Explanations of the origins of electoral systems tend to rely heavily on rational choice assumptions: essentially the common sense inference that political parties prefer electoral arrangements that promote their interests. Accounts of electoral system change in New Zealand support either a partisan interest interpretation on the basis of survey evidence from voters, or point to other deeper causes in historical, institutional and cultural phenomena. Using survey data from the 1993 referendum, covering both voters and political party elites, we seek to reconcile these approaches by establishing the limits of the party interest approach. We construct an argument which also stresses the effects of cultural and institutional variables-most notably, many New Zealanders' frustrated expectations that governments be accountable between elections as well as on election day, and their hopes that multi-party government may facilitate such accountability.  相似文献

On 4 November 2018, more than 141,000 voters in New Caledonia went to the polls to determine the political status of the French Pacific dependency. A referendum on self-determination, the culmination of a 20-year transition under the 1998 Noumea Accord, posed the question: ‘Do you want New Caledonia to accede to full sovereignty and become independent?’

In an unprecedented turnout, 56.67 per cent of voters decided to remain within the French Republic, while 43.33 per cent voted Yes for independence. These figures, with a clear majority opposing full sovereignty, suggest a setback for New Caledonia's independence coalition Front de Libération Nationale Kanak et Socialiste (FLNKS). In reality, the size of the Yes vote has disappointed partisans of the French Republic and opened the way for a second referendum in 2020.

After briefly outlining the 1998 Noumea Accord, the article details the results and participation rates in the November 2018 vote. It then focuses on different aspects of the referendum campaign, including: the role of opinion polling, administration of the referendum by the French state; disputes over electoral registration; international monitoring; key objectives of the anti-independence parties; grassroots campaigning by the FLNKS and the significance of the youth vote. It flags some issues in the aftermath of the referendum, as New Caledonians prepare for the next local elections to be held on 12 May 2019.  相似文献

The idea of holding an in/out referendum on Britain's membership of the European Union has increasingly become a norm of British politics, an act seen as a necessary step for the country to answer what David Cameron described as the ‘European question in British politics’. A referendum, it is hoped, will cleanse British politics of a poisonous debate about Europe and democratically sanction a new stable UK–EU relationship, whether the UK stays in or leaves. Such hopes expect more of a referendum than it can provide. The European question is a multifaceted one and whatever the result of a referendum it is unlikely to address underlying questions that will continue to cause problems for UK–EU relations and Britain's European debate. A referendum can be a step forward in better managing the relationship and debate, but it is only that: a single step, after which further steps will be needed. Coming to terms with the European question and bringing stability to Britain's relations with the EU—whether in or outside the EU—will require comprehensive, longer‐term changes which a referendum can help trigger but in no way guarantee.  相似文献

Abstract

The 1951 referendum campaign to ban communism produced a massive shift of public opinion, from Yes to No. This article attempts to explain why. It examines the political appeals and rhetoric of the Liberal and Labor Party leaders, their coverage across the entire metropolitan press, and their use of radio. Breaking with earlier interpretations, it argues that Evatt's campaign encompassed wider issues than civil liberties, suggests that Menzies' campaign was damaged by unruly meetings and shows that neither side appealed exclusively to ‘reason’ or to ‘passion’. Ultimately, the success of the No campaign rested on its capacity to mobilise most Labor voters and to attract some Liberals. This was an extraordinary achievement, but it was secured using routine forms of electioneering.  相似文献

This paper aims to make questions of the body explicit in geography. Constructionist and essentialist feminist approaches to the body are outlined and the distinction that is commonly made between them is prob-lematised. Also problematised is the mind/body split. The Pregnant Woman is used to question the epistemology and ontology of geographical discourse. These epistemological and ontological questions underlie the discussion of the geography of pregnant women's experiences of Centreplace mall in Hamilton, New Zealand. Suggestions for further research in the area of ‘embodying geography’ are offered.  相似文献

