ABSTRACT. This paper focuses on how indigeneity has been constructed, deployed and ruptured in postcolonial Malay(si)a. Prior to the independence of Malaya in 1957, British colonial administrators designated certain groups of inhabitants as being ‘indigenous’ to the land through European imaginings of ‘race’. The majority, politically dominant Malays were deemed the definitive peoples of this geographical territory, and the terrain was naturalized as ‘the Malay Peninsula’. Under the postcolonial government, British conceptions of the peninsula were retained; the Malays were given political power and recognition of their ‘special (indigenous) position’ in ways that Orang Asli minorities—also considered indigenous ‐ were not. This uneven recognition is evident in current postcolonial political, economic, administrative and legal arrangements for Malays and Orang Asli. In recent years, Orang Asli advocates have been articulating their struggles over land rights by drawing upon transnational discourses concerning indigenous peoples. Recent judicial decisions concerning native title for the Orang Asli potentially disrupt ethno‐nationalist assertions of the peninsula as belonging to the ‘native’ Malays. These contemporary contests in postcolonial identity formations unsettle hegemonic geopolitical ‘race’/place narratives of Peninsular Malaysia. 相似文献

Australia's dominant politics of place has largely failed to give meaningful recognition to Indigenous peoples. The Native Title Act 1993 required governments, industry and others to (re)consider the basis and extent of their authority, unsettling the non‐Indigenous systems’ assumed dominance. While Indigenous hopes about Native title have diminished as a result of subsequent judicial, legislative and administrative responses, Native title negotiations have been pivotal in redefining politics of place and Indigenous–settler relationships in Australia at several scales. Focusing on South Australia's Statewide Indigenous Land Use Agreement Negotiation Strategy, this paper considers such a redefinition. The paper identifies four strategies as critical to success in transformative spatial politics: getting process right; recognising and supporting Indigenous jurisdictions; engaging and transforming non‐Indigenous scales; and shifting Native title process away from legalities, towards people and relationships. Since 1999, these strategies have transformed the politics of place and built more equitable inter‐cultural relationships and networks based on mutual recognition and respect between Indigenous and non‐Indigenous rights and interests in land and waters. 相似文献

A naturalistic gaze characterises protected area management in Australia, and reproduces the nature–culture dichotomy that is thoroughly criticised in geographical discourse. This naturalistic gaze is exacerbated by the compartmentalism of agency roles and responsibilities in protected areas. This paper maintains that many agencies, either unconsciously or deliberately, perpetuate the naturalistic gaze in a way that displaces Indigenous people from authentic engagement in protected area management. This paper provides an example of such marginalisation of Indigenous Australians in the world heritage area of Fraser Island, which is located in one of the most rapidly urbanising parts of Australia where Indigenous people have limited rights. The paper argues that a new process is required that networks people and place using concepts of nature/culture hybridity to avoid the current conceptual dualisms and the consequent marginalisation of Indigenous people. Such a dialectic and relational approach introduces contexts, meanings and associations that are excluded by current environmental and heritage paradigms that have the potential to marginalise many local voices. It proposes that those responsible for world heritage and protected area planning and management must fully realise or renominate these areas as landscapes in which people, and perhaps especially Indigenous Australians, are always and everywhere embedded and implicated in ‘natural’ environments. This will require changes in governance and in the predominantly technocratically-driven processes by which these areas are currently designated and managed. 相似文献

Over the past forty years the Tasmanian Aboriginal people, long marked as an iconic case of extinction, have revitalized many elements of their ‘lost’ culture. Palawa kani, the constructed Tasmanian Aboriginal language, is an example of such efforts. The construction and utilization of palawa kani is one element of a broader Tasmanian Aboriginal cultural politics working to strengthen the Indigenous status, authenticity, and presence in Tasmania specifically and Australia more generally. In this article I recount the historical documentation of Tasmanian Aboriginal languages and analyze the process through which multiple historical languages were utilized in the construction and consecration of a single ‘official’ Tasmanian Aboriginal language. Rather than existing strictly as a tool for communication, I argue palawa kani is a cultural artifact that, like an emblem, works to distinguish the Tasmanian Aboriginal community, one that lacks many of the stereotypical components of Australian Aboriginality, within Tasmanian society. As such, it is best understood in relation to Clifford's ‘indigenous articulations’ (2001) and Cowlishaw's mythopoeia of Aboriginality in Australia (2010, 2011). Since the 1970s, there has been a fraught yet hopeful Aboriginal cultural resurgence in Australia. An element of this movement has been the establishment of Aboriginal art centres and cultural centres across Australia. Using a comparative approach to Aboriginal art centres, this paper analyses the appearance and characteristics of the more recent Aboriginal cultural centres. The methods used are a review of the literature on Aboriginal art centres, and for the less-researched Aboriginal cultural centres, a case study. This paper posits that cultural centre characteristics are shaped through the formation of alliances made possible by the advent of land rights, an Aboriginal cultural turn amongst Aboriginal and non-Aboriginal people, and changing approaches to regional development. While not themselves a movement that will lead to socio-economic change, these types of arts and heritage projects are aligned to such movements. With a larger scale and more central locations, Aboriginal cultural centres open up opportunities for larger and more diverse alliances, and therefore new opportunities for Aboriginal people’s participation, activism and expression. 相似文献

