It is good to see more work being done on the institutionalising of ‘identity politics’, as in Elizabeth Fells' article ‘The Proliferation of Identity Politics in Australia’ in the March 2003 issue of this journal (Fells 2003). However, some assumptions in that article result in seriously misleading conclusions. I examine these here, taking the example of women's portfolios. Fells uses allocation of ministerial portfolios as an indicator of government responses to identity politics and, following Moon and Fletcher (1988), of policy innovation and policy substance. She acknowledges that governments may respond to demands that they be active in a particular area by creating portfolio responsibilities without establishing separate ministries. She suggests, however, that failure to establish a separate ministry to support the portfolio could be seen as a failure to ‘institutionalise a long-term commitment’. Hence she announces her intention to exclude from her analysis the creation of portfolios without ministries, such as the Commonwealth Status of Women portfolio, for which both the Prime Minister and a Minister Assisting the Prime Minister have responsibility (Fells 2003, 104).  相似文献

Marx and Engels's thought—combined with the way in which it has been interpreted—has tended to militate against discussion of an ethics of violence in revolt. Along with Sorel and Fanon, their attitude towards violence is often seen simply as one where the ends justify the means and where violence in pursuit of a just society is necessarily defensible. However, we can (and should) look to certain sources within Marx and Engels for inspiration for an ethics of violence in revolt, which places emphasis on the humanizing aspects of their work, on the core ideas of freedom, moving beyond dehumanization and moving beyond violence. I argue that this approach suggests an abhorrence of any violence and can thus be combined with a pacifist-influenced approach to the ethics of violence in revolt. This is compatible with Ernst Bloch's interpretation of Marxism, which he describes as “concrete utopianism.” Classical Marxism can, then, offer fruitful pointers to an ethics of violence in political change, although Marx and Engels's texts must be used with considerable care and must be combined with the work of other thinkers, in particular those who display more explicit moral objection to violence of any kind.  相似文献

ABSTRACT This article provides some reflections on borderwork derived from social anthropological research with Indigenous people in south‐eastern Australia (S.E. Australia). In post‐settler states, borderwork traverses a range of fields—employment, health, education and politics. It engages both Indigenous and the non‐Indigenous who grapple with the issues associated with socially and culturally liminal spaces. Borderwork provides a focus on the way boundaries are continually constructed as well as dismantled and reconstructed as a result of historical, political and social change. The article draws upon the work of Bourdieu (2000) to interrogate the ‘naturalisation’ of conditions that give rise to particular interpretive frameworks and the specific relations of power that legitimate one interpretive framework over others. ‘First Nations people are border workers by the nature of their aboriginal claims and their persisting marginalization…’ (Celia Haig‐Brown, 1992:230)  相似文献

Commonly used in archaeological contexts, micromorphology did not see a parallel advance in the field of experimental archaeology. Drawing from early work conducted in the 1990’s on ethnohistoric sites in the Beagle Channel, we analyze a set of 25 thin sections taken from control features and experimental tests. The control features include animal pathways and environmental contexts (beach samples, forest litter, soils from the proximities of archaeological sites), while the experimental samples comprise anthropic structures, such as hearths, and valves of Mytilus edulis (the most important component of shell middens in the region) heated from 200 °C to 800 °C. Their micromorphological study constitutes a modern analogue to assist archaeologists studying site formation and ethnographical settings in cold climates, with particular emphasis on shell midden contexts.  相似文献

The ongoing instability in Argentina that emerged from the December 2001 uprising in Buenos Aires (the "Argentinazo") has been one of the highest profile examples in recent years of reaction to the economic "disciplining" of a country. For enthusiasts, this reaction has been resistance, an upsurge against neoliberalisation by people conscious of what was happening and with alternative conceptions of how things should be ( Aufheben 2003 ; Carrera and Cotarelo 2003 ; Dinerstein 2002 ; Galeano 2002 ; Harman 2002 ; "IM" 2002 ; Klein 2003a , 2003b ; MAS 2002 ; Ollier 2003 ). Subaltern resistances such as those developed by Argentines have been the subject of much geographical writing on resistance in recent years ( Castells 1997 ; Leyshon, Lee and Williams 2003 ; Pile and Keith 1997 ; Sharp et al 2000 ). This paper addresses the range of actions, or "action repertoire"( Tarrow 1998 :20–21), of the Argentinazo to examine the extent to which alternative material and discursive "convergence spaces"( Routledge 2003 ) of political engagement emerged both as resistance to, and articulating a coherent alternative to, neoliberalism.  相似文献

