This article analyses aspects of high-tech cluster emergence in Israel during the 1990s with focuses on the data security software industry and on strategies of very successful companies dominating such an industry. Most of the industry is concentrated in Tel Aviv and close-by Hertzliya and to a lesser extent Haifa and Jerusalem. It starts by characterizing the industry as a whole and the universe of 19 companies comprising it. It then proceeds with an in-depth analysis of the growth trajectories of very successful companies, some of which are listed in NASDAQ or have been acquired by large multinational corporations. A fast 'IPO' and a 'fast M&A' track have been identified and characterized. The analysis suggests that while globalization could be beneficial to skill intensive peripheral economies like Israel, a significant economic impact may require an appropriate balance between start-up activity and downstream production and marketing activities.  相似文献

This paper describes the skill and gender structure of the Scottish electronics industry. Scottish electronics had proportionally fewer high‐skill employees and more female employees than British electronics. Female electronics workers in Scotland experienced greater occupational segregation than did females in Britain. Across the various electronics subsectors, the level of skills and the degree of feminization varied widely. Scottish electronics subsectors were not segregated into overlapping skill and gender divisions of labour. With few exceptions, increasing relative feminization of Scottish electronics subsectors was related to employment expansion; decreasing relative feminization to employment decline.  相似文献

ABSTRACT There are many fundamental issues in regional and urban economics that hinge on worker skills. This paper builds on psychological approaches to learning to characterize the role of education and agglomeration in the skill development process. While the standard approach of equating skill to worker education can be useful, there are important aspects of skill that are missed. Using a measure of skill derived from hedonic attribution, the paper explores the geographic distribution of worker traits, intelligences, and skills and considers the roles of urbanization and education in the skill development process.  相似文献

Rapid economic restructuring has led to the emergence of serious skill gaps in many transition economies. Such changes have been especially pronounced in the countries of the Western Balkans due to the break-up of the former Yugoslavia and the subsequent reorientation of previous patterns of economic activity. Structural unemployment has increased to high levels, yet the education and training systems have failed to adapt to the needs for new skills in service sectors and sectors subject to global technological change. This article investigates the use of various skills anticipation methods to inform education and training policy in the region. It argues that the information on skill gaps gathered through these methods are not being used effectively to address skill mismatch, and that existing supply-led matching policies have failed to meet the challenge of high levels of structural unemployment. An alternative demand-led approach is identified, which relies on more decentralized methods to place effective power and influence in the hands of users, whether employers, employees, job-seekers or discouraged workers. It is suggested that this would provide a more appropriate model for the improvement of workforce skills in the Western Balkan countries.  相似文献

ABSTRACT We analyze the impacts of migration and of labor market integration on the distribution of skills and the wage structure in both the short and the long run. To do so, we develop a framework where workers have heterogeneous skills and where in‐migration expands the range of available skills in the economy. In the short run, this expansion leads to productivity gains, which may more than offset the negative endowment effects of a larger labor supply so that all workers may be better off. In the long run, in‐migration impacts wages further by altering the workers' incentives to acquire skills, thereby affecting the wage structure indirectly by changing the economy's skill composition. Since the short and the long‐run effects of in‐migration on wages may differ, compositional changes may be an important element to take into consideration. A numerical illustration calibrated on U.S. data suggests that the immigration of skilled workers negatively affects the incentives for domestic skill formation, thereby suggesting that endowment effects dominate externalities. We finally extend the model to cope with the simultaneous impacts that migration and skill formation have on the host and the source region, and we show that more migration increases wage disparities and the skill gap across regions.  相似文献

