Abstract: In this paper, we use insights derived from a critical evaluation of ecological modernisation theories to examine the origins and influence of new, market‐based, forms of carbon governance. Focusing on two key examples—emissions trading in Europe and the global market in offsets—we argue that ecological modernisation theories can help us understand the processes through which the seemingly intractable problem of climate change has been reframed as an opportunity to construct a new carbon economy and anticipate some of the tensions, contradictions and limits of such an approach. We then explore the governance dimensions of these novel market mechanisms, look at how they work, and then discuss whether, to what extent and for whom they work. We highlight a series of (un)‐intended consequences that flow from these practices and modes of governing. We conclude by discussing the significance of these observations both for debates on climate change and the governance of carbon and for theories of ecological modernisation.  相似文献

This paper argues that indigenous peoples' responses to climate change are better understood in relation to emerging notions of citizenship than to climate change crisis narratives. The latter, like development narratives, are often used to license the intervention of experts in debates about resource management and conservation. Dominant climate change narratives about the Arctic emphasise the power of global climate systems to threaten northern communities by situating them as being intrinsically ‘at risk’. These narratives envisage Arctic citizenship within very narrow parameters which have largely masked the voices of northern citizens. Definitions of ecosystem resilience, while providing a framework for comparing disparate cultural and ecological contexts, are predicated on avoiding systemic collapse. It is argued that such definitions heighten the sense of risk implicit in climate change impacts. This may ultimately impede the development of different aspects of civic participation by northern citizens with climate change policy opportunities. Policy responses across a range of diverse geographical contexts require new narratives that put communities back into the calculus of risk and decision-making. One way to be more critical about the language of climate change narratives is to evaluate the extent to which they can account for, and mitigate, growing inequalities of power and wealth. Studies in the historical reception of science narratives are proposed as a better approach for making grounded comparisons of the discursive strategies with which climate change narratives are made to work. This also helps to bridge discussions of climate change across regions like the Arctic and Africa, which share much in common, but are too often studied in isolation.  相似文献

By examining the case of James MacQueen (1778–1870), this paper initiates a research agenda that contributes to what David N. Livingstone has argued remains the most pressing task for historians of geography: to write ‘the historical geography of geography’. Born in Scotland in 1778, MacQueen was one of the many ‘arm-chair’ geographers whose efforts at synthesising contemporary and historical sources were a significant feature of the encounter between Europe and the rest of the world. Indeed, although he never visited Africa, his speculations about the course and termination of the River Niger turned out to be broadly correct. What makes MacQueen a particularly significant figure was the original source of his theory: enslaved Africans in a Caribbean plantation-colony. In this light, a remark that MacQueen's imagination was ‘taken captive by the mystery of the Great River’ carries a dark double-meaning, because ‘captive’ knowledge was the very source of MacQueen's interest in African geography. Beginning with MacQueen's time in Grenada, the paper explores a series of personal relations, textual traces and West African ethno-histories to reveal how his geographical knowledge and expertise were bound up with Atlantic slavery. This shows not only how the colonial economy, centred on the Caribbean, underwrote the production of geographical knowledge about Africa, but also how British geographical discourse and practice might be probed for traces of Atlantic slavery and enslaved African lives. More generally, the case of James MacQueen illuminates a broader field of relationships between Atlantic slavery, West African exploration, and the development of modern British geography in the late eighteenth and first half of the nineteenth centuries. Examining these relationships is key to writing a ‘historical geography of British geography and Atlantic slavery’ and contributes to postcolonial histories of the discipline by revealing the tangled relationships that bound geography and slavery, knowledge and subjugation, that which ‘captivates’ and those held ‘captive’.  相似文献

Abstract: The central operating strategy within the 1997 Kyoto Protocol and most of the advanced capitalist world's environmental policy is to address climate change through the market mechanism known as emissions trading. Based upon government issuance and private trading of emissions reductions credits and offsets, this approach quickly rose to $135 billion in annual trading. But in the wake of the collapse of climate negotiations in Copenhagen and a world financial crisis which undermined market faith in derivative investments, carbon trading has an uncertain future. Linkages between deep‐rooted financial market and emissions market problems are revealing in spatio‐temporal terms, especially in the context of a deeper overaccumulation crisis and investors’ desperate need for new speculative outlets. It is in the nexus of the spatial and temporal aspects of carbon financing amidst resistance to “new enclosures” by adversely affected peoples, that broader‐based lessons for global/local environmental politics and climate policy can be learned.  相似文献

