This article demonstrates that the Church of Scotland did not seek to undermine the Central African Federation from the moment of its foundation in 1953. This misconception derives from many of the church's missionaries in the region who demonstrated open disdain for the Federation throughout its existence. They were upset that it had been imposed by the white settlers of Central Africa and the British government over the objections of the indigenous Africans. The church, however, did not follow its missionaries. Instead, it sought to make the federal scheme work for all concerned. The Reverend George MacLeod, perhaps the most visible church leader of the twentieth century, played an important role in trying to make the Federation function between 1953 and early 1959. It was not until after the declaration of the Nyasaland Emergency in March 1959 that the church passed a deliverance demanding an autonomous, African-run Nyasaland, at the behest of MacLeod's Committee Anent Central Africa. Deliverances are resolutions presented to the commissioners of the General Assembly of the Church of Scotland. The commissioners listen to the deliverances and then choose to accept, reject, add to, or amend each of them. Deliverances accepted, or passed, by the General Assembly become law. These laws determine how the Church of Scotland operates. This divergence between the Church of Scotland and its missionaries before the Emergency resulted from the Church's sense of historical obligation to protect the indigenous peoples of Nyasaland from the possibly deleterious consequences of rapid decolonisation. Afterwards, the church focused on protecting the Africans from the federal government by setting them free from the British Empire.  相似文献

The history of Central Asia is normally considered peripheral to those of the civilizations that surrounded it—Marshal Hodgson termed it a civilizational “cleavage.” However, in the early Islamic period this region, particularly its southern and western parts, emerges as the dominant entity of Greater Khurasan to play a central role in the affairs of the Islamic Caliphate. This paper considers the history of the region, dubbed East Iran, before this rise to importance and proposes a different historiographical approach focusing on the developments in East Iran during the period of late antiquity and in interaction with the Sasanian Empire. It is proposed that the Greater Khurasan emerged as the result of the merging of the socio-cultural worlds of East Iran and that of the Sasanian Empire.  相似文献

This article examines the role of Johannes Oecolampadius in the establishment of reformation at Basel specifically and his place in the Swiss Reformation generally. In this context there is an overview of reformation tactics and activities at Basel in the 1520s, especially concerning the role of the city council, popular movements advocating iconoclasm, and the Anabaptist problem. Oecolampadius' relations with Luther, Zwingli, Erasmus and the radical reformers are considered.  相似文献

Adequate sanitation is vital to human health, yet progress on the Millennium Development Goal for sanitation has been slow and the target is likely to be missed by one billion people. Indonesia has the third highest number of people of any country in the world without access to sanitation and, like most developing countries, it is devoting insufficient resources to the issue. In rural areas, rather than providing additional funding, the government — with support of the World Bank — has promoted the Community‐Led Total Sanitation (CLTS) approach, which uses social mobilization to encourage people to construct their own latrines. In Indonesia as elsewhere, CLTS involves more than just education and encouragement; it uses social shaming and punishments. The authors argue that this is not only an inadequate approach but one which echoes coercive, race‐based colonial public health practices. This article thus integrates extant historiography on Indonesian colonial medicine with contemporary scholarly literature and field research on CLTS using case studies of a 1920s hookworm‐eradication programme funded by the Rockefeller Foundation, and the current World Bank Water and Sanitation Programme, both in Java.  相似文献

Debates over the antiquity/modernity of the nation have often made use of evidence from the ancient Near East. In doing so, these debates employ the distant past principally as a ‘mirror’ of the present, using contrast or similitude to argue for a particular understanding of nations and nationalism since the eighteenth century. In this manner, both ‘Modernist’ and ‘Perennialist’ approaches incorporate pre‐modern contexts into the categories and priorities of modernity. This article critically reviews several influential studies on nations and nationalism in light of ancient Near Eastern evidence in order to highlight the narrowing of possibilities that this practice involves. I argue that the cost of this narrowing is not so much a misunderstood past as a mystified present.  相似文献

In 2008, the U.S. Southern Command launched Operation Continuing Promise as an ongoing mission to provide humanitarian aid and assistance to vulnerable populations in the Caribbean and Latin America. Conceived as a means of fostering regional security, the Operation's humanitarian aim was designed to improve regional security by ensuring life against the risk of a range of disasters. Much as that mission reflects biopolitical analyses of humanitarianism that emphasize the ability to protect life as the basis for sovereignty, closer attention to the timing and location of SOUTHCOM's efforts offers a more contextual understanding. That approach is developed here through an analysis of Operation Continuing Promise's stop in Puerto Cabezas, Nicaragua, contrasting SOUTHCOM's focus on biophysical vulnerability with intended recipients' sense of their condition as a historical and political outcome. That contrast frames a contextual understanding of Operation Continuing Promise, placing it within broader efforts to construct Puerto Cabezas as vulnerable. That approach also points up the limits of biopolitical analyses of humanitarianism, suggesting the ways in which vulnerability is never merely a biological condition. The narrow humanitarian focus of Operation Continuing Promise can therefore be assessed in terms of its inability to address political and historical factors shaping vulnerability. So long as vulnerability persists, the potential for intervention persists indefinitely, making humanitarianism into a means of waging war without end.  相似文献

