Abstract.

In this article, researchers evaluate the empirical performance of the Mincer earnings equation, which has been the benchmark model for assessment of wage profiles since 1974. The analysis concerns workers in the manufacturing industry in three countries before 1900. The Mincer equation must be adjusted with respect to functional form in order to capture the wage profiles of past industrial workers. The quadratic spline consistently provides the best fit, while the standard quadratic produces misleading estimates of wage changes and gender wage gaps. These conclusions hold across contexts, for men and women, and for both age and experience profiles. The results have methodological relevance for estimating historical wage profiles and also have implications for the assessment of gender wage gaps in the past.  相似文献

ABSTRACT We analyze the impacts of migration and of labor market integration on the distribution of skills and the wage structure in both the short and the long run. To do so, we develop a framework where workers have heterogeneous skills and where in‐migration expands the range of available skills in the economy. In the short run, this expansion leads to productivity gains, which may more than offset the negative endowment effects of a larger labor supply so that all workers may be better off. In the long run, in‐migration impacts wages further by altering the workers' incentives to acquire skills, thereby affecting the wage structure indirectly by changing the economy's skill composition. Since the short and the long‐run effects of in‐migration on wages may differ, compositional changes may be an important element to take into consideration. A numerical illustration calibrated on U.S. data suggests that the immigration of skilled workers negatively affects the incentives for domestic skill formation, thereby suggesting that endowment effects dominate externalities. We finally extend the model to cope with the simultaneous impacts that migration and skill formation have on the host and the source region, and we show that more migration increases wage disparities and the skill gap across regions.  相似文献

This article analyses employment and wage change patterns in India for a period spanning almost three decades, from 1983–84 to 2011–12. Using data from the National Sample Survey Organization, the study finds evidence of job polarization (employment growth in low‐ and high‐skill jobs and decline in middle‐skill jobs) in urban India during the 1990s and 2000s, and employment upgrading in the 1980s. Consistent with the literature on job polarization, the article finds a reduction in employment share in routine task intensive occupations. The author argues that this reduction is a result of both mechanization and technological upgrading within Indian industry. On the other hand, an increase in employment share in both low‐skill and high‐skill occupations is argued to be a result of growing self‐employment and informal sector employment in urban India. The wage change patterns are largely consistent with the employment change patterns. The analysis suggests that structural change in occupation is an important factor for understanding earnings inequality in India.  相似文献

Differences in both regional skill prices and skill mix can explain interregional variations in wage distributions. We control for interregional differences in skill mix that permit us to compute key parameters of regional wage distributions including regional returns to skills. In addition to setting forth the methods in detail, we also present estimates for 48 U.S. states and 10 Canadian provinces. For both males and females, we find that regional mean wages (with controls for skills mix) in the U.S. and Canada are similar, but that the returns to skills are systematically higher in the U.S.  相似文献

In Canada, research has found few differences in levels of political participation between Francophones and Anglophones despite traditional differences in resources leading to participation. This study argues that it is when gender is considered alongside language that differences emerge. Differences in conditions between Francophone and Anglophone women may mean that the explanations for the gender gaps differ. Findings show that Francophone women in Québec have lower levels of political participation than Anglophone women and men across Canada. These gender gaps are small but significant. Differences in resources and involvement in voluntary associations help account for Québec Francophone women’s lower participation. Additionally, these results indicate that the different political context and the different political influence of the women’s movement in Québec matter in determining explanations for gender gaps in political participation.  相似文献

Although feminist geographers understand gender and mobility as mutually constitutive social processes, few studies explain how gender relations are constituted in particular mobility contexts, and how and why they shape mobility patterns in specific socio-spatial circumstances. We address these questions in an analysis of gendered mobilities in Shimshal, Pakistan, which until recently have taken shape in the context of a pedestrian mobility regime. The gender and mobility relationship has transformed as vehicular mobilities have replaced pedestrian mobilities with the construction of the Shimshal road. To demonstrate empirically the co-constitution of gender and mobility, we analyze aspects of socio-spatial context that have shaped gendered pedestrian mobilities, followed by those associated with the new vehicular mobility regime that are modifying gender relations in Shimshal. Shifting gender relations reshape corporeal mobility patterns. Road infrastructure has enhanced men’s and youth’s outbound travel as wage earners and students, respectively. These mobilities have reshaped women’s capacity to move, constraining their mobility beyond the village. As prosperity becomes contingent on outbound movement, men’s and youths’ social horizons and mobilities are expanding, while women’s compromised access to mobility as a social resource produces new mobility hierarchies and gendered exclusions.  相似文献

