Scholarly narratives concerning China's Belt and Road Initiative (BRI) tend to contextualise this project within China's rivalry with the United States and Japan. Such interpretations often reduce and misconstrue Japan's initiatives in Asian infrastructure finance as mere reactivity to China's advances. This paper will showcase Japan's own foreign and financial policies regarding infrastructure in Asia and the New Silk Road regions since the end of the Cold War. I argue that Japan's presence in that field is underappreciated and under-researched, as Japan's infrastructural footprint in the New Silk Road significantly pre-dates the BRI. Furthermore, I stress the fact that Japan's foreign policy in Asian infrastructure finance featured important cooperative postures toward China, especially within multilateral development banks. The paper makes a contribution to emerging scholarship on the BRI—often reliant on strategic communications and projections—by highlighting Japan's role in regional infrastructure to show how our understanding of international relations and international political economy in Asia can be better informed by economic history and area studies.  相似文献

Aggregate turnout rates are among the central indicators of democratic performance in the American polity. Despite the considerable implications of macro turnout, however, most studies of turnout focus instead on the micro level. As a consequence, we know little about how local, political, and historical influences have impacted turnout over the course of American political development. The result is a somewhat impoverished conception of turnout that often removes the political from political participation. In this article, I argue for a new, macro-level perspective that highlights the political dimension of turnout by placing turnout in the local political settings in which it has taken place. I contrast two competing explanations of macro turnout variation across local electorates, a political account and Elazar's cultural thesis, and discuss their implications for the political geography of macro turnout in American electoral history. I then examine this political geography by employing a local indicator of spatial association (a LISA statistic) to identify the spatial structuring of macro turnout in the United States from 1828 through 2000. I demonstrate that a political perspective provides greater leverage than Elazar's cultural perspective in explaining the political geography of macro turnout in the United States.  相似文献

The interim Egyptian government's excoriation of U.S. support for nongovernmental organizations (NGOs) in the country has sparked a crisis that some analysts have called the worst deterioration of United States–Egypt relations in history. As Cairo's smear campaigns against the civil society community foment public mistrust among many Egyptians of NGO activity and foreign funding, U.S. policymakers and practitioners face new challenges in supporting civil society work in Egypt. For a number of reasons, however, Washington's assistance to Egypt should and almost certainly will continue, even if the environment for civil society activity in the country does not improve. Grantors and implementers must think seriously, therefore, about long‐term strategies for assisting civil society development in Egypt, which will require at least some coordination with a government that may be suspicious of U.S. efforts. By standing firm on red lines, improving public messaging in Egypt, carefully fostering local ownership of projects, remaining strictly neutral in identifying grantees and diversifying partnerships, distinguishing between short‐term foreign policy objectives and long‐term efforts to assist civil society development, and using varied democracy assistance tools appropriately, the United States can assist NGOs in Egypt in a way that gives them—and democracy—the best chance for success.  相似文献

Troubled times often gives rise to great art that reflects those troubles. So too with political theory. The greatest work of twentieth century political theory, John Rawls's A theory of justice, was inspired in various respects by extreme social and economic inequality, racialized slavery and racial segregation in the United States. Arguably the most influential work of political theory since Rawls—Michael Walzer's Just and unjust wars—a sustained and historically informed reflection on the morality of interstate armed conflict—was written in the midst of the Vietnam War. It should be no surprise, then, that the bellicose period of the past 20 years should give rise to a robust new literature in political theory on the morality of armed conflict. It has been of uneven quality, and to some extent episodic, responding to particular challenges—the increased prevalence of asymmetric warfare and the permissibility of preventive or preemptive war—that have arisen as a result of specific events. In the past decade, however, a group of philosophers has begun to pose more fundamental questions about the reigning theory of the morality of armed conflict warfare—just war theory—as formulated by Walzer and others. Jeff McMahan's concise, inventive and tightly argued work Killing in war is without doubt the most important of these challenges to the reigning theory of the just war. This review article discusses McMahan's work, some of the critical attention it has received, and its potential implications for practice.  相似文献

