This article focuses on the Cyprus talks between 1974 and 1976. It presents the beneficial role the former US secretary of state, Henry A. Kissinger, played in bringing the Greek and Turkish sides around the negotiating table and commit to the efforts for a mutually acceptable settlement following the 1974 Cyprus crisis. Kissinger acted as the honest broker between Ankara, Athens and Nicosia moderating each side's demands and communicating their respective positions when direct contacts were insufficient. All parties for different reasons welcomed his involvement and considered his presence a necessity necessary. Since the public in Greece and Cyprus remained hostile to him, the US secretary remained on the side-lines. Kissinger offered innovative solutions on controversial questions that prevented progress. Thanks to his contribution intense negotiations between the two Cypriot communities with the support of Greece and Turkey took place during the Ford administration. His intervention could not and did not suffice to overcome domestic conflicts and political considerations that prevailed over the efforts for a reconciliatory and mutually acceptable agreement. Nonetheless, he succeeded in paving the way for reducing tensions in the Eastern Mediterranean.  相似文献

Two geographers specializing in Turkey's international relations examine the reframing of foreign policy issues under the country's Justice and Development Party (JDP; also known by its Turkish acronym AKP), in power since 2002. After first locating the JDP within Turkey's current political landscape, the authors investigate how notions of civilizational geopolitics have led to a "new geographic imagination" under JDP that has influenced foreign policy thinking. The authors argue that JDP foreign policy exhibits some continuity with that of earlier governments in terms of activist policies toward Central Eurasia (comprising the Middle East, Central Asia, and Transcaucasia), but are based on a new conceptual foundation that views Turkey not as part of Western civilization but as the emerging leader of its own "civilizational basin" (consisting of the former Ottoman territories plus adjoining regions inhabited by Muslim and Turkic peoples). They then explore the implications for Turkey's future relations with the Central Eurasian region (of which Turkey is assumed to be the leader) and countries of the West (viewed now as "neighbors" but no longer "one of us").  相似文献

Since the rape of a twelve‐year‐old girl by three American marines in Okinawa in 1995, a trope of masculinised domination and feminised subjugation has shaped many feminist discussions of US‐Okinawa relations. However, post‐war US domination in Okinawa has entailed far more complex dynamics involving gender and nation. This article examines domestic reformism that flourished in US‐occupied Okinawa where a group of home economists and home demonstration agents dispatched from Michigan State University (MSU) played an instrumental role in disseminating ‘scientific domesticity’. Following the land‐grant philosophy of educational outreach and self‐help, MSU home economists engaged in a series of domestic reform activities where they attempted to transplant notions and practices of ‘scientific domesticity’ and modernise and empower local women. Taking place amidst the intense militarisation of Okinawa under American rule, domestic reformism generated much excitement and enthusiasm among local women. By analysing how domesticity and militarism became intertwined in post‐war Okinawa, the article explores the complex links between domesticity, international educational aid, militarism and the cold war in the Asia‐Pacific region.  相似文献

Iraq has not enjoyed regular foreign relations since 2003, and arguably for several years before. Looking ahead, Iraq is now in a position to develop its foreign relations fully, yet how these relations will be constructed remains unclear. As with all states, Iraq's foreign policy remains conditioned by geopolitical factors— and in particular control of resources, access to waterways, and its geographical location between the Arab world, Turkey, and Iran. There are also the legacies of the Ba'athist regime to consider—and especially the way foreign policy was constructed, and how ‘foreign’ was defined in terms of foreign to the regime, rather than to Iraq. Layered on top of these geopolitical determinants and legacies is the reality of the post‐2003 state. With the removal of the structures of the Ba'athist regime and the emergence of new political elites under the guidance of the US, Iraq's foreign relations are now clearly different, yet some of the patterns of the past still remain very much in place.  相似文献

This study explores the link between religious identity and conflict in contemporary Turkey by examining the dramatic reversals in the relations between the country’s two prominent Islamic social forces, the ruling party AKP and the Gülen Organization. It shows how a particular trajectory of power and identity between the two religious forces transformed into a brutal security competition in the Turkish society and polity. It puts the analytical foci on the following puzzle: how did the Gülen community — once a confidential ally of AKP — turn into a coup plotter in the Turkish military to bring down the elected government? In order to explore the puzzle, the study offers significant departures from the standard approaches to religious identity and conflict by employing a distinct concept — the inter‐societal security dilemma.  相似文献