During recent reinvestigations in the Great Cave of Niah in Borneo, the ‘Hell Trench’ sedimentary sequence seen by earlier excavators was re-exposed. Early excavations here yielded the earliest anatomically-modern human remains in island Southeast Asia. Calibrated radiocarbon dates, pollen, algal microfossils, palynofacies, granulometry and geochemistry of the ‘Hell Trench’ sequence provide information about environmental and vegetational changes, elements of geomorphic history and information about human activity. The ‘Hell’ sediments were laid down episodically in an ephemeral stream or pool. The pollen suggests cyclically changing vegetation with forest habitats alternating with more open environments; indicating that phases with both temperatures and precipitation reduced compared with the present. These events can be correlated with global climate change sequences to produce a provisional dating framework. During some forest phases, high counts of Justicia, a plant which today colonises recently burnt forest areas, point to fire in the landscape. This may be evidence for biomass burning by humans, presumably to maintain forest-edge habitats. There is evidence from palynofacies for fire on the cave floor in the ‘Hell’ area. Since the area sampled is beyond the limit of plant growth, this is evidence for human activity. The first such evidence is during an episode with significant grassland indicators, suggesting that people may have reached the site during a climatic phase characterised by relatively open habitats ∼50 ka. Thereafter, people were able to maintain a relatively consistent presence at Niah. The human use of the ‘Hell’ area seems to have intensified through time, probably because changes in the local hydrological regime made the area dryer and more suitable for human use.  相似文献

This study presents a behavioral analysis of Middle and Upper Paleolithic lithic assemblages from 14 sites located in the southern Carpathian Mountains. Using a whole assemblage behavioral indicator, we show that the hominins that manufactured those stone tools do not appear to have differed in terms of the flexibility of the mobility strategies they employed to exploit their landscapes. Rather than biological change, we argue that large-scale climate changes are likely more important drivers of behavioral changes during the Late Pleistocene of the region, including during the Middle–Upper Paleolithic transition. These results agree well with the results of studies having employed this methodology in other regions, suggesting that this is a generalized feature of the transition across Eurasia. Recasting the transition as a mainly ecological rather than purely biocultural process allows us to generate new perspectives from which to approach the question of behavioral change during the Late Pleistocene, and ultimately suggests that the process referred to as the ‘Middle–Upper Paleolithic transition’ is essentially a brief segment of a much more extensive process driven by prehistoric human–environment interactions that would culminate in the highly logistical mobility strategies documented throughout the continent at the Last Glacial Maximum.  相似文献

The Grand Prairie of east central Illinois was notorious for a marshy environment that prevented dense agricultural settlement until late in the nineteenth century. While recent historical–geographical scholarship has focused on innovations in drainage technology, drainage-related laws and institutions, and the ecological impacts of wetland reclamation, it has largely failed to account for the persistence of agrarian structure, and its key component, land tenure, on the Grand Prairie. Late-nineteenth-century reclamation efforts were not quite so transformative as previously believed. The same landed elite that dominated in the pre-drainage era quickly emerged atop a system of public drainage that held the key to the region’s economic future. In this paper, we extend Karl Wittfogel and Donald Worster’s theorizations about ‘hydraulic civilizations’ from the realm of irrigation to that of drainage. While drainage was indeed important in shaping the history of east central Illinois, we argue that a distinctive social order in east central Illinois emerged from, and was shaped by, an older agrarian structure that had developed in response to marshy, unpredictable conditions before drainage began in the late 1800s. The beneficiaries of the old order did not yield power easily, and instead skillfully capitalized on the new opportunities presented by drainage enterprises, to create a ‘hydraulic society’ on the prairie. The new order continued to rely on the exploitation of tenant farmers even as the landscape itself was transformed into the intensely managed and highly productive Corn Belt of today.  相似文献

