AbstractOver the past twelve years I have collaborated with Kyrgyz citizens to promote a national conversation about heritage, based on grass roots interest and sentiment. Countering polarising political rhetoric about Kyrgyz nomadism as the only authentic national heritage identity, many citizens enthusiastically present the artefacts of ancient cities alongside the balbals (stele) of ancient nomads in their community museums, eagerly participate in discussions about a complex Kyrgyz past, and have collaborated with Uzbek speakers to create a national heritage society. In this paper I will describe several community museums and other grass roots education programmes that I have been involved with in Kyrgyzstan and consider their potential for countering ethnic conflict.

In the wake of Native North American activism and moves to decolonize archaeology, some academics have begun to avoid displaying human remains. Though recent World Archaeological Congress accords detail a consent process for ethical display, some journals, museums, and individual scholars have blanket policies covering even those remains whose descendants favour display. This article examines one context affected by these policies: the central Mexican town of Xaltocan. Here, Indigenous residents advocate for archaeological study and exhibition of ancient human remains, yet they have been criticised and censored by North American audiences. We consider two factors behind their desire to display the dead as part of efforts to reclaim Indigenous identities: long-standing Mesoamerican relationships with the dead and the materiality and symbolic capital of bones. We argue that an academic reluctance to display any human remains is problematic – even if it is a well-intentioned acknowledgement of respect for their sensitive nature – because it imposes the wishes of one Indigenous group on another, and may thereby lead to the unwitting perpetuation of colonial practice. We suggest that decolonizing archaeology may sometimes necessitate allowing the exhibition of skeletal remains; ethnographic research in individual communities is needed to ensure respect for descendant perspectives.

This article focuses on the (ambiguous) relationships between nationalism and international regulation of historic buildings, namely, the activity of UNESCO in this field. It studies two different forms of UNESCO intervention: the creation of a list of world heritage sites of outstanding universal value, which includes several historic cities and buildings; and UNESCO Recommendations aimed at protecting historic urban landscape. The article shows that UNESCO seems to favour both political and cultural forms of nationalism and can significantly affect the nationalistic use of historic buildings and, more broadly, affect on the very idea of Nation and nationalism.

AbstractThis article identifies the current state of knowledge in the literature regarding the possible impacts of future climatic change on archaeological sites and ensembles. Drawing on the literature review a matrix of potential impacts is collated to provide a simplified overview. This theoretical ‘menu’ is then tested by applying it to a vulnerability assessment of the World Heritage site of Skellig Michael in Ireland. The case study results reveal some knowledge gaps, particularly in regard to the impacts of climate change on buried archaeological remains.

AbstractFolklore research in the United States typically is completed either through academic departments or in organisations designed to create public presentations of traditional expressive culture. These two approaches are termed ‘academic folklore’ and ‘public folklore’. The intellectual history of both approaches has recently been critiqued. One result of this deconstruction is an ambivalence over the historical legacy of key concepts in the study of folklore. Assessing elements of the critical study of folklore’s history – in both academe and the public sector – suggests opportunities for reconstituting the study of traditional culture to establish a more socially responsive approach that is relevant to ways that heritage professionals assess folklore as intangible culture heritage.

Historic buildings are important in nationalism through their roles in building and reinforcing national identity. As part of the expanding ‘heritage industry’, they are also of growing economic and political importance. Despite their physical existence, historic buildings are ‘created’ – they must be constructed as ‘historic’ through processes of choice and the attachment of significance. The state can perform these functions through policies that define and select buildings for protection, by ownership and funding, and by its uses of buildings for nationalistic purposes. Yet state actors can have good reasons – nationalistic and economic – to destroy or fail to preserve historic buildings. The paper examines why, when and how state actors pursue policies to protect historic buildings. It offers arguments about patterns of state action that part of state strategies to promote national identity and cultural nationalism.

