Increasing numbers of migrant children worldwide grow up with fragmentary and revocable legal statuses that perpetuate their liminal legality as socially present yet legally non-existent. Scholars of migration have mainly explored macro drivers and micro-level effects of liminal legality paying less attention to the role of urban governance and actors in shaping migrant children's pathways of incorporation amidst broader processes of local rescaling. Taking into consideration that neoliberal rescaling is anchored in the uneven institutional landscapes in which it unfolds, this comparative research shows how different trajectories of urban rescaling result in two modes of governance: centralized–segregated in Tel-Aviv, and particularistic–integrative in Jerusalem. Grounded on 101 in-depth interviews with local agents and surveys of municipal policies and NGO reports, we show that in cosmopolitan-oriented yet relatively less ethno-nationally heterogeneous Tel-Aviv, actors maneuver institutional ambivalence by emphasizing liberal status-blind principles in the provision of segregated services. Conversely, in ethno-religious oriented yet ethno-nationally heterogeneous Jerusalem, migrant children are incorporated in integrative frameworks that recognize their particularity. Drawing on an inter-city comparison, we argue that local actors both reflect and mobilize inherited institutional landscapes and legacies of sensemaking of “otherness” as they negotiate similar national restrictive migration policies. Integrating critical scholarship on urban rescaling, attentive to structures of social provision and policy paradigms, and local actors' sensemaking, we foreground the centrality of cities in forging liminal legality as a multidimensional space where policies, institutional contexts, and agency work together in emplacing migrant children, suspended between legal categories, as urban subjects.  相似文献

The spontaneous, large-scale population movement from the countryside to the cities witnessed in China since the early 1980s has drawn increasing attention in academic circles. However, research has tended to focus on quantitative macro-level data collection and interpretation rather than on the experiences of those involved in the migratory process. Using qualitative research methods, this article presents the experiences and perceptions of the Chinese rural female migrants as narrated by themselves. It attempts to identify by this means the major forces behind rural women's out-migration and the institutional changes and structural barriers that have shaped women's lives and experiences in the migratory process. The author argues that women are actors and agents in this unprecedented economic and social transformation. Through their active engagement in the urban labour market, female migrants have challenged both the traditionally defined gender roles and the spatial and socio-economic boundaries that have been structurally designated to them. Their actions may catalyse a radical rearrangement of the social, political and sexual orders.  相似文献

Analysing gender roles as a social organisation element of a community is critical for understanding actors’ rationales and agency with regard to allocation and use of resources. This article discusses gender relations and how they determine development outcomes, based on a highland-lowland case-study of participants of Farmer Field Schools in Kakamega Central Sub-County (highland) and Mbeere South Sub-County (lowland). The gender relations at stake include the gendered division of labour, gender roles and intra-household power relations as expressed in access and control of resources and benefits and their implications for agricultural development. The study used mixed methods, the Harvard Analytical Framework of gender roles and draws on the Neo-Marxist position on exploitation, categorisation and institutionalisation of power relations, empowerment and the critical moments framework to discuss the results. Results in both Sub-Counties show that patriarchy prevails, determining institutional design, access and control of resources and benefits. Social positions shape capabilities and strategies of actors in decision-making and use of resources to justify gender-specific institutional arrangements. In Kakamega, men get the lion share of incomes from contracted sugarcane farming despite overburdening workloads on women, while in Mbeere, both men and women derive incomes from Khat (Catha Edulis) enterprises. However, women are expected to spend their earnings on household expenditures, which were hitherto responsibilities of men, thereby contributing to the feminisation of responsibilities. Development policies and interventions thus need to be based on an understanding of men and women’s differential access and control over resources and the institutions underpinning men and women’s bargaining power in order to adopt more effective measures to reduce gender inequalities.  相似文献