The Brazilian 1988 constitution recognises indigenous peoples as ‘first and natural owners of Brazilians land’ and the 231st Article ensures their right to special territories where they could live their culture and traditions without colonising presence. The authentication of these territories, however, requires Public Power promotion, which lies on colonising, juridical accounts and depends on anthropological, scientifically historical research. Our argument here is that the bureaucratisation of the land demarcation process is only possible within a context of epistemological advantage of science, i.e. modernity, which ignores indigenous territory and time conceptions. We will also argue that this bureaucratisation has been contributing to the (neo)colonisation of the territory by retarding the recognition and protection of indigenous rights. 相似文献

First Nations peoples are revitalising diverse cultural fire practices and knowledge. Institutional and societal recognition of these practices is growing. Yet there has been little academic research on these fire practices in south-east Australia, let alone research led by Aboriginal people. We are a group of Indigenous and settler academics, practitioners, and experts focused on cultural fire management in the Victorian Loddon Mallee region. Using interviews and workshops, we facilitated knowledge sharing and discussion. In this paper, we describe three practice-oriented principles to develop and maintain collaborations across Aboriginal groups, researchers, and government in the Indigenous-led revitalisation of fire on Country: relationships (creating reciprocity and trust), Country (working with place and people), and power (acknowledging structures and values). Collaborations based on these principles will be unique to each temporal, social, cultural, and geographic context. Considering our findings, we acknowledge the challenges that exist and the opportunities that emerge to constructively hold space to grow genuinely collaborative research that creates change. We suggest that the principles we identify can be applied by anyone wanting to form genuine collaborations around the world as the need for social–ecological justice grows. 相似文献

In Australia's Northern Territory, the Larrakia have been involved in a decades‐long effort to gain recognition as traditional owners through Land Rights and Native Title legislation. From one perspective, their claims have failed to achieve the entitlement and recognition grounded in these governmental regimes (Scambary 2007; Povinelli 2002). However, over the past decade the Larrakia Nation Aboriginal Corporation (LNAC) and the Larrakia Development Corporation (LDC) have emerged as locally powerful corporate bodies that pursue programs and exercise forms of power on behalf of the Larrakia that can be understood in terms of state and governmental practice. Through suburban development, a night patrol, educational and vocational training, a radio station, and through forms of policy research and statistical enumeration, the Larrakia nation have emerged in the eyes of many as a de facto Aboriginal ‘state’ in the Darwin region. This paper explores the intra‐Indigenous relations through which these practices have emerged, and analyses the extent to which the LNAC might be understood as a kind of ‘state’ within a state, responsible for world‐shaping activities of knowledge production, housing and health outreach, vocational training and education, and policing. Focussing on the forms of ‘stateness’ that accrue to the Larrakia Nation in Darwin through its policing, knowledge production, and outreach programs for Aboriginal campers, the article explores the differential articulation of Aboriginal groups with the state. It concludes by asking how such differences matter in contexts of planned urbanisation in the Northern Territory. 相似文献

Indigenous methodologies are an alternative way of thinking about research processes. Although these methodologies vary according to the ways in which different Indigenous communities express their own unique knowledge systems, they do have common traits. This article argues that research on Indigenous issues should be carried out in a manner which is respectful and ethically sound from an Indigenous perspective. This naturally challenges Western research paradigms, yet it also affords opportunities to contribute to the body of knowledge about Indigenous peoples. It is further argued that providing a mechanism for Indigenous peoples to participate in and direct these research agendas ensures that their communal needs are met, and that geographers then learn how to build ethical research relationships with them. Indigenous methodologies do not privilege Indigenous researchers because of their Indigeneity, since there are many ‘insider’ views, and these are thus suitable for both Indigenous and non‐Indigenous researchers. However, there is a difference between research done within an Indigenous context using Western methodologies and research done using Indigenous methodologies which integrates Indigenous voices. This paper will discuss those differences while presenting a historical context of research on Indigenous peoples, providing further insights into what Indigenous methodologies entail, and proposing ways in which the academy can create space for this discourse. 相似文献

The distribution of surface water dictates human and animal activity in arid zones. Although typically small, hidden, and inaccessible, springs and wells fed by local aquifers were the only sources of reliable water across vast areas of inland Australia until the last century. Compared to larger, more accessible water sources such as riverine waterholes and Great Artesian Basin discharge springs, their history is sketchy and poorly documented, although rich in intrigue and mythology. Since the expansion of artificial waters and motorised transport, many of these small oases have been forgotten, and their location and permanence are now less well‐known than for thousands of years. We examine the distribution, hydrogeology, cultural history, and biological values of Tertiary sandstone springs in western Queensland based on a review of historical literature, interviews with long‐term residents, and extensive field surveys. One hundred and sixty springs were documented, and nearly 40% of these have declined in flow or become inactive since pastoral settlement for reasons that are not well understood. While their decline in some areas seems related to shallow bores sunk into their local aquifers, it is possible that some smaller springs owed their existence to regular human maintenance. Others are probably naturally dynamic over decadal time scales. This study documents an almost‐forgotten aspect of Queensland's natural and cultural history. 相似文献

