This article explores the making of public authority through the analysis of one specific master‐hunter in Western Burkina Faso and of the cultural and political contexts in which he has emerged as a political actor. Instead of looking at institutions and socio‐political structures per se, the article focuses on a powerful but controversial political actor, in order to unpick the intricate networks that he has creatively appropriated in the making of public authority. The master‐hunter, whom we will call Kakre, has been breaking state law in order to assert his own authority, but he has also drawn upon state institutions to be recognized as a legitimate political actor. External actors, such as civil servants, politicians and private business entrepreneurs, have consulted him and asserted his public authority. As a political actor Kakre is generally held to be unpredictable, which is one of the reasons for the importance of scrutinizing his public authority. It could even be argued that ‘unpredictability’ is one of the characteristics that make authority and power compelling. In conclusion, it is suggested that public authority is derived from a combination of different sources of legitimacy and that, therefore, public authority is shaped by the very ‘unpredictability’ of specific political actors.  相似文献

ABSTRACT

This article looks at the popular image of William Gladstone which gradually emerged and evolved in the Australian Colonies throughout the nineteenth century. By using a wide variety of newspaper sources and political speeches, the piece shows how Gladstone was extensively discussed and interpreted on the far side of the ‘British World’. It tracks the ups and downs of the turbulent relationship Gladstone had with the Australian Colonies over his long career, as he influenced Australian history both directly through the policies he implemented and indirectly as an inspiration for local politicians. It concludes that although Gladstone repeatedly aggravated Australian opinion both through his time at the Colonial Office and the ‘soft’ foreign policy he pursued as Prime Minister, his domestic popularity as a successful liberal and democratic figure was enough to make him a hero in colonial eyes. This conclusion shows how ‘British World’ popular sentiment was able to trump nominal local interests. This demonstrates not only the predominance of Britishness in Australian identity during this time period, but also how as a simultaneously separate yet intimately linked part of the Empire, Australians abstracted their own significance and meaning from domestic British politics.  相似文献

This article examines the life and works of Robert Blakey, author of the first English-language history of political thought. Studies of Blakey have typically concentrated on one aspect of his life, whether as an authority on field sports or as an historian of philosophy. However, some of Blakey’s lesser-known ventures, particularly his early Radical politics, his hagiographies, and his attempts to write a biography of Charlemagne, heavily influenced his more famous works. Similarly, Blakey’s upbringing in a Calvinist tradition, rooted in the Scottish School of Common Sense philosophy helps makes sense of his philosophical and theological commitments, yet has been largely ignored. This article provides a sketch of Blakey’s life, tying these disparate strands together, and explaining their influence upon, and relevance to, the first history of political philosophy.  相似文献

This article examines Michel de Certeau’s analysis of the declining social and political authority of the Church and its political implications for the life of a Christian. In response to the shifting social dynamics of the West in the latter half of the twentieth century, de Certeau advocates for a poetics of “wandering” wherein Christians have no knowledge of their destination, no place to call their own, and no expectation of arrival. While his position provides enduring insights into the contours of religious belief, de Certeau’s analysis raises questions regarding a contemporary spiritual life. The article argues that de Certeau’s poetics of wandering neglects the dynamics of hope and anticipation in the life of a believer. Further attentiveness to these dynamics suggests a move from a poetics of wandering to a politics of wandering, which includes embracing a less institutionalized Christian political engagement and transgresses untenable secular/religious divides.  相似文献

ABSTRACT

Under the pseudonym of El Roto, Andrés Rábago draws editorial cartoons for El País newspaper on an almost daily basis. Unlike other cartoonists, his political satire rarely depicts real politicians or celebrities but instead focuses on social types. This technique helps him to distance himself from current events as presented by the media and signal the more general causes of political conflicts. This article explores cartoons from recent years in which El Roto represents and interprets manifestations of the economy in everyday life. I show that his editorial cartoons aim to unmask the ideological narratives that attempt to naturalize capitalism as the only possible economic system. His “ideology critique” can thus be described as a political intervention to interrupt the creation and shaping of systems of representation that legitimize this economic and cultural hegemony. This article offers a content analysis of some of El Roto's most relevant cartoons, identifying the most recurrent themes and techniques used in order to consider his position as a cartoonist in Spanish politics.  相似文献

This paper examines the diversity of uses of Adam Smith’s ideas in nineteenth-century American debates about the tariff. Legislative debates about American trade policy ran almost uninterrupted from the 1820s to the end of the century; as a result, they provide an abundance of examples of the ways in which legislators marshaled economic ideas to shape political discourse and influence policy. Smith’s causal ideas about free trade and its effects were referenced in policymaking, and Smith’s intellectual authority was often invoked as a legitimating device for partisan ideology. These uses, I argue, contributed to the sloganizing of Smith as the ‘apostle of free trade’ and his enduring popularity as a political icon in American politics.  相似文献