This article is focused upon exploring the development of the green economy in particular locations, with the aim of identifying why some cities and regions have been successful in engendering green growth. To date we have little idea where the green economy is developing, nor much insight, beyond anecdotal evidence, into why certain cities and regions appear to be more successful than others in this regard. We position our analysis within the context of research on socio‐technical transitions that has theorized the potential shift to a more sustainable economy. We review the literature on sustainability transitions and the development of the multi‐level perspective encompassing niches, regimes and landscapes. However, most research into socio‐technical transitions has not given adequate consideration to the influence of places and spatial scale in these transition processes, and we therefore critique the socio‐technical transitions literature from a geographical perspective. In this article we are interested in four key questions. What role does the enabling and facilitative state play in these cities and regions? What new institutional forms and governance structures are being developed? How do actors in particular cities and regions construct their green vision, and how do they encourage other actors to buy‐in to this vision? How are links across levels and spatial scales developed to connect niches with the regime? We address these through a focus upon the Boston city‐region in the USA, drawing upon both primary and secondary research material. We utilize this case study example to re‐examine and re‐theorize work on sustainability transitions from a spatial perspective.  相似文献

Based on parallel field research conducted in two peri-urban villages in the cities of Naga and Valencia, the Philippines, this article deploys gender analysis to understand livelihood diversification in the context of agrarian change. In analyzing the role of state organizations and NGOs in (re)producing gender differences, hierarchies, roles and identities within agrarian settings, it brings poststructuralist and postcolonial theory into conversation with political economy to explore how gender is at stake in daily livelihood struggles. Specifically, attention is drawn to how structural constraints and institutional discourses still render livelihood diversification a gendered project, and how state and other development organizations are continuing to perpetuate gender inequalities and reinscribe normative gender discourses, particularly around masculinities and women's reproductive roles, in agrarian communities.  相似文献

This article studies the experiences of gender experts in international institutions of governance and examines their interactions with multiple actors in the governance system as they negotiate their authority to act as experts. Moving beyond binaries, such as those on the inside of hegemonic institutions versus those on the outside, or co-optation versus activism, the analysis uses processes of instrumentalization as a vantage point to lay out the multiple paths emerging in these politics of engagement. The article frames politics of engagement in terms of micropolitical tensions, ambivalences and contradictions that unfold in these interactions. It first argues that the boundaries that exist between inside and outside institutions are not clear cut because actors circulate between them. The study shows how gender experts instrumentalize their own life and career trajectories, navigating between advocacy and governance, to enhance their power in current institutional settings. It then focuses on instrumentalist discourses and traces their emergence in unequal negotiations. It demonstrates how gender experts can become part of the processes that they also critique. Finally, the study analyses strategies in which experts instrumentalize institutional inequalities to their advantage to produce diverse political possibilities with open-ended outcomes.  相似文献

In this paper we examine some of the major planning challenges facing the Paris region and we locate these in the context of problems of institutional coordination and cooperation. Finding the right institutions for metropolitan governance is a challenge for most of Europe's large cities. Our approach to the Paris region emphasizes the need to understand the evolution of institutions of governance and the struggles between political actors around these institutional legacies. Political competition motivates key actors in the multi-level governance of the region. We examine the struggle to develop new social housing and conflicts around transport policy in Paris. Political conflict and different perspectives on regional planning stand in the way of solutions to current problems. In the final part of the paper we discuss how potential political and institutional solutions might develop.  相似文献

In 1998, the province of Ontario introduced the Consolidated Municipal Service Manager (CMSM) system, which effectively downloaded the responsibility for delivery and partial funding for a range of social services to municipalities. Separated cities and counties—a unique system of municipal organization in Ontario that draws a sharp institutional distinction between urban and rural areas—were given a particularly wide range of discretion over the implementation of these services. A number of these jurisdictions experienced an array of problems reaching a local solution. Some even wound up in arbitration. This article examines the implementation of the CMSM, focusing specifically on the unique institutional arrangement found in counties with separated cities, finding that the provincial government overlooked the institutional design of city–county separation, hindering the policy downloading process. Overall, it is argued that the local institutional environment is key when shifting policy responsibility from central to local actors.  相似文献

This article analyses urban policy mobilities taking into consideration the idea of the smart city, which is currently a sort of leitmotif used in many cities within the framework of discourses on urban development. More specifically, this article offers an analysis concerning the circulation and implementation of the idea of the smart city in Turin, Italy. It investigates the actors, processes and networks involved in the mobilization and reproduction of the idea, as well as the mechanisms, concerning the embedding of the smart city discourse in the institutional fabric of the city of Turin, Italy. It also emphasizes how urban policy mobility can develop even without processes of “imitation” and “adaptation” of best practices from other cities.  相似文献

