Towards the end of the century, Serbia will face a dramatic increase in annual temperature between 2°C and 6°C and decrease in annual accumulated precipitation up to 12%. Recent 2014 floods in Serbia, with more than 30 victims, and more than 30,000 displaced people, with overall damage close to €1.5 billion, reflected those trends and the likely risks that region will face due the changing climate. Those risks may influence the development process at the local level. This paper assesses the existing priority measures in local sustainable development strategies and re-interprets their characteristics using a methodological framework for the definition of adaptation measures. It offers a new understanding of the ongoing local sustainable development approach in the potentially most vulnerable municipalities in Serbia. The study focused on following properties of developmental measures: cost-effectiveness, structural characteristics, target realm, spatial determination, time frame, climate responsiveness, and sector and budget allocation of development measures at the local level. The results of the analysis suggest that the initiation of adaptation planning should consider the improvement of the methodological framework – the introduction of inter-sectoral and cross-sectoral planning practice, cost–benefit analysis, the involvement of individual actors in planning and dynamic planning approaches.  相似文献

Food security remains a critical global issue, made more difficult because of the rising world population, climate challenges affecting food production and a focus on market-based solutions that undermine subsistence production in vulnerable rural areas. Particularly affected are countries across Asia where poverty, hunger and malnourishment affect a significant proportion of the population. Drawing on Sen’s entitlement theory, we argue that a shift in focus from national food production to intra-household food access enables a critical reflection on consumption smoothing strategies adopted at this level. In particular, we draw attention to the tendency for women and girls to eat less as an intra-household adaptation strategy. We present findings from our research in rural areas of Bangladesh and note that adaptation strategies adopted by households in response to food insecurity. We note that strategies designed to address food insecurity must include gender mainstreaming to ensure that women and girls are not taking a disproportionate responsibility for intra-household food security.  相似文献

Non-urbanized areas (NUAs) play an important role in reducing the effects of climate change by providing both carbon storage and sequestration. Urban areas are responsible for the emission of 60% of global greenhouse gas, 50% of which are produced by buildings. During the past decades, increasing urban growth and sprawl processes produced several urban layouts characterized by different morphological features and a common lack of sustainable energy and environmental solutions. Investigating the relationship between urban morphology, energy demand and carbon emission/sequestration represents a relevant topic for urban planning practices implemented to face urban climate change effects. This study proposes a method for a transformability assessment aimed at investigating the transformation suitability of different urban morphology types. The case study is the metropolitan area of Catania (Italy), characterized by an impressive urban growth since the 1960s. The proposed method identification of limits and options for increasing sustainability of urban areas considering the contribution of both NUAs and built-up areas. This approach allows to identify appropriate planning tools for new layouts of urban fabrics while increasing the objectivity of the decision process. In the framework of climate change mitigation and adaptation, the outcomes of this research may lead to innovative urban planning practices.  相似文献

旅游资源是旅游业赖以发展的基础。伴随着旅游业的发展,有关旅游资源的认知与研究始终没有间断。为规范旅游资源的认知和界定,国家先后颁布了旅游资源分类及评价的技术标准。在贯彻执行国家标准的过程中,旅游资源的内涵及其类型不同程度上出现了外延拓展的倾向。实际上,旅游资源是游憩需求变化与科技进步的函数。基于生态文明的视角,对旅游资源的内涵及其外延展开进一步的学术讨论,对促进旅游业发育成为战略性支柱产业和人民群众满意的现代服务业,具有重要的理论价值和实践意义。  相似文献

ABSTRACT

This paper examines the potential for cultural policy to shape sustainable development in the context of expectations arising from research and policy work on development. We use, as the basis of a critique, the categorisation of the relationship between culture and sustainable development proposed by a major study funded by the European Union, being emblematical of how researchers and policymakers understand this relationship. The critique highlights a need for multiscalar social change, towards revaluing relations with the natural world, and reforming social relations between producers and consumers. This paper locates cultural policy as an arm of governance, with the capacity to lead social change across several interdependent pathways (revaluing technological change; fostering an aesthetic appreciation and environmental ethical consciousness; and pro-social behaviour) alongside the development of more sophisticated governance frameworks. The paper further proposes that through (re)education, cultural policy can and should play a more active role in shaping social change.  相似文献