This review essay seeks to direct attention to intellectual history as a new and flourishing subfield in the historiography of post‐1945 Germany. The essay probes and critically interrogates some of the basic arguments of Dirk Moses' prize‐winning monograph German Intellectuals and the Nazi Past. It does so by engaging with a series of German‐language monographs on key intellectuals of the postwar period (Alexander Mitscherlich, Jürgen Habermas, Herbert Marcuse) or groups of intellectuals that have appeared during the last few years. The essay also includes two books that focus on intellectual transfers from and to the United States and hence transcend the purely national framework. The essay highlights some broader themes such as West German intellectuals' confrontation with the Nazi past and with the memory of Germany's failed experiment with democracy during the interwar Weimar Republic. It also discusses the significance of the West German student movement in the 1960s for West German intellectual history. The essay concludes with some broader reflections on writing intellectual history of the postwar period, and it points to some avenues for further research. It underlines the significance of intellectual debates—and hence of intellectual history—for charting and explaining the process of postwar democratization and liberalization in the Federal Republic of Germany.  相似文献

The main goal of the 2003 war with Iraq of the coalition forces led by the United States was to topple Saddam Hussein's regime and establish a new political system that would adopt democratic practices. Iran, a country that deemed Saddam's regime to be a threat, considered this war to be very helpful in many ways — first because it put an end to Clinton's “dual containment” approach and would thus help Iran to become a regional superpower at Iraq's expense. Second, a war with Iraq could put an end to the decades of oppression of the Shi'a community in Iraq. This article argues that Iran's involvement in Iraq's internal affairs created chaos in Iraq and contributed to the sectarian conflict against Sunni terror groups, notably the Islamic State of Iraq and Syria (ISIS), also known by the Arabic name Daesh, a terror group with the most extreme form of Sunni Radical Islam ever known. The sectarian conflict that resulted from the above is now taking place between the Sunnis and the Shi'a of both Persian and Arab backgrounds and this clash could not have become as radical as it is without Iran's aggressive foreign policy. It should, however, be noted that Iran is not the sole player in the country and therefore its part in inflaming sectarian conflicts should be viewed through a realistic prism that allows other forces — domestic and foreign — to be seen as having influenced the events for their benefit.  相似文献

The U.S.–Saudi relationship is often seen as an oxymoron. These allies have differed in their foreign policy interests — varied in the need, one for the other — but never severed ties. When the 9/11 attacks are added to the mix, questions are raised about why these ambivalent allies continue to tolerate each other. This study argues that although the United States is the preponderant power, Saudi Arabia has primacy in the energy market. This has caused both countries to remain allies through the different oil crises, the 9/11 attacks, and in spite of the Arab‐Israeli conflict. This contravenes the hegemonic stability theory about alliance formation and duration. Saudi Arabia's roles in the 1973, 1979, 2008, and 2012–2015 oil crises all demonstrate its ability and willingness to act independently of the United States. The fact that it can do this and still maintain its strategic partnership with the United States is incredulous. This invites a revision of the hegemonic stability theory since strong and persistent defection from the hegemon's wishes should catalyze some comparable form of punishment or a severance of the relationship.  相似文献

Obama's election in 2008 as the United States’ first self-styled Pacific President drew a hearty round of ‘end of the affair’ editorials about Anglo-American relations. His first term was littered with ‘snubgates’, serious irritations in policy areas regarded as being core to the special relationship, and indications of an accelerating US departure from Europe with his premier foreign-policy strategy declared to be a pivot to Asia. His return for a second term in 2013 augers a continuation of first-term adjustments in US foreign policy and greater domestic focus given a divided Congress and a bitterly split and war-weary United States with domestic priorities to the fore. Doomsayers - or so-called terminalists - have been repeatedly gainsaid by the Lazarus-like quality of the relationship in the past but can the Anglo-American special relationship survive in the Obama environment? This article suggests it can and sets out the author's rather unfashionable argument in four parts: the weight of history; the canons of international-relations theory; the importance of considering interest and sentiment in explaining the special relationship's resilience; and a relativist argument that suggests the United States still really does have no better ally than the United Kingdom.  相似文献

A Pleistocene geologist calls for a totally new approach to the study of geography as the basic discipline concerned with the man-nature relationship, or what he terms nature management (Russian, prirodopol'zovaniye). He views the basic study object of an essentially unified geography as natural-technical territorial complexes (biotechnocenoses or geotechnocenoses), requiring investigation in three time dimensions—the past (historical geography), the present (dynamic geography) and the future (predictive geography). In keeping with the proposition that historical geography should be a separate, unified discipline, a distinctive historical-geographic periodization is proposed, differing from the periodizations in use in paleogeography, anthropology, archeology and history.  相似文献