Within the globalization process which creaks new common imperatives for cities, it is felt that cities are developing similar promotional approaches. Drawing on two case studies of the promotional strategies and institutions of Paris and London, this paper investigates the balance between economic and purely non‐economic factors in shaping these capitals’ responses to global pressure. The cities’ responses are found to be shaped by national and local factors (institutional, political, cultural) rather than economic ones. Two types of strategies and actors can be outlined, London bang more aggressive and flexible than Paris. Lastly, the report highlights the emergence of new types of institutions within the capitals.  相似文献

E-mail has changed the policy process in state legislatures because political actors now have a new way to present their message to state legislators. What little research has been conducted on this topic examines e-mail communication generally and does not compare results by policy actor. Using an original survey of state legislators in eight states, we test for systematic effects of variables on general e-mail views and for effects specific to particular policy actors. We find that legislators have a nuanced approach to e-mail usage in the policy process with their assessment of its impact differing significantly for constituents, intermediary groups, and policy insiders. Only gender consistently shapes legislators' beliefs about e-mail with all groups, but institutional features, legislator characteristics, and legislator beliefs shape views on e-mail with different target groups. Clearly, legislators are attuned to the audience communicating via e-mail, and they value e-mail with each group differently.  相似文献

This paper reports some of the findings of research which has investigated the inclusion of disabled children in six primary school playgrounds in Yorkshire, in England. Initially the paper sets the policy context before moving on to discuss the importance of play for children, especially in a primary school setting and particularly for disabled children in such a setting. The inclusion of disabled children is discussed with respect to a series of social and organisational issues and the good practice identified relating to these issues. The social issues include the relationships the disabled children have with their peers and with the staff. The organisational issues relate to the individual routines, moving to a new school, the benefit of staff experience and training, encouraging activity in physical education lessons which can be translated in to the playground and the benefits of extra time outside for some disabled children. All these aspects can influence whether all the children can go outside together—an important underlying factor for the inclusion of disabled children in primary school playgrounds.  相似文献

Taking an everyday life setting, namely playgrounds, as a starting point, the paper foregrounds a nuanced analysis of the internal differentiations of the middle class’s positioning in regard to social diversity. In so doing, the paper contributes to debates on contemporary segregation research, (dis-)affiliation of the middle classes in inner-city diverse neighbourhoods and geographies of encounter. Empirical findings are based on an analysis of the narratives and daily spatial routines of middle-class parents in three inner-city neighbourhoods in a major German town. The findings contradict the conventional wisdom that middle-class parents would always seek a socially homogeneous environment in which to raise their children and show the presence of a middle-class fraction with a collective orientation. The analysis highlights the need for a closer look at playgrounds as a setting for cross-social interaction and, in terms of micro-level politics, a setting to promote diverse and inclusive neighbourhoods.  相似文献

ABSTRACT

Based on research conducted as part of the Sydney Playground Project, this paper provides an exploratory investigation of the perspectives of girls relating to the ideal school playground experience, and whether their perspectives are influenced by a loose-parts playground intervention. The focus is on the play behaviours of 22 girls aged 8–10 years, from the perspective that school playgrounds are generally designed in ways that are more suited to the play behaviours of boys. The research is based on a qualitative analysis of children’s drawings, interviews and focus groups, exploring meanings associated with desired play experiences. Findings indicate that girls’ views of the ideal school playground are influenced by the geographies of the spaces they play in, and that girls highly valued changes provided by a loose-parts intervention.  相似文献

Assessing spatial equity with respect to urban public amenity provision involves examining the association between amenity distribution and population need for amenities. Geographic Information Systems in coordination with local spatial autocorrelation, were used to investigate the association between neighbourhood accessibility to playgrounds and demographic and social need for playgrounds in Edmonton, while considering differences in playground quality throughout the city. The primary objectives of this study were to assess whether playground provision, for location and quality, in Edmonton is equitable and, more generally, to investigate the role that amenity quality plays in assessing spatial equity. The results indicate that playgrounds are equitably distributed within Edmonton, with the highest-social-need neighbourhoods having the greatest accessibility to playgrounds. However, once differences in playground quality are considered, there is less of an association between high-social-need and high-accessibility areas. The findings suggest that greater attention be paid to differences in playground quality within Edmonton and that spatial equity researchers give greater consideration to amenity quality when evaluating spatial equity within cities.  相似文献

