The whale fisheries of Scotland and England have long been the source of much attention in scholarly journals and statistical economic reports. The whale fisheries of Ireland—albeit of a miniscule scale in comparison—have generated little other than local interest. The whale and basking-shark fishery in Donegal Bay is unique. It was conducted by the inventor of the first swivel-gun harpoon, Thomas Nesbittt, who also built the first and only Irish whale-rendering plant at Port, Inver, Donegal Bay, where he undertook shore-based whaling at a time when other European whaling industries were based in the northern seas.

Abstract

Fisheries are a major source of food for the burgeoning human population of Earth, and their management is an extremely complex process. Management of these limited resources invariably arouses emotional responses from those participating in their harvest, processing and consumption.

A review of pertinent marine fishery management literature reveals an increasing recognition of the necessity for molding the sociopolitical, economic, biological, chemical, and physical sciences into a cohesive system that will provide managers with a sound basis for making decisions. This review discusses fishery management planning in world, US, regional, and state markets. Emphasis is on the northern Gulf of Mexico fisheries, where the authors have performed most of their research. The Gulf of Mexico region accounted for 34% of US commercial landings in 1979. In the Gulf region, fishery management plans have been developed and implemented over the past several years. Regional plans for management of resources in territorial and internal waters were produced in a state–federal–university-user effort. The interdisciplinary task force included state and federal marine fishery managers and specialists, economists, cultural anthropologists, marine biologists, marine fishery industrial representatives and management specialists.

The conceptual model of the management system provided a basis for the decision-making process. The strategic plans developed in this planning process were adopted and implemented in the five Gulf States. Several fishery management models are depicted and discussed. All show either directly or by implication that both science and politics are integral parts of the management of the several fisheries. An expanded model illustrates the interdisciplinary nature of fishery management. Some recommended political structures for fishery management are also discussed.  相似文献

This article examines the recent convergence of community-based and transboundary natural resource management in Africa. We suggest that both approaches have potential application to common-pool resources such as floodplain fisheries. However, a merging of transboundary and community-based management may reinforce oversimplifications about heterogeneity in resources, users, and institutions. A scalar mismatch between the ecosystem of concern in transboundary management and local resources of concern in community-based management, as well as different colonial and post-colonial histories contribute to this heterogeneity. We describe a fishery shared by Namibia and Zambia in terms of hybrid fisheries management. We examine settlement patterns, fishermen characteristics, sources of conflict, and perceptions regarding present and potential forms of fisheries management in the area. We also consider the implications that initiatives to manage resources on the local and ecosystem scale have for these fishing livelihoods. Our findings indicate that important social factors, such as the unequal distribution of population and fishing effort, as well as mixed opinions regarding present and future responsibility for fisheries management will complicate attempts to implement a hybrid community-transboundary management initiative.  相似文献

Recent work in geography on materiality and embodiment has drawn attention to the ways that the varied materials of bodies, their capacities to leak and flow, to grow and shrink and endure and disappear, are central to an understanding of the spatialities of bodily experience. This article seeks to contribute to this work by considering how bodies touch themselves, or what I have termed ‘intra-body touching’, through an interrogation of two over-life-sized paintings (Branded and Propped) by the artist Jenny Saville. Her paintings present the topographies of a female fleshy body through detailed observations of bodily surfaces and orifices which include breasts hanging, hands grabbing and fat rolling and pressing upon itself. In drawing upon Luce Irigaray's critical engagement with Merleau-Ponty's account of hands touching, the article seeks to utilise her notion of the mucous for highlighting the ‘morpho-logics’ of sexed and sized bodies as they are produced through the example of intra-body touching. A focus upon the embodied spatialities of intra-body touching challenges accounts of the female body that centre upon women being located in a position of estrangement and distance from its varied materialities. Instead it will suggest that Saville's bodies are centred upon distinctly geographical relations of proximity and intimacy in ways which surprise and challenge our understandings of what a fleshy body can do.  相似文献

