Traditionally, the Norwegian modernization process has been presented as a success story that focuses on how social movements and democratized political institutions in the 19th and 20th centuries laid the foundations for a society and culture with an emphasis on social equality. The paper offers an alternative analysis of this process, based not on the issue of material equality and inequality, but on the concepts of normality and deviance. A comparison of the development of the Norwegian national education policy since the middle of the 19th century with the Danish and Swedish experiences involves the exclusion of the dissimilar as a distinct feature of the Norwegian policy. ‘Disability’ was constructed as a category of deviance by public policies and administrative and professional practice. The professions – particularly teachers and doctors – were important actors who offered alternative conceptions of normality and disability. However, the constructions that they selected were those that were in closest dialogue with the particular challenges confronted by the Norwegian modernisation process: first the liberal, then the social democratic construction. Because the national conditions confronting the Scandinavian modernization processes differed from each other, so did the related constructions of disability.  相似文献

This article discusses the ongoing discourses on love that first developed in the 1980s in France as they are articulated through the work of Malek Chebel. It argues that for Chebel ‘love’ contributes to the ongoing negotiation between Islam and the West and of Islam in France/Europe. The article considers his discourse on love within the context of the current debates on French constructions of community and membership and examines how love engages with the question of difference and identity to decentre and de‐essentialise ‘Islam’. It concludes that the negotiation between Europe and Islam involves questioning the role of Maghrebi culture and tradition in defining ‘Islam’ in France.  相似文献

In this article we mobilize a variegated capitalism approach to understand the development of the Norwegian temporary staffing industry. From this perspective, national temporary staffing industries are understood as contested multi‐actor and multi‐scalar institutional fields. The analysis explores the key actors and regulatory conditions that have interactively produced this field in the Norwegian context since initial deregulation in 2000, paying particular attention to the active role played by agencies and their collective organizations. In our account, the tight regulatory conditions for temporary staffing in Norway emerge as the main mobilizing issue for the agencies, as well as other political actors such as trade unions. It is argued that the nature of national labour laws, and struggles thereon, are defining characteristics which set the Norwegian market apart from the neighbouring Swedish staffing market. The Norwegian case enables us to contribute to the wider economic geography literature on temporary staffing markets by demonstrating the fundamental importance of national regulatory processes and the contested political processes that underlie regulatory change. It also demonstrates how national distinctiveness is actively produced in relation to extra‐national dynamics in terms of both regulatory imperatives (e.g. via the EU's Temporary Workers Directive) and processes of migration. Overall, we demonstrate how national staffing markets are highly dynamic, multi‐scalar institutional configurations whose particularities and complexities defy attempts to generalize across groups of seemingly “similar” national economies.  相似文献

Abstract. Like many Norwegian elite, Jacob Aall (1773–1844) lived between two national identities – Norwegian and Danish. On the one hand, he was a subject of the Danish crown, educated in Denmark in the refinements of European knowledge and high culture; on the other he was a loyal provincial son of Norway, engaged in building the political and economic autonomy of his homeland. This article examines the two sides of national identity in Jacob Aall's life and work by focusing on the evolution in his understanding of the concept of the Norwegian nation. It argues that the patriotism central to Aall's understanding of modernity and the coming‐to‐age of Norway contains two disparate, but equally necessary sides. The one is characterised by an abiding sentiment of national romantic cultural belonging, the other is a learned commitment to the Enlightenment utilitarian principles that gave force to the Norwegian national movement.  相似文献

ABSTRACT. Ceremonial initiatives linked to nation‐building projects are highly visible in multiethnic states, where governments seem to have adopted a Durkheimian approach in which ceremonies contribute to the strengthening of communities. However, national ceremonies are not invented or exported to other nations easily, as seen when outlining the pattern of a successful national day. A unifying narrative (sometimes the historical genesis) is significant in the establishment of successful national days, as is the nature of the national day design. The celebrations of the constitution in Norway – and the 77 year struggle to get the Norwegian flag officially recognised – became part of resisting the enforced union with Sweden (1814–1905). Therefore, the growth of Norwegian nationalism must be understood in the context of rival nationalisms in Scandinavia. However, Constitution Day (17 May) has remained a powerful component of Norwegian nationalism long since the constitution ceased to be threatened because of its incorporation in primary and secondary school curricula and, more recently, within the debate on multiculturalism.  相似文献