Indigenous peoples have recently achieved increased recognition of Indigenous rights in international declarations and conventions, and national legislation. This increased recognition does not itself allow Indigenous peoples to achieve one of their central objectives, control over development which affects them or their ancestral lands. State authorities often ignore international legal instruments and domestic legislation in dealing with major resource projects on Indigenous land, and international recognition of Indigenous rights has no binding effect on the private resource corporations that increasingly dominate resource exploitation. Given this situation, Indigenous control of development can only be achieved by Indigenous mobilisation in the domestic political sphere, targeting both the state and resource corporations. 相似文献

Over the last four decades, Australia's most remote marginal lands have provided an expansive space towards realisation of emergent national goals, involving recognition of Aboriginal land rights together with protection of ‘wilderness’ and semi‐natural ecosystems. This has been achieved by the revival of land tenures as instruments for the delivery of public policy, requiring innovative federal and state legislation, often driven by judicial determinations. More so than any other bioregion, Cape York Peninsula has experienced radical shifts in landownership, land titles, and property rights, reflecting its pivotal role as an arena in which emerging national goals are contested. The most immediately visible evidence of these changes is depicted in the tenure maps for 1970, 1990, and 2010. However, these maps provide an incomplete account of tenure changes, including new titles such as non‐transferable communal freehold and common‐law recognition of traditional native title, requiring belated responses by state and federal governments. The three benchmark maps provide a starting point for an examination of the currently resurrected role of land titles and land rights as policy instruments. The time‐specific attributes of each tenure category are discussed and linked to the policies underpinning each tenure and to the communities, political constituencies, resources, enterprises, and national values engaged with each tenure. Land titles and land rights are pivotal in political contests about regional futures, with the peninsula acting as a crucible in shaping wider national directions. 相似文献

This article examines the way in which selected cultural institutions, government and non‐government organisations and individuals in Australia’s Northern Territory have responded to globalising influences on the preservation, interpretation and public face of its history and heritage. It draws upon a number of interviews with local practitioners and professionals in the field to explore the multiple understandings of cultural heritage, history and identity in the Territory, to investigate how competing interests and expectations are managed at the state and local level, and to address issues of sovereignty in the context of global heritage. Respondents indicate that, despite a strong resurgence of local cultural identities, without people on the ground who care about their heritage, efforts by international bodies will have little effect. There has been increasing concern about the protection of local cultures in the face of globalisation, and research such as this is critical in providing feedback to international heritage organisations. Without strong local support for cultural heritage and identities, they can become increasingly vulnerable in a rapidly globalising world. In Australia’s Northern Territory, however, there seems little indication of this happening. 相似文献

This paper discusses how Australian governments struggled to come to grips with profiteering and public perception of the problem during the First World War. “Protected areas” is the formal definition for the global network of conservation places, including marine and terrestrial reserves, which are overseen by the IUCN through instruments such as the Guidelines for Applying Protected Area Management Categories (Guidelines). In the long‐term conservation of nature, the Guidelines embed a nature–culture dualism, upon which the values of each are ascribed and weighted. This binary does not recognise relational values of Indigenous peoples to land or encompass worldviews beyond the restricted choice of the dualism. Through two Australian Aboriginal case studies, I reveal tensions in classifying cultural values for protected areas under the limited Guidelines offerings and provide an alternative engagement, through reassessing the means and scope by which values are assigned, for greater equity to Indigenous peoples. 相似文献

As elsewhere in affluent, western nations, the direction, complexity and pace of rural change in Australia can be conceptualised as a multifunctional transition in which a variable mix of consumption and protection values has emerged, contesting the former dominance of production values, and leading to greater complexity and heterogeneity in rural occupance at all scales. This transition has been explored in accessible, high-amenity landscapes driven by enhanced consumption values. Less attention has been directed to remote, marginal lands where a flimsy mode of productivist occupance can, in part, be displaced by alternative modes with the transitions being facilitated by low transfer costs. Such is the case in Australia's northern tropical savannas where an extensive mode of pastoral occupance is selectively displaced by alternative consumption, protection and Indigenous values. This transition towards multifunctional occupance is most readily documented by mapping changes in land tenure and ownership over the last three decades. Tenure changes have been accompanied by new regimes of property rights and land ownership, including: native titles derived from common law; non-transferable, common-property Aboriginal freehold tenures; transfers of pastoral leases to Indigenous and conservation interests; expansion of conservation lands under public tenures; and revisions of the rights and duties of pastoral lessees. Future occupance scenarios remain unclear, given the sensitivity of this frontier zone to national and global driving forces. 相似文献