The article explores the interactions of materials, skills and gender identity through examining DIY practices in New Zealand. It traces the relationship between materials used for home repairs, the competences needed to use them and the (re)production of specific gendered identities. It argues that housing and building materials were an important part of the European settler history of the country and this history forms the context within which New Zealanders work on their houses today. Drawing on interviews with 30 Pākehā homeowners, it explores how both men and women respond to the materials of their homes, how skills are acquired in relation to the demands of the materials used and how these skills become part of the (re)production of specific white, heterosexual gender identities. The figure of the ‘Kiwi bloke’ is discussed as an important imaginary in the negotiation of gender identities for both men and women. Interviewees saw their DIY activities in the light of the creation and re-creation of this specific national and gendered identity. The article reveals the intertwining of history and materiality in the continual negotiation and contestation of gendered identities.  相似文献

This article studies gender education gaps among indigenous and non‐indigenous groups in Bolivia. Using the National Census of Population and Housing 2012 and an estimation method analogous to difference‐in‐differences, the study finds that the intersection of gender and indigenous identity confers cumulative disadvantage for indigenous women in literacy, years of schooling and primary and secondary school completion. While gender education gaps have become narrower across generations, there remain significant differences within indigenous groups. The Aymara have the largest gender gap in all outcomes, despite having high overall attainment rates and mostly residing in urban centres with greater physical access to schools. The Quechua have relatively smaller gender gaps, but these are accompanied by lower attainment levels. The article discusses the possible sources of these differentials and highlights the importance of taking gender dynamics within each indigenous group into greater consideration.  相似文献

This article investigates the effect of jobs reservation on improving the economic opportunities of persons belonging to India's Scheduled Castes (SC) and Scheduled Tribes (ST). Using employment data from the 55th NSS round, the authors estimate the probabilities of different social groups in India being in one of three categories of economic status: own account workers; regular salaried or wage workers; casual wage labourers. These probabilities are then used to decompose the difference between a group X and forward caste Hindus in the proportions of their members in regular salaried or wage employment. This decomposition allows us to distinguish between two forms of difference between group X and forward caste Hindus: ‘attribute’ differences and ‘coefficient’ differences. The authors measure the effects of positive discrimination in raising the proportions of ST/SC persons in regular salaried employment, and the discriminatory bias against Muslims who do not benefit from such policies. They conclude that the boost provided by jobs reservation policies was around 5 percentage points. They also conclude that an alternative and more effective way of raising the proportion of men from the SC/ST groups in regular salaried or wage employment would be to improve their employment‐related attributes.  相似文献

While women's share of employment has risen in many countries over the last two decades, gender job segregation has worsened, with women increasingly excluded from ‘good’ jobs in the industrial sector. In this article, the determinants of gender job segregation are assessed using panel data for a broad set of developing countries covering the period 1991–2015. The effect of gender job segregation on all workers, via the labour share of income, is also analysed. The results identify two major contributors to gender job segregation — the rising capital/labour ratio and the ratio of female/male labour force participation rates — indicative of ‘crowding’ and exclusion as economies move up the industrial ladder. The analysis further indicates that the crowding of women into lower quality jobs has a negative effect on workers as a whole by dampening the labour share of income. Those processes are influenced by global and macroeconomic conditions and policies that have circumscribed the expansion of high‐quality jobs relative to labour supply, intensifying competition for ‘good’ jobs and weakening labour's bargaining power.  相似文献

