Consumerism is often held to be inimical to collective deliberation and decision-making of the sort required to address pressing environmental, humanitarian and global justice issues. Policy interventions and academic discourse alike often assume that transforming consumption practices requires interventions that address people as consumers. This paper questions the assumption that the politics of consumption naturally implies a problematisation of consumer identities; it argues that this connection between consumption and consumers is a contingent achievement of strategically motivated actors with specific objectives in the public realm. This argument is developed through a case study of ethical consumption campaigning in the UK. Existing work in geography on alternative food networks, commodity chains and fair trade acknowledges the political intentions of such initiatives but also expresses unease about the registers of ‘consumption’, ‘ethics’ and ‘responsibility’ in which they are embedded. Focussing on the discursive interventions used in ethical consumption campaigns, we argue that these are not primarily aimed at encouraging generic consumers to recognise themselves for the first time as ‘ethical’ consumers. Rather, they aim to provide information to people already disposed to support or sympathise with certain causes; information that enables them to extend their concerns and commitments into everyday consumption practices. These acts of consumption are in turn counted, reported, surveyed and represented in the public realm by organisations that speak for the ‘ethical consumer’. These campaigns also provide supporters and sympathisers with narrative storylines. We focus on one of these storylines, which re-inscribes popular discourses of globalisation into a narrative in which people are ascribed various responsibilities by virtue of their activities as consumers but also empowered to act ethically and politically in and through these activities. We conclude that ethical consumption campaigning is a political phenomenon in which everyday consumption practices are reconstituted as the sites for citizenly acts that reach beyond the realm of consumption per se.  相似文献

This article examines the causes of women's rising political participation in Zambia. It argues that women's historical paucity in politics was largely the result of widely‐shared gender stereotypes. These are now weakening due to growing flexibility in gender divisions of labour, which has been catalysed by worsening economic security. By performing work previously presumed to be beyond their abilities and valorized because of its association with masculinity, such women are increasingly perceived as equally capable of leadership. This gradual erosion of gender beliefs has fostered women's political participation and leadership in Zambia.  相似文献

Based on fieldwork and archival study in a small north Puglian town, this article explores the complex interrelationship between kinship and politics. In the context of a recent local election, it seeks to show how ties of kinship and affinity provide a moral framework and idiom for civic cooperation, and how shared political ideologies and a common political heritage define and reinforce a sense of lineage identity. It argues that a failure to engage with the implications of 'kinship beyond the household' has both detracted from the analysis of Italian local politics and impeded our understanding of the long-term resilience of wider kinship forms,especially in periods of acute system change.  相似文献

China is the least disadvantaged major economy in the current era of global economic uncertainty. Thus it is becoming the focus of attention of its neighbours and is achieving a prominence in the world political economy unparalleled in its modern history. To a great extent, China's success is the result of ‘good neighbour diplomacy’ such as ‘win–win’ and the policies of reform and openness of the past thirty years. However, despite continuity in policy, China's ‘peaceful leap forward’ since 2008 has changed the context of its external relationships. The increasing asymmetries between China and its neighbours, as well as decreasing asymmetry with the United States, require an adjustment of win–win values beyond mutual benefit to credible reassurance. As China's neighbours become more dependent, they also become more anxious concerning their interests. Meanwhile, China's relative gain on the US requires a different kind of confidence‐building diplomacy.  相似文献

China's foreign policy has been long committed to a principle of non-interference in the internal affairs of sovereign countries. While one could easily point out past and present-day inconsistencies in its implementation, this article argues that defenders and critics of the principle both rely on a limited interpretation of ‘interference’ or ‘intervention’ based on an ideology of Westphalian sovereignty. Particularly problematic is the conceptual distinction between the ‘political’ or ‘diplomatic’, on the one hand, and the ‘economic’, on the other. As Polanyi's concept of embeddedness reminds us, markets, society and politics occur simultaneously, and can only act as discrete realms in epistemological abstractions. It is thus argued that non-interference is a semi-formal institution that governs China's diplomatic engagements and affects its economic activities. While the totality of China's interactions with the world has diverse and sometimes contradictory impacts on global governance, non-interference itself has apparent consequences for the rescaling of regional economic governance. Specifically, this article contends that Chinese non-interference results in the empowerment of political elites at national levels, and thus in the (re-)emergence of the nation state as a gatekeeper and facilitator of the advancement of capitalist enterprises. As a result, through non-intervention, China's foreign policy undermines supranational regulatory approaches and fosters state-based regional architectures.  相似文献

Abstract

The article argues that Patrick McCarthy's Crisis of the Italian State was a book of great value by an author who was a partisan in the struggle to reform the Italian political system. The book's argument that lasting reform of Italian politics is only possible if middle class Italians begin to act as citizens, rather than as clients who regard the state as a source of potential largesse, has proved to be a far-sighted one, although at the time it seemed simplistic. Many of Italy's current troubles stem from the failure of Italy to go beyond the ‘overworked state’.  相似文献

