ABSTRACT. To date, European identity has not mobilised a feeling of belonging or solidarity that would be comparable to the ways in which national identities stir people's passions and make them ready ‘to die for’ their nations. However, much of the related political debate and scholarly analysis has paid little attention to citizens' understanding of European identity and the way this relates to national identity. This paper aims to contribute towards filling this gap. It explores qualitatively the relationship between national and European identity among Italian citizens with a view to answering the following research questions: How do Italian citizens define Europe? Who is a European? How does feeling European relate to feeling Italian? How do citizens perceive the European integration process? The article is based on 24 qualitative interviews with Italian citizens of varying age, gender, locality of residence and socio‐economic status, conducted in spring and summer 2003. Regionalism is an important element in the representation of French identity. Often considered as a right-wing ideology, it appeared as a left-wing movement in the 1960s, and references to regionalism are to be found in much French political discourse today. This article highlights the place of the regionalist element in French identity by advancing the hypothesis that for more than a century there has been a dual French identity. The Third Republic asserted that France was 'one and indivisible', but also that the country was richly diverse. The exaltation of diversity permitted the reaffirmation of French superiority over other nations. In order to develop a mass education grounded on patriotic feeling, those responsible for education declared that this had to be based on children's spontaneous affection for their 'petite patrie'. The regional identities celebrated in republican France are not at odds with national identity. The process of constructing national identities in Europe led to the creation of a 'check-list' forming the basis of all national identities. Regional identities were constructed on the basis of a dual relationship between the local and the national: the model of the national as a perfect mosaic of diversity, or the model of the 'mise en abyme', that is, the local representing the national in miniature.  相似文献

On May 1, 2004, eight formerly Communist countries in Central and Eastern Europe consummated their long-desired “return to Europe” by joining the European Union (EU). While popular perceptions of the east European environment center on nightmarish images of pollution hotspots, Communism also bequeathed a wealth of relatively untouched nature that supports far more biological diversity than can be found in Western Europe. The enlargement represents a biodiversity bonanza for the EU, but millions of humans inhabit the post-Communist countryside, too, tending cultural landscapes rich with local and national meanings. EU accession has thus raised profound questions about post-Communist nature management. Should priority be given to biodiversity conservation at the continental scale, or to maintaining peopled landscapes and traditional land-use patterns? This article examines the confrontation between global and local understandings of nature through a case study of two Western-supported initiatives in national park management in Latvia in the late 1990s. Some Latvians, seeing hope for national development only through an internationalist embrace of globalization and regional integration, appropriated the Western narratives of biodiversity and rural economic diversification. But others resisted these narratives as threatening to agrarian notions of the value of rural landscapes: notions rooted in a potent agrarian discourse of national identity. What internationalists saw as a savvy embrace of the globalization of nature, agrarians denounced as a sort of self-imposed neo-colonialism.  相似文献

This paper serves as an introduction to this theme issue on the topic of post-socialist identity politics surrounding nation building, national identity and nationalism. It presents an overview of the key processes of post-socialist identity formation in Central and Eastern Europe (CEE) and the former Soviet Union (FSU) in order to contextualise this collection of papers. This introduction outlines the key processes of identity formation and the treatment of nationalism under conditions of state-socialism, and then identifies the main processes of identity formation which have emerged in discourses surrounding nations and nationalities in post-socialist CEE and the FSU. A short account of each of the papers in the theme issue is then presented to identify the common strands of their analyses of post-socialist nationalisms.  相似文献

Based on Max Weber's concept of Kulturnation and Hans Blumenberg's project of metaphorology, this essay argues that modern nations follow distinct cultural programmes that are inherent to their national ideas. Each national idea is propagated by a particular biopolitical metaphor, which performs a transfer from practical or scientific ideas about how nature structures and organises life to cultural ideas about how human lives should be socially and politically organised. The essay examines the emergence of the principal metaphors of grafting in England (Great Britain), of regeneration and elective affinities in France, and of organic self-generation in Prussia (Germany). The fact that each nation claims for its particular national idea the status of a universal principle constitutes the intrinsic paradox of nationalism.  相似文献