This article offers a reinterpretation of the origins of the 1944 Bretton Woods Agreements, one that is of particular significance to scholars of international development. Conventional wisdom holds that the Agreements were primarily a product of US–British negotiations between 1942 and 1944, in which little attention was paid to international development issues and the concerns of poorer countries. This article demonstrates that the innovative ‘embedded liberal’ vision of Bretton Woods was in fact first put forward in the context of US–Latin American financial relations in the 1938–42 period, and that this experience influenced the subsequent Bretton Woods negotiations. The analysis highlights that the architects of Bretton Woods did not ignore development issues but rather attempted to pioneer a new model for both North–North and North–South economic relations. If this has been subsequently overlooked by historians, it may be because this latter feature of Bretton Woods was quickly buried by US policy makers in the immediate post‐war years. This historical reinterpretation helps both to explain some important puzzles about the origins of the Bretton Woods Agreements and to shed new light on the place of international development issues in the evolution of the post‐war international economic order.  相似文献

Since Turkey's application for membership of the European Union (EU) in 1987, the EU has itself been a structural component of Turkey's political transformation. The European impact intensified after Turkey was granted the status of an official candidate at the EU's Helsinki Summit in 1999. Since then, Turkey has issued a series of reform packages with the aim of starting accession negotiations, which began in October 2005. These reforms have initiated a democratic regime that is structurally different from its predecessors in terms of its definition of political community, national identity and the territorial structure of the state. Among many other aspects of the current political transformation such as the resolution of the Kurdish problem and administrative reform, this article concentrates on how the European impact, which I label Europeanisation, has influenced state–religion relations in Turkey. Europeanisation has three major mechanisms that influence actors, institutions, ideas and interests in varying ways: institutional compliance, changing opportunity structures, and the framing of domestic beliefs and expectations. The article concentrates on how these mechanisms operate in the creation of a new regulatory framework of religion in Turkey.  相似文献

This article explores the changes in attitudes among Islamic and secular groups in Turkey through an analysis of their discourses regarding Islam, democracy, secularism, and dialogue. We present the findings of a longitudinal study (Q study) conducted in Turkey in 2002 and 2007. The time period under investigation marks the first uninterrupted five‐year‐long term of an Islamic‐leaning government, Adalet ve Kalk?nma Partisi (AKP, Justice and Development Party), in office since the inception of the Turkish Republic in 1923. We suggest that the continuous electoral success of the AKP has played an important role in shaping Islamic and secular discourses in the Turkish public sphere. In contrast with its predecessor, the AKP has employed a rights‐based paradigm when defining the place of Islam in a secular society. This, we suggest, has softened the divide between Islamic and secular discourses in Turkey. In this article, after defining the core characteristics of both discourses that remained the same in both 2002 and 2007, we focus on the major shifts in discourses that have occurred during these five years. Our research reveals that during this time, both Islamic and secular discourses underwent important shifts with respect to Islam's place in a democratic society. We interpret the AKP's discursive shift toward a rights‐based paradigm and the increasing emphasis on dialogue in both Islamist and secular discourses as promising signs for expanding the scope for democratic polity in Turkey.  相似文献

Nearly 200 new lead isotope analyses of sulphidic and oxidized ores from 26 copper mines on Cyprus show that the mines from different geological regions group in five distinctive isotopic groups, each with a substructure, related to the geological history of the ore formation. Comparison of lead isotope compositions of Bronze Age artefacts with these data can in many cases reveal the actual mines from which the copper for particular artefacts was obtained. The particular case of the provenance of the copper for 78 Late Bronze Age copper ‘oxhide ingots’found in Cyprus, Crete, Greece, Sardinia, Turkey and Bulgaria is discussed. The data show that all oxhide ingots so far analysed, dating to the fourteenth century BC and later, were made of copper consistent isotopically with only one mining region in the geographical north of Cyprus, and especially the Apliki mine. The study provides further evidence which supports the validity of the conventional approach to the use of lead isotope analysis for provenancing metals; this evidence is antithetical to recent suggestions of a model for the production of copper oxhide ingots which involved widespread mixing of copper from a number of ore sources throughout the Mediterranean.  相似文献