This essay examines the intellectual origins of Tocqueville's thoughts on political economy. It argues that Tocqueville believed political economy was crucial to what he called the ‘new science of politics’, and it explores his first forays into the discipline by examining his studies of J.-B. Say and T.R. Malthus. The essay shows how Tocqueville was initially attracted to Say's approach as it provided him with a rigorous analytical framework with which to examine American democracy. Though he incorporated important aspects of Say's work in Democracy in America (1835), he was troubled by elements of it. He was unable to articulate clearly these doubts until he began studying Malthus. What he learned from Malthus caused him to move away from the more formalised approach to political economy advocated by Say and his disciples and move towards an approach advocated by Christian political economists, such as Alban Villeneuve-Bargemont. This shift would have important consequences for the composition of Democracy in America (1840).  相似文献

Supermarkets in Great Britain have joined the country's Ethical Trading Initiative (ETI) in order to demonstrate their commitment to social welfare and environmental standards in their supply chains. They have been particularly concerned to enforce ethical as well as food safety standards in the African horticultural industry, which has historically depended on cheap labour to produce high-value vegetables. The supermarkets' 'ethical turn' appears to signal an important change from forms of commodity fetishism that obscured exploitative relations of food production in the South. This paper, however, argues that in an era of high food anxiety for both retailers and consumers, ethical standards are themselves fetishized. It also shows how the effort to impose such standards on Zambia's horticultural export industry resembles the colonial 'hygienic mission', and faces a similar contradiction.  相似文献

China's internationalization has been heralded by some as a new era of South–South cooperation. Yet such framings of development are pitched at an abstract space of the ‘global South’ which conceals more than it reveals. With some theory moving towards ontologies of ‘global development’, we need to capture both the connectedness and the local specificity of increasingly diffuse processes. This article sets out a more fine‐grained understanding of how political territories and processes are imagined and produced by and through China's internationalization, focusing on infrastructure as a ‘technology’ of territorialization. Much of the focus on China's internationalization has been on state‐to‐state relations, but this obscures the ‘omni‐channel politics’ that China practises. Using a critical literature review and illustrative case study, this article develops the idea of omni‐channel politics to posit a view of ‘twisted’ territories in which political processes and development outcomes are more complex and contingent.  相似文献

This article examines the gender undertone of China's nationalist discourses, especially in familial metaphors of nationalism, and how such an undertone shapes people's understandings of state authority and state-citizen relations. Conventional nationalist discourse of the ‘motherland’ evokes the image of an insulted and raped mother as the symbol of national humiliation and calls for actions from patriots (masculinised in the discourse). In recent years, however, we have seen the emergence of a new discourse that depicts the nation-state as a rich, powerful and masculine ‘daddy’. Using discourse analysis and Foucauldian genealogical methods, this article argues that the discursive development has to be analysed against China's historical backgrounds, especially considering new standards of masculinity and femininity in the era of economic reform. Capital is equated to masculinity and righteousness, whereas femininity is shaped by the middle-class values of consumerism and political disengagement. The ‘daddy state’ discourse conjures strong paternalistic power from China's economic capacity that can be projected onto challengers of state authority, while also constructing the nationalist public as feminised consumers whose consumerist enjoyment relies on patriarchal state protection.  相似文献

One of the most dominant strands of research within cultural geography's ‘materialist turn’ is that of commodity stories. Through everything from phones to flowers, geographers have attempted to reveal the myriad connections between (Northern) consumers and (Southern) producers. Following commodities and tracing their networks, this research tends to privilege consumption as the primary site of social and cultural meaning within the global economy. Where producers are the focus, the theoretical framework for understanding their lives is typically a developmentalist one, foregrounding exploitation and/or empowerment. Thus, we learn little from commodity stories about the ordinary lives of Southern producers and the co-production of the sociocultural and the economic through their everyday practices. This paper argues that deeper sociocultural analysis of the processes of production is necessary to balance the current dominance of consumption-led commodity stories and, more importantly, to open up space for a re-imagining of Southern producers. Through the personal accounts of fourty beadwork producers in Cape Town, I explore how the everyday practices of craft production sustain existing social relations, generate new networks, and help to shape both a sense of belonging and a sense of self. This commodity story reveals Southern producers' lives to be both richer and more mundane than dominant constructions suggest.  相似文献

The material transformation of the Chinese economy is forcing a concomitant process of political adjustment—and not just in China. Other states are being forced to accommodate the ‘rise of China’. In this context, this article first presents a comparative analysis of China's impact on two countries, Australia and South Africa, which have little in common other than a wealth of natural resources and a possible status as middle powers; this is a particularly useful exercise because these states are geographically distant and have very different political structures and general developmental histories. Second, the authors consider how China's bilateral ties look from a Chinese perspective in these two very different relationships. Such an analysis serves as a reminder that resource dependency is a two‐way street. The article argues that underlying material realities are constraining and to some extent determining the domestic and foreign policies of three very different states that otherwise have little in common.  相似文献