This paper traces the distinctive shifts in ecology and conservation in Britain during the late 1950s and 1960s. These were the last six years of the Nature Conservancy, the state research council responsible for ecological research, the conservation of nature, and for providing expert advice. Drawing on work in science studies and the geography of science, the paper addresses the changing spatialities of official ecological knowledge and the ordering of nature in this period of British modernity. The paper examines the Conservancy's construction of the form and relationship of research to practice: the connections between local spaces of research – the laboratory and the nature reserve – to the ‘right’ government of land and management of resources more universally. This putative ‘single great mission’ is traced through examination of the politics and practices of doing ecological research at the time, including the creation of a new Experimental Station, the growth of ecology as public discourse, and, importantly, government reviews of science. The paper concludes by considering how this mission was tempered and reconfigured by institutional change.  相似文献

This study provides an historical perspective on everyday experiences of weather and climate, through an analysis of the diaries of two colonial figures in Bombay, western India, in the 1820s: Mountstuart Elphinstone (the then Governor) and Lucretia West (the wife of the Chief Justice). The paper explores the ways in which climate impacted upon their daily routine and health, and discusses evidence for the influence of wider climatic narratives within their writings. Climate played a dominant and complex role within colonial discourse, providing both a barrier to colonisation, and a justification for European governance over populations that had become ‘degenerate’ through their exposure to tropical climates. Both of the diaries evidence this influence of climate within the colonists’ daily lives, but demonstrate the differing responses to climate based on the two diarists’ social positions. Mountstuart Elphinstone, in particular, had a strong sense of the impact of climate upon his health, in keeping with contemporary medical beliefs equating climate with physical wellbeing. The paper provides evidence of the evolution of acclimatisation discourse during the early nineteenth century, and suggests that European beliefs concerning tropical climates were changing simultaneously within both the medical establishment and the wider colonial community. The paper also explores the medical excursions that the diarists took to towns in the Western Ghats. It is apparent that their experiences of the climate in such towns were influenced by their prior expectations, a theme which resonates with discourses of climate in our own times.  相似文献

Leprosy is a chronic infection of the skin and peripheral nerves caused by the pathogen Mycobacterium leprae. Its impact on human populations and societies of the past as well as its phylogeographic patterns around the world – at least in modern times – has been well documented. This slow growing bacterium has been shown to exist in distinct ‘SNP types’ that occur in relatively defined parts of the globe. The routes that the disease followed in the past are, however, still uncertain. This study of ancient-DNA typing of archaeological human remains from Sweden dated to early Medieval times provides genetic evidence that a transmission of M. leprae ‘SNP subtype’ 2G – found mainly in Asia – took or had already taken place at that time from the Middle East to Scandinavia. This finding is unique in the history of leprosy in Europe. All human specimens from this continent – both modern and ancient – that have been tested to date showed that the one responsible for the infection strains of M. leprae belong to ‘SNP type’ 3, whereas our results show that there were some European populations that were hosts to bacteria representing ‘SNP type’ 2 of the species as well.  相似文献

This article describes the development of a GIS-based model of historical drought and population change in western Canada, designed to support qualitative field research into drought adaptation and migration. The model combines digitized census data and recently available modeled historical climate data at a 10 km2 grid cell scale and can be used to generate maps of ‘hotspots’ where historical declines in rural populations may be associated with extended periods of heat and lack of precipitation. The results suggest a promising avenue for expanding and refining GIS-based modeling of historical human–climate interactions to support qualitative research and to potentially serve as a stepping stone toward forecasting future risk areas of drought-related migration in continental dryland areas.  相似文献