Abstract

China, Japan and Korea’s international relations are shaped by the fact that all three are significant importers of resources. This Introduction proposes two conceptual frameworks for understanding the politics that is taken up in the papers of this Special Issue. The first is to consider the extent to which there is an East Asian model of resource procurement. We find that there are some similarities in the approaches taken by all three countries; for example, their development assistance shares a focus on infrastructure building and a reticence to purposefully influence domestic politics. There are, however, also significant differences due in large part to the individual nature of the states as international actors. The second conceptual framework is the broad contemporary theme of the end of Western dominance of the world order. The main way this affects the international politics of resources in Northeast Asia is through the belief that the activities of those countries are threatening in some way. In some cases Northeast Asian approaches to resources are seen as a problem because they are not sufficiently liberal, whereas in others the problem is that Northeast Asian powers are seen as replacing Western powers in exploiting resource-rich developing countries.  相似文献

Although generally distinct from continental environments, and therefore of interest in their own right, island environments have been generally misunderstood, misinterpreted, and mismanaged. The main reason is that they have been interpreted for management purposes largely by continent‐trained observers. An example of views towards island size is given. It is argued that the pejorative label ‘small’ should no longer be used to characterise islands. The ways in which island environments have been impacted by humans and their commensals is given. Questions of the sustainable development of island environments are also considered, including for whom these should be sustainable, how extraneous threats like sea‐level rise are best incorporated into such plans, and what threats are posed to the rest of the world by mega‐tsunami from certain island environments. Island environments are best managed by persons who understand their distinct character and who are committed to their future.  相似文献

The political-intellectual project of climate justice (CJ) is diverse in its analyses and proposals. Recently, some sympathetic critics have worried that, together with its often-contentious tenor, this polyvocality renders CJ incoherent and/or ill-suited to legal and policy application. Divergent choices of framing and means do matter, since they entail implications for the development of constituencies, alliances, and political, legal, and/or policy action. This paper argues, however, that rather than incoherence, the variation, fluidity, and complexity of CJ evidence logical adaptations to differing positionalities and circumstances, made necessary by the multiple, geographically varying dimensions of climate injustice. Critical political geographic perspectives (which happen to complement those of many movement adherents) help to expose this adaptive logic. Correspondingly, diverse articulations of CJ and their implications help show how political spaces and ecologies matter in contesting the multiple inequalities and power moves with which climate injustice is intertwined. Moreover, recent public health analyses and testimonies from affected groups suggest that shared experiences of rising, disproportionate climate-related death and other forms of individual and collective loss increasingly underpin and motivate CJ's multiple forms. The trajectories of compounding loss, still-rising greenhouse gas emissions, and the growing hegemony of CJ in a variety of settings underscore the need for continuing development of extensive solidarities among dispersed and differently positioned affected groups and potential allies. Though other approaches – including those which address climate injustices without naming them as such – may bear fruit, such extensive articulations of CJ are crucial needs that intellectual labor can help to meet.  相似文献

Urban food security is a significant development challenge in sub‐Saharan Africa. However, the field is currently under ‐researched and under‐theorized. Urban food insecurity, where it is considered, has been viewed through a development studies lens that views food insecurity as a household‐scale problem. There has been significant focus on food deserts in developed countries as one way of engaging with such insecurity. The food deserts research views food insecurity through a social exclusion and food justice lens. This article introduces the food desert concept to provide a conceptual tool to begin to understand the spatial determinants of urban food insecurity, which are not well captured by the existing framings of food security in the region. Using data from a 2008 household food security survey conducted in Cape Town, the paper highlights gaps in the food deserts approach, most significantly its neglect of non‐market sources of food and of household decision‐making processes. The paper therefore concludes by suggesting a new approach which takes the household's assets, abilities and decision‐making as the starting point and overlays this with the market and non‐market foodscapes accessed by these households.  相似文献