Based on empirical research, this article examines the status, situations and development issues of rural women displaced by the monumental Three Gorges Project (TGP) in China. The study reveals that TGP resettlement is leaving women worse off as family members, as well as worse off than male members. Woman resettlers are more likely to become impoverished than men, partly because women make up the main labour force in agricultural sectors. Most women are unable to achieve occupational mobility in the process of resettlement. Fewer employment opportunities, a gender‐segregated labour market, low level of human capital and social prejudice are principal causes. Land provision for resettlers is inadequate with a lower quality of productivity. Marriage is a means for some women to remain in or move to the reservoir area to improve their socio‐economic status, but bias against granting of ‘resettler’ status to married women and their generally low levels of education and lack of occupational skills work against them. It is imperative that the authorities integrate a gender perspective into policy‐making and design of resettlement schemes.  相似文献

ABSTRACT Knowledge spillovers are an important source of economic growth. In this study, we identify a mechanism through which knowledge spillovers occur among plants in the Chilean manufacturing industry. A plant‐level production function is estimated with the absorptive‐capacity hypothesis, that is, employment of skilled workers is a key channel through which knowledge is transmitted across plants. Results show that a plant's productivity from spillovers increases with its skill intensity, which is measured by the share of skilled workers in total employment. We also find that plants in a region with a large knowledge stock increase their skill intensity to benefit more from spillovers. Our results suggest that an increase in regional knowledge stock is the most effective policy to improve a plant's productivity. However, policies that encourage a plant to employ high skill‐intensive production also enhance its productivity.  相似文献

Rapid economic restructuring has led to the emergence of serious skill gaps in many transition economies. Such changes have been especially pronounced in the countries of the Western Balkans due to the break-up of the former Yugoslavia and the subsequent reorientation of previous patterns of economic activity. Structural unemployment has increased to high levels, yet the education and training systems have failed to adapt to the needs for new skills in service sectors and sectors subject to global technological change. This article investigates the use of various skills anticipation methods to inform education and training policy in the region. It argues that the information on skill gaps gathered through these methods are not being used effectively to address skill mismatch, and that existing supply-led matching policies have failed to meet the challenge of high levels of structural unemployment. An alternative demand-led approach is identified, which relies on more decentralized methods to place effective power and influence in the hands of users, whether employers, employees, job-seekers or discouraged workers. It is suggested that this would provide a more appropriate model for the improvement of workforce skills in the Western Balkan countries.  相似文献

This paper analyzes ethnic wage gaps in Great Britain by comparing minorities to majority workers in the same local labor market and focuses on the variation of wage gaps across areas. As wage gaps vary across areas, using one single national measure may be misleading. Higher wage gaps across groups are associated with higher occupational segregation and ethnic diversity, while higher wage gaps within groups are associated with higher regional specialization and proportion of co-ethnics. Policies could help by improving job location and selection into occupations across groups.  相似文献

The measurement of socio‐economic gender inequality has not received much attention from the development literature despite its great relevance and important policy implications. In this article we present two new indices to measure gender inequalities that overcome some of the limitations inherent in the UNDP gender‐related indices and other indices presented in the literature. The proposed new indices are conducive to exploring the extent to which gender gaps favour women and/or men, and to showing the contribution of the different subcomponents to the overall levels of gender inequality. Using UNDP data, our calculations suggest that the levels of gender inequality are mostly explained by differences in the earned‐income subcomponent and that the average difference between women's and men's achievement levels has been reduced by 12 per cent during the period 1995–2005.  相似文献

Taking issue with how associations between technical prowess or entrepreneurship and masculinity tend to be taken for granted or are seen as stemming from natural or intrinsic gender differences, over the last two decades feminist scholars have developed theoretical approaches to understand the gendering of professions and abilities as the performative outcome of particular cultures and histories. We build on these insights to explore how associations between masculinities, technology and entrepreneurship shape ideas and practices of small-scale water provision in Maputo. Our findings show how activities (i.e. technical craftsmanship, hard physical work) or abilities (i.e. risk-taking, innovativeness) regarded as masculine tend to be considered the defining features of the profession. This shapes how men and women make sense of and talk about their work, each of them tactically emphasizing and performing those aspects best fitting their gender. Our detailed documentation of men’s and women’s everyday involvements in water provisioning challenges the existence of sharp boundaries and distinctions between genders and professional responsibilities. It shows that water provisioning requires many other types of work and skills and male and female household members collaborate and share their work. The strong normative-cultural associations between gender and water provisioning lead to a distinct under-recognition of women’s importance as water providers. We conclude that strategies to effectively support small-scale water businesses while creating more space and power for women involved in the business require the explicit recognition and re-conceptualization of water provisioning as a household business.  相似文献

