Abstract. Liberal nationalists advance two claims: (1) an empirical claim that nationalism is functionally indispensable to the viability of liberal democracy (because it is necessary to social integration) and (2) a normative claim that some forms of nationalism are compatible with liberal democratic norms. The empirical claim is often supported, against postnationalists' view that social integration can bypass ethnicity and nationality, by pointing to the inevitable ethnic and cultural particularities of all political institutions. I argue that (1) the argument that ethno‐cultural particularity demonstrates the need for nationalist integration depends on an implausible reification of national identity at the level of social theory, and that (2) this reification ironically serves to undermine liberal nationalists' normative claim.  相似文献

The victory of democracy in its ideological battle with communism has coincided with widespread voter disaffection in established democracies and with the rapid emergence of disillusion in recently 'democratised' societies. These developments raise at least two more general problems concerning the democratic dream of a self-governing community. First, there is the problem of democratic deficit: the fact that democratic arrangements are invariably constrained by arrangements of a non-democratic kind. Second, there is the problem of corruption. While such problems arise for any form of politics they have a particular significance for regimes which claim to be democratic. Following the recent victories of democracy in much of the world, it is now more difficult to appeal to the remedy of a more inclusive political system. Almost a decade ago, Fareed Zakaria published an article claiming that ‘illiberal democracies’, i.e., countries combining the presence of free and fair elections with the absence of constitutional liberalism, were on the rise in the present; and were beckoning as a new species of democracy in the future. In this research note, I revisit and reassess Zakaria's claim. On the basis of a simple conceptual critique – that it is logically necessary to treat the two components of liberal democracy as different attributes, conceptually independent of each other – I reach an equally simple empirical conclusion: illiberal democracies were not really on the rise in the 1990s and they have decreased rapidly in the 2000s. The latter finding even comes out using Zakaria's own, arguably flawed, conceptualization.  相似文献

Detractors of European integration and many of its protagonists invoke state territoriality where the social and the spatial come together in a “Territorial‐Administrative Complex”. Like the military‐industrial complex claiming once to procure security, protagonists claim to guarantee democratic legitimacy. At the same time, the interests of the territorial constituencies prevail over others. The underlying notion of space is absolute and of territory that of a container. Costs and benefits are calculated in terms pertaining to it. The underlying “meta‐geography” is one of boxes‐in‐boxes, but rather than viewing space as a container, based on academic literature in the matter, planners now pursue soft planning for soft spaces. In the face of the apparently incontestable claim of the Territorial‐Administrative Complex to a monopoly on the production of democratic legitimacy, the article points out, albeit rare examples of constitutional theorists challenge this monopoly. Voting in territorial constituencies, they claim, has never been properly argued for, making it an arbitrary institution.  相似文献

Political theorists recently focused their attention on the history of the idea of constituent power. This, they claim, shows that the notion of pouvoir constituant expressed the radical and absolute power of the sovereign people. In other words, constituent power pointed at the democratic and irresistible core of popular sovereignty. In this paper, I argue that the analysis of nineteenth-century French political thought offers a different account of constituent power’s history. Relying upon archival resources, I show that in the aftermath of the French Revolution politicians and legal scholars used constituent power to tame the very idea of sovereignty and the powers from it derived. First, during the Restoration constituent power was used to pose a limit to the power of the monarch. Second, throughout the July Monarchy scholars resorted to constituent power to oppose the Parliament's claim to be the sovereign power and the only legitimate author of the constitution. Moreover, they also used it to claim that claim that, even if the people was sovereign, its power was restricted to authorizing the constitution. Third, during the Second Republic, jurists and politicians addressed the people’s sovereign power in terms of constituent and constituted power. While the first was meant to disappear after the constitution’s approval, the second was a second-order power limited by the hierarchy of norms and the rigidity of the constitution.  相似文献