Central to climate justice is the question of who will pay for the mitigation and adaptation efforts needed as the climate crisis worsens, particularly in countries that bear little responsibility for global greenhouse gas emissions. Climate finance is a complex set of mechanisms intended to address this concern. World-systems theory has long understood international development assistance as a tool that reproduces spatial dependency between states. In this paper, we ask whether climate finance follows the expectations of world-systems theory and reproduces relationships of dependency, or if it instead advances climate justice and challenges spatial dependency in the world-system. Through this analysis, we consider the implications of climate finance for world-systems theory. We use recent empirical data to ask whether climate finance follows or challenges world-systems theory expectations, focusing on five areas: (1) spatial flows of climate finance between the core, semi-periphery, and periphery; (2) the governance of climate finance institutions; (3) the types of projects supported by climate finance; (4) the relationship of projects to dominant systems of extraction, production, and consumption; and (5) the agency of peripheral state and non-state actors in shaping climate finance in relation to their interests. Taken together, we argue that climate finance in many ways reproduces relationships of dependency, though potential avenues exist for contesting this unequal balance of power and for advocating for climate justice. This case illustrates the need to approach analyses of dependency in a nuanced way, interrogating specific processes through which dependency is produced and contested across scales.  相似文献

Abstract

Food security has guided Russia’s food policy since 2010. The article examines the impact of food security policy on the food system. The Russian model of food security combines government intervention in the form of assistance for domestic production while simultaneously restricting market access. Food security does not appear to have a deleterious impact on the food system. We measure impact on four dimensions. Financial support for agriculture continues to increase in nominal rubles. In food production, the beef and dairy branches continue to lag, but increased grain production has made Russia a global leader in grain exports. Average per capita food consumption improved, although the poor consume much less, and the decline of the ruble affects the way Russians shop. The largest impact of food security has been on food trade. Food security policy has brought food to the forefront as an instrument of foreign policy. Food trade is politicized, witnessed by the food embargo against the West and food import bans against Turkey and Ukraine.  相似文献

旅游食物浪费是我国食物浪费问题的重灾区,其根源在于旅游活动特有的非日常和反结构特征。但目前我国旅游食物研究大多仍关注资源开发和消费促进,浪费研究则处于描述性的起步阶段。本文对国内外旅游食物浪费相关文献进行评述,分析了旅游食物浪费研究的总体特征、概念基础与内容,指出国内研究主要集中在消费端的测量和行为分析;从旅游食物体验的独特性质出发,基于消费文化与旅游体验视角对旅游食物浪费进行溯源;梳理了有助于解决旅游食物浪费问题的理论,包括消费文化视角下从资源消耗型食物消费到环境综合消费、综合价值提升以减少资源成本、基于全价值链参与提升认知和情感以减少浪费;也包括旅游体验视角下针对不同食物体验性质探索节约路径、创造多维度体验以减少资源消耗、以食物共享和慢食为代表的可持续理念的运用等;最终,文章对解决旅游食物浪费问题的未来研究提出了参考框架,从关注点、理念、对象和领域出发,提出议题和对应方法,为兼顾目的地食物价值增值和减少粮食资源消耗提供理论参照。  相似文献

Implementing sustainable community safety and security sector reform (SSR) in highly unstable and conflict-affected contexts is a significant and growing challenge. Donor-led SSR processes claim to enable transparent, effective and accountable provision of security. Yet, traditional, externally driven SSR processes implemented in a top-down manner have been shown to have important shortcomings. Using the experience of a form of SSR undertaken in the Jenin Governorate in the Palestinian territories, this article highlights some of these shortcomings—in particular, a lack of local ownership, failure to address governance issues, co-optation of political and security elites, and neglect of citizens’ views and needs—as well as describing a viable method for overcoming them to produce a more sustainable approach to community safety in extremely difficult circumstances through the use of outcome-based local crime prevention planning processes. In contrast, the Jenin community safety project was a bottom-up, community-based approach that built effective ‘partnerships’ for crime prevention with both formal security providers (for example, security forces, executive authorities, parliamentarians and governors’ offices) and informal security providers (for example, civil society, the media, and tribal and business leaders) to produce a viable mechanism by which a safer community with stronger local leadership might be created.  相似文献