ABSTRACT

On 11 May 2014, voters in New Caledonia went to the polls to elect representatives to three provincial assemblies and the national congress. The election results reaffirmed the division between supporters and opponents of independence, as New Caledonians move towards a self-determination referendum scheduled before the end of 2018. The election results confirmed longstanding regional and political divisions. In the rural north and outlying Loyalty Islands, the FLNKS independence movement holds sway. In spite of a united mobilisation by a pro-independence coalition in the Southern Province, three competing anti-independence parties dominate the Southern assembly. The campaign highlighted issues that will dominate political debate in coming years: electoral reforms, economic and fiscal policy, the key role of nickel mining and competing alternatives to ‘exit’ the 1998 Noumea Accord. In the incoming congress, 29 conservative opponents of independence face 25 members of independence parties. This balance of forces in New Caledonia's political institutions and divisions within the loyalist camp means tension will be ongoing as the country moves closer to the scheduled referendum on self-determination – especially as France seeks to maintain its status as a midsized global power.  相似文献

Theories of voter turnout assume that institutional arrangements can alter incentives for participation. Countries with proportional representation (PR) are assumed to increase the incentives to participate because they reduce the proportion of votes that are wasted, giving voters a stronger incentive to participate and parties a stronger incentive to mobilise voters. This paper departs from previous cross-national studies by employing individual-level data during a transition between electoral systems in one country. We used survey data collected before and after electoral reform in New Zealand to examine patterns of participation among political minorities. As a direct test of individual change, the analysis was supplemented with survey data from the last election held under first past the post (FPP) merged with validated participation data from the following election held under PR. We found that the adoption of PR in New Zealand has succeeded initially in fostering more positive attitudes about the efficacy of voting. In New Zealand's first election held under PR, voters who were on the extreme left were significantly more likely to participate than previously, leading to an overall increase in turnout.  相似文献

It has been claimed that Australian and New Zealand voters have followed parallel paths since the Second World War. A comparison of the patterns of net vote movement at contemporaneous Australian and New Zealand elections since 1965 reveals that most have not been alike, although there were some remarkably similar patterns in the 1970s. Most Australian elections have been dominated by movement to the Opposition, but this is not true of New Zealand elections. At New Zealand elections, movements to minor parties have been as common.  相似文献

In the November 1999 referendum on the republic, the Australian electorate was asked to make a complex, technical choice about the system of government, in the absence of clear partisan cues. How did voters resolve this dilemma? Although those in favour of replacing the Queen as head of state made up three-quarters of the electorate, they were divided on the method of election for the head of state, effectively resulting in three separate groups of voters. Four hypotheses are tested to explain voting in the referendum. The most important influence on voting was views about whether or not to sever the link with Britain, followed by the positive and negative aspects of the proposed change, and the cues presented by the leaders of the respective 'yes' and 'no' campaigns. Voters' knowledge of politics was also important. Overall, the interaction between compulsory voting and lack of political knowledge among large sections of the electorate served to divide republicans, and caused the proposition to fail. Pairing the republic with an unpopular change to the preamble of the Constitution also depressed the 'yes' vote.  相似文献

New Caledonia’s 4 November 2018 referendum confronted voters with a divisive choice between independence and continuation of the status quo. It did not offer another potential option of ‘associated independence’, though that had been extensively discussed in the 1980s and rejected by loyalists because it entailed too much independence and by Kanak because there was too much association. This paper reviews the referendum outcome, and examines the controversies about the make-up of the special electorate for that contest and the electoral roll for provincial and French national elections. It argues that 30 years of dialogue about decolonization have not succeeded in reaching agreement on a consensual future and that there is a risk that the political map of New Caledonia remains frozen. What is needed is not further institutional reform or so-called ‘internal decolonization’ but a crossed interethnic majority in Congress, and a halt to French efforts to strengthen the anti-independence demographic and electoral majority.  相似文献

The English-born New Zealand temperance activist, the Rev. Leonard M. Isitt, undertook a number of temperance ‘missions’ in Britain between 1895 and 1905, offering historians a deeper insight into the lived reality of the ‘British world’ and ‘Greater British’ identity. Addressing several areas of imperial historiography, the article uses newspapers from both New Zealand and Britain to acquire a truly ‘Greater British’ perspective of an imperially mobile individual, from which can be drawn lessons about imperial identities and ‘networks’. Isitt's participation in a self-consciously imperial temperance movement highlights the development of a New Zealand identity that depended upon both contrast and commonality with Britain, but it also points to a politics of imperial peregrination, with the temperance reformer's visits to the ‘Mother Country’ factoring in the highly divisive drink question in both New Zealand and Britain. The article concludes with reflections on the nature and limitations of a ‘Greater British’ politics.  相似文献