This article argues that Henry Savile's widely admired Tacitus of 1591 should not be read as an implied call for a more aggressive English stance against Spanish advances on the Continent (as one recent article suggests), but precisely for a more restrained and prudential approach. Secondly, it calls into question the generally accepted view that Robert Devereux, Earl of Essex, played a prominent role in the composition of the book. It argues that in reconstructing the work's original intellectual context and especially that of the supplement The Ende of Nero and the beginning of Galba, the main emphasis should not be on Essex's political and military career, but on that of his stepfather Robert Dudley, Earl of Leicester. The article provides an investigation (as far as the surviving information allows) of the background in Continental politics and political thought in relation to the text of The Ende, which suggests that it should primarily be read from the perspective of the unsuccessful English intervention in the Low Countries in 1585–88.  相似文献

Born in 1919 in Dominica and educated in Grenada, Canada and Britain, Eugenia Charles became the islands first female barrister, head of a political party and in 1980, Prime Minister. With political views on the right of the spectrum, her close alliances and friendships with Margaret Thatcher and Ronald Reagan as well as her own defiant personality, Charles gained the title of ‘Iron Lady of the Caribbean’. This moniker, however, obscures more than it reveals, especially when it relates to Charles's gender politics. This article examines her speeches, interviews and policies and argues that a politics of contradiction and ambivalence characterised Charles's gender politics. This ambivalence partly explains the resilience of andocentric masculinist ideologies present in Caribbean political structures. Moreover, it demonstrates the continuity of ‘first-wave’ Caribbean feminism in the late twentieth century and the pragmatism of women in politics.  相似文献

In one of the most notable studies on the political economy of the modern Atlantic world, Sidney W. Mintz (Mintz, Sweetness and power: the place of sugar in modern history. Penguin, London, 1985) explored the rise of sugar production in the Caribbean and emphasized Barbados’ role in shaping the trajectory of the sugar industry in the seventeenth century. Yet, while sugar was certainly the defining commodity of the Barbadian economy, not all of the island’s citizens were directly involved in the sugar production process. Residents of the island’s main urban center, Bridgetown, lived at the interface between producers of sugar on rural estates in Barbados and consumers of sugar in metropolitan Europe. They were the glue that held the emerging Atlantic sugar business together and their efforts to develop a functioning urban infrastructure in Barbados helped fuel the trade in this valuable commodity.  相似文献

Despite the presence of strong anti‐corruption policies, state and regulatory capture may persist and thrive in the highest echelons of government. This article explores such a case, that of Thailand under former Prime Minister, Thaksin Shinawatra. The author argues that the primary explanation for this contradiction lies in Thailand's post‐1997 anti‐corruption framework. Because of the ascendancy of a business–politics nexus more powerful in blocking reform than Thai constitutional drafters had anticipated, and because of the decline in political contestability as a result of Thaksin's control of both the legislature and the executive, the stage was set for a dramatic increase in the levels of state capture. The author suggests that effective control of such political corruption calls for a strategy which extends far beyond the technocratic approaches used by Thai reformers in the mid to late 1990s.  相似文献

This paper engages with the concept of territorialization through telling the story of the transformation of Chinese former Kuomintang (KMT) soldiers of Yunnanese origin and their descendants living in northern Thailand, from being opium and heroin traders and smugglers, to becoming mercenaries fighting against the Communist Party of Thailand in northern Thailand on behalf of the Thai military, to finally transforming into tea farmers and traders through receiving development aid support provided from the Republic of China (Taiwan). Taiwan's development aid was ostensibly only for humanitarian purposes, but in reality also had important underlying political objectives. We argue territorialization is a more-than-human political technology. In particular, it is argued that territorialization frequently combines both military politics and development politics, even though the literature often separates these two elements, as if they are not frequently intertwined and interrelated. Here, we show how these two forms of politics, one explicit and one much less so, can come together to create new social and economic realities, ones with important geographical and geopolitical implications.  相似文献

This article analyses the inter-relationships among food consumption practices, marketers' representations of sugar, and the history and political economy of sugar production. It focuses on the 'supermarket narratives'--stories regarding place and production that appear on commodity packaging--used to market sugar in the USA. It explores how competition within the sweetener industry, as shaped by the material qualities of sweeteners, has given rise to supermarket narratives that seek to differentiate sugars on the basis of ideas of place, freshness and environmental sustainability. It also examines how, at the same time, sweetener users have co-operated to maintain and increase consumption in the USA. The article begins with a discussion of historical patterns of sweetener consumption in the USA, and then looks at the genesis of the primary sugar industry lobbying organization. The case study of Florida sugar producers is used to demonstrate the historical antecedents of supermarket narratives and the contemporary geographical specificity of the political economy underlying supermarket narratives.  相似文献