This article uses the centenary of the First World War as an opportunity to re‐examine a major element of the existing literature on the war—the strategic implications of supposed British decline—as well as analogies to the contemporary United States based upon that interpretation of history. It argues that the standard declinist interpretation of British strategy rests to a surprising degree upon the work of the naval historian Arthur Marder, and that Marder's archival research and conceptual framework were weaker than is generally realized. It suggests that more recent work appearing since Marder is stronger and renders the declinist strategic interpretation difficult to maintain. It concludes by considering the implications of this new work for analogies between the United States today and First World War‐era Britain, and for the use of history in contemporary policy debates.  相似文献

For the past two decades relations between North Korea and the United States have become increasingly hostile. Pervasive and vociferous criticism of North Korea's dangerous and seemingly irrational behaviour has focused on Pyongyang's use of nuclear brinkmanship, violations of human rights and general disregard for the well-being of the North Korean people, as exemplified by its decision to develop a nuclear programme while the country suffered from widespread famine. However, an alternate view put forth by both American and South Korean experts on North Korea holds that Pyongyang's use of the nuclear wager primarily has been intended to demand Washington's attention in order to initiate bilateral talks and eventually normalise relations with the US. Certainly, Pyongyang's actions have been ham-fisted at times; however, its commitment to the goal of normalisation has been unwavering. The current controversy regarding North Korea's nuclear programme may serve as a necessary step to build trust between Washington and Pyongyang and might continue for sometime, given the short history of direct engagement. However, one thing is clear: neither Washington nor Pyongyang can afford to go back to the starting point.  相似文献

Often overlooked is the fact that postmodern theory brought to the fore a crisis in the humanities. The implied universalism of the current “iconic turn” in postmodern thinking is a blow to the traditional sciences grouped around national literatures and cultures. In the 1980's, postmodern practitioners in the United States began to assault the discursive practices of the mainstream under the banner of cultural studies. The current crisis in the humanities surfaced in the emancipation of the various studies from their traditional fields in the humanities. The German Studies practiced today in the United States for instance, has no counterpart in Germany's traditional departments of Deutsche Philologie. Whereas the icon in the United States has become an object of investigation for the various studies, it has not yet displaced the littera in Germany's literary sciences. However in the 1990's, the historical sciences in Germany responded to the challenge of the various studies by directing their attention not to cultural studies, but to cultural history, with its well-defined set of methodologies. But what kind of cultural history is it? Is it built on 19th century German foundations, or is it grafted to current North American notions of post-industrial culture? In this paper I show that the supposed opposition between cultural studies and cultural history is artificial. Through a close reading of Hayden White's extremist questioning of historical practice in Metahistory (1973), I demonstrate that there is no opposition between the icon and the littera in this recent radical critique of mainstream humanistic science. The vehement German reaction to his North American assault on European Kultur is based on a misunderstanding of White's premises. Rather than being constructed on a hodgepodge of postmodern approaches, I show that White's postmodern history is in fact conventionally grounded in 19th century Nietzschean thinking.  相似文献

This article re-examines Halford Mackinder's conception of geography in general and his practise as a political geographer in particular by placing his work in the context of the history of geography. The nature and politicisation of early modern (c.1600–1850) geography are depicted, and used as a contextual standard against which to assess Mackinder's claims to have propounded a “new” geography and a “new” form of political geography. Mackinder's conception of geography is found to have been a substantial departure from the early modern one, in terms of its definition of geography, its textual format and its placing of geography in a broader educative structure. By contrast, Mackinder's political geography is shown to effect a far less radical break, for whilst Mackinder's rhetoric suggests that geography will drive his political analysis, it is in fact his pre-existent politics as a tariff-reforming conservative which drove his political geography. To the extent that geography acted as a container for politics, Mackinder was still in the tradition of the early modern period, although he did change the form of that argument.  相似文献

Christopher Hill's National History and the World of Nations reminds us of the conjunctural moment of an emerging world market in the latter half of the nineteenth century and the promise it offered for vitalizing a “world history” yet to be written. More importantly, it supplies the silhouette of a radically different interpretive approach, formed by the force of a centrifugal perspective that—through its concentration on how France, the United States, and Japan were simultaneously motivated to construct representations of self‐identity in national narratives—converged to disclose the possibility of a wider world no longer held hostage to the geopolitical category of the “West.” Hill's account shows that the impulse behind the formation of national history employed different strategies to imagine a singular linear historical narrative of national identity that aimed both to remove the spectacle of coexisting, different, multiple temporalities and to weld large and regionally disparate populations into a single people who, in a new time, would be instructed to recognize themselves in the nation's story. In Hill's reckoning, national history in France, the United States, and Japan appears simply as another name for historical necessity that sought, through processes of naturalization and nationalization, to overcome the unstable and uneven relationship between state and capital but that failed to conceal the deeper reality of determinations demanded by the relations of capital at the local and international levels.  相似文献