The aim of this paper is to make a case for the claim that Karl Löwith's thought is predominately preoccupied with one major philosophic–historical problem that may be broadly labelled existentialism. This notion is usually employed by Löwith in order to grasp the various phenomena and developments within the European (or Western) history in the modern age. I claim that the meaning assigned by Löwith to the notion of existentialism is inseparable from its political consequences. In other words, I attempt to reconstruct the notion of existentialism in Löwith's thought primarily as a political problem. By advancing this argument, I am inclined towards the view that Löwith’s ?uvre deserves more careful reception from political theorists than it has yet received.  相似文献

What makes democratic institutions work efficiently? Robert Putnam argued in Making Democracy Work that a mixture of political participation and immersion in associative and social networks in the community, conceptualised as ‘civic community’ or ‘social capital’, is the explanation. Ever since its publication, many questions have arisen about the validity of Putnam's theory. Among the most relevant concerns stands the influence of the Italian Communist Party on Putnam's empirical tests. This paper aims to fill the gap left in the literature by testing Putnam's hypothesis against the political party in the regional government and the PCI's electoral support. Supporting Putnam, this paper finds that variations in the quality of democratic governments in Italy's regions are a function of civic community even after adjusting for the presence of the Italian Communist Party.  相似文献

Democratic faith may seem like an ill-advised concept when the ills of democratic life are so glaring. This article claims that it is possible, even necessary, to recover and reinvigorate a notion of democratic faith that grapples with the flaws and intractabilities of the democratic condition. Conceived of as a virtue that inhabits uncertainty, I argue that democratic faith is well-tailored for democratic exchanges — particularly those involved in the risky business of building trust among citizens. Democratic faith's temporal orientation in the present girds the activist for the spade-work of democratic life, where future success often seems unlikely. On these terms, democratic faith can be distinguished from democratic hope. Jeffrey Stout's recent work exemplifies both hope and faith as democratic virtues, however Stout neglects the language of faith in favor of hope. I argue that Stout and other activists should consider the ways that democratic faith speaks to the dogged persistence required to face the dispiriting conditions of democratic life.  相似文献

Abstract

Throughout its history, the institution of the Catholic Church has been at odds with the social and political changes of modernity. However, many scholars claim that after Vatican II, the Church began to accept modernity's political regnancy, and subsequently embraced doctrines such as separation of Church and State and religious freedom. In fact, some scholars go so far as to claim that in recent decades, the Catholic Church has led political crusades that resulted in the political, economic, and social liberation of many, such as its spearhead movement against Communist countries and the liberation theology movements in Latin America. The purpose of this article is not only to examine such claims but to look more closely at the political implications of the thought of Pope Benedict XVI. I propose that Benedict XVI does not simply embrace modernity, but he challenges it from within and presents political society with an alternative foundation for political liberalism. To this effect, I examine the main tenets of his social thought, including his political anthropology and concept of personhood, his idea of secularity, and his understanding of the role of political institutions. I assess whether his ideas can be universally accepted by liberal, secular societies or whether the character of these ideas will appeal only to those who embrace Christianity.  相似文献

This paper focuses on the role of public leaders in regional economic development from a community-building point of view. According to the basic hypothesis, the role of leaders rises everywhere during periods of instability, but remains always relevant in economic peripheries. Inspired by the chaos theory, we argue that leaders have decisive roles during unstable periods or chaos in a society when a very small fluctuation may qualitatively change the direction of development. Our second point here is that leaders will always be in key positions on economic peripheries where a general lack of human resources and a thin institutional thickness exist. The theoretical discussion refers to Weber's Schmalenbach's 'emotional community'/'Bund' concepts and Gumilev's theory of ethnogenesis and tries to plant these approaches within the present day framework. The empirical case study describes a perfect leadership and a successful community-building process in Emmaste Community, Estonia.  相似文献