This article explores the articulation and framing of unpaid care work and the mobilization around it at two spatial scales, the global and national. For the latter it focuses on three of the largest and most diverse countries in Asia — India, China and Indonesia. While the concept of unpaid care work has received considerable attention in international development discourse, it is rarely found in feminist mobilization and advocacy across these countries. The article asks why this issue remains largely excluded from women's political agendas. It also explores how it is framed when it is included. While most organizations recognize women's double burden and the importance of domestic labour, they do not consider ‘unpaid care work’ as a legitimate political issue around which to mobilize. Rather, it is framed, if at all, as part of other political agendas, such as the rights of the elderly (in China), the rights to social protection, especially childcare and maternity entitlements (in India), or the right to equal opportunities within marriage (in Indonesia). The study analyses the differences in framing, the conceptualization of gender equality embedded therein, and the implications for policy.  相似文献

Archival research has been long recognized as a key method in geography, and such research continues to appeal to scholars excavating historical influences on contemporary places. At the same time, geographical literature on care is growing rapidly. However, while geographers have often implemented care into their archival research and practice, these literatures have remained largely distinct from each other. In this paper, I bring archives and care into closer conversation. Drawing on existing geographical literature on care and on archival methods, work in archival studies, and my own research and ethnographic experiences in archives, I show how the socio-material practices of geographers in the archives help generate spaces of care, where ethical caring practices exist, and caring relationships flourish. I demonstrate how archival work in geography and beyond includes relationships of care between archivists, researchers, and archival records. I share some examples and strategies that geographers and other researchers can—and do—follow in maintaining, continuing, and repairing archival relationships, even in times of precarity and uncertainty.  相似文献

In this article I discuss 1980s New York cinema through the conceptual lens of landscape, drawing in particular on the interconnected but separate traditions of the pastoral and the picturesque. While the former mode of representing landscape is idealizing (the shepherd/nymph‐motif), the latter with its origins in the period of the enclosures of the English countryside tends to aestheticize poverty and dispossession. This distinction can productively be deployed in relation to tensions between glamorization and exploitation in 1980s New York cinema, which often dealt with the themes of rent, eviction, and unemployment in postindustrial settings. Focusing in particular on Downtown 81 (Edo Bertoglio, 1981/2000) and Desperately Seeking Susan (Susan Seidelman, 1985), I argue that the current nostalgia for a pre‐gentrified and less regulated New York in popular culture is dependent on these idealizing and aestheticizing tendencies insofar that they conceal or prettify some of the darker aspects of the period.  相似文献

This article explores the role of reconciliation in the passage of health care reform in the 111th Congress. Although counterintuitive, the analysis suggests that the loss of a filibuster-proof super-majority with the election of Senator Scott Brown (R-MA) aided Democrats in clearing the overhaul package by facilitating the use of reconciliation. Reconciliation provided the critical procedural mechanism enabling health care reform to be enacted into law. Despite reconciliation's importance, substantively the reconciliation “fixes” were relatively modest amendments. Moreover, notwithstanding the use of reconciliation, Congress passed the health care legislation with largely conventional means—separate health care reform measures cleared the House and Senate in 2009, in 2010 the House approved the Senate bill, and then both chambers quickly passed the reconciliation addendum. This research draws on discussions I had with over a dozen key actors after health care reform passed.  相似文献

Research carried out by the authors in northern Italy (see Corsane et al., ‘Ecomuseum Evaluation: Experiences in Piemonte and Liguria, Italy’, International Journal of Heritage Studies 13, no. 2 (2007): 101–16) was designed to assess how closely selected ecomuseums met the demands of ecomuseum theory. However, the discussions with ecomuseum personnel at five sites in Piemonte and Liguria also provided an opportunity to explore how these community‐based heritage projects measure their ‘success’. This research indicates that the methods of performance evaluation that are applied to most national or regional museums—criteria such as visitor numbers, the number of new collections that have been acquired, or number of educational activities delivered—have less meaning in an ecomuseum context. This work suggests that success could be measured more effectively in terms of the forms of capital that result from local people’s use of ecomuseological methods to engage with and conserve their heritage.  相似文献