Despite the centrality of Mexico–US border policing to pre‐ and post‐9/11 US immigration geopolitics, perhaps the most significant yet largely ignored immigration‐related fallout of the so‐called war on terrorism has been the extension of interior immigration policing practices away from the southwest border. As I outline in this paper, these interior spaces of immigration geopolitics—nominally said to be about fighting terrorism, but in practice concerned with undocumented labor migration across the Mexico–US border—have not emerged accidentally. Rather, the recent criminalization of immigration law, the sequestering of immigration enforcement from court oversight and the enrollment of proxy immigration officers at sub‐state scales have been actively pursued so as to make interior enforcement newly central to US immigration geopolitics. I argue here that these embryonic spaces of localized immigration geopolitics shed new light on the spatiality of US immigration governance, which has typically been thought of by geographers as active predominantly at the territorial margins of the state. I conclude the paper with some thoughts as to how geographers might rethink the what and where of contemporary US immigration geopolitics.  相似文献

The case of urban housing in interwar Greece was unique. After the end of the war in Asia Minor in 1922 almost 1.3 million Greek Orthodox refugees transferred from Turkey to Greece in the first obligatory exchange of populations in world history. Until that time accommodation and property were the privilege of the rich and there was no consideration for public housing as welfare to cater for the needs of low-income people. This paper explores how the impact of uncontrolled housing in the urban centres of interwar Greece led to the emergence of the town in urban and national politics. It will investigate how the uncontrolled housing defined different spatial configurations and reflected various forms of power relations. It will examine how the need for housing of the masses of refugees led to the collapse of the limited infrastructure and had a catalytic effect on town planning. It will also analyse how urban issues were raised on the political agenda and the way that cities produced electoral behaviours that changed the political map of the country.  相似文献

Although many of the military and strategic aspects of crusader fortifications have been studied in the past, their non-military uses have rarely been looked at in any detail. This omission has to some extent led to the misleading impression that Latin (and Armenian) strongpoints in the eastern Mediterranean were only used for the waging of war, and played no significant role during peace time. In reality, however, many of these structures, particularly in less exposed areas such as Cyprus, spent far more time fulfilling rather mundane domestic functions than they did being directly involved in warfare. The purpose of this article, therefore, is to discuss the use of such structures as residences, prisons and courtrooms, as well as focal points for trade, administration, farming, and religious activities. Reference will be made to fortifications in Frankish Greece, Cyprus, the Holy Land and Cilician Armenia, during the period 1187-circa 1380.  相似文献

The Australian government optimistically expects that China's rise can be easily managed. They predict US–China relations will be cooperative, and reject concerns that Australia may face hard choices between them. This optimism seems to be based on the view that as China grows it will become increasingly integrated into a US-led global system. That overestimates America's power, and underestimates China's ambitions. The best we can hope for instead is that China and the US will cooperate in a concert of power, but the US will be very reluctant to make the necessary concessions to China for that to happen. So there is a real risk of even worse outcomes: Chinese primacy, sustained US–China hostility, or war. Australia therefore needs to try to persuade America to work with China in building a new ‘Concert of Asia’.  相似文献

This article takes a close look at how the United States used the funding of scientific research in Sweden as a hegemonic and propaganda tool in the 1950s and 1960s. It shows that non-aligned Sweden functioned just as much as a node in the international science network set up by the Americans after the Second World War as did the North Atlantic Treaty Organization (NATO) countries. These funds were awarded mainly to an elite network of prominent Swedish scientists. The article sheds interesting light on the controversies of such funding in Sweden during the cold war and adds important knowledge about Swedish–American relations during the cold war. The article argues that this Swedish scientific elite co-produced US hegemony in Sweden by actively seeking out American military funding and by making use of it. It also argues that US funding was intended to portray the United States as an altruistic patron of science in the world and thus serve American propagandistic purposes as well.  相似文献