The forests of British North America were integral to Britain's maritime empire. Many of these timbers exist today as wooden beams and flooring at historical dockyards and garrisons such as the Royal Naval Dockyard of Bermuda. In this paper, we investigate what timbers from this Dockyard can tell us about interconnections and empire-building throughout the North Atlantic region. To do this we drew from approaches of critical physical geography, historical geography, and dendroprovenancing by using timber as a way to interrogate collaboratively the changes in—and connections across—socio-ecological landscapes. We examined HM Customs records between 1825 and 1850 to determine the flow of timbers to Bermuda. We then sampled timbers from buildings constructed between 1825 and 1853 and analyzed them using isotopic and dendrochronological techniques to establish the probable location of origin of the timber samples. HM Customs records showed that prior to the 1840s, timbers primarily came from British North America, whereas post-1840 timbers primarily came from the southeastern United States, with some still coming from Europe and British North America. To establish whether timber use by the Royal Navy and Royal Engineers matched the pattern in the customs documents, we looked to the dendrochronological records. Dendrochronologic evidence showed that military construction followed the same pattern, with buildings constructed pre-1840 using material from British North America and buildings constructed post-1840 using timbers sourced from the southeastern United States. Finally, using this information we explore some of the connections between regions, in terms of resource use, and the implications of those uses—for example, that the British Admiralty continued to benefit from the practices of slavery through the use of products produced from enslaved labour in other parts of the North Atlantic well after emancipation.  相似文献

This paper presents the results of a survey of internships offered in undergraduate geography programmes in the United States and discusses a required internship for undergraduate geography majors at Illinois State University. Our survey reveals internships to be widespread in the United States, and the Illinois State internship programme is one of the few in the country that is a requirement for the major. This article assesses Herman Paul's intellectual biography of Hayden White, the most important figure in the philosophy of history of the past half century. Offering a clear overview of White's career and contribution, Paul's account proceeds chronologically from the 1950s to the present, distinguishing the phases of White's career, but convincingly pinpointing an abiding core of concerns around an existentialist and liberationist humanism. In that light, White sought to show the way beyond historiographical realism to more innovative approaches—ideally to serve progressive politics. Paul notes, however, that White failed to connect with most mainstream historians, and Paul's account is not sufficiently probing and critical to explore the gulf. Indeed, following White, Paul is too prone to take White's particular liberationist agenda as the only alternative to a conservative, passive realism—and thereby to gloss over alternative ways of conceiving the postrealist cultural space. Moreover, Paul fails to note White's tendency sometimes to imply that mainstream history claims more than it does, and sometimes to denigrate prejudicially what it in fact does, or could do. Although much of White's challenge could have been especially salutary, he tended toward mischaracterizations that fostered polarization in the historical discipline and reinforced prejudicial understandings of historiography in the wider culture. Paul's overview provides a useful, and in many ways exemplary, introduction to White's legacy, but it is too deferential to provide a convincing overall critical assessment.  相似文献

A geographical historical geography, concerned with the history of development of the landscape, is distinguished from the historian's historical geography, dealing with the geography of countries and regions in the past and the history of development of cities and transport routes. The aim of the geographer's approach to historical geography is to characterize changes in the natural environment during historical times, to map landscapes from the point of view of their evolution and to classify and regionalize them on the basis of genetic principles. For this purpose, historical geography is to be distinguished from paleogeography, which should be limited to evolution of the landscape in prehistoric times.  相似文献

Geography is perceived to be a relevant contributing discipline within a growing Canadian studies community in the United States, and the Association of American Geographers (AAG) retains a viable Canadian Studies Specialty Group. Since the early 1990s, however, the number of American geographers affiliated with Canadian studies organizations has not significantly increased: the community of scholars remains small and geography holds a peripheral position in terms of its actual contribution to US‐based Canadian studies programs. This article documents and interprets these trends using membership data collected by prominent professional organizations in Canadian studies and geography. It also explores the question of why American geography's Canadian regional specialists are not engaging formal Canadian studies initiatives in greater numbers. The observations that emerge suggest that a diversification of research themes in Canadian studies, particularly in the realms of environmental and physical science, would both increase participation by American geographers and enhance the field's ability to address pertinent aspects of the Canadian experience. Although observations presented pertain directly to the state of Canadian studies in American geography, they may also shed light on the lack of involvement by geographers in a variety of area studies fields in the United States and elsewhere.  相似文献