Nearly two centuries after its publication, Alexis de Tocqueville's Democracy in America (1990a) remains among the most influential accounts of American political culture. This essay argues that the rhetorical foundation of the Democracy's enduring cultural power is its “imaginative geography” (Said 2000), about which I make two, interrelated claims. The first has to do with the Democracy's identification of the American land with divine Providence. I claim that the providential landscape is the chief means by which Tocqueville contains and organizes the account of the tension between achieved liberty and natural freedom that drives the Democracy. My second focus is on the romantic character of the providential landscape. Cosgrove (2005, p. 302) reflects upon the “tenacity of the island condition on the Western imagination” as frame and vessel of “imagination, desire, hopes and fears.” I argue that the Democracy's “Inland Isle,” as I call it, is a metaphorical island in this sense, and that its theoretical capacity and exhortative power derive from Tocqueville's use of an idiom expressive of a distinctively French tradition of landscape theorizing in which garden metaphor was used to construct meanings of equality and freedom, and voice and identity, in an emerging national, bourgeois order.  相似文献

Abstract

This essay critically examines the theories of radical democracy offered by Martin Luther King, Jr.'s vision of the beloved community and Antonio Negri's vision of the multitude. The radical democratic visions of King and Negri continue to critically inform progressive reflections on democratic theory and propel new dreams of democracy. Despite their similarities, the differences between Negri and King are substantial. I argue that Negri's dream of the multitude and King's dream of beloved community have been shaped by different conceptions of radical democracy. While Negri works out of a tradition of Italian Marxism, King works within a critical tradition of prophetic evangelicalism. Thus, the political task, according to King, is to translate Jesus' teaching of the Kingdom of God into a beloved community on earth. King's creative negotiation of transcendence and history provides the requisite theological and political resources to develop a truly transcendent and immanent vision of a radical democratic society that is attentive to the demands and dignity of "all God's children."  相似文献

Pablo Larraín’s trilogy of films has broken new ground in Chilean cinema by offering a new perspective on realities of the Pinochet dictatorship, the outbreak of the coup, and the dissolution of Pinochet’s power. This article explores Larraín’s use of banality, which, I claim, realizes a democratic ambivalence that is latent in historical representation and History proper. Rather than accusing Larraín’s films of conservatism or apathy, I argue that these films seek to destabilize the known categories of identification: a radical gesture against any form of establishment. Paying particular attention to Larraín’s aesthetics, I claim that the radical gesture of Post mortem (2010) lies in its innovations at the level of mise-en-scène and editing. Drawing on philosophical insights in Jacques Rancière’s and Gilles Deleuze’s writings on historical representation and ambivalent representations, I argue that Larraín avoids conventional forms of historical fiction and Latin American political cinema.  相似文献

One of the enduring tensions in Russian political culture is that between order and liberty. Indeed, many fear that when faced with the inevitable cacophony of democratic politics, most Russians demand the restoration of order, and by a 'strong hand' if need be. This lack of commitment to democracy among ordinary people is often seen as a major impediment to the consolidation of the democratic transformation in Russia. The purpose of this article is to assess empirically the degree to which the desire for social and political order undermines support for democratic liberty. Based on a survey of the Russian mass public conducted in 1996, and employing within the survey an experiment on support for the imposition of martial law in Russia, I discover that Russians are indeed willing to surrender some liberty for the restoration of order. The preference for liberty reflects general democratic attitudes more than it is sensitive to the particular context within which liberty is suspended. Nonetheless, the context of the dispute is important because it serves to stimulate particular attitudes; for instance, the intervention of a court transforms the conflict from a political to a legal dispute, thereby activating attitudes toward the rule of law. In the final analysis, I conclude that if elites maintain ordered political competition, it is likely that the mass public will maintain individual liberty, and democracy in Russia will prosper accordingly.  相似文献

