Abstract: There exists a growing literature on the geographical aspects of neoliberalism and neoliberalisation. In this paper I focus on how the neoliberalisation process is articulated at the scale of the local state in Durban, South Africa. I examine the neoliberalisation process through the lens of the water sector. This paper contributes to the body of literature showing how private sector governance techniques are being used in the public sector effecting its neoliberalisation. I show how pricing structures are neoliberal and in turn how they are deployed and contribute to the neoliberalisation of the local state in Durban. I show that accounting strategies, tariff structures, and cost recovery measures are central to the neoliberalisation process in Durban.  相似文献

What it means to be a child and what it means to be a parent are both cultural inventions, ideologies which are (re)constructed and (re)produced over time. The two are deeply intertwined. The dominant contemporary Western imagining of children as vulnerable and incompetent in public space contributes towards structuring the way that parents look after their offspring and determine their children's personal geographies. Children's safety in public space from traffic accidents and stranger-dangers is an issue that is high on the public agenda in the USA and UK, heightening parental anxieties about the amount of independence and spatial freedom they should grant their offspring. Mothers' and fathers' understandings of their children's safety and the culture and conduct of parenting are gendered processes. This paper therefore explores how parents' attitudes towards girls' and boys' respective vulnerabilities and competencies to handle danger in public space vary. It then goes on to consider the way that parental practices, such as taking responsibility for managing children's spatial boundaries and disciplining them for any infringements, are also gendered.  相似文献

This paper grapples with the state's response to contemporary urban movements. In light of recent debates on the changing nature of urban movements, it presents an overview of the responses of states in different modes of regulation, ranging from a Keynesian regime to sequential stages of neoliberalisation. Examples of authoritarianism and the entrepreneurial roles of the state are drawn from the Turkish experience to show how economic liberalism can be combined with increasing social control, restrictions, penalisation and exclusion. Reviewing Turkish urban policies and practice, the urban mobilisations against them, and the varying positions of the state will shed light not only on what is happening in Turkey but also on the transformative nature of neoliberalisation. © 2013 The Author Antipode© 2013 Antipode Foundation Ltd.  相似文献

The aim of this article is to highlight the ways in which women achieved agency in a nationalist movement that, while encouraging female participation, attempted to spatially delimit this activity to the home. While nationalist historiographies have acknowledged those women who left the home and joined nationalist protests in public, there were many more women supporting those processions and meetings in private. While the home cannot be considered outside of the community, local or national scale activities that framed it, an examination of the varieties of political participation within the home should help revise Partha Chatterjee's suggestion that the Indian middle-class home was a site of silencing and resubjection. Combining interview material with archival evidence, this research investigates the ways in which women in Delhi between 1930 and 1947 responded to Gandhi's call to be politically active from the home. Using the work of bell hooks on 'homeplaces', the home is portrayed as a potentially political space of anti-colonial resistance, rather than an apolitical site of withdrawal, oppression or safety.  相似文献

Front and back cover caption, volume 32 issue 1 Front cover Greece‐German relations The Prussian goose‐step survives in Greek official ceremonies as part of the ‘traditional’ display by the famed Evzones, or presidential guards – a relic of the German‐derived monarchy and its militaristic traditions. It is combined here with a male costume popular in the European parts of the Ottoman Empire, especially among Albanians and Greeks, and nowadays associated in popular imagination with the Greek War of Independence (1821–1833). German cultural influence still lingers in Greece, most visibly in the remnants of 19th‐century neoclassical architecture in Athens and other cities. The brutal Nazi occupation of Greece and Germany's role in Greece's current economic turmoil together represent another side of a tormented historical relationship between the two countries and their peoples. In an essay of which Part I appears in this issue, Michael Herzfeld argues that the mutual stereotyping by Greeks and Germans – a habit deeply rooted in these complex interactions – has become a major cause of Greece's difficulties, perpetuating its ‘crypto‐colonial’ status within the European Union. He suggests that the only possibility for escaping this destructive downward spiral is through a determined attempt to stop the stereotyping, and argues that anthropology could play an important role in that reversal of accumulated hurt and mutual distrust. Back cover FOOD POVERTY IN THE UK If, as Lévi‐Strauss suggested, food is bon à penser, how can an anthropologist interpret a lack of food in a highly developed society? Can an anthropological lens illuminate either the recent rise in food insecurity in the UK or the exponential growth of food banks? In this issue, Pat Caplan reflects on her current fieldwork on these topics in north London and west Wales. She focuses particularly on food banks, making use of interviews and participant observation with clients, trustees and volunteers, as well as local and national media reports. The author poses a series of questions: firstly, she considers who needs food aid and why, which involves a consideration of insecure employment and low wages, as well as changes to the benefit regime which have adversely impacted on food bank clients. Secondly, she discusses who provides food aid and how, by considering those giving to and running food banks and other types of organization, including their motivations for getting involved. Thirdly, she asks what kind of solution food aid offers to an apparently growing problem. Does this form of charity merely depoliticize the arguments? Finally and most importantly, she asks what this tells us about the society in which we live, about the state and its policies and the public discourse around such issues. She notes that there are many well‐honed anthropological concepts which can be brought to bear on these issues, including gifting and reciprocity, shame and stigma, entitlements and blame. Finally, a consideration of voluntarism raises important questions about rights and entitlement, including the state's compliance with the international covenants to which it has signed up.  相似文献