This paper makes a claim about Constant’s intellectual sources in order to throw additional light on the nature of his liberalism. It assesses Constant’s views against the background of a tradition of political rationalism. Constant both criticized and inherited that tradition. This paper shows how this process of critical re-appropriation occurred principally with two figures that had a particular significance for Constant: the very Francophile William Godwin and Nicolas de Condorcet. Constant resisted these authors’ desire to replace a consent-based decision-making model by a truth-based decision-making model, and condemned their tendency to enrol individual judgment at the service of a politics of truth. At the same time, Constant did not renounce completely to their dream of bringing certainty into politics. As this double-move shows, it is not clear to what extent Constant succeeded in distancing himself from this tradition of political rationalism in order to establish what I call a rationalist liberalism. This problematic intellectual lineage not only challenges received interpretations of Constant’s liberalism either in terms of ‘scepticism’ or ‘pluralism.’ It should also invite us to reconsider the widespread idea according to which the French liberal tradition had a common and exclusive source in Montesquieu.  相似文献

This article assesses the impact that direct election of regional presidents has had on party politics in Italy. It finds regional presidents exert a growing personalisation of power within parties at sub-national levels, primarily through their capacity for political nomination and de facto status as party negotiators in the governing coalition. While presidents may shape structures of regional party competition, they remain constrained by coalitional politics and can struggle to assert their authority against powerful governing partners or local powerbrokers rooted in the legislature. They also possess few mechanisms to consolidate their position at national level, consistent with a broader tendency towards ‘stratarchy’ in multi-level parties. Although the distinction between densely and loosely structured parties remains relevant, a common trend towards ‘cartelisation’ at sub-national levels is noted as political parties prioritise the control of state resources and the governing legitimacy this entails. This article contributes to our broader understanding of the multi-level dynamics of party politics in Europe, as well as the unintended consequences of experimenting with an untested hybrid model of ‘directly elected Prime Minister’ in the Italian regions.  相似文献

Bertrand de Jouvenel remains one of the most original and elusive thinkers of twentieth-century France. Known for the most part as a “conservative liberal,” his ideas represent a merger of political liberalism with a strong emphasis on communal and public association as means of expressing and sustaining individual freedom. Jouvenel's work is also characterized by a complex treatment of the question of political authority: he is wary of the notion of authority as a means of organizing and planning society, while at the same time he opposes its reduction to a merely technical legal instance. As this article argues, Jouvenel's complex ideas on freedom and authority remain entrenched in the tradition of French liberalism, which since the early nineteenth century advanced the conception of the dual nature of power and politics.  相似文献

Joseph Parkes, Birmingham solicitor, electoral agent, whig party advisor and secretary to the Parliamentary Municipal Corporation Commission was a modern master of exposing corrupt and fraudulent electioneering and using it as a catalyst for the election of reform and Liberal politicians immediately following the 1832 Reform Act. Warwickshire's own political and legal history was the foundation for Parkes's understanding of how politics worked in Britain and what was wrong with it, and helped forge his vision for an effective reform in parliamentary and local government. This essay examines Joseph Parkes's understanding of national electoral politics, informed by his work in Warwickshire. As a local solicitor, Parkes gained the wisdom of controlling electoral registration, canvassing in a routine and orderly manner and establishing a network of professionals to secure that registrations turned into votes at elections. This experience would culminate in the formation of the Reform Club, a national organisation of whigs, Liberals and radicals, that would, eventually, become the base of the Liberal Party in modern British politics. In short, Joseph Parkes was a man who could not, and did not wish to, escape where he came from, at least in terms of his political education. His Warwickshire experiences and lessons learned, solidified a series of political reform goals that he pragmatically approached as a political advisor, operative and attorney, rather than an elected public servant, and marked the direction of politics for the rest of the century.  相似文献