Abstract. The masculinist rhetoric of the northern Italian separatist party, the Lega Nord, is an example of nationalist status affirmation. The stereotyped contrast between effeminate southerners and masculine northerners developed at the end of last century is used to affirm the superiority of the masculine North. The Lega's rhetoric parallels mainstream concerns on Italy's international status, and proposals for reforms to make Italy more ‘masculine’ and European. The use of a gendered language for the affirmation of national status reveals a belief in a normative hierarchy of nations, but also introduces a tension between a ‘masculinist’ status affirmation and a model of modernity which includes the emancipation of women as one of its principles.  相似文献

To ask ‘Is Britain European?’ is to engage in a particularly difficult area of the always elusive business of Identity Studies. The very nature and future viability of Britain have recently been subject to extensive questioning. Meanwhile, one can distinguish at least six politically relevant senses of the term ‘European’. Britain was never as exceptional as was suggested by the traditional story of British exceptionalism told by the ‘Island Story’ school of historians. Moreover, it has become much less insular over the past sixty years. The question is whether the process has been Europeanization, Americanization or simply globalization. There is considerable evidence that the country's ties to what Churchill called 'the English‐speaking peoples' are still as strong as those to continental Europe. In fact, both sets of ties have become stronger. But these identities are not exclusive. Britain has always been a place of multiple over‐lapping identities: English, Scottish, Welsh and Irish, as well as British, European and transoceanic. That Britain's European identity is bound to remain only a partial identity does not mean it has to be a shallow one. If Britain is to be a full and effective participant in Europe it has to deepen its European identity, to develop something of the normative, idealistic sense of being European which is second nature to most continental Europeans engaged in these debates.  相似文献

The leading elites of the ethnonationalist movements that developed in the aftermath of World War I in Western Europe usually refused to see their nations and territories as ‘national minorities’. In their view, they were stateless nations or nationalities. However, in the aftermath of World War I, the prior international discussion on the nationality principle was increasingly replaced with the notion of ‘minority rights’, enhanced by the implementation of the Minorities Treaties by the League of Nations. Thus, the term ‘national minority’ emerged as a label that permitted ethnonationalist activist to present their claims on the international stage. This became evident in the participation of some Western European national movements in the activities of some transnational non-governmental organisations, such as the Congress of European Nationalities (1925–1939). However, the general programme advocated by the most influential leaders of East-Central ethnic minorities, based on the extension of the personal principle and the implementation of non-territorial autonomy all over Europe, was hard to accept for ethnonationalist elites from Western Europe, which were interested in territorial home-rule and believed that their homelands did not fit in the category of ‘minority’. This article explores the modalities and limits of that cultural and political dialogue.  相似文献

Although the violence of Ivan IV's reign was excessive, present-day liberal views that Russia under its first tsar missed an opportunity to develop a more democratic or protocapitalist system rely on an unjustifiable assumption: that Russian society would have followed the path of Western Europe with its balance between the interests of strong government power and autonomous estates, not Eastern or Central Europe with its selfish nobility and underdeveloped towns.  相似文献

This article considers European banknote iconography as an indicator of national branding choices from the early twentieth century up to the present. Systematic quantitative content analysis demonstrates that the values and ontologies expressed on Central/East European banknotes have historically tracked closely with the trends visible on their West European counterparts. This pattern is evident not just since the end of the Cold War, but indeed right from the founding of the modern Central/East European states about a century ago. Even during the Cold War, it did not take long for the trends on Western banknotes to appear on Central/East European banknotes as well. Thus, contrary to the conventional assumption of a deep-rooted normative gulf separating the national identity discourses of so-called “New” and “Old” Europe, the article underscores the fact of intense, longstanding normative cross-pollination between them.  相似文献