The idea of holding an in/out referendum on Britain's membership of the European Union has increasingly become a norm of British politics, an act seen as a necessary step for the country to answer what David Cameron described as the ‘European question in British politics’. A referendum, it is hoped, will cleanse British politics of a poisonous debate about Europe and democratically sanction a new stable UK–EU relationship, whether the UK stays in or leaves. Such hopes expect more of a referendum than it can provide. The European question is a multifaceted one and whatever the result of a referendum it is unlikely to address underlying questions that will continue to cause problems for UK–EU relations and Britain's European debate. A referendum can be a step forward in better managing the relationship and debate, but it is only that: a single step, after which further steps will be needed. Coming to terms with the European question and bringing stability to Britain's relations with the EU—whether in or outside the EU—will require comprehensive, longer‐term changes which a referendum can help trigger but in no way guarantee.  相似文献

This paper describes two case studies of hills of waste material in the UK that have been specifically conceived to replicate glacial landforms. In one case a spent oil‐shale tip ('bing') and municipal waste dump in West Lothian has been remodelled and restored in the form of a local glacial crag‐and‐tail. In the other, a municipal waste disposal landraise hill in Lancashire has been designed to resemble the local drumlins. An assessment of the geomorphological authenticity of the landforms is made and it is concluded that the involvement of glacial geomorphologists in such projects is important if convincing and authentic outcomes are to be achieved. Adherence to landscape principles and attention to detail can pay dividends in winning public support, in achieving cost savings, and in securing successful after‐uses.  相似文献

Sweeping changes in national policy aim to radically transform public housing in the United States. The goal is to reduce social isolation and increase opportunities for low income tenants by demolishing ‘worst case’ housing, most of which is modern, high‐rise buildings with high vacancy and crime rates, and replacing it with ‘mixed‐income’ developments and tenant based assistance to disperse current public housing families. Transformation relies on the national government devolving more decision‐making power to local government and public housing authorities. The assumption here is that decentralizing the responsibility for public housing will yield more effective results and be more efficient. This paper explores the problematic nature of decentralization as it has been conceptualized in policy discourse, focusing on the underlying assumptions about the benefits of increasing local control in the implementation of national policy. As this paper describes, this conceived space of local control does not take into account the spatial features that have historically shaped where and how low income families live in the US, including racism and classism and a general aversion by the market to produce affordable rental units and mixed‐income developments. As a result, this conceived space of local control places the burden on low income residents to make transformation a success. To make this case, Wittgenstein's (1958) post‐structural view of language is combined with Lefebvre's view of space to provide a framework in which to examine US housing policy discourse as a ‘space producing’ activity. The Chicago Housing Authority's Plan for Transformation is used to illustrate how local efforts to transform public housing reproduce a functional space for local control that is incapable of generating many of the proposed benefits of decentralization for public housing tenants.  相似文献