The purpose of this study was to examine where and how children choose to play in four Australian pre-school centers with very different outdoor playgrounds. Using a momentary time sampling direct observation instrument, a total of 960 scans were taken of pre-determined target areas (paths, paved expanses, grass, softfall, sand feature, manufactured functional, manufactured constructive and natural) within four playgrounds over a 30-day period. During each scan, we recorded the number of boys and girls observed in each target area as well as the dominant type of play (functional, constructive, symbolic, self-focused, talking). A total of 2361 observations of children occurred across the four centers. The results revealed the children were using the four playgrounds differently. At the diverse and natural Center A, the most popular space was the natural area and the least popular space was the sandpit. At the small, compact and diverse Center B, children were fairly evenly dispersed, with the most popular areas being the softfall and paved expanse. At the hard and barren Center C, almost half the children were found on the pavement, but the sandpits and natural areas were also popular. Finally, at the large, sparse and old Center D, children were fairly evenly dispersed, but most were observed playing on the softfall. Across all centers, irrespective of target area, the dominant play activity was functional play followed by self-focused play. This article discusses these findings and asks important questions about the design of pre-school playgrounds. In doing so, this study has begun to explain the relationship between the design of outdoor play spaces, children's choices of play locations and their play behaviors.  相似文献

An increasingly well‐developed body of research uses neighbourhood walks to better understand primary school children's experiences of local environments, yet virtually nothing is known about preschool‐aged children's connections to their neighbourhoods. A reason for this omission is the commonly held view that preschool children lack competency to reflect on lived environments beyond playgrounds, kindergartens, and other confined settings that dominate early childhood. However, preliterate children walk around, use, and create intimate relationships with local environments as shown by 10 children aged 3–5 years from Dunedin in New Zealand during go‐along interviews. We asked each to walk us around their locale, explaining and pointing out favourite and less beloved places and activities. In this article, we advance two arguments: first that preschoolers are knowledgeable meaning makers of place; second that walking with them is a key step to understanding their life worlds and provides a way for preliterate and preverbal children to demonstrate knowledge and understanding of their spatial worlds, including as research participants. We challenge the idea that children of this age lack large‐scale spatial competency and understanding. Walking with them generated an in‐depth appreciation of their experiences of environments and revealed deep connections they had with their locales at varied scales. The work enables us to offer novel insights into spatial competency, sociospatial complexities, and the multiple dimensions of young children's wellbeing affordances in urban environments. Such insights are highly relevant for geographers, planners, and others who shape children's urban environments.  相似文献

The perennial issue of the relations between science and technology and society is a backdrop to this study of material, symbolic and economic foundations of engineering science in Sweden. It analyzes three cases of institutional reform from the first half of the twentieth century that were essential to the formation of engineering research as a distinct and respected scientific field. Taking the intersection of institutional and linguistic analysis as a starting point, two intertwined processes are followed: the drawing of boundaries by different actors that delineated the new kind of research, and the struggle over resources for the institutions that could enable this research. The institutional reforms are placed in context, relating arguments by the proponents of engineering research to the politicians and university academics who were in control of various resources. It is suggested that an institutionalist perspective enunciated in terms of form and content is a productive interpretive possibility.  相似文献

ABSTRACT

This article proposes a novel approach to cultural policies and cultural policy change, drawing on public policy and institutional analysis to study how decision-making power is distributed between actors in the public and private sectors and at different state levels, as well as the precise roles of public administrations, elected officials and cultural actors. Indeed, rather than directly defining cultural policy, laws on culture mostly designate actors in charge of policy implementation. Based on an empirical application of this analytical framework to the case of Swiss cantons and focusing specifically on the positions of cultural actors, findings show that cultural policies are transformed in different ways, affording more or less power to actors from the cultural sector in implementation arrangements generally dominated by administrative actors.  相似文献