The growing influence of neoliberal approaches to environmental governance has significantly increased the involvement of industry non-state actors in international and national climate governance. However, the implications of this neoliberalisation and hybridisation of climate governance, and particularly state–industry relations during these processes, remain under-integrated with wider geographical debates on the scalar and network politics of environmental governance. In this paper, we probe these issues by examining the regulatory and territorial logics underpinning the negotiation and implementation of the European Union emissions trading scheme (EU ETS). We argue that overlapping interpretations of the regulatory logic of emissions trading (as a cost-effective means of meeting climate objectives) by EU, state and industry actors provided the driving force for the creation of a Europeanised climate governance space and the consolidation of the EU's governing authority in respect of the formal rule-making elements of the EU ETS. However, alliances between state and industry actors, based around intersecting interpretations of their territorial interests in relation to emissions trading, strongly influenced the scheme's design. Moreover, speculative behaviour within the EU ETS market indicates the continued ability of market networks to disrupt territorially-based climate governance regimes. We argue that critical exploration of the territorial logics and practices of EU emissions trading from regime creation to operation provides new insights into the emerging spatial politics of neoliberal environmental governance and its implications for climate protection.  相似文献

Between 1880 and 1900, the conjunction of the development of higher education in France with the renewal of colonial expansion resulted in the creation of the ‘colonial sciences’. ‘Colonial geography’ played a key role in the development of these new disciplines, alongside ‘colonial history’, ‘ethnology’, ‘colonial economics and legislation’ and ‘colonial psychology’. This paper considers the social history of this field and of the institutions in which colonial geography was formed. This involves examination of the study of the teaching of ‘colonial geography’ in the universities and French grandes écoles, the gradual professionalisation of scholarship, and the increase in the number of doctoral theses and book publications, which all serve to demonstrate the vigour of the subdiscipline, leading to the emergence of a veritable research community. Under the Third Republic, ‘colonial geography’ in the universities was characterised by great diversity, irreducible to a single or homogenous ‘colonial discourse’.  相似文献

This paper explores the relationship between national iconography, banal nationalism and conceptions of the state. It begins by reviewing scholarship on visual culture associated with official products of the state: namely, stamps and money. This reveals a preoccupation with content analysis and a tendency to assume state control over the symbolic content of money (and stamps) without clarifying the nature of design processes, the nature of state involvement in these processes, or how ‘the state’ is being conceptualized. The paper addresses these lacunae, beginning with an examination of approaches to banknote design and clarification of the role of the state in these processes. This analysis reveals that non-state actors and institutions are frequently responsible for this key mechanism of official iconographic representation and this, in turn, supports calls for a reassessment of the concept of the state. After outlining an alternative conception of the state, as an idea that produces ‘state effects’ rather than an empirical entity separate from society, the value of this concept is illustrated by showing how it can explain banknote production in the stateless nation of Scotland. The revelation that commercial banks can be co-constitutive of state effects – things like banknotes, national institutions, iconography and identity – challenges presumptions of a discrete state that controls its own representation and the regulation of society.  相似文献

This paper seeks to uncover narratives of climate change shaped within two distinct but related research communities in glaciology and meteorology, both institutionally located at the Stockholm Högskola, later Stockholm University, and with widespread collaborative networks in the Nordic countries, the United Kingdom, and the United States. During the 1930s, Stockholm glaciology under Hans W:son Ahlmann provided an early theory of ‘polar warming’, based on solid field data from the North Atlantic and Arctic realm, but remained resistant to ideas of human climate forcing and thus lost a lot of its emerging policy influence. Stockholm meteorology under Carl-Gustaf Rossby followed a different trajectory. Based on geophysical theory and computer science experimentation funded by military sources on both sides of the Atlantic, the Rossby school established an early institutional acceptance of greenhouse explanations of climate change with strong links to policy. This account of divergent research agendas, differential extra-scientific conditions, and contradictory representations of the direction and causes of climate change should caution against viewing the history of climate science and policy as a cumulative affair based on ever more precise and better knowledge. The narratives presented here highlight, on the contrary, the importance of broad science politics as well as local and disciplinary methods, traditions, and institutional trajectories in shaping attitudes among scientists to climate change.  相似文献

We present a new climate and vegetation model, and discuss applications with a study of medieval land degradation and settlement abandonment in þórsmörk, Iceland. Existing meteorological data are used as the starting point for modelling glacier snowlines (equilibrium lines), and this is developed to model seasonal snowcover, potential vegetation and growing season. The current status and past fluctuations of glaciers across Iceland provide independent spatial and temporal constraints to the model. In þórsmörk, there was extensive landscape degradation and settlement abandonment in the late Medieval period, with an unclear role for climate change. Modelling of the landscape impacts of a 1 °C fall in temperatures shows that climatically induced degradation through reduced vegetation, growing season, and increased snowcover had limited effects on the once settled area, highlighting the importance of anthropogenically driven change. High resolution modelling offers a significant potential for assessing ‘what if’ questions, and identifying key empirical tests.  相似文献