State production of cultural nationalism: political leaders and preservation policies for historic buildings in France and Italy 下载免费PDF全文
Mark Thatcher 《Nations & Nationalism》2018,24(1):64-87
Although cultural and political nationalism have often been treated as separate, recent studies argue that they are linked because the state produces policies such as promotion of cultural heritage to further nation building. The article examines the conditions that favour national political leaders adopting policies to protect historic buildings for aims of political nationalism. It compares France and Italy, focusing on the period after 1870. It finds that in both countries, national political leaders have introduced extensive protection of historic buildings when faced with major challenges such as war, regime change or pressures from localism or supporters of cultural nationalism as part of wider strategies to build and reinforce the nation state. But Italy extended protection earlier and more deeply than France, suggesting in a later nation state with strong inherited cultural nationalism but major political weaknesses and, national political leaders may introduce earlier, more far‐reaching and more layered legal protection than in states created earlier and with fewer weaknesses.

Between 1967 and 1974, the island of Cyprus was a centre of maritime archaeology in the eastern Mediterranean. Individuals
such as Michael and Susan Katzev, George Bass, Jeremy Green and Richard Steffy were living on and visiting the island, and
testing and developing methods still common in the discipline. The hostilities on Cyprus in the summer of 1974 and the implementation
of international regulations limiting archaeological work in the northern portion of the island, however, had repercussions
still evident today. This article summarizes past maritime archaeological work along the northern coastline, addresses the
regulations limiting archaeological activity in the region and discusses a new training program licensed by the Nautical Archaeology
Society aiding in the protection of the island’s maritime heritage representing approximately 10,000 years of activity.

ABSTRACTThe Deep Past as a Social Asset in the Levant (DEEPSAL) project, conducted in 2015–16 by the Council for British Research in the Levant, examined two communities in southern Jordan, Beidha and Basta, who live near significant Neolithic archaeological sites. The project collected information on the communities’ current socioeconomic conditions, their relationship with local cultural heritage and how that cultural heritage currently benefits or hinders them. The information was used to inform nascent strategies to utilize the sites sustainably as development assets and suggest alternative strategies as necessary. The results showed that a tourism-based strategy is suitable for Beidha but there was a need to focus on basic business skills. For Basta a tourism-based strategy is currently unsuitable, and efforts should rather focus on supporting educational activities. The results of the project are presented here within the context of archaeology’s increasing interest to use archaeological resource to benefit local communities, and outlines lessons for that effort.

Indigenous Research and Archaeology: Transformative Practices in/with/for the Ngarrindjeri Community
Christopher L. Wilson 《Archaeologies》2007,3(3):320-334
The relationships between Indigenous peoples and archaeologists in Australia have consisted of conflict, consultation and
collaboration. The literature looks at very little the roles and challenges met by Indigenous archaeologists and the issues
that arise as a result of working between two different knowledge systems. This paper therefore will discuss the question
of how archaeologists could modify their practice for better answering the Indigenous communities and treats this particular
question by presenting my own work among the Ngarrindjeri nation of southeast South Australia. By the means of a lived experiment
of conducting research with/in/for my community, I will consider the effect of the personal identity related to community
stories while also examining how the knowledge of the interior can be at the same time complex but very significant for the
development of archaeology.

AbstractFlorida waters are home to the remains of such diverse watercraft as galleons, freighters, sailing yachts, steamboats, and prehistoric canoes. Managing these resources, especially regarding questions of access versus preservation, can be a daunting task. Florida’s Underwater Archaeological Preserves programme is an experiment in public participation to further both the awareness and the preservation of submerged heritage through site conservation and interpretation, incorporating various stakeholders during each step in the process. The logic in Florida’s Preserves programme is that an involved public given free access to a shipwreck site can be an ingredient for, instead of a hindrance to, preservation. Although one of several programmes worldwide, the concept that sets Florida’s Underwater Archaeological Preserves programme apart is its use of public involvement to promote education that fosters attitudes of conservation and preservation. If the public feels a share as stakeholders in the preservation of their maritime heritage, then submerged cultural resources will be more effectively protected.