Limestone outcrops that form a north-south belt approximately 1.4 km long, 15 km east of Manilla and previously referred to as the Uralba Beds, and associated rocks, are shown to be an olistostromal component of the Wisemans Arm Formation. Elongate olistoliths up to 100 m in length are flanked by limestone conglomerate with clasts set in a volcaniclastic matrix derived from a range of volcanic rock types. Volcanic olistoliths, including a mass of ankaramitic basalt, are also present. Conodont faunas of differing ages were obtained from various outcrops. A Late Ordovician (Eastonian, Ea3) fauna of over 400 elements from some outcrops is identical to one recently documented from elsewhere in the Wisemans Arm Formation. A small Early Silurian (late Llandovery-early Wenlock) fauna from four outcrops (including two formerly thought to be Ordovician) comprises the first documented conodont fauna of this age from the New England Fold Belt.  相似文献

Aid agencies claim that their development expertise and advisory services are more important than their funds. Development research databases highlight broader problems in the knowledge management systems that have been established to record and distribute that expertise. In practice, distilled digested mini‐facts disseminated electronically risk perpetuating rather than reducing dependence. A banking model of knowledge and knowledge sharing stymies learning because it undermines and devalues learners’ initiative and responsibility. More consequential than detached bits of information is learning, largely initiated, maintained, and managed by those seeking to change their situation. Problem‐solvers must be directly involved in generating the knowledge they require. Achieving information affluence in poor countries cannot rest on transfer and absorption but rather requires a generative process with strong local roots.  相似文献

Since coming to power in 2006, Canada's government under Stephen Harper has worked to recalibrate federal regulatory, legislative and economic development frameworks as they overlap in the littoral zone of the environment. We argue that Harper's Conservative government is pursuing a totalizing strategy in reconfiguring the desired Canadian environmental subject. This strategy approaches an integrated design that eclipses the incremental strategic options most Canadian federal governments have understood themselves to be constrained by. This design's basic features include the discursive strategies employed to collapse “the environment” into a singular resource extraction paradigm, a programmatic concentration of power to the executive branch of the Canadian government, and a classical conservative ideology that associates environmental regulation and management with dominion over and improvement of national territory, to the exclusion of other frames and relations. We query the articulation of consent and certainty in relation to the environment and extractive economies in Canada.  相似文献

Educated citizens are often considered more likely to report corruption; this belief shapes anti-corruption campaigns. However, we know little about how other factors may interact with education’s impact on willingness to report corruption. This article examines data from a household survey undertaken in Papua New Guinea. We find considerable support for the notion that education encourages a greater willingness to report various types of corruption to officials. While our results indicate that this is especially the case when respondents believe that corruption would be addressed by the government, they also show that secondary and post-secondary levels of education can have a positive impact even among those who do not have much faith in reporting institutions. However, the results also suggest that academics and policy-makers should be sensitive to the way trust in the state impacts educated citizens’ willingness to report different kinds of corruption.  相似文献

What Western academic literature described as ethnic or cultural Tibet in fact implies something composite and processually constructed: Tibet then often appears as a typical example for explanations of collective identity (and ethnicity). Such approaches increasingly are applied in present-day anthropology and historical studies, highlighting the historical conditions and the politically, socially and ideationally constructed features of identity. In Tibet, identity-building was strongly related to the spread of Buddhism. The new religion was introduced in the time of the Tibetan Empire (seventh to ninth century), but it was only its later spread (from the eleventh century) that led to the effective, all-embracing establishment of Buddhism in the Highlands. It was interlinked with regionally different forms of political manifestations—the founding of Buddhist kingdoms at the periphery and the emergence of monastic hegemonies in the central regions. These developments correlated with processes of conversion, which in its narrative model is described as an act of conquest, taming and civilizing the physical universe and which in theory actually never ends. Apart from considering current anthropological discussions of the phenomenon of religious conversion, this paper will include a comparative view of the history of Christianization in early medieval Europe (especially in Western Europe—the Frankish kingdom and the barbarian zones North of the Rhine and the Danube, fifth to tenth century). Inter alia this also raises questions about the initial social forces and interests promoting the new religion's adoption, and to what extent formal similarities with the Tibetan case are ascertainable in Europe.  相似文献

Published data on the paleopathology of Siberian populations are scarce. However, two samples of adult and non- adult skeletons taken from excavations at the Pokrovskiy (17th–18th centuries) and Voskresensko-Preobrazhenskiy (17th–early 20th century) cemeteries in Krasnoyarsk (123 and 204; 101 and 81, respectively) revealed cases of rickets, tuberculosis, and congenital syphilis in children, and vertebral tuberculosis and tertiary syphilis in adults. Trauma areas included ribs, hands, forearms, and tibiae. These two samples provide evidence on which to base an assessment of the health of the Krasnoyarsk population from 1628 to the early 1900s.  相似文献