A pre-Columbian (ca. AD 500–1500) fishery baseline is established for Anguilla, British West Indies from analyses of the remains of captured fishes from five archaeological sites. The zooarchaeological fishery baseline shows pre-Columbian communities captured diverse fishes, many of which are vulnerable to overexploitation. Composition of the captured fish community varies by site underscoring the potential importance of including samples from sites located adjacent to different marine habitats. Analyses of abundance–biomass relationships, community trophic structure, fish size and taxonomic composition indicate the Anguillian pre-Columbian fishery and coral reef ecosystem was healthy and sustainable. By providing a thorough baseline of Amerindian use of fishes on Anguilla, we provide a foundation that aids researchers asking questions about long-term change in Caribbean coral reef fisheries.  相似文献

Current theoretical understandings of family-as-activity, as suggested by the terms ‘doing family’ or ‘families we choose’, locate family practices such as parenting, within the realm of the spatial. Feminist geography particularly has been instrumental in conceptualisations of parenting as a spatial project that involves constant renegotiation of the ‘everyday’ spaces of home, work and play. However, what are less evident in the literature are the specificities of the actual places and spaces of parenting: where parents go in the course of their parenting or how they actually use particular spaces. Furthermore, most scholarly work on parenting has been based on the theoretical and material experience of heterosexual parents, with the experiences of non-heterosexual parented families under-documented. Using data from a recent study with lesbian parents, this paper seeks to address some of these conceptual and empirical gaps, suggesting that an exploration of the everyday spatialities of same-sex parenting contributes, not only to expanding current geographic understandings of family and parenting, but also understanding of the material places where these identities—familial, parental, sexual—intersect.  相似文献

Despite the existence of research conducted by geographers eschewing or professing religious faith, the influence of researchers and their methods have yet to receive critical attention within the study of religion. The experience of three geographers working on a three-year research project suggests that it is vital to reflect upon the inter-subjective relationships and methodologies used to reconstruct the religious past. How do different subject positions influence our selections from historical records? We also consider whether the spatialities of putatively 'religious' archives, whether formally or informally constituted, make a difference to the construction of historiographical knowledge. In attempting to answer these questions, the paper argues that developing an awareness of different types of positionality, vis-à-vis religious faith and practice, combined with reflexivity, vis-à-vis methodology, can enrich the interpretative reconstruction of the religious past.  相似文献

Extant copies of provincial newspapers are the most important source for understanding both the form and geographies of late eighteenth- and early nineteenth-century protest. Such sources have, however, received remarkably little in the way of critical reflection. In relation to long-running debates about the supposed transition from overt forms of protest to covert forms in the 1790s such uncritical attention has tended to produce oversimplified geographies and has obscured the complex nature of the resort to protest. This article seeks to shed light onto these issues through the specific case-study of arson, the most important of all forms of covert protest. Through an examination of fire pathology, the mechanics of reporting, geographies of newspaper publishing, and the spatialities of reporting, this article suggests that histories of arson are flawed not only because of the difficulty in determining the precise cause of fires but also because of the complex webs of newspaper publication and reporting which left large areas of countryside under-or un-reported.  相似文献

Recent discussions of non-representational theory and expressive/sensuous embodied practice have provided new orientations for rethinking how people live and feel, and inform notions of spatialities and lay geographies. These arguments I develop in this paper through a consideration of an ethnography of recreational caravanning in the UK. Abstract: The Western Alaska Community Development Quota (CDQ) is an economic development program that allocates a portion of regional fisheries to groups representing poor, mostly indigenous people of western Alaska. The CDQ groups lease their quota to industrial fish firms and reinvest their revenues back into the fishery. In this way, quota becomes a form of property used for capital accumulation. The CDQ is conceptually confusing because it appears as neoliberal privatization and as redistribution motivated by social justice. Rather than choosing between these, this paper argues that quota‐as‐property brings together these seemingly opposed goals. Once the idea of property is expanded to include interdependence and reasons for property relations, it is possible to see that privatization in the CDQ embodies multiple logics without being incoherent. The paper concludes that the complex social relations of property open up space for identifying diverse practices within neoliberalism.  相似文献