Abstract: The food justice concept takes disproportionate prevalence of obesity and type 2 diabetes among people of color as evidence of injustice. Yet several measurements of obesity are based on norms derived from white bodies, which can also be a source of injustice. Part of the conceptual problem lies with reticence to discuss questions of material bodily difference as it relates to race given the legacy of racial science. Noting the distinction between racialism and racism, this article explores ways to think about biological difference in raced bodies, without reducing it to genetics. It draws on insights from Foucauldian notions of race and the new science of epigenetics to suggest that biological difference is more an effect of racism than a cause. Several pathways to obesity exist that have less to do with current day food access or genetic inheritance than with differential exposures that are somatized epigenetically.  相似文献

This study aims to understand how postcolonial identities were performed in the negotiations that led to the new climate agreement signed in Paris in December 2015. Based on interviews, the analysis of documents and participant observation of the negotiations it was possible to identify the legal, economic and scientific discourses mobilised by both global North and South countries. In all three discourses, it was possible to identify a systematic effort of the Northern parties to unmake the identity of Southern parties as ‘developing countries’ as a way to erase the ontological difference between emerging and established industrialised economies. At the same time, in the context of the convention Southern parties reaffirmed their identities as ‘developing countries’ and demanded from the North a strong commitment to tackle climate change and the transfer of more financial resources to the South. In this process, it was also possible to identify an inversion of the position usually taken by mainstream and critical postcolonial scholars that see the deconstruction of categories such as ‘developing countries’ as key for the emancipation of the global South. Finally, this invites postocolonial scholars to look more closely at how postcolonial identities are being instrumentalised, discursively and politically.  相似文献

To overcome widespread rural poverty, raise incomes and improve food security, Swaziland has begun a process of commercialisation of its subsistence farms. This strategy is based upon extending irrigation onto customary tenured land in the semi‐arid lowveld and converting land to sugar cane production. The paper demonstrates that if farmers adopt an irrigated home garden as a supplement to the cash crop, then food security may be improved. However, changes to the EU's Sugar Protocol is undermining the financial viability of the participating farmers’ associations and compromising the ability of the Komati Downstrean Development Project to improve living standards in the area. It argues that EU aid provided to offset changes to the EU Sugar Protocol should be targeted at the most vulnerable to those changes.  相似文献

In the last four decades, climate services (CS) have moved from being limited forecasting tools in their predictive capacity to becoming involved in the shaping of risk assessment instruments with global reach affected to enhance adaptation to climate change. Yet, they have been relatively overlooked by human geographers and critical risk theorists, whose interests have been to document the political processes involved in shaping climate change and the global scientific enterprise it has generated. By looking at the ways in which CS have been developed and exported to countries deemed as climate-vulnerable, the paper sheds light on two simultaneous kinds of knowledge politics that are occurring at the interstices of global human security aspirations and the realpolitik of local practices. The first emerges from the ways in which CS political relevance has been secured by climate scientists in the midst of grand developmentalist and humanitarian ambitions, what we have called beneficent knowledge politics. The second comes from the nitty-gritty of risk management practices in countries to which CS are exported, in this case China, and highlights how a myriad of knowledge and sensitivities involved in shaping risk and science have been overlooked by the superseding ideals underpinning the production of CS and their application to wider climate adaptation agenda. By doing so, the paper contributes to the geographies of risk and emergencies as well as to the geographies of science by enhancing our understanding of the knowledge politics at play in the development of and resistance to technocratic climate governance.  相似文献