This paper examines recent urban regeneration plans for inner city Newcastle, in New South Wales, Australia. The focus is on recent plans to rejuvenate the historical commercial centre of the city—the Hunter Street Mall. Recent plans for the city are positioned as post‐political efforts by planning and development agents to limit antagonistic politics and secure consensus around a future planning vision. Core to this new vision is high‐rise development. Formal and technocratic consultation processes are central to efforts to secure consensus and limit conflict. Yet, conflict nevertheless arises as local residents, community groups, and politicians oppose the planning vision pursued by planning and development agents. Debates about the need for regeneration and the form of regeneration surface as central points of contest. Likewise, the material configuration of the city and wider political context frame both post‐political planning efforts and oppositional politics. The paper contributes to a growing body of work by scholars who question the presence of a dominant, overarching post‐political condition. Rather, post‐political efforts emerge as contextual and fluid processes to secure the planning and development objectives of urban elites. As the case study illustrates, such post‐political efforts are rarely unchallenged, as contest and antagonistic politics emerge, allowing citizens to resist the efforts of state and development actors and help shape their cities.  相似文献

清代两浙大规模从柴塘改建为石塘开始于乾隆第五次南巡。乾隆希望通过河工、海塘来成就不朽功勋,谕令在并不需要改建的柴塘中伺机改建石塘,强调以柴塘作坦水且不必岁修,这违背了石塘需要间接护岸工程的技术要求。乾隆深知如果新建石塘仍建设与维护间接护岸工程,将无疑说明其决策失误。当臣工谈到新修石塘需修筑坦水或者岁修作为石塘外护的柴塘,他的反应是: 反复声称柴塘作为石塘外护不需岁修,把决策失误责任推卸给相关臣工,隐晦或者露骨暗示钦差大员把责任推卸给相关人员。即使皇帝极力维护自己决策正确,但客观技术要求终使他批准了柴塘岁修专项银制度,也从侧面说明了其决策不当。整个过程充分说明,在涉及古代大型公共水利工程的制度问题时,技术与环境因素往往要让位于政治,在制度、技术、环境和政治因素的复杂交织中,历史的复杂性得以凸显。  相似文献

This essay offers a critical appreciation of Mark Lilla's Stillborn God. To his credit, Lilla understands the primacy and enduring appeal of political theology, as well as the danger of intellectual complacency about the underlying principles of modern politics. Lilla maintains that modern politics is a relatively recent and radically novel experiment that aims at nothing less than displacing a primordial and perennial way of constituting politics with reference to the divine. My essay compares Lilla's analysis of the fundamental antagonism between political theology and modern liberal politics to Strauss's analysis of the theological-political problem. In doing so, I bring to light both the strengths and limits of Lilla's attempt to clarify the relationship between politics, biblical religion, and philosophic rationalism.  相似文献

The arts can be a powerful tool for emancipation, community building and political expression. This article makes the argument that artistic and cultural expression should be viewed by politicians and policy makers as an effective form of political engagement and an important feedback loop for understanding the political dissatisfaction of the electorate. It draws on one particular historical example, the Négritude movement, to highlight the value and strength of cultural movements in responding to questions of politics and to draw out lessons for current policy makers in recognising the value of culture in effecting political change. Against a contemporary political and scholarly narrative of disaffected citizenship, this article demonstrates that a lack of trust in a political model does not necessarily demonstrate a disinterested citizenry; rather it can suggest a citizenry who have found new and innovative ways to engage. ABSTRACT

This article examines liberal political theory’s limits and possibilities in relation to indigenous self-determination. It shows that while the liberal tradition has provided theoretical rationale to the colonial project it is also equipped to rationalise a politics of substantive indigenous inclusion. The article introduces the recourses that exist within liberal theory for non-colonial interpretations of citizenship, democracy and sovereignty. It shows how these concepts may be interpreted to contribute to a liberal theory of indigeneity as a theory emphasising independent indigenous authority on the one hand and culturally contextualised and substantive participation in the politics of the state on the other.  相似文献

Abstract

Investigating how Christians best understand their political role on the receiving side of political authority, the essay revisits the older "citizens versus subject" debate and presents exegetical, doctrinal and historical considerations that suggest keep this tension alive instead of seeking to dissolve it on either side. The author argues that the peculiar interweaving of "citizen" and "subject" traditions characterizes the Christian attitude towards political authority from the outset. This is demonstrated by a fresh reading of Romans 13 in which the arguably "conservative" origin of Christian political thought is shown to bear clear, albeit often overlooked, marks of a genuine "citizen" ethics. Extemporising on Luther's commentary on Romans 13, the essay demonstrates how the idea of a Christian as "subject-as-citizen" is rooted in a theological refusal to compartmentalize the human existence into separate spheres of authority As "embodied soul" the Christian responds to political authority in a way that engages the human being in all its faculties, simultaneously free and bound. The essay concludes by suggesting that the crucial shift in the more recent history of political thought can be explained more readily as a shift from this theologically motivated duality towards a monochrome political voluntarism that insisted a citizen's submission to political rule could be conceived as essentially submission to one's own will.  相似文献