Abstract

Immunisation is potentially the most effective and efficient of all preventive medical activities. It is also unique among interventions in that it protects both the individual and the community. The UK's immunisation programme has been highly successful in controlling a number of life threatening infectious diseases, and consequently public concern has shifted from the diseases to vaccine safety. In recent years a series of vaccine myths and vaccine safety scares have affected the UK and other industrialised countries. Although an effective vaccine without any risk is probably unachievable, the vaccines in use in the UK are very safe. Serious adverse outcomes truly attributable to vaccination are extremely rare, always far rarer than adverse outcomes among individuals acquiring the vaccines' target infections. Vaccine safety may be called into question, however, on the basis of spurious coincidental associations between vaccination and adverse events. An inadequate public health response in the 1970s to a scare over whooping cough vaccine allowed substantial losses of professional and public confidence to take place. Vaccine coverage halved and much preventable morbidity and mortality resulted. Plausible vaccine associations must be investigated thoroughly, and the UK has become a world leader in developing techniques for rapid investigations. The public health response to scares over MMR (measles, mumps, and rubella) vaccine safety has been faster and firmer than for whooping cough and no link has been found between MMR vaccine and inflammatory bowel disease or autism. Consequently the impact on immunisation coverage has been small, though the cumulative threat of measles, mumps, and rubella epidemics is growing. Recently an international investigation excluded a possible association of intussusception with oral polio vaccine before it could become a vaccine scare. A clearer chain of communication in responding to vaccine myths and scares is needed. This must provide rapid information and, if appropriate, reassurance to professionals and the public. Considerably more training is needed for professionals in providing information to the public and supporting parents in making difficult decisions over vaccination. Though there is no place for complacency, and improvements are needed, the UK's ability to monitor vaccine effectiveness, safety, and risks is strong. As a consequence it has a vaccination programme that is very safe and very effective.  相似文献

Abstract

Visits to archaeological sites, within school, a history or archaeology club, or a family group, are the main means for young people to engage with the archaeological historic environment. The majority of archaeological sites easily accessible for such groups are those that have been 'sanitized' for public consumption. These are often devoid of explanation of the archaeological process which made them accessible. This paper looks at the contribution that working archaeological sites can make to young people's understanding of archaeology, with particular reference to visits made by branches of the Young Archaeologists' Club, based in the UK.  相似文献

Front and back cover caption, volume 30 issue 1 Front cover POO WARS Mandisa Feni of Site C, Khayelitsha sits on a portable toilet on the steps the provincial legislature. She is one of the many poo protesters who, in June 2013, dragged containers of human waste from the shanty towns on the urban margins to the provincial legislature in Cape Town's city centre. By collecting this shit from the urban periphery and dumping it at the centre of provincial political power, the protesters powerfully enacted their refusal to accept the portable toilets that the authorities had provided for people living in these informal settlements. Rather than accepting what they regarded as second‐class ‘portaloos’ for second‐class citizens, they demanded modern, permanent, porcelain toilets, just like those in middle class homes in Cape Town. Similar to the case of the Great Stink of London of 1858, the politically powerful could not ignore the stench aroound Parliament. In his editorial in this issue, Steven Robins argues that a lack of in‐house, ‘modern’ toilets in shanty towns continues to plague its inhabitants, who have taken to imaginative protest in various ways. His study on the politics of shit in Cape Town represents a form of public anthropology on a largely private activity. This politics of human waste is not popular in the mainstream media and is considered to be irrational and unruly by the wider public. But, as developments in Cape Town show, when human waste becomes matter out of place, it can also become a potent substance when deployed in popular protest. Back cover FACE VALUES Villagers in Kanga, northern Mafia Island, Tanzania, watch a screening of part of the BBC/RAI series Face values (1978) in 1985. The film (at that time on a reel‐to‐reel system) was projected onto the white‐washed wall of the village dispensary. Prince Charles, shown here on screen, was Patron of the RAI at the time and had studied anthropology at Cambridge. He encouraged the making of this series and acted as the interviewer of the five anthropologists involved. It was argued by the RAI that the presence of royalty would ensure a large TV audience for the series in the UK, and indeed, this seemed to be the case judging by the BBC's audience figures. However, the series was much criticized both by the newsprint media critics and by anthropologists. In this issue, in the second part of her article, Pat Caplan considers why the making of ‘educational’ material for a mass audience about people and societies in other parts of the world is problematic and probably rather unlikely to achieve the aims set out by the Prince: ‘If more people could have the advantage of information and knowledge about other people's behaviour, customs, religion and so forth, then perhaps some of the prejudice against immigrants in UK could be slowly reduced’. It also considers how local people have viewed this film material and how and why their reactions have changed over time.  相似文献