The article identifies roles and conditions for the Bible within modern politics in the West. By comparing the official Norwegian response to the terror attack in Oslo July 22, 2011, with the similar response in the US on September 11, 2001, it is explained why the Bible is nearly absent in the official discourse of Norwegian Prime Ministers. While religion resurfaced in the process of national recuperation with the Cathedral of Oslo as a center for mass ritualization and national grief, the biblical legacy played no part in the Prime Minister's speech. The primary political leader of the Norwegian state has rarely bolstered his argument with the Bible, although this state has officially adhered to a Protestant confession from its Constitution in 1814. The Liberal Bible that appears to be operative in US presidential discourse is not playing a major role on a comparable political level in Norway.  相似文献

Abstract

In speech and deed, Lincoln's statesmanship manifests the possibility of an honorable, reasonable, and just love of country—that is, a reflective patriotism imbued by a republican love of liberty under God's Providence. In his speeches and writings, Lincoln consistently underscored that love of country must be governed by “reason,” “wisdom,” and “intelligence.” Thus, in his First Inaugural, March 4, 1861, he characteristically appealed to the combined forces of “Intelligence, patriotism, Christianity, and a firm reliance on Him, who has never yet forsaken this favored land.” Lincoln's reflective patriotism was nurtured by his gratitude to the Founders and measured by his fidelity to a national Union dedicated to the universal moral principles of the Declaration under the particular rule of law established by the Constitution. Historically, it was articulated as an alternative to rival forms of allegiance that Lincoln opposed as both unjust and unreasonable during the Civil War era—namely, sectionalism, nativism, and the imperialism of Manifest Destiny. Each of these disordered forms of love threatened the inseparable moral and fraternal bonds of liberty and Union that Lincoln sought to perpetuate through an ordinate love of country guided by wisdom and critical self-awareness. National day speeches play an explicit part in defining national identities. In this article, we examine how mayors in Norwegian municipalities reflect on Norway's increased diversity in their 17 May speeches. National day speeches in Norway are supposed to focus on unity, not conflict. Yet, what have they become in the context of diversity? In applying theoretical perspectives on nations, rituals and language to data consisting of a selection of speeches, our analysis identifies themes that structure a typical 17 May speech. We explore the use of plural pronouns in the speeches and how they make Norwegian national identity more or less accessible for people with minority backgrounds. By including ethnic minorities in national day rhetoric, the speakers negotiate who belongs in the Norwegian community in a less directly political way than in everyday life. Yet, whilst the genre is celebratory, the national day speeches also echo different political attitudes towards diversity and integration.  相似文献

Embedded in ongoing discussions on everyday nationhood in the context of migration‐related diversity, this article explores how Norwegian transnational adoptees, as border subjects, negotiate their national belonging and identities by positioning themselves in relation to whiteness. By doing so, it further explores the relationship between race and nation. The analysis demonstrates that transnational adoptees position themselves as white when encountering the norm of whiteness, which the author argues in favour of understanding as continued process of doing race. While phenotypic differences trigger a process of racialisation through which transnational adoptees can easily be placed in a minoritised position, adoption provides them with unique access to whiteness, mostly along the negotiable and intertwined dimensions of kinship and the notion of ‘origin’, referred to as the place where they grew up. The article argues that individuals' positioning along majoritisation/minoritisation processes is another important dimension to understand one's multiple and fluid national identity and belonging in migration‐related diversity. The analysis also furthers the discussions on hierarchy of belonging by highlighting the relevance of kinship in intersection with race.  相似文献