While there is a burgeoning literature on the role of ICT in the creation of new forms of social networks, dubbed on-line communities, much less attention has been paid to the complex set of relationships which are emerging between some off-line communities and the internet, and in particular to some of the new spatialities that are emerging as a result of community-based ICT practices. This paper develops this work by focusing on the example of ‘the Deaf community’. In reflecting on the implications of the communication possibilities offered by the internet for the production of Deaf space we begin by outlining the history of development of the off-line Deaf community in the UK and by reflecting on the concept of ‘community’. The paper then goes on to explore how Deaf people are using the internet to communicate with each other and, in doing so, to reflect upon how the internet is contributing to the re-spatialisation and scaling-up of this community while also having other unanticipated effects on Deaf people's mobilities and the space of the Deaf club.  相似文献

Feminist political theory draws on particular spatial imaginations in elaborating a politics of transformation. This paper establishes this in relation to two familiar accounts of feminist transformation – those of Judith Butler and Luce Irigaray. Respectively I read their work as suggesting that transformation of gender relations takes the form of ubiquitous revolution, taking place everywhere, or a distant dream of an (im)possible future – elsewhere. The paper then turns to discuss the work of Julia Kristeva, often dismissed as not feminist and conservative. I read her work politically, within the frame of feminist theory. She offers a different, heterogeneous account of transformation, as both possible in the present and also limited by the existence and need for social and symbolic orders. In exploring the heterogeneous spatial imagination of her work, the paper suggests that the spatialities of abjection are diverse and productive. Abjection is not simply about devising territories and borders. Moreover, dominant spatialities cannot be described as simply masculine. Finally, drawing links with Lefebvre's account of representational spaces, I argue that Kristeva's work can be extended to inform our understanding of how spaces themselves can be transformed.  相似文献

This paper is an investigation of an arguably unique manifestation of camp geography: the forced incorporation, since 2017, of existing Bangladeshi communities within Rohingya refugee camps in Cox's Bazar. The repercussions of refugee policies that have shaped these camp spatialities have spurred socio-economic and environmental impacts for Bangladeshis not recognized as full residents of the camp and therefore not receiving humanitarian aid. We argue that this unique situation deserves scrutiny, since exploring impacts of camp spatialities in relation to local host communities is urgent as campscapes are expanding their effects globally, and particularly in the Global South. Here we analyze three Rohingya camps that have surrounded Bangladeshi households by privileging the view of host(ed) community members and reflecting on how they articulate and react to the consequences of these campscapes in their lives – especially when already confronted by social, economic, and environmental challenges. The article concludes by suggesting that these camps may be seen as powerful spatial political technologies producing new forms of marginalization which have lasting impacts for the forcibly ‘incorporated’ Bangladeshi communities whose presence seems to have been omitted from the statistics, policies, and operations of the organizations involved in camp management.  相似文献

This symposium draws attention to innovative and emerging research in Australian public policy exploring the interplay of governance, public policy and boundary-making. Conceptually and substantively, boundaries are fundamental to understanding policy outcomes, yet remain overlooked and undertheorised. We aim to contribute to public policy debates, in Australia and beyond, by provoking further reflection on this theme, in particular, the distributive effects of boundaries in policy-making; the blurring of boundaries implicit to governance frameworks; the crossing of boundaries, especially by policy-officials within and between institutions; the construction of boundaries to separate and marginalise; and the existence of temporal–spatial boundaries that demarcate jurisdiction and authority. In short, the study of governance and public policy-making is marked by multiple different types of boundaries but the way in which boundaries get drawn and redrawn is also suffuse with political contestation meaning they raise crucial questions about the exercise of power.  相似文献

