Engagement and reconstruction in critical research: negotiating urban practice,policy and theory in South Africa

In this paper we examine critical engagement in research in order to rethink and reconfigure binaries such as theorizer and practitioner and theory and practice across South and North. We argue that while we welcome the ‘moral geographies’ literature (and its ideas about ‘caring at a distance’) as a catalyst for forging more beneficial connections between South and North, we suggest this is not enough. Drawing on South African experiences of critical academic engagement in issues of urban geography, we examine moments for innovative knowledge construction that bridge theory and practice. These experiences are used to substantiate a normative argument for ‘inclusive geographies’ through critical engagement in order to break down boundaries between, for instance, theorizers and practitioners, intellectuals and activists, and South and North.

This essay is Miroslav Volf’s reply to the respondents to his book A Public Faith (2011). In the process of engaging his his respondents, the author articulates the main thesis and thrust of the book as well as the motivation behind writing it.     

Engagement in a Public Forum: Knowledge,Action, and Cosmopolitanism

Facing challenges to the civic purpose of higher education, some scholars and administrators turn to the rhetoric of engagement. Simultaneously, the political philosophy of cosmopolitanism has gained intellectual favor, advocating openness to the lived experiences of distant others. We articulate linkages between these two discourses in an extended case study, finding that a cosmopolitan ethos of engagement in a rural context can improve (1) understanding among people ordinarily separated by spatialized social‐ecological differences, (2) prospects for longer term environmental sustainability, and (3) the visionary potential of collaborative inquiry. Despite globalization of food systems and neoliberal shifts in fishery management, an annual fisheries forum facilitates coalitions that overcome dichotomies between technocratic and local knowledge, extending benefits to fishing communities, academia, and public policy. Iterative and loosely structured capacity building expands informally through affective processes of recognition and care, as decentralized leadership supports collective mobilization toward alternate futures.     

Chinese Engagement with Africa: The Case of Madagascar

Using field work in Madagascar as the foundation for a case study, two U.S.-based geographers examine the complex relations developing between many African nations and the Chinese government as well as ethnic Chinese citizens and guest-workers who live and work in Africa. The study investigates changes in the perceptions of Malagasy citizens of the Chinese presence and long-term effects of Chinese investments in Madagascar's economy. Although the Chinese living in Madagascar tend to be viewed as "cut from the same cloth," the study demonstrates that there is considerable differentiation depending on the length of residence, rates of intermarriage with Malagasy citizens, and feelings toward the recent "economic" immigrants and guest workers. The paper integrates archival data with interviews involving recent Chinese guest-workers living in Antananarivo in 2011 as well as results of a systematic survey of most active French-language "blogs" dedicated to Sino-Malagasy relations, with the goal of presenting a comprehensive account of past and present Chinese influences and behavior in Madagascar.

Engagement: Archaeological Design and Engineering

Practice, architectonics, the disposition of materials, instruments, people, the articulation of heterogeneous parts in an assemblage that performs transformative work: we can easily call this engineering—science in action. One of the main topics of this collection of papers is the design of archaeological knowledge. Taking a lead from these papers, let us ask how we might work with the richness of the past, creatively, respecting the qualities of materials and relationships. From these questions, I sketch a few components in the design of knowledge.     

On bridging the gap: the relevance of theory to the practice of conflict resolution

It is often claimed that policy makers and scholars inhabit different worlds and have little for each other. We challenge this perception and claim that there is a strong symbiotic relationship between the two. This relationship is particularly strong in the field of conflict where policy makers may be in desperate need of guidelines, advice and analysis on how to transform complex conflict situations into more peaceful ones. We suggest that policy makers may think in terms of macro and micro-level theories and ideas if they wish to embrace better strategies of conflict resolution.     

The theory of polynuclear urban regions and its application to central Scotland

The idea of strategic planning for networks of cities and towns, encapsulated in the polynuclear urban region concept, has attracted growing interest in many European regions. Key themes include cooperation between neighbouring cities and coordination between functional policies. This article explores the theoretical benefits, including increased economies of scale and improvements in the strength and quality of internal interactions. It also applies these arguments to Central Scotland. As the largest concentration of economic activity in Scotland, with a high level of organizational fragmentation but growing cross boundary issues and coincident growth pressures and deficiencies, there are potential gains from a common strategic perspective. These include improved communications for inter‐firm collaboration and trade, more efficient labour and housing market interactions, and an institutional framework for planning and marketing important regional assets. Closer cooperation within a regional perspective could help the Central Belt to function better as an economic unit and facilitate its ongoing development.     