Two competing discourses emerge from a careful reading of parliamentary debates in Norway on rural development. One regards rural values as intrinsic, while the other regards the rural as an actor in a play about economic growth. The 'growth' discourse has economic growth as its nodal point and fo-cuses on the freedom of an individual to establish a business wherever he or she wishes, and to migrate to any preferred destination. The 'intrinsic value' discourse places the value of rural settlements and cultures as its nodal point and focuses on allegedly forced migration, a nature-based economy, and local freedom of action. During the neoliberal period, starting about 1980 the strength of the intrinsic value discourse has been increasingly displaced by the growth discourse. The latter seems to match general social changes such as neoliberalism and globalization more than the former. However, analysing the fight between these two discourses is not exhaustive. A broader analytic perspective is needed if we want to understand the logic of how the meaning of rurality comes about. The meaning of rurality in Norwegian politics is made through the way the competing discourses link up to 'nondiscursive' topics that originate and evolve outside the discourses on Norwegian rural politics. We claim that topics which include economic safety and national identity/nation-state are more or less fundamental to understanding the logic of the production of the concrete discourses of rurality in Norwegian politics. We provide evidence that rural change is contingent not only on the meaning-making process in parliamentary debates, but on the way truth claims made by politicians are linked to general national and global issues.  相似文献

The ethnic‐civic framework remains widely used in nationalism research. However, in the context of European immigrant integration politics, where almost all ‘nation talk’ is occurring in civic and liberal registers, the framework has a hard time identifying how conceptions of national identity brought forth in political debate differ in their exclusionary potential. This leads some to the conclusion that national identity is losing explanatory power. Building on the insights of Oliver Zimmer, I argue that we may find a different picture if we treat cultural content and logic of boundary construction – two parameters conflated in the ethnic‐civic framework – as two distinct analytical levels. The framework I propose focuses on an individual and collective dimension of logic of boundary construction that together constitute the inclusionary/exclusionary core of national identity. The framework is tested on the political debate on immigrant integration in Denmark and Norway in selected years. Indeed, the framework enables us to move beyond the widespread idea that Danish politicians subscribe to an ethnic conception of the nation, while Norwegian political thought is somewhere in between an ethnic and civic conception. The true difference is that Danish politicians, unlike their Norwegian counterparts, do not acknowledge the collective self‐understanding as an object of political action.  相似文献

Preservation of cultural heritage is often carried out by voluntary workers in local communities, especially when the objects are not of major national interest, not listed, and not preserved by heritage authorities. The motivation for local preservation, and for spending time and money on objects belonging to the community, is not primarily to preserve cultural heritage objects for the future, but to establish and maintain common social institutions in the local society, institutions of vital importance to the local identity. The aim of this paper is to investigate how the local understanding of heritage relates to its official understanding in a Norwegian context. The paper will also examine to what degree the Norwegian heritage authorities have managed to implement the emphasis on local participation and the social dimensions of heritage, given strong articulation in later international conventions. Criteria for value assessment, as defined by national heritage authorities, do not seem to play a vital role in the local heritage field. The central authorities’ focus on professionalism, qualified management, and predefined criteria appears to meet limited resonance in local communities.  相似文献

Representations of love appear across many disciplines and discursive fields that are and should be in conversation with geography. It is imperative that geographers engage in formidable but worthy tasks to distil diverse renderings of love into the regenerative interventions we urgently need. Those interventions require geographically minded interpretations of love to drive radical research, pedagogies, policies, and practices in ways that have direct and indirect effects across the life course and life worlds. Such labours are mediated by state and law, by intersectional relations, or by neuroscience, and involve asking how love underwrites critical infrastructures—of place (making), care and entanglements, colonialism, and human-nature relations in the Anthropocene and posthuman—that lead to the flourishing futures we seek. Rich geographical studies oriented to those tasks still face charges of flattening difference. This commentary picks up one aspect of this agenda: a blind spot in geographical research relating to the ethical imperative to love based on benevolence. Instead, I champion the revolutionary possibilities for geography to inform policies, pedagogies, and practices by using a love based on alterity aligned with social weight, reasserting accessible science as an effective driver of social and system transformative changes. Specifically, I argue for a regenerative socio-political analytic of love in a time of disaster, decolonisation, and diffraction.  相似文献

This paper argues that the approach to questions of authority, legitimacy, and personal identity characteristic of contemporary European law presents a paradox. The power of the legal project that emerged after the French Revolution lay in its deployment of the notion of abstract legal subjectivity to challenge claimed authority. Much is made of the public law dimensions of this revolutionary moment—the creation of political constitutions establishing national citizenship and human rights standards. But the transposition of abstract legal subjectivity into the private law through national social constitutions like Civil Codes has been far less successful. Abstract legal subjectivity in public law regimes necessarily privileges some personal identities over others in its construction of citizenship. These privileged identities of public law citizenship limit how legal subjects can express their identities in the private law. The paper proposes an alternative, pluralist, theorization of the diverse, iterative character of everyday human interaction that gives content to the idea of legal subjectivity in the private law. It seeks to reconcile a public law of abstract, unitary citizenship with a private law of plural legal subjectivities in a manner that advances the project of democratic constitutionalism.  相似文献