In February 2007, UNICEF launched the latest in a series of reports comparing the conditions of young people's lives across the world's more industrialised countries. The report ranked the UK as the lowest of the countries investigated. We give a critical overview of the report, identifying its limitations as well as some of the trends it reveals. Abstract

Larry Rasmussen and Robin Lovin have offered compelling perspectives on Reinhold Niebuhr's legacy, asking whether he was wrong or right on the economy, and whether Stanley Hauerwas's analysis of Niebuhr's work is wrong or right. In this reply, Scott Paeth argues that Niebuhr was a complex theological thinker and social critic, and is best understood as a "pragmatic idealist" who was willing to change strategies in response to changing circumstances. He was also quintessentially a public theologian who, contrary to the arguments of Stanley Hauerwas, was a vociferous critic of his social context rather than an assimilated spokesperson for it. Finally, Paeth offers some suggestions about what Reinhold Niebuhr's legacy might mean in light of the American election of 2004.  相似文献

A major public debate on the costs and benefits of the United Kingdom's membership of the European Union is presently under way. The outcome of the referendum on 23 June 2016 will be a pivotal moment in determining whether the EU has a future as a component of the UK's European diplomatic strategy or whether there is a major recalibration of how the UK relates to Europe and more widely of its role within international relations. Since accession to the European Economic Community the UK has evolved an uncodified, multipronged European diplomatic strategy. This has involved the UK seeking to reinforce its approach of shaping the security of the continent, preserving a leading diplomatic role for the UK in managing the international relations of Europe, and to maximize British trade and investment opportunities through a broadening and deepening of Europe as an economically liberal part of the global political economy. Since accession the UK's European diplomatic strategy has also been to use membership of the EU to facilitate the enhancement of its international influence, primarily as a vehicle for leveraging and amplifying broader national foreign and security policy objectives. The strategy has been consistent irrespective of which party has formed the government in the UK. Increasing domestic political difficulties with the process of European integration have now directly impacted on this European strategy with a referendum commitment. Whether a vote for a Brexit or a Bremain, the UK will be confronted with challenges for its future European strategy.  相似文献

This article traces the strategies that women deployed, and the resources upon which they drew, in order to challenge the East India Company (EIC) and ultimately lay claim to property that they believed was rightfully theirs. It focuses on three women, Elizabeth Dale, Rebecka Duteil and Mary Goodal, who navigated the EIC, parliament and the courts in seventeenth-century London to try to secure their inheritance from husbands and siblings. It offers a fresh perspective on early modern women's public lives by focusing on a wide array of agentic strategies that women employed in their encounters with various institutions. Using a range of sources, including company records, petitions, court depositions and wills, it argues that exploring women's interactions with the EIC, especially in their role as adversaries, enriches understandings of women's agency in early modern England. This article suggests that such a lens can further nuance how we understand the inherent tensions of early modern women's public lives: as inflected by global as well as local contexts and shaped by conflict as well as collaboration.  相似文献

Abstract

Does community archaeology work? In the UK over the last decade, there has been a boom in projects utilising the popular phrase 'community archaeology'. These projects can take many different forms and have ranged from the public face of research and developer-funded programmes to projects run by museums, archaeological units, universities, and archaeological societies. Community archaeology also encapsulates those projects run by communities themselves or in dialogue between 'professional' and 'amateur' groups and individuals. Many of these projects are driven by a desire for archaeology to meet a range of perceived educational and social values in bringing about knowledge and awareness of the past in the present. These are often claimed as successful outputs of community projects. This paper argues that appropriate criteria and methodologies for evaluating the efficacy of these projects have yet to be designed. What is community archaeology for? Who is it for? And is it effectively meeting its targets? Focusing on the authors' experiences of directing community archaeology projects, together with the ongoing research assessing the efficacy of community archaeology projects in the UK, this paper aims to set out two possible methodologies: one of self-reflexivity, and one of ethnoarchaeological analysis for evaluating what community archaeology actually does for communities themselves.  相似文献