Research around the world has been nearly unanimous about the positive impacts of Indigenous‐led health organizations on Indigenous peoples' qualitative experiences in health care, in the face of often negative experiences in non‐Indigenous‐led health care settings. Urban environments, including health care environments, are areas of increasing attention with regard to Indigenous peoples' health in Canada. In this study, which took place in the northern city of Prince George, British Columbia, 65 Indigenous community members and health services workers participated in interviews and focus groups, describing their experiences with urban Indigenous‐led health organizations—defined in this study as non‐governmental organizations that prioritize the values and practices of local Indigenous communities. Employing perspectives on place and relationships drawn from Indigenous critical theory and Indigenous community resurgence to analyze the findings of this qualitative study leads to a focus on how relationships impact and can even constitute places, enabling new understandings of the roles of Indigenous‐led health organizations in urban Indigenous community resurgence.  相似文献

Abstract

In the winters of 2000 and 2002–2003 we surveyed a portion of the high desert immediately adjacent to the Nile Valley at Abydos, Egypt. The initial field season assessed the area's potential to contribute to the existing database of Paleolithic landscapes. Limited work done prior to our initial survey indicated that such Paleolithic sites in this region, while present, were relatively infrequent. Contrary to this expectation, we found the desert landscape densely littered with Paleolithic artifacts. Our subsequent work documented the extent of the distribution and the nature of Paleolithic artifacts. The goal of this work is to develop models of desert landscape use, particularly during the Middle Paleolithic, which can be integrated into those existing for the Nile Valley. In doing this, we provide a more complete picture of hominid adaptations in a place and time period critical to our understanding of the origins of modern human behaviors.  相似文献

This article focuses on the discourses around HIV/AIDS in the national Ghanaian ‘Stop AIDS Love Life!’ public health campaign, within non-governmental HIV/AIDS publications, and the Ghanaian national print media. I have used critical discourse analysis to interpret and deconstruct a range of these social texts collected between June and September of 2001 and 2003 in and around Greater Accra, Ghana. I argue, firstly, that these discourses are shaped by an international politics of funding for HIV/AIDS that privileges prevention through behaviour change over treatment action under the premise that prevention is a more cost-effective option for the Global South. I critique this stance, highlighting the emerging possibilities for integrated prevention–treatment efforts in resource-poor settings such as Ghana. Secondly, I argue that the discourses around HIV/AIDS presented in prevention campaign materials powerfully construct normative and gendered subjectivities with assigned roles and responsibilities. The fight against HIV/AIDS is constructed as a national project in which an idealized, and often very young, female citizen is positioned as educator, volunteer, carer and protector of herself and society. This discursive coding of responsibility places the many burdens of HIV upon some of the most vulnerable in society, ignoring the structural constraints of gender, generational and economic inequality. I conclude my paper by arguing that efforts to reduce transmission rates, stigma, and the burden of care for those living with HIV/AIDS in Ghana must integrate both preventative efforts and treatment action. Where prevention campaigns are utilized I suggest that these must recognize the limitations of behaviour change initiatives that primarily target women and acknowledge the gendered constraints faced by those very subjects identified as responsible for the protection and education of the nation.  相似文献

Abstract

When we grieve during fieldwork, our grief forms new geographies of knowledge production and emotion. In this article, I use autoethnography to theorize my grief during fieldwork following the death of my sister. I examine grief’s methodological implications using the concept of ‘grief as method,’ an emotionally-inflected practice that accounts for the vulnerability produced by grief. By centering vulnerability, ‘grief as method’ also urges researchers to consider the practices and politics of ‘caring with’ our research subjects and caring for ourselves, raising larger questions about the role of care in research. Furthermore, this article demonstrates how grief’s geographical features—its mobility, its emergence in new sites and landscapes, and its manifestation as both proximity and distance—shape ‘grief as method’ profoundly. I examine grief’s spatial implications by building on Katz’s ‘topography’ to theorize a ‘topography of grief’ that stitches together the emotional geographies of researchers, blurring both spatial divisions (‘the field’ vs. ‘the not-field’) and methodological ones (the ‘researcher-self’ vs. the ‘personal-self’). If we see grief as having a topography, then the relationships between places darkened by grief come into focus. Moreover, by approaching grief methodologically, we can better understand how field encounters—relationships between people—are forged through grief. ‘Grief as method,’ in offering a spatial analysis of grief’s impact on fieldwork, envisions a broader definition of what engaged research looks like and where it takes place.  相似文献