The question of whether devolved assemblies should be established for Scotland and Wales dominated considerable parliamentary time in the 1970s and became a key pillar of the Labour government's legislative agenda after the two 1974 general elections. The main building blocks of the government's devolution proposals for Scotland and Wales were in place from 1975 with the publication of the white paper, Our Changing Democracy, which outlined proposals for a primary lawmaking assembly for Scotland and a Scottish executive, operating under a ‘conferred powers model of devolution’. For Wales, the assembly was to be a body corporate (with no split between executive and assembly) exercising only executive functions and able only to pass secondary legislation. With some important modifications (including crucially the requirement for a referendum, which was then further amended to require a Yes tally equating to 40% of the electorates in both nations), these proposals were eventually incorporated into law as the Scotland and Wales Acts 1978. While the political debates surrounding devolution in this period are well known, less attention has been paid to the practical plans undertaken by the civil service for devolution to become a reality. Considerable time was spent drawing up, from an early stage, detailed preparations for devolution, particularly in Scotland. In Wales, planning was more tentative, yet, none the less, was taken seriously by the Welsh Office. These plans never materialised in the way envisaged, with neither Welsh nor Scottish devolution able to pass the referendum thresholds put in place. However, as this article also demonstrates, both the Scotland and Wales Acts had a constitutional legacy when devolution became reality under New Labour in the late 1990s.  相似文献

Public concern resulting from unconventional coal seam gas (CSG) exploration and production has become a contentious planning issue in regional Australia, with public concern drawing attention to government planning obligations. To assist Lismore City Council (Northern New South Wales) in its deliberations on the topic, a referendum‐style poll on the issue of CSG industry development was held in conjunction with the local government elections of September 2012. The poll question, ‘Do you support CSG exploration and production in the Lismore City Council area?’, elicited a poll response rate of 97% of eligible voters, of which 87% voted ‘no’. This paper reports the results of an exit poll survey using the Theory of Planned Behaviour to frame motivations behind the poll result, and examines the role of the poll and exit poll survey in providing a process of deliberative democracy in the context of the CSG debate. Key details highlighted by the results were that non‐supporters of CSG exploration were primarily concerned about water quality, while supporters saw the primary benefit being regional employment. Emerging themes of this study are the need for more independent research on potential risks and benefits of CSG developments, increase in institutional transparency, and the development of renewable alternatives. The study concludes that the principles of deliberative democracy involved in the Lismore City Council poll and subsequent exit poll survey have provided an opportunity for a more open discussion and genuine discourse within the CSG debate.  相似文献

This article examines the interaction between changing interpretations of history and visitor interpretation provided at heritage tourist sites. Generally, the literature distinguishes between history (which is seen as objective and fixed) and heritage interpretation (which is characterised as biased, selective and serving parochial interests). It is argued that history is actually far more dynamic and subjective and that this requires an ongoing revision of interpretation for visitors as historical interpretations change. To illustrate these processes, Goodman's concept of a new ‘edgier history of Gold’ is applied to interpretation at Sovereign Hill and the Mount Alexander Diggings in Australia and the Central Otago Heritage Trail in New Zealand.  相似文献

The idea that literary expatriation was a prevalent and often necessary phenomenon for early twentieth-century Antipodean writers is well established, as it is widely believed that New Zealand and Australia were places not conducive to the nurturing of literary talent. In order to succeed, writers were forced to leave for places with developed publishing infrastructure and sympathetic communities of like-minded people like London, choosing expatriation over failure or mediocrity at home. This study, which is based on an empirical investigation into the lives and publication records of New Zealand authors, questions this long-held assumption by emphasising the transnational elements involved in literary production. New Zealand writers were able to remain in New Zealand and still be successful because of the existence of the ‘colonial writing world'—a system of cultural diffusion, literary networks and personal interactions that gave writers access to all the cultural capital of Britain (and other hubs of empire) through the lines of communication established by colonial expansion. The opportunities provided by international connections have been largely overlooked or dismissed until very recently because of the persistent nationalist framework within which New Zealand literary history has been written.  相似文献