Marine plastic has received significant attention as a spectacle of consumer waste and ecosystemic fragility, but there has been little discussion of its ethical implications. This essay argues that marine plastic poses a direct challenge to the basic frameworks of global ethics. These frameworks are dominated by the image of the ‘circle’, an abstract boundary intended to separate ‘humanity’ from the rest of the universe and insulate it against harm. However, this article argues that marine plastic undermines the ‘circle’ in two ways. First, it embodies conditions of ‘hyper-relationality’, including entanglement and the properties of toxicity, that penetrate the boundaries of ‘the circle’. Second, it exerts ‘forcefulness’, but at scales that radically exceed the dominant spatio-temporal dimensions of ‘the circle’. By virtue of these features, marine plastic thoroughly penetrates the boundaries of ‘the circle’, making it impossible to expel harm beyond its boundaries. Although this essay focuses on marine plastic, its core argument can also be fruitfully applied to other phenomena that share similar material, scalar, spatio-temporal and relational features (for instance, atmospheric particulate, nuclear waste and nitrate pollution). The essay concludes by exploring the alternative ethical possibilities that marine plastic and similar phenomena prompt: in particular, a responsive ethos based on a sense of shared vulnerability and exposure.  相似文献

When accumulation in southern cities entails the dispossession of informal settlers, where do they go and what spatialities emerge out of their dispossession? In Manila, this occurs through a violent form of suburbanisation. To make way for modern and investment-friendly spaces, informal settlers are exiled to relocation sites in the suburban fringe. This process of accumulation by suburban relocation engenders necroburbia, a dystopic suburban periphery constituted by distant relocation sites where evicted settlers are subjected into violent and asphyxiating everyday geographies. It serves as a spatial fix to enable metropolitan accumulation. Drawing on Achilles Mbembe’s notion of necropolitics, I expose necroburbia as a deceptive and violent space, produced through three spatialities: (1) demolition; (2) relocation; (3) necro-suburbanisms, or everyday ways of necropolitical living. These processes illustrate how urban fantasies of growth in cities like Manila are predicated upon necropolitical realities rendering informal settlers as expendable populations, deserving of everyday brutalities.  相似文献

This research starts its journey from a video that failed to be published during the 2009 uprising in Iran. By following data outside the common trajectories of data circulation in the global North, this paper offers new geographical and data imaginations neglected by the universalised understandings of data and its political economy. Consequently, data’s behaviour as a thing is thoroughly investigated in the “follow the thing tradition” by scrutinising data as a commodity, its meanings and its associations. Using actor-network-theory, the paper highlights data’s open and contested character as well as the breakdowns throughout its journey. Following an uncirculated video via its traces sheds light on data’s agency in evoking different assemblages and spatialities. It also reflects on the epistemological importance of not treating the Southern data as exceptional and calls for a theoretical landscape that does not leave many realities of data out in its homogenised universal narrative.  相似文献

Abstract: As undocumented migration becomes more difficult, migrants' journeys become longer and more fragmented. This is a response to new spatialities of migration control which are continually reconfigured in an effort to eliminate clandestine movement. In the trans‐Saharan region, this pattern of fragmented journeys also arises from a network of transnational social organisations that depend upon newly available technologies. Migrants' social networks provide both the means and the motivation for continued movement, even as destinations become more elusive. This paper investigates the imbalanced conflict between the social organisation of Sahara transit migrants and the developing spatial logic of control. It is based on recent research with undocumented migrants in Morocco.  相似文献

The recent debate on the Eurozone failed to appreciate a particular characteristic of European crisis experiences, namely their fundamentally political character. To make my argument, I borrow from Dani Rodrik (2000) the framework of a “political trilemma” between cross-border economic integration, national institutions and democracy (in the sense of mass politics) and discuss its relation to the more commonly known “macroeconomic trilemma” as well as some limitations of the framework. The recent experience of a European debt crisis and the experience of Europe's Great Depression can be interpreted as a “political trilemma”: both reflect the problem of designing effective policy responses to major economic shocks within the environment of deep economic integration across political boundaries and the regime choices that this involves. Within this framework I highlight some aspects of the 1930s that are informative to the policy choices in Europe today. Once we accept that some policy choices should be avoided, attention should be shifted to the remaining options and the obstacles that prevent their implementation, notably the challenge to transform democracy beyond national borders.  相似文献