Based on qualitative research conducted in Chikwawa and Phalombe in Malawi, this article discusses how gender relations shape men and women’s access to and participation in agricultural training. It also examines how men and women justify or challenge gender inequalities in relation to access to agricultural information and knowledge. Data on gender and recruitment to and participation in training, barriers to training and access to information as well as farmer to farmer extension models were collected and analysed. A gender relations approach, focusing on power and inequality, was used to analyse the data. The data shows that the perception of men as household heads and women as carers or helpers who are also illiterate and ignorant often has implications on women’s ability to access training and information. Negative stereotypical perceptions about women by their husbands and extension workers militate against women’s access to training and information. Institutional biases within extension systems reproduce gender inequality by reinforcing stereotypical gender norms. Extension officers should be targeted with training on gender responsive adult learning methodologies and gender awareness to help them be more inclusive and sensitive to women’s needs.  相似文献

The most prestigious work in the ultraorthodox Jewish community is full-time, unpaid, religious study, which is allocated to men. As a result, married women are often responsible for both homemaking and breadwinning. This study examines the 'going to work' of these Israeli wives as an encompassing operation of two directions--the going to and the coming from work. First, it analyses the sociocultural evolution of ultraorthodox gender identities which induced the 'going to work' of the wives. Second, it probes the personal consequences of job-related exposure to modern values of work and gender, following the wives' 'coming from work.' In-depth interviews with 55 married women holding out-of-community jobs that increase their exposure to modern norms revealed discontent regarding domestic help and the financial contribution of their husbands. Dissatisfaction was articulated in subtle terms, by referring to fatigue and the hope that their husbands would eventually look for paid jobs. Such expressions of discontent, associated with the 'coming from work,' are suggestive of private resistance and the modification of personal values. The gendered geography of ultraorthodox women's work illustrates also the geography of their subordination and resistance.  相似文献

In Darwin in the Northern Territory of Australia, Aboriginal men made up more than half of the domestic servant population by 1938. They replaced the Chinese and Malay male servants who had worked for British colonists in the early colonial period. Much of the historical work on male domestic servants in colonial situations plots the construction of the ‘houseboy’ as emasculated, feminised and submissive. In contrast, colonial constructions of Aboriginal men as ‘houseboys’ in Darwin emphasise the masculinity of the Aboriginal hunter. Aboriginal men were characterised as requiring constant discipline and training, and this paternalistic discourse led to a corresponding denial of manhood or adulthood for Aboriginal men. While male domestic servants in other colonial settings were allowed some privileges of masculinity in relation to female workers, amongst Aboriginal domestic workers, it was so‐called ‘half‐caste’ women who, in acknowledgment of their ‘white blood’, received nominally higher wages and privileges for domestic work. Aboriginal men were denied what was referred to as a ‘breadwinning’ wage; an Australian wage awarded to white men with families. Despite this, their role as husbands was encouraged by the administration as a method of controlling sexual relations between white men and Aboriginal women. These sometimes contradictory images can be understood as manifestations of the racialised construction of gender in Australia.  相似文献

This paper considers the “share‐altering” technical change hypothesis in a spatial general equilibrium model where individuals have different levels of skills. Building on a simple Cobb‐Douglas production function, our model shows that the implementation of skill‐biased technologies requires a sufficient proportion of highly educated individuals. Moreover, when technical progress disproportionately replaces middle‐skill jobs, the local distribution of skills will exhibit “fat‐tails,” where the proportion of both highly skilled and low‐skilled workers increases. These and several other predictions of the model are consistent with recent existing evidence, and avoid some major criticism against the “canonical” CES framework.  相似文献