In this paper we argue that “assetisation” has been a central axis through which both neoliberalisation and financialisation have encroached in the post‐Fordist era. We focus on the mobilisation of land as a financial asset in northwest England's former industrial heartlands, offering an account of how property developer the Peel Group came to dominate the land and port infrastructure of the region through aggressive debt‐led expansion and, in particular, a hostile takeover of the Manchester Ship Canal for its land‐bank. In doing so, we illustrate how the capture of resources, especially land, by private corporations has shaped both substance and process of neoliberalisation from the ground up. By focusing on transformative struggles over land we contribute to research agendas attempting to understand the systemically dispossessive nature of assetisation, its relationship to fictitious capital formation, and the way such neoliberalising transformations are produced through grounded and situated socio‐spatial struggles.  相似文献

A country's budget is one of the most important public policy instruments, as it establishes the government's policy priorities and has the potential to determine winners and losers. The budget, however, is a mixture of different components and these get varying degrees of attention in the media. Drawing on sociology of news research, this paper seeks to explain this heterogeneous coverage of a budget's policy decisions. To do so, it uses a unique data set of over 5,000 articles of press coverage of six UK budgets (2008–2012). These articles are coded for the presence/absence of each of the budget's policy decision, via automated content analysis. On the basis of a multivariate negative binomial model, we find that the salience of a policy decision in the coverage is determined by its cost, whether it is negative (i.e., tax hikes and spending cuts) or positive, the income group that is the most affected by it, and the level of attention given to it by the government.  相似文献

The global war on terrorism gives rise to a range of legal, political and ethical problems. One major concern for UK policy‐makers is the extent to which the government may be held responsible for the illegal and/or unethical behaviour of allies in intelligence gathering—the subject of the forthcoming Gibson inquiry. The UK government has been criticized by NGOs, parliamentary committees and the media for cooperating with states that are alleged to use cruel, inhuman and degrading treatment (CIDT) or torture to gain information about possible terrorist threats. Many commentators argue that the UK's intelligence sharing arrangements leave it open to charges of complicity with such behaviour. Some even suggest the UK should refuse to share intelligence with countries that torture. This article refutes this latter view by exploring the legal understanding of complicity in the common law system and comparing its more limited view of responsibility—especially the ‘merchant's defence’—with the wider definition implied in political commentary. The legal view, it is argued, offers a more practical guide for policy‐makers seeking to discourage torture while still protecting their citizens from terrorist threats. It also provides a fuller framework for assessing the complicity of policy‐makers and officials. Legal commentary considers complicity in relation to five key points: identifying blame; weighing the contribution made; evaluating the level of intent; establishing knowledge; or, where the latter is uncertain, positing recklessness. Using this schema, the article indicates ways in which the UK has arguably been complicit in torture, or at least CIDT, based on the information publicly available. However, it concludes that the UK was justified in maintaining intelligence cooperation with transgressing states due to the overriding public interest in preventing terrorist attacks.  相似文献

Is there a link between Rome and Barcelona's past and their Olympic legacies? This article sheds further light on the two cities' urban renewals through the Olympics on the basis of a historical and comparative analysis, as well as through the lenses of regime theory. It argues that Rome's modest outcome and Barcelona's success can be linked to their capacity to deal with their controversial past. The article shows that this capacity played a major role in shaping the composition and equilibrium of the two cities' informal networks of local elected officials, bureaucrats and entrepreneurs who planned and implemented the Games (‘growth regimes’). The difficulties of Rome in coping with the Fascist experience resulted in a growth regime in which weak and divided public actors – split along the Fascist/anti-Fascist and Communist/anti-Communist lines – were unable to counterbalance private agents' interests. In contrast, Barcelona's ability to reconcile itself with the past – facilitated by the Spanish entry in the European Economic Community and by the end of the Cold War – eased the Francoist/anti-Francoist and the centralist/Catalan divides, hence allowing the public actors to promote a coalition around a project of ‘democratic restoration’ of the city which involved planners, local businessmen and citizens.  相似文献