Traditional research in urban geography concerned with issues of 'race' has focused on a series of substantively important issues, yet with conceptual foundation inadequate to the task. Specifically, this body of work has employed outdated and theoretically limited conceptions of identity without sufficient consideration to the importance of historical and geographic contingency. I argue in this essay that topics of traditional concern to urban geography gain new relevance and importance when they are reconsidered and reworked from a social constructivist perspective that takes seriously the importance of identity and contingency. I illustrate my argument with discussions of two aspects of my current research agenda. First, I discuss how research on urban residential segregation gains considerably from a more sensitive encounter with multifaceted notions of identity that explicitly address geographic contingency. Second, I review recent empirical research on US mortgage-lending markets that demonstrates the geographic and class contingency of discrimination. The paper ends with a call for research that employs multiple methodologies.  相似文献

'Big Brothers' is an international, philanthropic fraternal organisation dedicated, in its own words, 'to match boys seven to seventeen from lone-parent female families with mature male role models over eighteen … toward contributing to the healthy development of these children'. A primary objective of this 90 year-old institution is thus to instil a masculine culture and nurture a masculine identity in male children by providing an adult male presence, 3-4 hours a week, in the lives of boys without a male role model. This article asks, which kinds of masculine identities are promoted as acceptable and why? Drawing upon the geographies of feminism, masculinity, and advertising, the article presents a socio-semiotic analysis of the format, content and signs employed by 'Big Brothers' of Canada and the USA in their recruitment campaigns. Using printed promotional material spanning the institute's history, as well as an interview with the Marketing Director of a recent Big Brother recruitment campaign, the slogans, icons, and gender-myths used to represent males and same-sex friendships in the symbolic spaces of their advertisements are critiqued. Results exemplify the instability of the 'masculine gaze' and suggest that the discourse of patriarchal masculinity situates the Big Brothers institute itself in an 'uneasy' place, one where the masculine gender-myths may be collapsing but are nevertheless evoked to ensure volunteers and society at large that a 'legitimate' form of homosocial masculinity prevails, one that does not transgress 'out of bounds' and into the 'homosexual'.  相似文献

Over the years, a certain mantra has arisen in academic circles involving the post-World War II war crimes trials. Nuremberg, it is said, was a needed display of 'allied justice' and 'democratic fair play'. The Tokyo and Pacific region trials were exercises in 'victor's justice' and 'racism'. Accenting the determined, precedent-setting work of the Pacific Islands war crimes trials on Guam, 'Away from Tokyo' argues that justice was served well there. Evil should never go unpunished. Based on archival research at the Micronesian Area Research Center the US Territory of Guam, Stanford University and the Douglas MacArthur Memorial Archives, this paper examines the good work of both the prosecution and defence teams on Guam. Few trial participants viewed their efforts as part of a larger conspiracy of revenge and racism. In fact, that conspiracy never existed. 'Away from Tokyo' attempts to set the record straight, and re-examines some dramatic cases at the same time.  相似文献

On 27 June 2000, the Howard Government released a public information paper on defence which set in train a process of public consultation in which the people's views were sought on a range of defence and defence-related issues. This paper examines why the Government chose to go to the people, how and by whom the community consultation was conducted, who was consulted and listened to, and how what was heard at the public meetings component of the process was both interpreted and reported. The paper concludes that the public consultation process was more about politics than policy; it is inappropriate for the Government to claim or imply that it has heard from the 'Australian people' or even 'the majority of the community' on the issues raised; and the consultation process and its outcomes are not entirely risk-free for the Government and the defence establishment.  相似文献

The state-enforced compulsion to vote can be defended as a reasonable imposition on individual autonomy. This article moves on from this position to examine a number of residual problems with Australia's compulsory voting arrangements. While maintaining a commitment to the compulsory voting system, I suggest that, in order to protect the reputation of the practice and preserve the norm of universal participation, some reforms may be necessary. While the argument that it is reasonable to compel people to vote accepts that the state can legitimately penalise avoidance, I have doubts about the propriety of some current and past practices, specifically those relating to the legal consequences of avoidance and the public promotion of avoidance. One recommendation allows genuine 'conscientious objectors' to apply for exemption provided they meet a number of conditions. I also make suggestions that address the complaint that compulsion limits democratic choice.  相似文献