In this paper I draw upon Foucault's concept of the clinic, as well as his later work on the ‘care of the self’, in a consideration of the problems that are diagnosed, and the treatments that take place, within the beauty salon. As biotechnology descends to the sub-molecular level, so those spaces that are linked to the laboratory through the diffusion of knowledges, practices and material products—such as the salon—are also reworked. Traditionally the locus for an array of experts in both body and mind who instruct (mostly) women on how to care for the self, salons use a series of ‘cutting edge’ treatments to pamper and groom the body, correcting as it does so various problem areas such as the skin. I argue, using interview material from salon managers and employees, for the beauty salon as a key site wherein health and medical knowledge is disseminated, and the clinical gaze is brought to bear.  相似文献

Economic inactivity and worklessness have been identified by the UK Government as two of the most important causes of social exclusion at a national level. Following advice presented by the Social Exclusion Unit's (Report of the Policy Action Team 18—Better Information (London: The Stationary Office, 2000)) report, it was recognized that some groups in society—including ethnic minorities—who are vulnerable to economic inactivity, worklessness and social exclusion, are forgotten simply because not enough is known about their particular circumstances. Within this context this briefing analyses economic inactivity within Irish communities—often referred to as the “invisible ethnic minority”. Through case study analysis (Greater Merseyside, UK), the key “drivers” of inactivity are explored in more detail, as well as the barriers that appear to prevent participation in the labour market, particularly in relation to (older) Irish individuals. The implications for current UK Government programmes aimed at reducing inactivity and benefit dependency, particularly for those aged 50 + and for Black and ethnic minority communities, is subsequently discussed.  相似文献

This paper, based on research conducted with asylum seekers in three European Union (EU) member-states, examines the connections among various forms of violence against forced migrants in different state settings. Because violence that is produced within states is not uniform and often transcends borders, understanding how it varies across different geographical settings illustrates the complexity of the risks that migrants face. This paper presents a typology that examines interconnections between the production of various forms of violence and the complex spaces that constitute irregular migration into the EU to better understand these multifaceted factors and why we can anticipate certain forms of violence in a particular space. It also fosters future avenues of research as it provides a foundation for greater collaboration and advocacy to expose and rectify hierarchical imbalances of power and actors responsible for such violence.  相似文献

An American specialist on Russia's health and demographic situation calculates the economic burden of morbidity, disability, and premature death on the country's economy in 2003, applying a cost-of-illness model commonly used in Western settings. The paper disaggregates direct costs (spending specifically on health care) and indirect costs (productivity lost due to illness and death, measured in terms of lost wages), and distinguishes between current-year versus out-year losses and the costs incurred due to different categories of illness. The paper first analyzes the situation for Russia as a whole before briefly exploring regional variations in elements of cost of illness. In this paper, I ask about the broader context of the history and philosophy of biology in the German-speaking world as the place in which Hans-Jörg Rheinberger began his work. Three German philosophical traditions—neo-Kantianism, phenomenology, and Lebensphilosophie—were interested in the developments and conceptual challenges of the life sciences in the late nineteenth and early twentieth centuries. Their reflections were taken up by life scientists under the terms theoretische Biologie (theoretical biology) and allgemeine Biologie (general biology), i. e., for theoretical and methodological reflections. They used historical and philosophical perspectives to develop vitalistic, organicist, or holistic approaches to life. In my paper, I argue that the resulting discourse did not come to an end in 1945. Increasingly detached from biological research, it formed an important context for the formation of the field of history and philosophy of biology. In Rheinberger's work, we can see the “Spalten” and “Fugen”—the continuities and discontinuities—that this tradition left there.  相似文献

The orientalist literature subjected the Middle East in an exotic way — mostly as an “Arabian Nights” society ruled by traditional sultans and/or tribal chiefs — rather than modern governance structure's “bureaucracy.” The presumption within postcolonial scholarship has been that this perception influenced the policy landscape in the United States and Europe, especially the media depictions of the oriental leaders and leadership. The paper empirically tests this hypothesis through content analysis using Weber's categorization of leadership of two newspapers of record — The New York Times in the United States and The London Times in the United Kingdom — during the period of state building in Saudi Arabia (1901–1932). I find that rather than depicting the Saudi leadership as “backward,” these newspapers in particular, tend to overstate the development of the Saudi state during this period. As Weber is best known for his three types of authority, it benefits the discipline to see how the interpretive communities of Western journalists operationalized “authority” in terms of politics and religion of Saudi Arabia as this monarchy emerged.  相似文献