ABSTRACT. Diaspora intellectuals have often played prominent roles in the formation of national revival and independence movements. This article explores the factors that may help to explain this phenomenon through a survey of the literary responses of intellectuals from Eastern Europe, colonial Africa and Asia to their experiences in the capital cities of Western Europe over the early modern and modern era. These reactions, expressed through the writings of influential figures such as Adamantios Koraes and Leopold Senghor, reveal, in their thematic convergence, aspects of such encounters that have remained consistent over time. Portrayed throughout are the emotional hardships of talented individuals who found their status suddenly conditioned by the ideas associated with their places of origin in the host society's imagination. Unwilling, for reasons explored below, to submit passively to these affronts, the individuals studied here threw their energies instead into ambitious projects of national re‐imagination and rehabilitation. The article makes use, finally, of the rather visceral quality of the literature surrounding the experience of diaspora intellectuals to account for the complex weave of modern and traditional elements often exhibited in the new idealisations of self and nation that appear throughout their works.  相似文献

From the late eighteenth century onwards, increasing numbers of visual artists came to identify with their nations and with the homeland and its people. This development was strongly influenced by growing national cultural support and regulation of the arts by academies, art schools, museums and art markets in Western Europe. On a subjective level, the Rousseauan movement of a ‘return to Nature’, Herder's espousal of vernacular cultural self‐expression and, above all, the widespread Romantic cult of authenticity, were potent influences on the inner self‐identification of visual artists after 1800, and were manifested in the novel importance accorded to landscape and rural genre painting in Western Europe. Here I consider the role of national sentiment, the ‘return to Nature’ and the cult of authenticity, first in landscape paintings by Paul Sandby, J. M. W. Turner and John Constable in early nineteenth‐century Britain, and then in the rural genre paintings of Jean‐Francois Millet and Jules Breton in nineteenth‐century France and Josef Israels, Anton Mauve and Vincent Van Gogh in the later nineteenth‐century Netherlands. Their work reveals how nineteenth‐century visual artists became inwardly identified with the ‘land and its people’, and how they in turn contributed, especially through prints and engravings, to the dissemination of national imagery and a cultural nationalism.  相似文献

In exploring the consequences of changes in Eastern Europe for Western Europe, the Third World and the global economic order, this article examines the need for economic management which is more solidly based on the new theory of international trade, and which extends beyond the national level. The rapidly deteriorating situation in Eastern Europe and the Gulf crisis both form valuable examples of the problems and opportunities ahead. There is a clear move towards the formation of regional blocs such as the European Community, the intention of which is to strengthen the industrial countries against the uncertainties and risks involved in the current reshaping of the world order by multipolarity, as well as in the growing nationalist tensions and movements for national independence. This article will argue that bloc formation is bound to either further marginalize the majority of developing countries, or increase their dependence on the few regional centres that are emerging.  相似文献

In 2000 Scotland finally introduced legislation to enable the establishment of its first national parks, 50 years after England and Wales. This paper considers interpretations of this event and reflects on the importance of national parks to nation‐building. Grounded within a framework which holds landscape to be an important signifier of national identity, these issues are explored through a case study of the Cairngorms National Park. This study found that it was the ‘nation‐building’ agenda which was a key factor in securing the unanimous support of the Scottish Parliament for the National Parks Act (2000) but that this agenda hid competing definitions of what shape Scotland's landscapes should be. This suggests that the National Parks Act appealed as a form of institutional, as opposed to cultural, nation‐building.  相似文献

The unravelling of the post‐Cold War security order in Europe was both cause and consequence of the crisis in Ukraine. The crisis was a symptom of the three‐fold failure to achieve the aspirations to create a ‘Europe whole and free’ enunciated by the Charter of Paris in 1990, the drift in the European Union's behaviour from normative to geopolitical concerns, and the failure to institutionalize some form of pan‐continental unity. The structural failure to create a framework for normative and geopolitical pluralism on the continent meant that Russia was excluded from the new European order. No mode of reconciliation was found between the Brussels‐centred wider Europe and various ideas for greater European continental unification. Russia's relations with the EU became increasingly tense in the context of the Eastern Partnership and the Association Agreement with Ukraine. The EU and the Atlantic alliance moved towards a more hermetic and universal form of Atlanticism. Although there remain profound differences between the EU and its trans‐Atlantic partner and tensions between member states, the new Atlanticism threatens to subvert the EU's own normative principles. At the same time, Russia moved from a relatively complaisant approach to Atlanticism towards a more critical neo‐revisionism, although it does not challenge the legal or normative intellectual foundations of international order. This raises the question of whether we can speak of the ‘death of Europe’ as a project intended to transcend the logic of conflict on the continent.  相似文献