The formation of citizenship as a concept to define the rights of participation in the formation processes of modern territorial states is well known. But the transnational dimensions of defining citizenship and how to combine national legislations with enlightened universal and natural law rules in the mid-19th century is not very well known. The article aims to explore the transnational discourses on the political, economic and moral rights and duties of the citizen in the pan—European liberal Association Internationale pour le Progrès des Sciences Sociales. During the 1860s, its congresses should serve as a vast commission of enquiry and should eventually lead to a general definition of citizenship in Europe which could be implemented in national legislations. The article shows how the Association Internationale tried to deduce universal moral rules from national legislations and peculiarities by the means of moral or positive social science. In combining moral unity with national and regional diversities, the Association Internationale tried to give an elastic framework for a European civil society in which national subjects should become active citizens.  相似文献

The empirical focus of this article is children's huts as a particular place for constructions of identities and peer relations among children in a Norwegian local community. Building huts can be seen as children's construction of special places during childhood. Often these places are seen as secret places, reflecting a separate 'children's culture' developed within a particular microcosm. I argue that the social practices developed among girls and boys are related in complex ways to local cultural practices and the construction of gendered generational relations in the community. The title 'Creating a place to belong' refers not only to children's attachment to particular physical places, but also to children's place within a field of age-related as well as inter-generational relations.  相似文献

I cannot tell you what a pleasure it is to be at the Supreme Court Historical Society. Of course, the Supreme Court is fortunate to have a Chief Justice who is also Chief Historian. I have read each of Chief Justice Rehnquist's books on the Court, and they are engagingly written narratives filled with a love and knowledge of this institution. The Chief Justice is steeped in the folklore of this remarkable Court as few have ever been. This is just one reason those of us throughout the federal judiciary admire and love the Chief. He has shown kindness to me ever since I was a young law clerk for Justice Lewis Powell. I don't know if it's appropriate or not to dedicate a speech, but I am going to do so anyway. The article analyses to which extent and in what way the Oslo region may be considered as an innovative and dynamic city in the Norwegian context. Although the European Union Community Innovation Survey (CIS II) concludes that the Oslo region has the same share of innovative firms as the national average, other data sources convincingly demonstrate that Oslo is an innovative city in the Norwegian context, having for example comparatively many 'radically' innovative firms and a high rate of new firm formation. However, knowledge organizations in Oslo do not function as hubs in wider innovation systems to any large degree. The empirical results may most fruitfully be explained with reference to a 'bottom-up' theoretical approach, that considers specific local and regional resources, relations and routines as important sources of innovation.  相似文献

Proponents of renewable energy often argue that renewables bolster national energy sovereignty. Most of the scholarship however focuses on security of supply, imports and enhanced domestic production, not on exports. How does exporting renewable energy resources affect sovereignty? Here, we turn our attention to Norway, a country that is already self-sufficient in renewables, and where renewable energy expansion is primarily directed at exports. Drawing on resource nationalist scholarship we empirically scrutinize key Norwegian renewable energy debates and show how the Norwegian renewable energy debates do not include notions of renewables bolstering sovereignty. On the contrary, they vary between portraying the relationship between renewables and sovereignty as a non-relationship, where renewables are immaterial to sovereignty, or an adverse relationship, where renewable expansion is perceived to weaken, rather than strengthen, sovereignty. The fear of being locked into an asymmetric dependency relationship with an EU that gradually wrests away Norwegian sovereignty over natural resources triggers resource nationalist imaginaries and is a powerful brake on renewable energy expansion. Resource nationalism is also fueled by claims of green grabbing and attacks on local self-determination. Our findings signal that renewable expansion may trigger political and popular backlashes, and that resource nationalist claims about abstained sovereignty may constitute considerable obstacles to renewable energy transitions.  相似文献