Knowledge-based industries tend to develop within regional or local clusters that allow for knowledge spillovers, the generation of a critical mass of complementary competencies and skills as for spatial proximity to academic organizations out of which many highly innovative firms have been founded. The prototype of that development certainly is the biotechnology industry which has emerged since the 1970s first in the US where especially small and medium-sized research companies have been established around leading science bases. Following the example of the US biotechnology industry, public policies in many industrialized countries aimed at stimulating cluster formation in biotechnology. This holds true especially for member states of the European Union (EU) where public policy initiatives have been initiated at different territorial levels. This article refers to the Munich pharmaceutical biotechnology cluster and applies institutional and organizational indicators that have been developed in various systemic analyses of technological development and innovation. It will be shown that reforms of the institutional environment in which the innovative organizations are embedded were crucial for the commercialization of biotechnological research in Germany. These reforms have occurred mostly at the regional and national level, whereas the EU played a role especially in establishing the regulatory framework for the biotechnology industry. Organizational indicators will be applied in order to assess the modes of knowledge production within the cluster.  相似文献

This article examines the mobilisation of small and mid-tier companies in the mining industry's campaign against the Resources Super Profits Tax (RSPT), drawing on interviews with 18 industry players. The government anticipated that small exploration and development companies would support the RSPT, on account of its promise to contribute towards the costs of exploration and development. In doing so, it was guided by Treasury advice and the assumption of calculative rationality on the part of small companies. Instead, industry leaders forged a common front against the tax within days of its announcement. In doing so, they appealed to the hope of extraordinary returns – or what is sometimes described as ‘sentiment’, ‘animal spirits’ and ‘irrational exuberance’ – among mining entrepreneurs and investors, against the odds. Other researchers have argued that the debate around the RSPT highlights the ‘power of ideas’, but we argue that it highlights the ‘power of hope’.  相似文献

Differences in both regional skill prices and skill mix can explain interregional variations in wage distributions. We control for interregional differences in skill mix that permit us to compute key parameters of regional wage distributions including regional returns to skills. In addition to setting forth the methods in detail, we also present estimates for 48 U.S. states and 10 Canadian provinces. For both males and females, we find that regional mean wages (with controls for skills mix) in the U.S. and Canada are similar, but that the returns to skills are systematically higher in the U.S.  相似文献

This paper analyses the multimedia industry in Sydney. It seeks to understand whether the emergence of the industry has involved dense horizontal and vertical inter‐firm linkages characteristic of an industrial cluster, or whether the industry has grown because of general urbanisation economies related to such factors as skilled labour supply and market demand. The industry is highly concentrated in and around central Sydney. This provides the best access to firms’ main clients, notably advertising companies and other multimedia firms. It also reflects the centralised location of skilled labour such as web designers. While there is evidence of an emerging inner Sydney multimedia cluster which includes graphic design and advertising and related media, the main driver of the industry's development appears to have been general demand from advertising and related media companies, in association with the pool of computer graphics talent generated by these companies.  相似文献

ABSTRACT

This paper proposes a novel index of regional skill-relatedness and calculates this measure for all Norwegian labour-market regions. Studies of regional related diversification rely on measures of related variety, which build on the industry classification hierarchy. However, the growing literature identifying similarities in knowledge and competences across industries demonstrates that these classifications fail to identify a great deal of actual skill relatedness, and that measures based on empirical measures of industry relatedness are required. The skill relatedness measure builds on labour mobility flows across industries to develop a relatedness matrix for Norwegian industries. It further uses social network analysis to identify the number of other regional industries to which each industry in a particular region is related. Comparing this measure to the related variety index, the analysis shows that the two measures are highly correlated, but that the regional skill relatedness index is able to identify more of the relatedness across industries. In particular, the related variety index tends to underestimate the level of relatedness in many of Norway’s most technologically sophisticated manufacturing regions, whereas these rank highly in the regional skill relatedness index. Consequently, the regional skill relatedness index represents a promising new tool for identifying relatedness in regional systems.  相似文献

This paper links gender wage gaps with the urban wage premium. First, the study documents gender wage gaps are narrower in larger U.S. metropolitan areas in 2000 and 2010. Skill agglomerations are then considered to explain this. Specifically, if men and women employ heterogeneous skills, and these skills have differential productivities across city sizes, agglomerative forces may differentially reward men and women. Occupational data show that women are concentrated in jobs relatively more intensive in interactive and cognitive skills, while men are comparatively in physical skill‐intensive jobs. Decomposing the gender wage gap shows that explanatory factors (education, skills, and location) predict women would outearn men. Instead, agglomerative skill returns account for majority of the gap. These estimates suggest that even as women employ skills rewarded in agglomeration economies, they benefit less from agglomerations than men, resulting in the observed gap.  相似文献