In the East Central European context, the phrase ‘return to Europe’ has been used mainly in the period after 1989, referring to political, economic and social changes as well as mental relocations towards a ‘Western’ system. However, debates about the national whereabouts on a mental map – whether one was part of Eastern, Central or Western Europe – also abounded in the years following the founding of the nation-states after the First World War. Concentrating on Czech discourses on the national whereabouts both in a European and a global perspective in the years preceding and following the great upheaval of 1918, this article traces the changing Czech national identity, ranging from a self-perception as a ‘small nation’ in the Habsburg Empire to a European power with colonial ambitions after the foundation of the Czechoslovak republic, and finally to the acknowledgement in the 1930s that these ambitions could not be met. The study is based on sources ranging from Czech travelogues mainly to Africa and Asia, but also South America, to economic writings and colonial brochures, which offer a broad range of debates on the role and location of both the Czech nation and the Czechoslovak state both in Europe and the world.  相似文献

The article comments on the ongoing de‐Europeanisation and re‐nationalisation of Europe from a historical perspective. The article argues that the building of national community from the 1870s onwards focused on the problem of social integration where the development of emotional feelings of belonging and solidarity was linked to the building of institutions for social politics in mutually reinforcing dynamics. The social question emerged in the wake of the spread of industrial capitalism. Its role is underexplored in the study of the building of national and European communities. The social question draws attention to the institutional capacity of nation states rather than nations based on emotions. Nationalism did not only mean the building of friend‐ enemy distinctions through ethnicity but also national socialism as a conservative reform strategy against class struggle socialism. This contention between two approaches to the problem of social integration moulded together national communities through emotions and institutions without deploying the concept of identity. The article outlines this development, culminating in the (West) European welfare states as nation– states in the strong sense of the merger of these two terms, and how it came to an end in the 1970s when a reverse development began towards social disintegration at the end accompanied by accelerating nationalism and xenophobia. The identity concept was mobilised in 1973 as a tool in the European integration project to compensate for the erosion of social institutions by means of emotions. It was taken over and politicised from having been a technical term in mathematics and psychoanalysis. The politicisation of the identity concept was an indication of a deep identity crisis in Europe and its nations. The identity therapy failed, and the identity crisis remains, accompanied by an ever louder nationalistic and xenophobic vocabulary. Emotions replace institutions. The methodological focus of the article is on the semantics around key concepts such as social politics, solidarity and identity in their historical context as forward‐looking and action‐oriented concepts in the construction of community. This approach with a focus on past futures is an alternative to the application of the retrospective analytical concepts of ethnic and civic nationalism outlining present pasts.  相似文献

The paper relates the concept of a European political identity to the development of the European Community's foreign policy. After a brief review of the idea of political identity as it developed in Europe over the last five centuries, the paper relates this concept to that of liberal democracy. It then turns to the European Community and the growth of its foreign policy. It addresses two questions: Could the concept of political loyalty to a territorially defined identity be replaced by that of institutional loyalty to not one, but a variety of overlapping institutions? Secondly, can the development of the European Community's foreign policy contribute to the development of a European sense of identity? Two short case studies, one on Yugoslavia, and one on economic aid to Eastern Europe, illustrate recent European Community foreign policy. The paper concludes with some speculations as to the future European political system and its applicability to other parts of the world.  相似文献

Music became a marker of national identity in nineteenth‐century Europe. Western art music consists of tonal systems that are universally intelligible, but certain rhythms and musical idioms have been associated with national styles. How, when, and why does a musical phrase or piece become national? What political and cultural circumstances contributed to the development of national styles and facilitated the emergence of resonant topographies? What was the relationship between music as cultural practice and nineteenth‐century national thought as discursive space? These questions are addressed with a particular focus on verbunkos, which came to be characteristic of Hungarian national style, and on the Rákóczy March which became famous thanks to Berlioz's Faust. This essay traces the complex process of cultural transfer through which these martial tunes of mixed ethnic origins have become emblematic of Hungarian music.  相似文献
