institutional infrastructures upon which Fordist–Keynesian capitalism was grounded. The concept of creative destruction is presented as a useful means for describing the geographically uneven, socially regressive, and politically volatile trajectories of institutional/spatial change that have been crystallizing under these conditions. The essay concludes by discussing the role of urban spaces within the contradictory and chronically unstable geographies of actually existing neoliberalism. Throughout the advanced capitalist world, we suggest, cities have become strategically crucial geographical arenas in which a variety of neoliberal initiatives—along with closely intertwined strategies of crisis displacement and crisis management—have been articulated.  相似文献

Mainstream accounts of Arab political life highlight endogenous political legacies to explain the persistence of illiberal regime outcomes in the face of global pressures for transition and newness. Meanwhile, the government of people and places across the Middle East and North Africa is being transformed by powerful models of pedagogy and practice derived from the laws of the market. Consider Jordan. The landscape of government is being reconfigured via—inter alia—Special Economic Zones, Poverty Pocket schemes, Development Corridors, community empowerment initiatives, urban regeneration projects, gated communities, planned satellite cities, and new systems of movement and connection. The scope and political significance these arrangements may not be revealed through examination of the institutions and coalitions traditionally associated with Arab regimes. A different picture emerges, however, if one explores this changing landscape of government from the perspective of those governed within it. Focusing on efforts to advance neoliberal modalities of development and government within the Greater Amman Municipality, this paper charts global connections giving rise to powerful agencies that have been elided by regime-centric inquiry, and considers what they imply for currently dominant modalities of thinking about and acting upon Arab political life. Along the way, it also recovers a sense of the subaltern globalism of people and places elided by efforts to extract theory from dominant accounts of contemporary globalization.  相似文献

This article examines the participation of China's Yunnan Province in the Greater Mekong Subregion (GMS) in order to understand the dynamics behind the regionalisation and internationalisation strategies adopted by a Chinese subnational state. It argues that the Yunnan case demonstrates the outflow of state capital—both national and provincially based—to have been instrumental in harnessing Beijing's and Kunming's political support for programs of subregional economic cooperation. This political support has led to a state capital alliance underpinning the economic expansion of provincial state capital into the GMS. It also argues that subregional governance arrangements, such as those featuring in the GMS, embed the competitive advantage of state capital through new forms of extra-territorial governance that ostensibly de-emphasises the political dimensions of state capital. The internationalisation of Yunnan subnational state is reflected in its political strategy of subregional governance. These changes point to complex rescaling of not just national state but also subnational states in Asia that find expression in variegated regional and subregional political projects.  相似文献

ABSTRACT. This article deals with patterns of consumption and of advertisement, as a field for the analysis of two major processes in the Palestinian society of Mandate Palestine: the growth of an urban middle class and the consolidation of the Palestinian national movement. The advertisements, sampled from the popular daily paper Filastin, analysed in the context of political and economic events, highlight the complex interplay between nationalism and class formation, and the contradictory tensions between the two processes. A smaller sampling in al‐Difa' points to similar, though not identical, trends. This analysis also highlights new dimensions of the Jewish–Arab conflict by drawing attention to the semi‐private sphere of consumption which appears to have been less segregated than the more often studied political and economic spheres.  相似文献

How do advocacy organizations make tactical choices? This paper contributes to theory building in advocacy studies by examining how the decision‐making processes of advocacy organizations are affected by the choices of their peers. Drawing on qualitative interviews with practitioners in two contexts—the European Union and the United States—I document that organizations face pressures toward cohesion and differentiation with the tactical choices of other organizations. Other important processes—such as rational evaluation of political opportunities, resource dependence, and ideological constraint—are also reported to be influential, although these processes are sometimes influenced by relational dynamics. These findings suggest new variables and relationships of interest for future quantitative research and provide insight into the growing complexity of climate politics.  相似文献

A new generation of greenways has emerged in recent years, the most ambitious of which are nationwide, interconnected networks of multi-use, multi-purpose greenways and trails, clustered under a single national vision. However, because these initiatives have been the focus of so few research studies, opportunities to glean lessons from their planning and implementation have been limited. This paper contributes to addressing this knowledge gap by presenting a comparative account of two networks, the Trans Canada Trail in Canada and Sendero de Chile in Chile. Using document analysis and interviews with officials closely involved in their development, the evolution of both networks is documented over time, emphasizing similarities and differences related to their planning and implementation. Both initiatives have faced significant challenges in reaching their connection goals and have availed themselves of a diverse range of opportunities and strategies to advance their agendas. A simple model of a virtuous cycle is proposed to highlight the positive feedback—between political and public support, sustained funding, partnership development, accessibility for urban residents, and connectivity of the network—generated by sustained network expansion over time. It is hoped that the insights offered from this analysis may offer guidance to inform the development of similar scale projects elsewhere.  相似文献