The European phenomenon of Jewish spaces was first described in the mid-1990s. They were then defined as themed environments initiated and operated by non-Jews, often located in historical Jewish neighbourhoods. Since then Jewish spaces have become a well-established concept in the media and among academics. This article explores Gypsy spaces as analogous to Jewish spaces. The paper compares two cases, the Gypsy pilgrimage to Saintes-Maries-de-la-Mer in southern France and the Jewish Culture Festival in the Polish town of Kraków. There are striking parallels between the thriving Gypsy music festivals, Gypsy horse fairs and Gypsy pilgrimages on the one side, and Jewish Culture Festivals on the other. The author formulates some hypotheses as to why Gypsy spaces have not yet been recognised and dealt with more extensively. To conclude, the Jewish and Gypsy spaces are situated in a European landscape of remembrance and interpreted as heritage re-enactment within the framework of European integration.

ABSTRACTIn the autumn of 2005, the museum of Vilafranca del Penedès (Catalonia, Spain) programmed a cycle of cultural events in order to commemorate the thirtieth anniversary of Francisco Franco's death. Among them, the performative one-piece exhibition Listen, Franco! The Purgatory for a Dictator showed a bronze sculpted bust of the dictator (belonging to the museum collection) and invited citizens to freely participate and “tell to him” all they would have liked to say if they had had the opportunity to. The unusual shape of the event and the high level of participation made the exhibition become a media success. However, a last-day surprising performance experience—as a result of which the bust was “vandalized” or, should I better say, “re-signified”—became a source of reflection about the boundaries between preservation and transmission of cultural heritage, as well as about museums as places for collective elaboration of public memory. This case appears as a catalyzer of a cultural crisis that exploded after 2008, and a prefiguration a new exhibition around another sculpture of the dictator, which took place in Barcelona in 2016.

This paper explores the relationship between rock music, collective memory and local identity, by focusing on events connected to Liverpool's status as European Capital of Culture 2008. The first part of the paper describes these events and how memories of local rock music were attached to heritage and local identity and mobilised to validate Liverpool as a capital of culture, whilst in turn the city's Capital of Culture status served to validate particular ways of remembering the local musical past. The second part of the paper considers the broader significance of these events by relating them to three pan-European trends in cultural policy: the development of the cultural and heritage industries; the protection and promotion of local culture and identity; and the fostering of cultural diversity and integration. It highlights the general significance of the popular music past for cultural policy in Europe, but also the politics of popular music memory and how it involves a complex and dynamic process of negotiation that relates to cultural policy in particular ways. The paper concludes by arguing that popular music offers a specific and productive focus for research on cultural policy, heritage and local identity in Europe.

AbstractIn 2012 the ancient city of Petra celebrated the 200th anniversary of its Western re-identification. The Brown University Petra Archaeological Project (BUPAP) has sought to document the northern hinterland of Petra through a multi-component methodology that includes intensive field survey, feature documentation, and limited test excavations. The iconic site of Petra has a long and storied history, and it is a site that presents many challenges to archaeologists and cultural heritage managers. During a series of test excavations, meant to ground truth locations earmarked by the overlapping intensive field survey and feature documentation, several patterns of looting were identified. These instances of looting were often paralleled by observed vandalism that defaced archaeological heritage, within and outside the Petra Archaeological Park, with archaeological artifacts being sold to tourists at nearby shops. This study provides crucial documentation of these processes of vandalism and looting recorded over the last three years. We propose that only through continued monitoring can local authorities be provided with ample evidence calling for additional cultural heritage protection.

The municipality of Olavarría, Buenos Aires province, Argentina, has a rich, diverse, and ancient natural and cultural heritage, although this is not well known by the local community. For this reason, an itinerant exhibition was developed to promote public access to scientific information and community awareness concerning the importance of local heritage. This project was the starting point of an integral programme of public outreach and science education, whose main goal is to facilitate intellectual and physical access to academic knowledge by local communities. After seven years of development, several lessons have been learned, including the need to increase stakeholders’ participation and the exploration of new strategies of communication in order to engage different segments of the public.