America won an asymmetric war in Iraq and lost an asymmetric peace. Translating material power advantage into favourable political outcomes has been a challenge for great powers down the ages—what makes this bridge even more difficult to cross today is the raised expectations on the part of liberal publics about the moral purpose of US‐led interventions. In this sense, Iraq is part of the explanation for why influential liberals believe there is a ‘crisis’ in America's world leadership. ‘America after Iraq’ subjects this claim to analytical scrutiny—in particular it addresses whether Iraq was simply a chapter in a longer book detailing American power and purpose in the post‐9/11 world? In answering this question the article is drawn to consider conceptual debates about a shift in the international system from anarchy to hierarchy with the US as the hegemonic power. While it rejects strong versions of the hierarchy thesis that imply the Washington is the new Rome, it is nevertheless drawn to an understanding of a hierarchical form of ordering where the US oscillates between a hegemonic role and an imperial outlaw. Seen through this lens, the Iraq War was an intervention that happened because it could, and not because it was just or necessary. Public opinion and the weakness of domestic institutions are also critical factors in explaining how it was possible for a previously status‐quo oriented hegemonic power to act recklessly and put the rules and institutions of international society under strain.  相似文献

In this revised text of a lecture delivered at the Royal Institute of International Affairs in June 2003, Stanley Hoffmann traces the history of America's close postwar alliance with western Europe. Out of the treaty in which America undertook to protect western Europe came the organization of NATO. Despite the difficulties and differences of opinion among its members in the early years—decolonization, German rearmament, Vietnam, US—French relations—the alliance survived and continued to survive after 1991 despite losing its main enemy, the Soviet Union. It then became a tool for managing relations between members and the newly liberated countries of central and eastern Europe and Russia. After the first Gulf War, however, NATO became a field for US—European relations, encompassing rivalry over approaches to eastern Europe, and cooperation in the Balkans. September 11 and the 'war on terrorism' marked the real turning point in the alliance and the subsequent war in Iraq in 2003 exposed deep divisions in the approach to international relations. Stanley Hoffmann concludes that it is still unclear how far Iraq has affected the substance of US foreign policy and its relations with Europe. It may be possible to predict, however, that the central importance of Europe for the US will remain under a cloud—'the days of relative harmony have not returned'.  相似文献

The book under review fills an important gap in examining American foreign policy during the years between the fall of the Berlin Wall and the events of September 11, 2001. It documents American reactions to the events during and after 1989 and explains some of the difficult foreign policy choices facing the US during the 1990s. It also describes how the mid-1990s came to be seen by some as 'an age of anxiety'. The book largely focuses on the thinking of the foreign policy elites and, in the opinion of this reviewer, might have said more about American domestic politics at this time. The rise of the conservative movement, the belief in the unfettered free market, and the seemingly unconditional support for Israel were largely rooted in domestic politics but had important foreign policy implications. One paradox, so this reviewer argues, was the way in which some in the West—the Cold War victors—seemed disorientated or even demoralized by their own victory. One underlying problem, implicit in this book, is that of achieving cohesion in the absence of a common enemy. For that reason peace can sometimes be as difficult as war.  相似文献

Much is made of the need for any second war against Iraq (following Desert Storm of 1991) to be sanctioned by a resolution of the UN Security Council, approved necessarily by all five Permanent Members. Yet only two of the five, the USA and the UK, show any enthusiasm for renewed war in the Persian Gulf; and British policy is undeniably following rather than leading American actions on the diplomatic and military fronts. What are the sources of this American policy? Some critics say oil; the latest arguments of proponents invoke humanitarian concerns; somewhere between the two are those who desire ‘regime change’ to create the economic and political conditions in which so‐called western political, economic and social values can flourish. To understand the present crisis and its likely evolution this article examines American relations with Iraq in particular, the Persian Gulf more generally and the Middle East as a region since the Second World War. A study of these international relations combined with a critical approach to the history of American actions and attitudes towards the United Nations shows that the United States continues to pursue a diplomacy blending, as occasion suits, the traditional binaries of multilateralism and unilateralism—yet in the new world‐wide ‘war on terrorism’. The question remains whether the chosen means of fighting this war will inevitably lead to a pyrrhic victory for the United States and its ad hoc allies in the looming confrontation with Iraq.  相似文献