Twenty years after the publication of John MacKenzie's Empire of Nature, his characterisation of sport hunting tourism as a symbol of elite and imperial privilege remains strong. Using the example of two white hunters from New Zealand and their trip to Northern Rhodesia (Zambia) in 1926, this article elaborates upon MacKenzie's brief mention of hunters in Africa from cultures other than Britain. In particular, the article argues that ‘home’ hunting cultures—in this case of New Zealand—need to be considered thoroughly when examining meanings of hunting tourism, and, second, that hunting trips could serve a range of purposes beyond the notion of reinforcing colonial rule.  相似文献

This article is a study of the southern suburbs of Dunedin, which during the late nineteenth century became the most industrialized and working class urban area of New Zealand. Analyzing the social composition of fifteen southern Dunedin churches, I question the idea, widely held by New Zealand historians, that the working classes had largely turned their backs on organized religion. In keeping with recent scholarship in the social history of British and Irish religion, I show that unskilled workers were better represented in many southern Dunedin congregations that previous historians have acknowledged and that skilled workers numerically dominated most churches. When women are included in the analysis, working class predominance increases further. Signing the suffrage petition in remarkable proportions, working class Christian women turned the southern suburbs into a world‐leading first wave feminist community. Moreover, varieties of popular Christianity flourished beyond the ranks of active churchgoers. I conclude by suggesting that New Zealand historians need to rethink the old “lapsed masses” and “secular New Zealand” assumptions and to investigate the diverse varieties of Christianity shaping the culture, and their sometimes conflicting this‐worldly meanings.  相似文献

This article scrutinizes the merits of holding a referendum over UK membership of the EU. It queries the assumption that direct democracy can somehow resolve the longstanding Europe question in British politics. To do this, the analysis traces the existence of an exceptionalist approach to the EU within Britain, now associated with re‐negotiating UK membership in the shadow of a referendum. The article argues that the prospects for a radical reconfiguration of the UK's treaty obligations are slim, thereby increasing the risk of a vote to withdraw. Yet withdrawal would be the opposite of a simple solution to the Europe question. Political and economic interests dictate lengthy politicking over a highly complex post‐Brexit settlement revisiting free movement of goods, services, capital and people. Such negotiations undermine any mooted cathartic benefits of a popular vote, while Eurosceptics will remain dissatisfied in the event of a yes, a result likely to further destabilize the Conservative Party. Consequently, the simplicity and decisiveness that a referendum—particularly one that spurns the EU—promises is merely a mirage as relations with the EU necessarily form part of an enduring British political conversation.  相似文献

This article examines New Zealand's role in the British/Commonwealth Trans-Antarctic Expedition (TAE, 1955–58), the first mechanised crossing of Antarctica. Despite much interest in New Zealand's evolving relationship with Britain, the Commonwealth and the United States after 1945, the Antarctic dimension has received little attention. New Zealand's participation in the TAE, alongside activities attached to the International Geophysical Year, strengthened its claims to sovereignty in the Ross Dependency. Instead, popular and media interpretations of the TAE concentrated on perceived rivalries between the two leaders, Vivian Fuchs and Edmund Hillary, thus severely straining Anglo-New Zealand polar relations despite the successful crossing of Antarctica. The fortieth anniversary celebration of the TAE at Scott Base failed to consider critically how New Zealand's relationship with the Antarctic was (and is) imagined and represented.  相似文献

Abstract

This article considers three aspects of the women's vote and activism during the 1951 referendum campaign. First, it is argued that the appeal to women was conducted in terms of the democratic right to freedom of expression and protest especially as it connected to domestic issues. Second, women's engagement in this campaign has been overlooked, but was influential, diverse and prominent, as evidenced by the involvement of activists such as Millicent Preston Stanley and Margot Mahood. Finally, the campaign directed at the woman voter points to the increasing appeal by the major parties to women as independent voters.  相似文献