Traditional understandings of the development of the medieval English longbow and its role in the fourteenth-century ‘infantry revolution’ have recently been challenged by historians. This article responds to the revisionists, arguing based on archaeological, iconographic and textual evidence that the proper longbow was a weapon of extraordinary power, and was qualitatively different from – and more effective than – the shorter self-bows that were the norm in England (and western Europe generally) before the fourteenth century. It is further argued that acknowledging the importance of the weapon as a necessary element of any credible explanation of English military successes in the era of the Hundred Years War does not constitute ‘technological determinism’.  相似文献

Climate deterioration at around the time of the Bronze Age/Iron Age transition has for long been argued to have resulted in upland abandonment in northern and western Britain, and recent research has provided evidence that a major climate downturn from 850 cal BC caused settlement abandonment in western Europe and potentially worldwide. It is, however, unclear to what extent only ‘marginal’ sites were affected, due to the lack of any systematic attempt to view the evidence for settlement and land-use change across a range of landscape types with differing sensitivities to environmental change. This paper addresses this issue by an evaluation of 75 pollen sequences spanning the late Bronze Age and early Iron Age in Britain to assess whether climatic deterioration was sufficient to cause widespread land abandonment. The results provide no evidence for wholesale land-use change at this time; the overall picture is one of continuity of land use or even increased agricultural activity. There are, however, hints of regional variability, with a greater tendency to abandonment of upland areas in Wales, and signs of woodland regeneration in agriculturally productive areas of lowland central southern England. The latter pattern may reflect a combination of rising ground-water levels affecting local land-use in the immediate vicinity of the mires which provide the source of the pollen data, against a backdrop of regional-scale social and economic changes at the Bronze Age-Iron Age transition.  相似文献

This paper, largely inspired by Giorgio Agamben’s conceptualization of the camp, reflects on the relationship between the ‘topographical’ and the ‘topological’ in reference to Auschwitz-Birkenau and its spatialities. After having discussed the concept of soglia (threshold), we briefly introduce the ways in which the historiographical literature on the Holocaust treats the relationship between modernity, rationality, and Nazism. The second part of the paper is dedicated to an attempt to read ‘geographically’ the entanglements between the camp, Nazi spatial planning, bureaucratic rationalities, and the Holocaust. The notion of the camp-as-a-spazio-soglia is central to this interpretation. Auschwitz, conceived as a metaphorical and real space of exception, is contextualized within the broader regional geography planned by the Nazis for that part of Poland; while ‘Mexico’, a specific compound within the camp, is described as a key threshold in the reproduction of those very geographies. The aim is to show how the topological spatialities of the camp were a constitutive element of the overall biopolitical Nazi project of ‘protective custody’ and extermination and that, for this reason, they deserve further investigation and need to be discussed in the relation to the crude calculative and topographical aspirations of that same project.  相似文献

This article is about the simultaneous subversion and perpetuation of political borders ‘from below’. Using the state boundary between the cities of Goma in the Democratic Republic of Congo and Gisenyi in Rwanda as a case study, this article shows how people make sense of their border-related social world. By analyzing everyday narratives and practices of people who live on both sides of the border, this article reveals popular geopolitics at work and demonstrates the inchoate character surrounding the idea of ‘the border’. Border talk is examined in key narratives and narrative clusters to emphasize the primacy of certain thematic plots and to reveal which aspects of the border people prioritize and how they attribute meaning to the idea of the border. Views of the border ranging from a desired barrier against the demonized ‘other,’ and as a means of exclusion, to its conception as an institution that may be in need of reform but is essential to economic survival, make clear that approaching the border through narratives means allowing for its historicity and relationality. Border narratives and practices reveal some neglected aspects of violent conflict in the study region and provide insights into state-society relations, an understanding of the state’s legitimacy, and an understanding of the effects of the border as a social construction that influences everyday life.  相似文献
