The present reflection seeks to establish the chronotope as an operating unit in the act of reading inasmuch as it strives to reconstruct the coherence of the novel's universe and to uncover the essence of things. Of the equal value is the Bakhtinian principle of dialogism, which proves propitious in rendering explicit the connections between different chronotopical units.     

Geographies of Swimming Pool Provision: Lessons from Glasgow 1804–2014

Swimming is a popular form of recreation and exercise in the UK and US. Swimming can take place outdoors but, particularly in the UK, largely takes place in designated indoor pools. Existing research tends to focus on ‘public’ or ‘municipal’ pools leaving broader spatial geographies of swimming pool provision under explored. In response to concern about swimming pool closures, this paper draws from extensive archival research into all swimming pools in the City of Glasgow, Scotland, since the first opened in 1804. Formal and informal programmes of pool building and closure were revealed. Rather than decreasing, public provision has remained constant for the last 100?years but become progressively more spread out in relation to the city’s changing size. Broadening exploration beyond the ‘public’ category exposed a vast drop in school pool numbers around the year 2000 due to a Private Finance Initiative project that consolidated the secondary school estate and outsourced school building management. The lessons: researching all types of swimming pool through time greatly enriches understandings of the changing meaning and extent of public service provision.     

Is it really bridging the gap? Fiber internet's impact on housing values and homebuyer demographics

Fiber internet expansion represents a path to improved economic vitality for Americans, but it is unclear who benefits from it and by how much. We examine the effects of subsidized fiber internet expansion on home prices and homebuyer demographics using data from Wisconsin and an IV approach to correct for fiber network endogeneity. We find fiber internet increases urban and rural housing values by 1.83% ($3,462) and decreases the likelihood a homebuyer is white by 2.88%, but in urban areas only. Fiber internet therefore does not appear to drive minority homebuyers away but may contribute to the urban-rural racial divide.

Time–geography,gentlemen, please: chronotopes of publand in Patrick Hamilton’s London trilogy

This paper considers the time and the place of drinking in modern British life, as represented in Patrick Hamilton’s trilogy of novels set in the publand of London’s West End in the interwar years, through Mikhail Bakhtin’s concept of the chronotope and with critical nods to Hagerstrand’s time–geography corpus. The chronotopes of pubs and their neighbourhoods, which we term ‘publand’, are discussed initially in their novelistic presentation in Twenty Thousand Streets Under the Sky (1935), and then in relation to the ‘character zones’ of the novels’ principal protagonists. The key themes, defined in the paper, are the asynchronicity of personal and social relations, the dialogic construction of heterochronicity, and the presentation of a prosaic chronotope. Though the paper is a contribution to literary geography, we aim to contribute to the cultural geographic understanding of the time–space rhythms and routines of everyday leisure drinking, making claims for the wider significance of chronotopic analysis.

‘Beer and Britannia’: public‐house culture and the construction of nineteenth‐century British‐Welsh industrial identity

Prior to industrialisation, there was a nebulous and fragmented Welsh national character or mass collective identity. Industrialisation engendered significant sociocultural upheaval and change, and for this ‘new’ society to function effectively a cohesive Welsh identity had to emerge. Because the impetus behind industrialisation had occurred primarily in a British context, any newly formed Welsh identity would ultimately have to be reconciled to the nation's industrial import within a ‘United Kingdom’. Mass cultural commonalities and the role played by leisure in this procedure is a core element in the establishment of industrial modernist nation‐states. Therefore, this article argues that public‐house culture played a central role in the construction of a new industrial Welsh national ideology that was ultimately allied to, and a constituent of, a British imperial agenda designed to exploit both the natural resources and workforce of the area to its maximum extent.     

The Imagineering of Resistance: Pollok Free State and the Practice of Postmodern Politics

The conflict over the construction of the M77 motorway in Glasgow, Scotland, is an example of a subculture of resistance which has emerged within Britain over the past fifteen years. The paper focuses upon the actions of Glasgow Earth First!, with whom the author has participated, and on the role of Pollok Free State – an ecological encampment located in the projected path of the motorway. Such resistance is characteristic of a postmodern political practice. It is heterogeneous, symbolic and extensively media-ted. It eschews the capture of state power but is a lived, immediate resistance, the experience of which may be transmitted over space and time.     

Useful work for idle hands or a brightening and elevating influence? The introduction of the Brabazon Employment Scheme to Glasgow’s public institutions in the late 19th century

Women’s ability to effect changes in welfare policy during the later workings of the new Poor Law has been presented as a ‘marginal influence’ within past historiography. This perspective is contested in recent empirical work, which argues for a more positive view of female agency. The Brabazon Employment Scheme was a charitable initiative, which occupied the poor unable to take part in the routine work of public institutions. Findings from its operation in Glasgow demonstrate how women drew upon philanthropic experience as well as elected positions in the management of institutions to secure the scheme’s introduction in these settings. While the initiative originated in the English workhouses, local women extended the Brabazon activities to address gaps in welfare provision for asylum patients. In doing so, the article shows how organised charity continued to function as an avenue of support for the poor alongside municipal relief into the early 20th century.     

The inclusion of sustainable drainage systems in flood management in the post‐industrial city: A case study of Glasgow

The management of urban stormwater and flooding is challenging, particularly within older, post‐industrial urban environments where infrastructure, housing and businesses already operate. The urban environment constrains opportunities for the development and integration of new approaches to drainage management, particularly the use of sustainable drainage systems (SuDS). These issues are investigated through a case study of Glasgow. The northeast of the city suffered significant urban flooding in July 2002 following an intense con‐vective summer storm. This event overloaded the urban drainage system, which was heavily integrated and led to the back flow of foul water into streets and homes. This study examines the response to this event and the construction of an integrated drainage management plan for the city, the Glasgow Strategic Drainage Plan (GSDP), which includes greater use of SuDS in tackling the city's capacity problems. Reflecting on the interdisciplinary nature of urban drainage management, this study adopts a social science method, undertaking semi‐structured interviews with key actors involved in producing the GSDP.     

Why the History of Parliament Has Not Been Written*

There have been legions of individual studies of the history of the English/British/United Kingdom parliament, which is not surprising, since its history is widely acknowledged to be so closely bound up with the history of the nation state itself. But there have been remarkably few attempts to put the story together, to try to consider the long‐term development of parliament as an institution. What would such a story look like? This essay discusses some of the critiques of the whiggish narrative of constitutional and parliamentary development to recognise a common theme in whiggism's tendency to anthropomorphise parliament, to describe it as a single organism with agency and purpose. To forgo that temptation, however, makes it difficult to provide a satisfying narrative of parliament over time. The essay tries to imagine how one might construct a history of parliament as an institution which no longer sees it as an actor in its own story, but, instead, a complex collection of ideas, processes, customs, and conventions, which competing forces struggle to organise in order to achieve their goals, and which is also an arena and forum for that competition.     

‘Missing’ from policy history: the Dartington Hall Arts Enquiry, 1941–1947

Largely undocumented in the published accounts of cultural policy history in the UK, the Arts Enquiry was a privately funded survey of the arts in wartime England. It was launched in 1941 as an initiative of the Arts Department at Dartington Hall and funded by the trustees of Dartington Hall, who spent £19,000 on the study over its six-year history. The Enquiry brought together artists, intellectuals, philanthropists and arts professionals in specialist committees to examine the visual arts, music, drama and documentary film. Three book-length studies were published: The Visual Arts (1946), The Factual Film (1947) and Music (1949). This article examines the history of the Arts Enquiry, its entanglement in the cultural politics of the period and what it reveals about policy formation in the UK, as well as the historiography of cultural policy.