Grey Literature,Academic Engagement,and Preservation by Understanding

Archaeological practice in the UK produces considerable amounts of reportage that is never intended for formal publication. This grey literature forms a resource which has, historically, been poorly used by academic archaeologists, and problems of access have been blamed for this. This paper argues that this problem does not lie with accessing the resource, but has been of awareness, attitude, and understanding. Structures are now in place which can allow the comprehensive interpretation and reinterpretation of fieldwork results by any archaeologists who choose to do so.     

Informal strategies of unemployment relief in Greek cities: The relevance of family,locality and housing

Unemployment in Greece hit the cities following the deindustrialization process of the 1970s. Despite governmental centralization, a thin institutional apparatus shifted the emphasis for unemployment relief and social integration to local agents and the family. This, along with difficulties of measuring a large hidden economy, makes the analysis of national trends and policies inadequate for understanding structural aspects. Case studies of two poor localities on the periphery of Athens (Perama) and Salonica (Sykies) reveal the importance of housing and urban renewal initiatives besides employment‐, skill‐ and production‐oriented policies. Housing (usually self‐built and often illegal) is crucial in the production circuit (as well as reproduction). It is related to both family strategies for unemployment relief, based on the home, and with the informal economy. The house and community infrastructure become forces of production in areas where putting‐out, subcontracting and home‐working are prevalent. The neglect of the housing sector in European social policy is therefore criticized here.     

Engagement Within: An Anthropological Exploration of First Nations Engagement and Consulting Archaeology Within a Transnational Corporation

This article details our research within a large, publicly traded company to understand the ‘corporate culture’ within Cultural Resource Management as it is practiced today. We outline the trials, twists, and roadblocks in our attempt to first change, and then to merely understand, the nature of corporate culture in a large-scale environmental assessment company situated within development capitalism. In the end, we share how corporate archaeologists think about engagement with Indigenous communities in British Columbia in an attempt to look within the corporate sector to understand its worldview and perspectives. We then offer ‘solutions’ to drive internal, structural change in hopes of engendering a community-first approach as first step towards decolonizing commercial archaeology.     

Where Angels Fear to Tread: Academics,Public Engagement and Popular History

Academic researchers are under growing pressure to disseminate their scholarship and demonstrate its impact beyond the academy. In Australia, Europe and the UK, higher education and research councils are taking increasing account of knowledge exchange and public engagement in their allocation of funding. In this issue of Victorians Beyond the Academy, Julie-Marie Strange reviews The Gangs of Manchester by Andrew Davies and the play it inspired, Angels with Manky Faces by MaD Theatre Company. Strange and Davies then discuss the opportunities and challenges involved in working with artists and performers, and reaching readers and audiences, outside the university sector.     

Politics of Engagement: Gender Expertise and International Governance

This article studies the experiences of gender experts in international institutions of governance and examines their interactions with multiple actors in the governance system as they negotiate their authority to act as experts. Moving beyond binaries, such as those on the inside of hegemonic institutions versus those on the outside, or co-optation versus activism, the analysis uses processes of instrumentalization as a vantage point to lay out the multiple paths emerging in these politics of engagement. The article frames politics of engagement in terms of micropolitical tensions, ambivalences and contradictions that unfold in these interactions. It first argues that the boundaries that exist between inside and outside institutions are not clear cut because actors circulate between them. The study shows how gender experts instrumentalize their own life and career trajectories, navigating between advocacy and governance, to enhance their power in current institutional settings. It then focuses on instrumentalist discourses and traces their emergence in unequal negotiations. It demonstrates how gender experts can become part of the processes that they also critique. Finally, the study analyses strategies in which experts instrumentalize institutional inequalities to their advantage to produce diverse political possibilities with open-ended outcomes.     

The relevance of Morris's utopia

This paper considers the reputation of William Morris's News From Nowhere and its evaluation as a utopia. It argues that there is a discrepancy between scholarly estimations of the book's importance and its treatment as a utopia relevant to socialism. Whilst scholars have for many years almost unanimously praised News From Nowhere as Morris's crowning achievement, most have also attempted to argue that Morris did not intend his work to be used as a serious model for socialism. After reviewing some of the secondary literature and distinguishing between a variety of different interpretations of Morris's work, I suggest that the relevance of News From Nowhere might be assessed by the standards which Morris applied to Thomas More's Utopia. Considering Morris's work in this framework of utopianism, I argue that the relevance of Morris's utopia lies in what Norman Geras has called its “maximum” vision.