A Russian economist and a Norwegian political scientist, both long-term observers of the Russian energy industries, discuss the outlook for the Russian oil industry. The focus is on the relationship between reserves and industry strategies, and is presented from the perspective of an oil-producing enterprise. The authors analyze trends in reserve exploration and development and compare them with oil-industry investment patterns. They discuss differences and similarities among companies, as well as implications for future output. Also examined in the paper are factors inhibiting long-term private investment in the oil industry (including factors specific to particular companies) as well as the relevant policies of the government. This paper revisits the skills agenda and suggests that in light of shifts from supply-side to demand-led provision within the UK higher education sector, there is a need to think more critically about the role and place of skills within university curricula. It suggests that if universities are to respond effectively to sector changes, then the increasing focus on embedding employability and skill development within curricula needs to be accompanied by consideration of how skills are understood, negotiated and given meaning at the curricula level. Consequently, this paper assesses how ‘place’ affects our understandings of skills; it moves on to address the relationship between skills and the development of student personality, before concluding with an exploration of the performance of skills, which questions what we actually mean when we talk about skills.  相似文献

Ammonia is the crucial intermediate for the production of nitrogen fertilisers. BASF, today still one of the largest chemical companies in the world, was the first company to develop a process for the synthesis of ammonia from its compounds hydrogen and nitrogen: the well‐known Haber–Bosch process. Other processes were developed as well in the 1910s and ’20s but these technologies have often been classified as ‘imitations’, neglecting the crucial role they played in the take‐off of the fertiliser industry in the late 1920s and neglecting engineering contractors, companies that specialised in the design and construction of plants for the process industries. Engineering contractors diffused ammonia synthesis across the world and enabled the take‐off of the fertiliser industry. This paper attempts to show the role engineering contractors can play in the chemical industry and attempts to give a more balanced account of the history of ammonia synthesis by focusing on the fertiliser industry instead of BASF.  相似文献

The recent expansion of tree plantations is the most important agrarian change in many parts of Brazil. This article uses the results of extensive field research to analyse the different ways paper and pulp companies assure their land base for eucalyptus plantations. The mechanisms of land access have changed little over the decades, amounting to a process of primitive accumulation which seems to be controlled by the ways the pulp industry influences land markets and prices, the strength of any resistance, and particularly the government support enjoyed by industry. Many paper and steel companies, either directly or indirectly, are increasingly relying on eucalyptus plantations, with negative impacts in many places. The expansion of tree monocultures with rural exclusion is characteristic of the wider phenomenon of land grab which is driven by the dominating financial logic of current capitalism.  相似文献

This paper considers the “share‐altering” technical change hypothesis in a spatial general equilibrium model where individuals have different levels of skills. Building on a simple Cobb‐Douglas production function, our model shows that the implementation of skill‐biased technologies requires a sufficient proportion of highly educated individuals. Moreover, when technical progress disproportionately replaces middle‐skill jobs, the local distribution of skills will exhibit “fat‐tails,” where the proportion of both highly skilled and low‐skilled workers increases. These and several other predictions of the model are consistent with recent existing evidence, and avoid some major criticism against the “canonical” CES framework.  相似文献

This paper aims to understand the consequences of US-led sanctions on two important industries in Iran: the oil and gas industry and power plant construction. Using qualitative methods and providing empirical evidence, this paper demonstrates the shortcomings of the pro-sanctions argument in the Iranian context. This paper argues that pro-sanctions literature is more inclined towards American politics; it ignores socially recurring effects such as empowering self-reliance in the target country. In the Iranian context, while sanctions regimes are beyond the control or power of industry managers, they have acted as a double-edged sword. On one hand, the sanctions have imposed extra costs on domestic companies in acquiring technological knowledge. On the other hand, they have stimulated policy-makers' determination and empowered a self-reliance doctrine amongst them.  相似文献
